Throughout the Appalachian Mountains there are dikes of coarse granite or pegmatite, which were intruded into other rocks. These pegmatite dikes contain feldspar, quartz, white mica (muscovite), black mica (biotite), and other minerals, such as beryl, garnet, and tourmaline. The investigation here reported has to do only with the dikes of the southern Appalachian region, in which the abundance of each mineral is as in the order given above. The pegmatites of this region are in every stage of alteration from those in which the feldspar is fresh to those in which the feldspar has decomposed to kaolin. The muscovite (white mica) shows no evidence of alteration, although most of the other associated minerals show traces of disintegration where the feldspar is completely kao- linized. At many places mining for mica has been done in dikes in which the feldspar is completely kaolinized, though the only evi- dences of disintegration in the mica are clay stains which are some- times noted between the outside lamina. Mining in these pegmatite dikes antedates history, traces of prehis- toric workings and some crude mining implements of stone having been unearthed by recent operations. The prehistoric mining is generally supposed to have been for mica, although investigations fail to show that the aborigines put the mica obtained to any par- ticular use except for ornaments, a few mica ornaments having been found in mounds in this region. The search for kaolin or semikaolinized feldspar is a plausible ex- planation of these prehistoric workings; all of them were in pegmatite that is more or less altered, and seemingly stopped only when the pegmatite became too hard to permit working with crude stone im- plements. The dumps do not represent the amount of material that one would expect, from their extent, the workings to have produced. 6. Computer Simulation of Mine Evacuation Analysis of mine evacuation involves manipulating a large number of interacting variables, such as mine passages, hoist movements, miner position etc. , which makes the problem very difficult to solve without use of a digital computer. Therefore, under this contract, a computer program is written to simulate evacuation of a mine under different configurations. The simulation input variables include characteristics of the mine, expressed in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self-rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effect of the fire on ventilation or on the miners is not considered. The simulation output includes the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure time of the miners. Details of the mine evacuation program are summarized in Appendices A and B Appendix A describes structure of the program and its capabilities. The flexibility of the program and its suggested uses are demostrated by a number of illustrative examples Appendix B is a user' s manual for the program which includes instructions for program use and explanation of the logic employed in the program. A computer listing and printout of a typical output are also included in the Appendix B The ten illustrative examples summarized in Section A 4 (Appendix A) provide proof of validity of the program and help make certain inferences about mine evacuation. The first example, which is simulation of an actual mine fire drill conducted in a mine, has predicted evacuation time within 5 percent of the actual evacuation time in the fire drill, demonstrating thereby, the ability of the program to make accurate predictions.

Presented in this paper is a theoretical review of the relationships that should exist between electrical winding parameters and the mechanical vibration of a-c machine elements under normal and faulted operating conditions. Also included is data from an experimental study that relates stator vibration and bearing vibration to selected winding faults in a synchronous machine. Consideration of these results indicates a significant relationship between electrical deterioration and mechanical vibration and thus provides the motivation for additional study and a basis for future applications.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 334-acre Mountain Lakes Wilderness Study Area (OR-011-001) in order to evaluate its identified mineral resources. The study area is located in Klamath County about 15 miles northwest of Klamath Falls, Oregon, and is adjacent to the Mountain Lakes Wilderness. The area is underlain by Pliocene-age basaltic andesite. No mining districts are in the study area nor were any claims recorded or found. There are no oil and gas lease applications. There are no identified mineral resources in the study area. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Mountain Lakes WSA (Wilderness Study Area), at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the WSA for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys is to provide data for the President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at reasonable cost.

On June 1, 2004, the underground coal mine ventilation safety standards under the Code of Federal Regulations (Title 30, Part 75) became effective for the use of a conveyor belt entry as an intake air course to ventilate working sections. These standards, also known as the Belt Air Rule, contained a section which limited the air velocity in the conveyor belt entry to no greater than 500 feet per minute unless otherwise approved by the US Mine Safety and Health Administration in the fire suppression system section of a mine?s ventilation plan. The Belt Air Rule included a requirement dictating compatibility of air velocity with fire suppression systems. The final rule of limiting air velocity in the belt entry was challenged in the Court of Appeals for the District of Columbia Circuit. The court granted that petition and vacated the requirement on the air velocity cap, according to MSHA. The removal of the air velocity cap from the final rule, paired with the compatibility requirement, led to a need for research on high air velocity?s influence on fire suppression system performance in belt entries. Test data was needed that illustrated the relationship between fire suppression system performance and air velocity, especially with the increased use of wider belts in underground coal mines, so National Institute for Occupational Safety and Health and MSHA collaborated to obtain the data. However, this work was initiated before the revised Belt Air Rule was promulgated on December 31, 2008, when 1000 fpm air velocity became a requirement. Four different

