"Explosive gas mixtures are characterized by their ability to undergo a self-accelerating reaction that may culminate in ignition. In the case of methane and air there are two interdependent causes of this acceleration. First, if a sufficiently fast reaction is induced, heat may be evolved faster than it is lost to the surroundings; consequently, the temperature rises and the reaction rate increases. Second, the reaction rate is determined not only by temperature but by the concentration of reactive intermediate products if the latter increases during the course of the reaction the rate will increase. To understand the role of these active intermediates, it should be realized that molecules of methane and oxygen, per se, show little tendency to react with each other even at high temperatures.(1) If, however, free radicals like OH and CH3, are present in the mixture, the methane and oxygen are attacked in the reactions(2):In these reactions the radicals are regenerated, and thus a chain of reactions is set up by an individual radical or chain carrier which is broken only if the latter is destroyed in some process. Not all collisions of a chain carrier with CH4 or 02 result in reaction, since one requirement for a successful collision is that the colliding particles have a certain minimum energy. The percentage of collisions in which this energy condition is fulfilled increases with temperature, so that for equal chain-breaking probabilities the length of the reaction chain increases with increasing temperature. Thus, there exists an interplay of temperature and concentration of chain carriers that determines the reaction rate. To carry the rate to the stage of self-acceleration, higher temperatures are required for lower than for higher chain-carrier concentrations, other conditions being equal."

The experimental work reported upon herein was performed at the laboratory of the United States fuel-testing plant on the grounds of the Louisiana Purchase Exposition at St. Louis, Mo., between Janu- ary 1, 1905, and July 31, 1906, and was undertaken for the purpose of checking the results obtained in the routine work of the laboratory, improving the methods of working, and investigating the chemical and physical properties of coal. The laboratory having been designed primarily for the analysis of the coal samples sent to the fuel-testing plant, as well as those taken in connection with the regular testing operations of the boiler, gas-producer, and other divisions of the plant, only a very small proportion of the time of the force was available for experimental work outside of the regular routine. From the nature of such work it was not possible to separate the results obtained in 1905 from those obtained in 1906, especially as many of the experiments, such as those on the alteration of coal, involved a long time and were started in 1905 and continued to the middle of 1906. This report therefore covers all such work up to its completion in July, 1906. The complete history of the coals used in these experiments is not given, the samples being usually referred to by their laboratory num- bers only, as such information is generally not necessary and does not affect the interpretation of the results obtained in the experiments. Fuller information as to any particular sample may be found in the published reports of the fuel-testing plant for 1905 and 1906. In the following pages the results of each line of experimental work are given under a special heading indicating the object of the investigation.

The first step to emergency preparedness is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen all at once. Risk assessments are used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. While the examples provided in this training package are specific to mine fires, the concepts and tools can be applied to any mine hazard. Purpose: This training package was developed to assist instructors, as they: 1) determine how to use risk assessment to improve preparedness for mine fire emergencies and 2) present risk assessment concepts and tools to trainees. Audience: This package is appropriate for workers/trainees from all types of mines. A risk analysis can be conducted by anyone familiar with the location(s) being studied. Why Conduct a Fire Risk Assessment? During a risk assessment, hazards are evaluated in terms of the likelihood that a problem may occur and the damage it might cause. Mine fire preparedness requires consideration of all possible fires that could occur. However, at a given mine some fires are more likely than others and some would result in greater damage than would others. Conducting a risk analysis identifies these differences. The results can be used to target resources at the types of fires that are most likely and/or are most destructive. Hazards that are very likely to result in fires that would do considerable damage to people and property should be targeted first for remediation and/or effective response if remediation isn't possible. Potential fires that are less likely or that would have less severe consequences are identified for attention later, after the more serious situations have been addressed.

Researchers at the National Institute for Occupational Safety and Health have developed a miniature data acquisition system (MIDAS) that can measure resistance changes and temperature, store data for later retrieval, and illuminate LED lights. This instrument can be used with strain-gaged bolts, cable bolts, CSIRO stress-measuring gages, string pots, and any other instrument that uses single-ended, resistance-type gages. MIDAS has the capability to measure up to 16 gages at preset time intervals and store more than 2000 scans, yet is small enough to fit in a 35-mm hole. Because the MIDAS consumes little power, a 9-V alkaline battery will operate the system for 6 months. Data from the MIDAS can be sent to a PC via an RS232/RS485/IRdA port. A software program was written to set operation parameters, graph data, and store all information directly to a spreadsheet. Three LED lights change from green to yellow then red based on reading levels and/or rates of change. This feature can be used with different types of gages to warn miners of possible rock instabilities. The MIDAS has received MSHA experimental permissibility approval and is currently being tested at several mines.

