A variety of backfills is presently being placed in different gold mines. The backfills are pumped as slurries to stopes where they are discharged into some form of retaining paddock. The effectiveness of fill as a support medium will depend on a number of factors. These can largely include (i) inherent properties of the material, e.g. particle size, shape, distribution and com- position, and (ii) conditions of placement. The terminology required for describing backfills is introduced, and the various laboratory-measured properties are presented for a variety of fills. Finally, the properties of the fills as they are placed underground are discussed.

"A method of optimizing the design of a processing plant has been developed which minimizes capital and operating costs for average stripping ratios and ore characteristics. Models were developed to describe the operating characteristics and costs involved in various operations such as up-grading, leaching and solid-liquid separation.The options available in up-grading policy and the relation between the cut-off grade and the costs incurred subsequently in the treatment of the ore formed the basis of the optimization. To arrive at an optimum plant configuration and a set of operating parameters, the interrelation between grinding size, leaching temperature, leaching time, and various plant recycle options was investigated."

This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

"I have been involved in the refractory industry for many years and at some time or another I have designed materials, tested materials, manufactured materials, installed materials, in fact I have done everything except actually chemically analyzed a refractory material.So I would not even begin to tell you how to analyse a refractory material. I'm sure everyone here knows more about chemical analysis than I do.However you could regard me as a customer with and perhaps the insights I have developed may help in putting the role of chemical analysis in the Refractories into perspective.For a start, let's take a step back and ask why we test refractories. The refractories handbook of the American Foundry Association gives four reasons:1. To determine appropriate specification.2. For quality control, to ensure conformance to specifications.3. To provide special property information not available elsewhere.4. For postmortem analysis to determine property changes in service and provideinformation that can point the way to better service.I want to discuss these points with regard to the role of chemical analysis and in particular the abuse of in house chemical analysis facilities. Your Council has pleasure in submitting its report for the year ended 30th June, 1970. COUNCIL The following served as Office Bearers during the year under review: Messrs J. K. E. Ten Council meetings were held during the year with an average attendance of seventeen and the standing committees held 45 meetings. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. MEMBERSHIP Twenty-eight Fellows, twenty-four Members, seventeen Graduates, twenty-five Associates and twenty-seven Students were elected during the year. MEMBERSHIP DRIVE A committee was established to organise a drive for membership as it was felt that there are numbers of persons in our mining and metallurgical industries who are not yet members but who qualify for membership. Members of the committee were allocated responsibility for campaigning in sections of industry and for publicising the aims, objectives and advantages of belonging to the Institute.

OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. We extend our sympathy to his wife and family and as a mark of respect I would ask you to rise and observe a few moments silence." PAPERS FOR PRESENTATION The President: (i) "Mr Lee, may I call on you to deliver your paper entitled 'A new bubble pick-up technique as a rapid flotation test method'." After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. This paper deals with procedures used for designing pillar systems in hard-rock tabular mines operating at shallow depths, typically less than 1000 m. A comprehensive review if current practice identifies four types if pillars, namely non-yield, yield, crush and barrier pillars, and the main principles for designing these pillars are outlined. It is shown that the current design methods for pillar systems in South Africa are mainly empirical, each mine developing its pillar-design methods based largely on practical experience. This results in varying pillar layouts, even between neighbouring mines, despite similarities in geology, and depth if mining. It is suggested that some current layouts may fall short if being the best as regards safety, the maximum safe extraction percentages, or flexibility in accommodating future mining scenarios in deeper or otherwise different geological conditions.