This project investigates the behavior of blast waves from the detonation of high explosives in an underground mine. A series of explosive tests was conducted in the underground and surface facilities at the Bureau of Mines' Lake Lynn Laboratory to evaluate the potentially dangerous effects of blast waves produced by open shooting, blown out holes, or accidental detonations of explosives. Shots of C4 and TNT were fired at the dead end of a 6 ft high by 20 ft wide entry, at the intersection of two entries, and on the surface. C4 and TNT were chosen for this research because they exhibit very consistent performance. Behavior of the blast wave was evaluated through recording of the pressure as a function of distance from the explosive detonation. For both explosives, C4 and TNT, peak pressure decay with travel down the entry was inversely proportional to distance to the 0.9 power. When comparing pressure measurements at 200 versus 100 feet from the detonation; at 200 feet the pressure would be 1/2 0.9 or 54 percent of that measured at 100 feet. By comparison, peak pressure for a surface shot exhibits a decay with distance to the -1.6 power, yielding a pressure at 200 feet 1/2 16 or 33 percent of that measured at 100 feet. This result confirms that the blast wave from detonation of an explosive in an underground mine maintains its force for a greater distance than would be the case on the surface. Results of the U.S. Bureau of Mines' survey of mineral resources in the Cuyama RARE II study area indicate there is no potential for metallic minerals and low potential for the development of gypsum resources. There are no producing or developing mines within the study area. The Santa Barbara Canyon Prospect contains 30,000 tons (27,000 t) of subeconmic gyspum resources, the Wagon Road Prospect 276,000 tons (250,000 t), and the Brush Fence Canyon 61,000 tons (55,000 t). Most of the resource in the Brush Fence Canyon Prospect is outside the area. Gypsum was not observed at the Cuyama River deposit. Present gypsum and gypsite requirements are being met by larger deposits closer to major markets. "The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. Educating the public about the role of mining and minerals can be a challenge. While it sometimes seems that little is being done to counteract negative publicity, there are many exciting things happening across the country that are helping meet this challenge. This paper will discuss existing minerals education activities and will provide tips for developing successful programs for a variety of groups, from students to industry to minerals educators themselves. The paper will also include an overview of the 9th annual National Minerals Education Conference held in July 2000 in Spokane, WA.

This is the third of a series of reports on a survey of petroleum prod- ucts manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in the other parts of the United States, and the claim has been made that some of the present Federal Specifications for petroleum products tend to discriminate against Cali- fomia products. The purposes of the present survey are to determine what par- ticular specification requirements Califomia petroleum products characteristical ly fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what lines investigation to determine this question should proceed. The first report of the series gave the physical and chemical properties of the samples of gasoline and mineral spirits. A second report**, gave the physical and chemical properties of samples of lubricating oils. The present report deals entirely with burning and fuel oils. The refin ing companies have continued their very cordial and helpful cooperation. Seven samples of kerosene, four samples of Diesel fuel and eight samples of fuel oil were obtained. The methods of analysis used are those adopted by the Interdepartmental Petroleum Specifications Committee, published by the Bureau of Mines in Technical Paper No. 323. The specifications used for corparison are those officially adopted by the Federal Specifications Board for the use of the various Depart- ments and Independent Establishments of the Government, effective February 3, 1923, and published by the Bureau of Mines in Technical Paper No. 323, Part 1. Specific gravity, degrees A.P.I., viscosity and other special tests al- though not required by the specifications have been given for comparison. All temperatures are recorded in degrees Fahrenheit. Tables have been prepared giving data on physical and chemical propertios of the individual samples. Before each table the classification and specifica- tions for the particular class of oil considered in the table are given. Follow- ing each table, brief notes show wherein samples deviate from specification re- quirements.

Monitoring the miner respirable quartz dust exposure for compliance with U.S. federal regulations is mandatory to protect the health of coal miners. However, there is no technique available for the direct measurement of the respirable quartz dust concentration in the mining environment. The only means to estimate the respirable quartz dust concentration is to perform an analysis of the respirable dust sample collected, which contains both coal and quartz dust as well as other mineral constituents. For samples collected at coal mines, the U.S. Mine Safety and Health Administration (MSHA) utilizes the P7 method for respirable quartz analysis. The objectives of this work are to 1) evaluate the performance of the P7 method on field samples of low quartz mass loadings, 2) evaluate the magnitude of dust mass spatial variability within an enclosed cab environment, and 3) estimate the subsequent propagation of error in calculating the per. centage of quartz over a broad range of mass and quartz filter loadings at a surface coal mine. These objectives were achieved by obtaining surface coal mine dust samples over a 9-month time period in enclosed cabs of three drills and three bulldozers. By measuring weighing precision and using reasonable estimates for sampler variability, the dust mass spatial variability component was calculated by difference. The results show that 1) the P7 method can be precise and linear with quartz mass loadings as low as approximately 5 µmg of quartz, 2) the dust mass spatial variability, even within an enclosed cab environment, is the dominant factor of variability in propagation of error in estimating the quartz content of the obtained dust samples on a percentage basis, and 3) weighing precision is not a significant factor in error propagation. In addition to the enclosed cab samples, samples from eight surface coal mine drills were collected at various locations exterior to the drill cab. Significant data scatter at these outside locations strongly suggests that the ambient dust mass spatial variability has a significant effect on the propagation of error in estimating quartz content of the dust samples on a percentage basis.