The generally disappointing results obtained in the present study, together with the high material costs involved, preclude any general recommendation for a continuation of the work. One recommendation arises, however, from some observations on the application of latex to spoil banks. It was found that dilute latex used on a slope of spoil bank material at an application rate of 400 lbs per acre (dry basis) stabilized the soil and made it much more resistant to washout by rainfall. It is recommended that a study be conducted to use latex for temporary stabilization and/or sealing of spoil banks before and during reclamation procedures, on coal slurry ponds and coal refuse piles.

Twenty-five years ago, the former U.S. Bureau of Mines funded a research project aimed at developing the enabling technology for incipient failure prediction in electric power system components as a means of reducing the injuries and fatalities that sometimes occur when equipment malfunctions. Over the ensuing years, interest in this has waxed and waned, but recently interest has been growing for both civilian and military applications. This paper addresses the level of turn-to-turn insulation deterioration that can be resolved using an on-line monitoring technique. The detection of turn-to-turn defects is especially important because they are believed to represent the beginning stage of most motor winding failures.

In the inquiries and investigations that the Bureau of Mines is making with a view to increasing safety, efficiency, and economic development in the metallurgical industries, the application of elec- tricity to various processes, and especially to those in the manu- facture of iron and steel, is being given attention. Some results of the work already done are presented in this bulletin, which gives a historical review of the development of electric furnaces for making iron and steel, and discusses the problems that remain to be solved in the use of electric furnaces for the smelting of iron ores and the production of pig iron at a profit on a commercial scale.

Of all the war work by the Bureau of Mines none ultimately covered such a variety of processes and equipment, employed as many men, or called for as large an outlay as that started in con- nection with the solution of problems relating to the use of noxious gases in warfare. Beginning with an investigation to develop the best type of gas mask, the scope of the work extended until it included researches relating to a wide range of devices, such as different types of poisonous and irritating gases and smokes, smoke screens, gas shells and gas bombs, flame throwers, trench projectors for firing gas bombs, signal lights, and incendiary bombs. The Bureau of Mines in starting this work selected the necessary personnel, pro- cured the early equipment, and for some months, from the begin- ning to June 30, 1917, paid the cost of the work from its own funds. The Bureau of Mines built up a research staff of more than 700 chemists, including many of the most prominent chemists in the country, and obtained the cooperation of many of the universities and chemical companies. When the results obtained through this research were to be applied by the War Department, the Director of the Bureau of Mines cooperated in the selection of men to have charge of manufacture or further development, recommending chemiste who subsequently received commissions in the Army. The personal cooperation with the War Department was thus very close. The bureau can fairly claim that because it started this work on gas warfare and received the hearty support of the Department of War, the Navy Department, the National Research Council, and State, educational, and private institutions, the country was in July, 1918, months ahead of where it would otherwise have been in the production of gas masks and other devices. The production of toxic gases then far exceeded the supply of shells. In addition the later work in gas-mask manufacture by the Surgeon General's Office of the Army, which resulted in the development of the best mask produced anywhere; in gas manufacture and gas proving-ground tests by the Bureau of Ordnance, and in the chemical warfare pro- gram of the Navy, including the use of smoke screens, shells and toxic gases, were the direct results of the bureau's experimental work. The American charcoal and soda lime, developed through the research work, are the best used by any nation. The Bureau of Mines was instrumental in developing satisfactory methods of manu- facturing chlorpicrin, phosgene, mustard gas, brombenzylcyanide, cyanogen chloride, and other noxious substances on a large scale. The bureau also developed a smoke funnel for the Navy which no doubt saved many ships from submarine attacks, and devised smoke barrages, signal lights, incendiary darts, etc., for the Army. The Ordnance Department of the Army asked for incendiary bombs and were furnished with bombs better than any made previously. Perhaps the greatest single result of the research work has been the demonstration of the value of the services that the chemist and chemical engineer can render in time of need and the recogni- tion of chemical investigations as a necessary function of the Gov- ernment.

