Coal mine refuse handling traditionally has been the redheaded stepchild of the industry - a problem to be ignored as much as possible. During the past few years, however, mining companies have become more aware of the potential water pollution problem associated with refuse handling and storage. Planning for refuse disposal increasingly emphasizes protection of the environment as well as economics of refuse handling. Coal companies are responding to the environmental control needs by devising new systems and adapting well-known techniques to refuse handling systems. Monterey Coal Company has operated a non-polluting refuse disposal system at its No. 1 Mine for over two years. The purpose of this paper is to describe the design considerations given to the planning of that system and the operational experience gained during its construction

HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". INTRODUCTION Laboratory testing for magnetic concentration circuit design is a requirement, just as it is for most other types of concentration. Natural variations in raw materials allow on1 y the broadest of generalities to be made regarding magnetic separation. Further, magnetic fields are geometry dependent, leaving fundamental models of a separator overly dependent upon the exact conditions for which the models were derived. Despite this, an understanding of the basics of magnetic separation and of the problem to be attacked can result in rapid progress towards the final circuit design with a relatively simple testing program. Magnetic Separation Basic Principles A magnetic field can readily be understood in terms of lines of flux. A familiar demonstration of these lines of flux is the pattern of iron filings on a sheet of paper when a magnet is placed underneath. Lines of flux2 are measured in Gauss (1 line/cm2) or Tesla (10000 gauss). Regions of high field strength have a greater number of lines. Field direction is indicated by a convergence of lines. When a particle is placed in a magnetic field it cuts the lines of flux and alters them in one of three basic patterns. These patterns are referred to as diamagnetic, paramagnetic and ferromagnetic. Diamagnetic materials have electronic structures which react to oppose an applied magnetic field. This opposition acts to locally reduce the applied field slightly. The visualization is that lines of flux diverge and go around the particle. Because of this divergence or opposition, a diamagnetic particle will tend to move towards regions of lower flux density. That is to say that the particle will be repelled by a magnetic field. Aluminum oxide and napthalene are examples of diamagnetic materials. Paramagnetic materials have an electronic structure which increases an applied magnetic field. Although these materials also exhibit diamagnetism, they have randomly oriented impaired electrons which align with the magnetic field. "Construction of the longest road tunnel in Mexico is part of Acapulco’s alternate roadway to the scenic roadway project. This article provides a brief summary regarding details of the construction since the project began. Work was done by skilled engineers and Mexican workers that includes outstanding execution of the work in an urban and tourist area. This project will have a strong impact on the steady development of the port of Acapulco.Project locationAcapulco’s Alternate Roadway Project is currently under construction in the city of Acapulco, located in the Guerrero state of Mexico. It is an 8-km (5-mile) long roadway that starts at the Icacos neighborhood, heading toward Acapulco’s airport, crossing a drill-and-blast tunnel that is 3,160 m (10,350 ft) long under Veladero Park, a mountainous area. The tunnel overburden reaches a depth of 380 m (1,250 ft) approximately at the central point of the horizontal alignment, and continues with a 4-km (2.5-mile) long elevated road to connect to the existing Viaducto Diamante toll road (Fig. 1).Tunnel construction has already been finished using two portals for drilling and blasting operations; Brisamar Portal on the west side and Cayaco Portal on the east side (Fig. 2).Geometric dataOnly two main excavation cross-sections were considered in the executive design. The first one corresponds to the running tunnel for a three-lane vehicle section, with crosssection areas between 120 and 130 m2 (1,290 and 1,400 sq ft) taking into consideration different geological and geotechnical conditions to be encountered (Fig. 3).The second one corresponds to eight emergency bays, each one 50 m (164 ft) long, laid down within the tunnel outline, located at 400 m (1,312 ft) from each one with excavation cross-sections between 156 to 169 m2 (1,680 to 1,820 sq ft), in accordance to geological and geotechnical conditions to be encountered (Fig. 4).The tunnel’s horizontal alignment is completely straight, having a small curve within the vertical alignment on Cayaco portal, because there were some differences in levels when tunnel excavation started. Tunnel slopes were designed in such a way that rainwater does not run down into the tunnel at any time."