Vibration measurements at the workplace are often complicated and expensive. The assessment of the risk in conformity with EC Directive 2002/44/EC “Vibration” (which lays down the minimum requirements of laws in Europe for occupational safety and health) can therefore be carried out on the basis of an estimate based on information from manufacturers as well as by measurement conforming to ISO 5349. The characteristic values (emission values) determined by manufacturers in laboratory conditions may deviate from the exposure values measured at source at the workplace. Equally, deviations may arise as a result of the delay in the changeover of test methods from the single axis of measurement to the total vibration value for the three axes of measurement conforming to ISO 20643. To prevent faulty estimates, the manufacturer’s information has to be corrected by a tool-related factor in accordance with CEN/TR 15350. By taking the example of masonry and stone working machines, the empirically determined tool-related correction factor is checked and confirmed. Methods Vibration measurements were carried out in accordance with ISO 5349 in practical application conditions on 10 selected typical eccentric and orbital sanders, concrete and disc grinders as well as on wall chasers and stone saws. Results The total vibration value obtained for the investigated tools rangedfrom ahv = 3.6 m/s² to ahv = 11.6 m/s². When the values from the practical measurements are compared with the manufacturer’s vibration values, the underestimation of the risk occurring in some cases can be largely compensated for by the tool-related factors conforming to CEN/TR 15350 (see Figure 1).

"Haulage accidents usually are responsible for about 17 or 18 percent of all coal-mine fatalities and about 21 percent of all non-fatal coal-mine accidents. When the relatively small number of employees continuously exposed to haulage hazards is considered, it would appear that haulage is more hazardous than any other phase of coal-mine operation.Haulage accidents have increased from year to year, doubtless due to the increase in electrical haulage, and particularly to the use of larger cars, heavier locomotives, longer hauls, and greater speed. Unless very definite steps are taken to eliminate the causes of these accidents, they will continue to increase rather than be reduced, as they can and should be.Underground haulage in many of the large modern mines of today is similar in many respects to railroad practice. In recent years the railroads have made wonderful strides in reducing accidents, and instead. of being one of the most hazardous occupations, as it once was, railroading is now one of the safest. Doubtless, if thought and action, similar to that given to reducing accidents among railroad passengers and employees, were given to safety in mine haulage, under¬ground haulage accidents could be reduced in about the same ratio.Haulage accidents may be classified, according to responsibility, into two groups - those for which management is largely responsible and those for which the employee is largely to blame; there is, however, an overlapping of responsibility from one group to the other. If, therefore, haulage accidents are to be reduced, it is absolutely essential that both management and employees cooperate to this end.In the first group, for which management is largely responsible, may be included accidents due to faulty equipment, moor track, a poorly arranged system of haulage, lack of clearance or of overhead protection, and dirty roadways; even in these features, however, the employee is not without a measure of responsibility, as failure of haulage equipment possibly may be due to lack of care on his part, failure to report when equipment is out of order, or failure to do a good workmanlike job of installing or repairing or operating.To the second group of accidents for which the employee may be largely responsible, belong those caused by such careless practices as jumping on and off fast-moving trips, coupling on the ""fly"", running at excessive speeds, failure to properly block cars, and similar hazardous and unnecessary acts of omission or commission. If, however, management condones such practices, or, as in some instances, insists upon them, it must accept its share of responsibility for the accidents that inevitably result.Some of the most prolific sources of haulage accidents will be discussed briefly, together with the steps that may be taken to minimize their occurrence."

The Blackbird district, Lemhi County, Idaho, has long been recognized as a potential source of cobalt and copper. Exploration of the early discoveries in the area was largely discouraged by the comparatively low grade and small size of the known ore bodies, the slight demand for cobalt, and the lack of adequate roads throughout the region. Recent advances in the field of alloy metallurgy culminated in a steadily expanding demand for cobalt. This demand was finally accentuated to critical proportions in 1940 by worldwide rearmament programs and by the threatened disruption of foreign imports by submarine warfare.