The Sullman, Picard & Ballot patent, No. 835120, is a process of concentrating ore which consists in mixing the powdered ore with water, adding a small proportion, a fraction of 1 per cent on the ore, of an oily liquid having a preferential affinity for metal- liferous matter, agitating the mixture until the oil-coated mineral matter forms into a froth and separating the froth from the remain- der by flotation. The process is known as an air-flotation process which consists in the use of a frothing agent in conjunction with such agitation of the ore pulp as will distribute the metallic particles of the ore throughout the mixture and produce bubbles of air and bring them in contact in the mixture with the metallic particles so dis- tributed. The bubbles will become attached to such metallic par- ticles, carrying them separately from the particles of gangue up through the surface of the mixture where they can be readily collected by skimming, by overflow, or by the use of other well-known devices. The air-flotation process was a patentable invention in the discov- ery made in March, 1905, and was not anticipated and is valid. Prior to that time there had been no suggestion in the arts that a propor- tion of 0.1 per cent of oil to ore or of any other fraction of 1 per cent of oil to ore would or might result in successful concentration. While the ascertainment that such a minute proportion of oil would affect a successful concentration of ore through a flotation process was a discovery, it was nevertheless of such a character, viewed with respect to the circumstances under which it was made, as to involve inven- tion and confer patentability. Claims 1 and 12 of the Sullman, Picard & Ballot patent, No. 835120, for a process of concentrating ore, known as the air-flotation process, are valid; but claim 9 is so indefinite as to render the claim void. The object of the Sullman, Greenway & Higgins patent, No. 962678, dated June 28, 1910, for improvements in ore concentration, is to separate metalliferous matter, graphite, and the like from gangue by means of oil, fatty acid, or other substances which have a prefer- ential affinity for metalliferous matter over gangue, and it is valid. The Greenway patent, No. 1099699, dated June 9, 1914, for improve- ments in the concentration of ores is invalid, as in view of the prior art the omission to use acid in the process can not confer patenta- bility.

 The Bureau of Mines, in conducting investigations of atmospheres in mines and tunnels for the purposes of determining and combating hazards to the health and safety of workers, has from time to time closely cooperated with municipal, State and Federal agencies in safety work in engineering and ventilating probleme. Recently the writers have conducted experiments with animals and men breathing helium-oxygen mixtures under pressure. The object of this work was to determine whether helium-oxygen atmospheres can be utilized to advantage in place of normal air for caisson and diving work. In such work the permissible pressures and times of compression and decompression are limited by the physiological effects on man. The major effect is that the nitrogen, (which is the inert con- stituent of normal air and is absorbed by the body tissues and fluids in abnormal amounts when under pressure,) tends to form bubbles in the tissues on too rapid discompression from high pressures. The Bureau of Mines is interested in this problem on account of the pos- sibilities of mitigating caisson illness in tunnel construction and other engine eering operations requiring men to work in compressed air. In addition, the Navy Department is interested on account of the possibilities for extending the range of salvaging and marine engineering operations. The results of the experiments conducted by the writers lead to the following conclusions: Helium is without odor or taste and has physical properties which promise to be of interest physiologically and which have been found to have possibilities of creat practical use, especially in making a synthetic atmosphere that will re- duce the hazard of caisson disease. The substitution of helium for the nitrogen ordinarily present in the air we breathe has been found to result in an atmosphere which it as respirable as that provided by nature. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form but the same in principle, has been gradually adopted by other departments until at present of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publications listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples represent- ing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. In June 1992, the Mine Safety and Health Administration (MSHA) published the "Report of the Coal Mine Respirable Dust Task Group, Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in-mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

Pulmonary inflammation is accompanied by increased microvascular permeability and leakage of plasma into alveolar spaces. Serum has been shown to affect superoxide (O2-) production from pulmonary alveolar macrophages (PAM) in vitro, and in some cases serum has been shown to be necessary for stimulation of PAM. An electro-optical method was used to measure O2- production from single PAM by measuring the reduction of nitroblue tetrazolium (NBT) to a diformazan precipitate (NBTH2) from videorecorded images of individual cells. PAM were stimulated by their initial attachment to culture dishes independent of serum. The addition of 2% serum to the culture medium increased NBTH2 production during attachment, whereas concentrations of 5 and 10% serum had no additional effect. In contrast, PAM incubated for 2 hrs could not be stimulated by phorbol myristate acetate (PMA) or zymosan particles to produce O2- unless serum was present during the incubation and/or stimulation; however, NBTH production was similar in all cases of serum addition. Also2, serum alone did not stimulate adherent PAM indicating that serum is necessary but not sufficient for stimulation of attached. PAM. These results suggest that changes in microcirculatory permeability may have a pronounced effect on superoxide production by PAM and that serum may help regulate or condition these cells during inflammation of the lung. "Introduction of diesel engines in underground mines may generate severe health hazards associated with exhaust contaminants. One of the most important parameter in determining the optimal air quantity for hazard reduction is the exhaust dispersion. Through analyzing the exact solution of the diffusion equation and its approximation by finite difference method(FDM) , this paper aims at doing a fundamental research to find an efficient dispersion model suitable to the domestic mines. Diffusion coefficients are likely to be small in the underground airways with high ventilation resistance. This makes concentration profiles similar to the convection-based step functions. It is the case for fixed as well as moving engines. Concentration estimation by exact solution is almost impossible in the case of either a single engine moving at a variable speed or the existence of multiple engines. Application of FDM to the diffusion equation including turbulent dispersion results in the various problems; unstable concentration profiles depending on the engine location, nuctuating concentrations near the engine, and overestimation of the dispersion region of which error grows with waning diffusion coefficient.Convection-based dispersion model is found to fit well for dynamic simulation of exhaust dispersion from multiple diesel engines in the airways showing low diffusion coefficients. Its suitability is more likely in the regions with frequent equipment passage. Published"