South African technikons The six autonomous colleges for advanced technical education in South Africa were established in terms of the Advanced Technical Education Act (Act 40 of 1967). However, since the inception of these colleges, it has become clear that members of the public find the name difficult to use and to remember. Consequently, these colleges, which play such an important role in the community, were not always correctly identified. Die forging The 9th International Conference on Die Forging will be held from Monday, 4th to Saturday 9th May, 1981, in Diisseldorf, Federal Republic of Germany. It is being organized jointly by the Forging Committee of the Verein Deutscher Eisenhiittenleute and the Vereinigung Deutscher Freiformschmieden. High-temperature alloys An International Conference on the Behaviour of High Temperature Alloys in Aggressive Environments will be held in Petten (North-Holland) from 15th to 18th October, 1979. Strategic minerals The National symposium on the availability of strategic minerals, which is being organized by the Institution of Mining and Metallurgy in collaboration with the Fellowship of Engineering, will be held at the London Press Centre, New Street Square, London EC4, on 20th and 21st November, 1979. The symposium has as its main objective consideration of those minerals that may pose problems of availability in the United Kingdom. Underwater mining The 10th Annual Underwater Mining Institute is scheduled for 1st to 3rd October, 1979, at Galveston, Texas. The Institute will be cosponsored by the Sea Grant College Programs of the University of Wisconsin and Texas A & M University and by the Marine Science Institute of the University of Texas it is being held in co-operation with the Association for Marine Mining. The performance of the improved microclimate suit by N. B. STRYDOM M.Sc., Ph.D. (Illinois) (Fellow), A. J. S. BENADE, B.Sc. (Potch.) (Visitor), and W. H. VAN DERWALT, M.Sc. (Potch.) (Visitor) An assessment has been made of a new improved microclimate jacket when worn by men working for four hours in a hot environment (wet-bulb temperature of 33,9°C and an air speed of 0,4 m/s) and at work rates of 35 Wand 70W. At the lower rate of work in heat, the use of microclimate suits maintained the rectal temperatures of the men at almost the same level as when they worked without that protection at normal room temperature (20°C). At the greater rate of work without protection, the men's rectal temperatures rose to 40°C within two to three hours, so that they could not complete four hours of work. When they wore microclimate suits, they easily completed four hours of work, and their rectal temperatures were lower than when they worked at the lower rate without protection.

Good blasting practices based on the careful application of explosive energy lead to significantly safer mining operations. Case studies demonstrate how the selection of the correct charge mass, explosive type and round design are vital for extracting the exact amount of rock required and preventing spurious damage to the remaining rock mass. In other cases the explosives are applied to precondition the rock mass, design rockburst resistant support, prevent damage to important excavations and reduce the exposure of miners to unsafe conditions. The Hybrid Stress Blasting Model is used to understand the explosive rock interaction and to illustrate and contrast good and bad blasting practices. In all cases, good supervision is required to continue safe mining according to the design. In my view, the establishment of the level at which South African gold output is at some kind of optimum is an interesting though somewhat academic exercise. Contribution by D. M. Hawkins* The thesis of the paper is a very interesting one, but, before it is used as the basis of any firm proposals to restructure the mining industry, which changes may be irreversible, one should be very sure that the basis of the calculations is sound. Contribution by P. J. Niewenhuizen* The hypothesis advanced by Mr Monro that the demonetization of gold in August 1971 introduced a major new policy variable, namely the supply-pricejdemand-price relationships, into the decision making process touches on a matter that has never really been given serious thought by the industry. Contribution by B. G. Kingsman* As a co-worker on the development of an econometric model for supply and demand in the world gold market with Mr H. L. Monro, it would perhaps be useful for me to make some comments on the various points raised in the discussions on his paper.