NIOSH has developed an automated PC-based seismic monitoring system for use in mine ground control studies. The distribution and coordination of data acquisition and processing functions across a local area network (LAN) is a central feature of the system. Design requirements include (1) the use of lowcost, off-the-shelf, data acquisition and computer hardware, (2) the capability of automatically merging waveform data sets from different types of monitoring systems, (3) delivery of raw and processed data underground and on the surface, as well as to remote sites, and (4) automated data collection and processing over long periods of time without the need for human intervention. Current mine-wide installations utilize multiple, autonomous seismic networks located both underground and on the surface and provide 20 to 40 stations within a radius of several kilometers. Event locations, magnitude estimates, and other processed data are distributed for display and analysis on network nodes both underground and in the offices of mine engineers and managers. This paper describes the system's hardware and software components, examples of installations in hard-rock and coal mines, and a few observations from western U.S. longwall coal mines.

Bowie Resources maintains one of the most pro-active ground control programs in the U.S. mining industry today. Its guiding philosophy is that everyone in the organization, from the miners at the face all the way through the top management, are involved in ground control. Some of the unique elements of the Bowie ground control program include: • Roof bolt operators log the stratigraphy of test holes in nearly every cut. These “lith-graphs” are used by section foremen to determine the need for additional roof support, and they are entered into the geologic data base for use in geologic modeling and mapping. • Underground core drilling is conducted to obtain data for CMRR and stability maps. • Weekly “Quality” meetings, involving mine management and technical staff, are held to ensure that ground control information is integrated into production operations. The paper will describe the program in detail, discussing the involvement of roof bolters, section foremen, surveyors, technical staff, and production managers. It will also show how the program has contributed to the mine planning process. Case histories of successful ground control interventions will be discussed.

During the past 10 years the Bureau of Mines has had a broad experience in the tasting and inspection of electric motors for gaol-cutting machines, cowl drills, storage-battery locomotives and other equipment Which is used in mines where explosive mixtures of methane and air may be encountered. From this experience the Bureau's engineers have reached the conclusion that the most satisfactory method of protecting a motor so as to prevent any sparks resulting from rough commutator, loose contacts or short-circuits in it, from igniting he surrounding atmosphere, is to totally inclose the motor with a substantial casing; having flanged joints. These joints should be metal-to-metal contact so that the shortest path from the interior to the exterior Of the casing is not less than one inch in length. On account of this experience with mining machinery, the Bureau has been asked whether an equal or loss degree of protection would be sufficient for motors for service in or about places such as refineries, gasoline filling stations, cleaning establishments and pumping stations, or in any place where there is liklihood of explosive mixtures of gasoline or naphtha vapors and air accumulating.

"When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

In order to assist the various Federal and State agencies using large quantities of coal to select coal best suited technically and economically to their use, the United States Bureau of Mines has placed at their disposal a fuel inspection service. As part of this service, inspections are made at the mines which propose to furnish coal to these agencies on contracts. Such inspections cover both the mine itself to ascertain its capacity to fur- nish the desired tonnage and quality of the coal, the preparation of the coal in the tipple, and the obtaining of samples for analysis to determine the quality of coal as shipped. To insure that the sample sent to the laboratory for analysis is representative of the average quality of the coal, increments are taken at intervals until a gross sample of about 1,000 pounds of coal has been collected from each of the sizes of coal shipped by the mine, while coal has been coming from all parts of the mine. In reducing this gross sample to the small sample which is sent to the laboratory for analysis it is necessary to crush and quarter the coal by a certain standardized method until only 5 or 6 pounds of coal small enough to pass through a 3/16-inch square-mesh screen remains. The ordinary method which the bureau has followed was to crush the coal by hand with a tamper, such as is used for tamping concrete, on some hare smooth surface and to reduce the volume by quartering and riffling. During the past few years the demands from various Federal and State agencies for this service have been increasing rapidly in respect to bituminous coals. In addition to this, which might be called the normal increase, numerous requests have been received for similar service in respect to anthracite. It was obvious that if this increased demand was to be met it would be necessary either to increase the force allotted to this work or to provide the present force with some means by which their work could be made more effective. A care- ful survey of the situation showed that the greatest amount of time was consumed in trans- porting the men and their equipment from mine to mine in the same district, and in reducing the gross sample to the small finely crushed sample which is to be sent to the laboratory. Both of these phases of the work could be greatly accelerated by providing a motor truck of suitable speed and capacity, carrying a power-operated crusher, and the proper auxiliary equipment to store the gross sample as collected and to reduce it in volume efficiently after it has been crushed. Such a truck has been provided and placed in service. In the eight months it has been in operation the desired results have been fully attained. About twice as many samples as usual have been taken during that time by the same 2-pan crew assigned to this work. Many of the mines in the eastern part of the United States are in hilly or mountainous regions and can be reached only over rough, practically unimproved roads. "The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."