Northwest Alloys, a wholly owned subsidiary of Alcoa, produces magnesium from dolomite by reduction with ferrosilicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial by-products. Two such products are dicalcium silicate slag, Di-Cal, and magnesium oxide condensate, MgO. The alkaline properties of these materials offer acid neutralizing capability comparable to the traditionally used lime, therefore, warranting a study for their use in applications where the neutralization of acidic waters or process solutions is required, such as treatment of mine waters. In this ongoing study, three mine waters (Bunker HillMine, Berkeley Pit, and Blackbird Mine) were selected for treatment with Di-Cal and MgO. Lime was used as the background control. The solid precipitates were subsequently contacted with pure water at four different pH conditions for stability testing of prepared metal precipitates (expanded TCLP). It was found that neutralization with Di-Cal results in precipitates which are of equivalent to superior stability than those from lime treatment.

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development. In an increasingly environmentally conscious world, mining's importance to society has often been misunderstood and even maligned by the public. Extreme and impractical ideas have often been presented to children because of the lack of accurate, timely resource materials available to educators. In the late 1960s. two mining engineers, S.P. "Pi" Warren and C.L. "Lindy" Barker, became aware of this situation. They proposed to develop a summer field course to provide a factual overview of the minerals industry for teachers. The pair believed that teachers could become better informed to educate students, and future generations, about mining. These two Colorado Mining Association (CMA) members felt that such a course could reduce much of the misunderstanding about this vital industry. This could be done by providing a balanced perspective of mining, not only for kindergarten-through-grade-12 teachers, but also for the students they would be teaching during their careers. Students who better understood the minerals industry could better formulate an unbiased view of it. The course would seek recognized authorities from industry, academia and government who would lecture in their respective fields of expertise. The course would provide a total concept of the coal, aggregate, metals and industrial minerals industries. It would include geology, geophysics, exploration, mining, processing, marketing, product applications, economic, mining history, careers, and environmental responsiblity. When possible, site visits would permit educators to view operations and to meet the men and women who are industry leaders. Teachers would pay a small tuition fee. The balance of the program expenses for each teacher would be paid through scholarships provided by industry and individuals. The "total concept" idea obtained the support of the minerals industry. The support of CMA's Education Committee and the Colorado School of Mines (CSM) was obtained in 1968. Colorado's Commission on Higher Education approved teacher recertification credits through CSM's Office of Special Progams and Continuing Education for those successfully completing the program. The first six-week series of classes presenting the total concept of the indus¬try was held at CSM in 1969. In 1977, the CMA Education Foundation Inc. (CMAEF) was established as a Colorado nonprofit corporation. The "Total Concept of the Mining Industry" (Total Concept) course was placed under its sponsorship. CMAEF is dedicated toward this continuing education program (Table 1). In 1994, the course was streamlined to four-weeks for six hours recertification credit.

The effects of percent solids, mill loading and grinding time on product size distribution and ball wear were studied in a laboratory ball mill for a taconite ore. Mild steel balls and HCLA steel balls were used to examine the role that ball hardness play in grinding. Net production of minus 325 mesh - material reached maximum at 70% solids, whereas the ball wear decreased as pulp density increased. HCLA steel balls ground the taconite ore finer than mild steel balls under otherwise identical conditions. Examination of ball surfaces with a scanning electron microscope suggested that grinding with mild steel balls involved nipping rather than attrition, whereas grinding with harder HCLA balls involved both nipping and attrition.