The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. STANDARDS FOR ACCEPTANCE To merit consideration papers should be of sufficient high standard and contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Their publication should be of real interest to technical men and of benefit to mining and industry. Authors must realize that because a mine shaft is new or the mine itself is newly established, this in itself does not justify a paper unless significantly new techniques or processes were involved in the opening-up procedure. A few well selected diagrams and illustrations are often more pertinent than an amorphous mass of less well chosen material. Over-statement and dogmatism are jarring and have no place in technical writing. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Papers should be submitted at least three months prior to the intended date of presentation. The text should be typewritten, double-spaced, on one side only of foolscap paper, leaving a left-hand margin of 11/2 inches, and should be submitted in duplicate to facilitate the work of the referees and editors. Galley proofs are sent to the authors for the correction of printers' errors and not for the purpose of making alterations and additions which may be expensive. Should an author make alterations which are considered excessive, he may be required to pay for them. ORTHODOX SEQUENCE Title and author's name together with author's degrees, titles and position Summary, abstract or synopsis Introduction Development of the main substance Conclusions References. Title: This should be as brief as possible, yet give a good idea of the subject and character of the paper. Style: Writing should conform to certain prescribed standards. When submitting graphical representations avoid a fine grid if possible. Curves should be in heavy line to stand out. Lettering too should be bold as a reduction in size is often involved in the printing process. SUMMARY ABSTRACT OR SYNOPSIS It is most important that the summary should provide a clear outline of the contents of the paper, the results obtained and the author's conclusions. It should be written concisely and in normal rather than abbreviated English and should not exceed 250 words. While the emphasis is on brevity this should not be laboured to the extent of leaving out important matter or impairing intelligibility. Summaries simplify the task of abstractors and therefore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. FOOTNOTES AND REFERENCES Footnotes should be resorted to only when they are indispensable. Do not use the word Bibliography. The discussion written by Dr de Frey suggests that mine design should be based on closely spaced stability pillars. However, this concept leads to low extraction ratios at depth. The concept of `crush' pillars in conjunction with more widely, appropriately spaced stability pillars allows for significantly larger extraction ratios, particularly at depth. It should be noted that the rock conditions in many areas of South African platinum and gold mines are good, allowing significant spans to be mined safely between stability pillars. `Crush' pillars are cut small enough to fail stably near the face under stiff loading conditions, and their residual strength is intended to support about 10 m rock height between stability pillars. While this support resistance cannot be achieved by conventional support, crush pillars have been proven to have the required capacity for this purpose. The concept of leaving smaller crush pillars with appropriately positioned stability pillars has been used successfully for more than 30 years in areas of South African platinum and gold mines.

Ceramic filtration plates are used for dewatering slurries with high solid concentrations and particles in the size range of 30 μm to 150 μm. After extensive operating times, the ceramic filter plates at Minas Rio in Brazil begin to blind due to the precipitation of barium sulphate on the surface of the ceramic filter plate, which reduces the overall efficiency of the filtration process. Further research is needed to identify the barium precipitate phases on the blocked filter plates and its thermodynamic and kinetic behaviour in the system. A crystallography analysis was performed on the sample and the results showed that there are two different sets of precipitates formed on the filter plate: grey crystals which were large and scatted on the filter plate and red micro crystals that covered the entire surface of the filter plate. The red microcrystals on the sample were identified with XRD, which indicated that the sample contained barium sulphate in the mineral form barite. Experiments were conducted to determine the optimum conditions under which barium precipitation will occur. The conditions tested as a possible driving force for barium sulphate precipitation were the effect of temperature, pH and concentration. The pH and temperature ranges were pushed to both the lower and higher boundaries. The effect of temperatures as low as 15oC was studied and pH levels of 7 and upwards. The first nuclei started appearing at a pH of 7 but significant growth is promoted at higher pH levels. The X-Ray diffraction analysis confirmed the phase of the precipitates formed, and the orthorhombic crystallographic structure formed is a characteristic of barium sulphate. The use of SO2/air gas mixtures as an oxidant to precipitate Mn from Co(II) leach liquors was investigated. The effects of SO2/air ratio, pH and temperature on Mn precipitation were evaluated. It was found that the use of SO2/air gas mixtures resulted in significantly higher Mn precipitation kinetics compared to using air or pure O2 alone. The SO2/air ratio was varied from 0% to 6% SO2(v/v) in air and similar Mn removals were achieved at 0.75% to 3% SO2 at pH 3. The solution pH was varied from pH 2 to pH 4; Mn precipitation did not increase considerably from pH 2 to pH 3, but increased significantly at pH values higher than pH 3. Cobalt co-precipitation also increased as pH increased, with 1% Co co-precipitation at pH 3. An increase in temperature from 30°C to 60°C also increased Mn precipitation and 100% Mn precipitated at 50°C. Cobalt co-precipitation also increased significantly with an increase in temperature. An activation energy of 25 kJ/mol was calculated from the Arrhenius plot, which is an indication that the precipitation reactions were both chemically and diffusion controlled. XRD analysis showed that Mn precipitated in the form of Mn2O3 instead of MnO2 that was predicted from thermodynamic data. SEM and XRD analysis also revealed that the precipitate consisted mainly of gypsum or bassanite (99%), with the Mn containing phase (< 1%) distributed within the gypsum phase.