Development of the Rail-Haulage Sub-assembly for the Production Sub-system (UGMHS)* required the use of ,a newly formulated model in order to best satisfy the requirements. Many of the ideas of the former single-stage rail simulator included in the original version of UGMHS have been used, together with the results of experience gained in applying the earlier model to a variety of operating situations (Sanford, 1969). The sub-assembly is developed as an independent system and, as such, can be used to analyze track systems using production distri¬butions as data input. In addition, since this model is designed to replace the original sub-assembly in UGMHS, the linking procedure is identical with respect to bi-directional information flow. The flow of coal from production sections, for example, fills the mine cars, but a condition of "out of empties" or "full of loaded" at a loading station will shut down inby production sections. A requirements analysis was conducted to determine specifically how the model could best serve the user. Operating management had the largest input in developing the following requirements for the Rail Sub-assembly: a) data input in mixed narrative - numeric form to permit user identification of the input variables; b) a user option to extract several ranges of detail in model output, i.e., an average shift summary of minimum retrieval

The U.S. Bureau of Mines has estimated the potential availability of copper from 204 mines and deposits in market economy countries (MEC's). The evaluated properties have demonstrated resources totaling 436.4 million metric tons of contained copper and account for 90% of the Bureau of Mimes reserve base for copper in market economy countries. Total recoverable MEC copper resources are 340.8 million metric tons, 69% of which is from producing mines and 31% from nonproducing mines and deposits. Chile had the lowest estimated average total cost from producing mines of W.48 per pound of recoverable copper at a 0% discounted cash-flow rate of return (DCFROR), with estimated average total costs ranging from $0.40 to $0.81 per pound. The estimated average total cost of production, per pound of copper, for producing mines in the United States amounts to $0.57 in January 1988 dollars at a Wo DCFROR, with estimated total costs ranging from $0.36 to $0.85 per pound. In both real and nominal terms, the United States has, on average, significantly lowered its copper production costs since 1981. Rationalization of the industry and significant increases in productivity have made a strong improvement in the competitiveness of the U.S. copper industry to the extent that the United States should no longer be considered as a marginal producer of copper.

Ecuador's economy continued to slow in 1982 due, in part, to declining foreign demand for oil, depressed world oil prices, and high international interest rates. Real growth of the gross domestic product (GDP) was estimated to be in the 2% to 3% range, down from the revised 4.3% recorded in 1981 and the 4.5% anticipated officially. In current prices, the GDP in 1982 was estimated at $12.1 billion.2 Inflation abated slightly from that of 1981 to an estimated 13.9% annual rate. The sucre was devalued in May by 32%, the first time in more than a decade, as a result of the pervasive flow of capital abroad. Ecuador's production of petroleum increased an estimated 1.9% in 1982 compared with that of 1981. The consortium of Corporación Estatal Petrolera Ecuatoriana (CEPE), the state oil company holding a 62.5% interest, and Texaco Inc. (37.5%) produced an estimated 98%, or approximately 211,000 barrels per day, of the total from the northern part of El Oriente, the eastern jungle region, where a Texaco-Gulf Oil Corp. partnership discovered oil in 1967. Gulf subsequently sold out to CEPE in 1977 for $117 million, Remaining production was from the Santa Elena Peninsula Fields on the Pacific coast where production has been steadily declining for several years.

Electron spin resonance measurements have now been completed on the decay kinetics of the organic free radicals formed on crushing or grinding of a well characterized anthracite coal. The free radicals exhibit a complex decay pattern for the first few hours after the grinding, and a smooth decay thereafter. Parallel hemolysis studies indicate. a half-life of the decrease in the cytotoxicity of the fresh· dust to be about half-a-day. The cytotoxicity of the freshly-made dust decreases on addition of superoxide dismutase, catalase and sodium benzoate. The hemolysis rate is lower for the dust stored in buffers as compared to air. A chemical model will be presented to accomodate the cytotoxicity and spectroscopic data, and ~heir implicati6ns to pneumoconiosis.

Operator cabs on a front-end loader and a rotary rock drill were retrofitted with ceiling mounted heating1AC units and air filtration systems. Subsequently surface coal mine field studies were conducted to evaluate the respirable dust protection these retrofitted cab systems offer to the equipment operator. A significant 10: 1 respirable dust protection factor (ratio of outside to inside cab dust levels) was measured for the front-end loader cab with positive pressurization of the cab interior. Whereas an insignificant 3: 1 respirable dust protection factor was measured for the drill cab without positive pressurization of the cab interior. These results indicate that achieving positive interior cab pressurization with retrofitted cab filtration systems is a key element to their dust control effectiveness.