The Polish underground mining has its long lasting tradition. High production of coal, that has recently been approaching 200 milion tons per year, put this small country among the bigest world producers of coal. To achieve such a high production, which mainly originate from very unfavourable mining and geological conditions, Polish scientists and engineers have to introduce new and original solutions to the mining practice. Many of the solutions on mining methods, ventilation, stability, subsidence etc., have had the world wide reputation, however, insufficient translations from Polish cause , that many of the recent Polish mining achievements are not known to foreign specialists.

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights. "Foreword by Emily SarverAssistant professor, Mining and Minerals Engineering, Virginia Tech, Blacksburg, VAThe Mineral Processing Division hosted its fifth Student Poster Contest during the 2014 SME Annual Meeting and Exhibit in Salt Lake City, UT – and, by all accounts, it was a huge success! This year, the contest more than doubled in numbers of individual entries and schools represented. A total of 30 students participated, including 23 graduates and 7 undergraduates, representing 13 US and international institutions: Colorado School of Mines, Michigan Tech, Missouri University of Science and Technology, Montana Tech, New Mexico Tech, South Dakota School of Mines, University of Kentucky, University of Utah, Virginia Tech, West Virginia University, Autonomous University of Chihuahua (Mexico), UNAL Medellin (Colombia), University of British Columbia (Canada). In addition to constructing their posters, students submitted abstracts and gave short oral presentations highlighting their research. Based on tallied scores from all three components of the contest, the judging panel selected 1st, 2nd and 3rd place winners at the undergraduate and graduate levels, which were announced during the MPD Luncheon on February 26.In the undergraduate division, University of Utah’s Lucas Pich was awarded the 1st place prize for his poster “Solid-liquid mixing studies in lab-scale flotation tank using electrical resistance tomography.” His extended abstract is included in this issue of Minerals & Metallurgical Processing. Joshua Chidester, also of Utah, won 2nd place for his poster presenting “Evaluation of detectors for radiotracer RTD measurement by MCNP.” And Lucas Rojas-Mendoza, of UNAL Medellin, took 3rd place for his poster on “Preg-robbing in Colombian gold ores.”In the graduate division, 1st place went to Caelen Anderson, of the Colorado School of Mines, who also placed in this contest in 2012 and 2013! The 2nd and 3rd place prizes were awarded to Jacob McDonald and Joseph Halt, respectively, both of Michigan Tech. Extended abstracts describing the work of these up-and-coming researchers are also included in this issue.The 2014 Contest was chaired by Emily Sarver (Virginia Tech) and Lisa Schlink (Freeport-McMoran Copper and Gold, Inc.). The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. Solution mining followed by solvent extraction-electrowinning (SX-EW) is one possible way to economically extract copper from ore bodies which cannot otherwise be profitably exploited. Published costs for the unit processes of SX and EW are out of date especially in view of the newer reagents now available and the newer circuit configurations, This paper updates the costs for SX-EW in 1985 dollars and also discusses some of the trade-offs which must be made when designing an SX-W plant.

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). Refractory ores and concentrates containing silver tend to form Ag-jarosite during autoclave oxidation. Silver extraction from the oxidation products is therefore low, unless a hot lime treatment step to decompose Ag-jarosite precedes cyanidation. Since silver iodide is very stable but soluble in cyanide solutions, the formation and decomposition of Ag-jarosite in the presence of iodine species was studied. Results indicate that Ag-jarosite formation could be prevented in favour of H3O-jarosite and AgI while oxidizing Ag2S under industrial autoclaving conditions, when the total iodine species to Ag mole ratio exceeded 5. Lower ratios gave proportionally more Ag-jarosite and less AgI. Under these conditions existing Ag-jarosite was also found to decompose in H30-jarosite and AgI.

The Dolph Mine fire site is located in Lackawanna County, PA, approximately three miles northeast of the city of Scranton. The fire was burning in both coal refuse (culm) and underground anthracite mine workings. It was reportedly begun by rubbish burning on top of a culm bank. A site investigation was completed in 2006 to define the extent of the fire and to recommend fire control measures. A cut off trench was selected as the principal control method. Plans and specifications were prepared in late 2006. The project was bid and a contractor selected in early 2007. The trench construction was completed in 2007. This paper describes the investigation and selection of the fire control method and discusses the trench construction.

The reclamation of an open dragline pit (Pond A3P-2) at the Gibbons Creek lignite mine in east-central Texas required neutralization of acid mine pit water. At the start of treatment with hydrated lime (Ca(OH)2) on March 28, 2000, the pond had partially filled with 913,000 m3 (740 acre ft) of pH 4.9 water. Another 666,600 m3 (540 acre ft) of pH 3.3 water was pumped in from an adjacent pit (PitA3P- 1). By the end of the project (July 5, 2000), a combined volume of 1,579,000m3(1,280ac-ft or 417milliongal) in PondA3P-2 had been successfully treated to pH 8.2 with 431 t (475 st) of lime. This was two to three times more neutralizer than laboratory trials and detailed chemical titration had predicted. The main reasons for the difference are thought to be the inadequate representation in a laboratory setting of some of the chemical reactions that occurred in the field, including incomplete mixing of reactants, reactions with clay minerals in the pit walls, the kinetics of biologically-mediated reactions and the kinetics of aluminum oxyhydroxide polymerization (aging).

Mining technology to utilize vital lunar resources will be required for any commitment to permanent lunar basing. Lunar mining must be viewed both as a major supporting element for space resource commercialization and for creation of human settlements on lunar and planetary surfaces to support long-range space exploration. The Apollo missions to the lunar surface and results from fundamental research on analogue lunar rocks by the Bureau of Mines, and others, have provided the initial data for developing lunar mining technology. The multi-disciplinary research projected in this paper outlines the scientific and engineering needs to realize the lunar mining goals.

In approaching a discussion of production of cement, I hope I won't be like the porter in the bank who was asked if he could give some details on the rediscount rate. He replied, "Boss, when I said hello, I told you all I know." Need for change every so often is illustrated by the story of the little boy four years old who had not spoken a word in those four years. One morning he said, "This damned oat meal is burned'." His Dad was amazed and said, "Son, how come you haven't said a word for four years and now out of a clear, blue sky you say, "The oat meal is burned." Johnny said, "Well, up to now everything has been all right." Not being a mining engineer myself, and my subject not dealing with mining engineering directly, I can only hope that you will agree that the subject has current relevancy by the feet that it can materially improve our environment by putting to good use a potential environmental polluter; namely, fly ash. The profitable utilization of fly ash can reduce cost of use of coal as an energy source. Therefore, it behooves us all to explore to the greatest depth, the pluses and minuses occasioned by its use wherever possible. My particular subject and my particular interest lie in its utilization as a blend in the production of Type IP Portland-Pozzolan Cement meeting requirements of ASTM C-595, Type IP.

Meridian Gold Company's Royal Mt. King mine (RMK), a subsidiary of FMC Gold Company, is located approximately 40 miles east of Stockton, California on the western edge of the historic mother lode belt. Gold ore at RMK is associated with a series of northwest trending fault zones hosted in either meta-volcanic or meta-sedimentary rock types commonly referred to as greenstone sulfide and carbonaceous phyllite. Mineralogy studies show gold in both ore types to occur primarily as electrum in the form of 1 -20 um inclusions in pyrite with varying amounts of free milling gold. In carbonaceous ores, gold was not found to be closely associated with carbon. At the start of the current mining operation, three major ore resources were identified. North Pit and Gold Knoll pits were the major greenstone reserves while Skyrocket Pit contained over 60% of the total reserves as carbonaceous ore. Since North Pit and Gold Knoll were to be the first areas mined, the mill began operation in February 1989 with a flowsheet designed for greenstone ores with a carbonaceous expansion anticipated after depletion of the greenstone reserves.
