The purpose of this Bureau of Mines work was to develop information useful in improving copper recovery during copper milling operations. Eleven copper mill tailings from the Western United States were subjected to froth flotation and cyanide leaching to provide an experimental basis for comparing their beneficiation response. Recoveries in flotation concentrates made from mill tailings ranged from 65 to 15 percent, at copper grades of 13 and 2.2 percent, respectively. Liberated copper sulfide minerals present in two samples were readily recovered by laboratory froth flotation. Nine of the samples were less amenable to froth flotation because of physical locking between copper sulfide minerals and gangue. Correlations among tailings indicated that recovery of sulfide copper by flotation was directly related to the sulfide copper content. Empirical equations derived from flotation data provided average values for unrecoverable copper and for recovery efficiency. Flotation response of copper mill tailings may be predicted from the equations. Data from cyanide leaching provides an equation describing the limiting high values for removal of copper by this method.

Reduce longwall equipment transfer time between panels by utilizing a predriven recovery room, and thus eliminate the premove preparation associated with most equipment recovery methods. Background and Approach The recovery point for a retreating longwall is a predetermined position near the end of the panel where mining is terminated and equipment is disassembled and removed. However, to prepare for equipment removal at the recovery point, bolting and wire meshing arc required before the recovery point is reached. Usually, preparations for equipment recovery begin about 35 ft from the recovery point, significantly impeding the normal rate of advance of the longwall and, consequently, production. Recently, BethEnergy Mines, Inc., and the Bureau of Mines cooperated to evaluate the applicability of utilizing predriven recovery rooms to improve longwall equipment recovery. A predriven recovery room is an entry driven parallel to the longwall face at the end of the panel, having standard dimensions (for that particular mine) and supported with bolts, wire mesh, and supplemental support. The preparation of this entry is completed before it experiences mining-induced effects from the approaching longwall face. This enables the face to continue to mine at its normal rate of advance until the panel is completed. The supplemental support is required to control the loads imposed by the front abutment and is the most vital component of the recovery room.

The heat content above 25.0° C up to 1,000° C was measured for six rock types: St. Cloud Gray Granodiorite, Holston Limestone, Sioux Quartzite, Rockville Quartz Monzonite, Salem Limestone, and the basalt at Dresser, Wis. The calorimetric data were obtained with an isothermal jacket-copper block calorimeter. The experimental heat content data for each rock type are presented, along with specific heat data obtained from the temperature derivative of the heat content. For the six rock types the maximum deviations of the specific heats at a given temperature were within 10 percent below 575° C and within 34 percent above 5750°C. The increase in the values of specific heat range from a minimum of 13 percent for the basalt at Dresser, Wis. (temperature range, 100° to 1,000° C) to a maximum of 46 percent for Holston Limestone (temperature range, 100° to 870° C).

Coal mining is more widely distributed throughout the United States than is generally known, as 30 States are credited with having coal mines. In 1919 twenty-three of these States each produced at least a million tons of bituminous coal, and all the States produced about 560,000,000 tons. In addition, Pennsylvania produced about 85,000,000 tons of anthracite. Twenty-eight States have regulations prepared by commissions or have enacted laws governing the operation of coal mines. Pennsyl¬vania has separate codes for the anthracite and bituminous fields. The codes may be classified as follows: Twelve distinctly coal¬mining codes; eight codes that are essentially coal mining, but also apply to other mines; five codes that are subdivided, referring partly to coal mines and partly to other mines; and four codes that are essentially metal mining, but apply in part or in whole to coal mining. The first State to have a coal-mining law was Pennsylvania, which enacted a law, for Schuylkill County only, in 1869. The first State to enact a coal-mining law governing all the coal mines in the State was Illinois in 1872, followed by Ohio in 1873. Pennsylvania in 1879 enacted a law for anthracite mines only, but did not enact similar laws for bituminous mines until 1577. At least 10 other States enacted coal-mining laws between the years 1870 and 1890. Before 1890 electricity was little used in coal-ruining operations and therefore practically no provisions governing the installation, inspection, or maintenance of electrical equipment were made in any of the laws enacted up to 1890. In the law of Colorado, approved April 8, 1885, there is a reference to the use of telephones, probably the first reference to electrical equipment of any kind in a State-mining code. Most of the mining codes have been changed from their original form by amendment or by complete revision. Social and political movements that had been gathering momentum over several years continued in 1993 to dramatically affect and inspire uncertainty on the global mineral industry. Privatization of government-controlled mineral industries continued throughout the world, especially in Africa, Asia, Central Eurasia, Eastern Europe, Latin America, and Western Europe. The reasons for privatization varied among regions and countries, but the trend was universal and was not expected to end soon. Regional trade blocks were being developed and expanded. The European Union (EU), the North American Free Trade Area (NAFTA), the Association of Southeast Asian Nations (ASEAN) , the Asia Pacific Economic Cooperation (APEC) , and the Latin American Southern Cone Common Market (MERCOSUR) were expected to contribute to reduced internal tariffs and increased minerals trade. Minerals consumption within the politically unstable former Soviet Union (FSU) decreased significantly without a simultaneous cutback in production, while its exports flooded the world's mineral markets. These exports into Western Europe and Japan, still in economic recession, depressed minerals and metals prices worldwide, especially for aluminum, magnesium, nickel, and potash. Increasingly restrictive environmental laws and land-access limitations in Australia, Canada, Western Europe, and the United States tended to discourage mineral resource development. However, the number of undeveloped countries in Latin America and Asia that encouraged exploration and development by revising mining and tax laws and regulations increased, thereby increasing investment opportunities for foreigners.

Gold placer deposits along the upper Yukon River, in the region between the river villages of Circle and Eagle, were investigated by the Bureau of Mines. The investigation was conducted intermittently between 1976 and 1985 as part of an evaluation of mineral resources on lands proposed for inclusion in the National Park System. At least 230,000 troy ounces (tr oz) of gold has been produced in the region, principally from Woodchopper, Goal, and Fourth of July Greeks. The placers are underlain by, or occur downstream of, early Tertiary sediments that have been deposited in the Eagle Trough. Strike-slip displacement along the Tintina Fault is responsible for creation of the trough and may have been a factor in the formation of the present placers. Placers were found to have a close spatial correlation to certain altered fault lineaments of the Tintina Fault trench. Placer concentrates contain several different textural forms of gold, suggesting multiple origins. Geological studies and a survey of 162 panned concentrates throughout the region indicated previously unreported sites of placer gold, and potential exists for the discovery of additional placer and lode gold. Because of nearly continuous soil and vegetation cover, further evaluation of the region will require subsurface sampling.

One of the objectives of the Bureau of Mines is to develop substitution technology for scarce materials. In accordance with this goal, alloys containing lanthanum, cobalt, copper, and magnesium were investigated for fabrication of rare-earth-cobalt (RE-Co) permanent magnets. A complete substitution of lanthanum for samarium and a partial substitution of copper for cobalt was accomplished. Magnets of La-Co and La-Co-Cu-Mg alloys were fabricated by powder metallurgy techniques and evaluated. A maximum intrinsic coercivity of 23.2 kOe was obtained with a La-Co-Cu-Mg alloy. In comparison, maximum values of 9.3 kOe and 11.6 kOe were obtained with La-Co and La-Co-Cu alloys, respectively. The substitution of copper and magnesium for part of the cobalt resulted in a large increase of intrinsic coercivity, similar to the results of Bureau research with mischmetal-Co-Cu-Mg alloys. Unlike the mischmetal-Co-Cu-Mg magnets, the La-Co-Cu-Mg magnets showed signs of physical deterioration on exposure to air. The effects of fabrication parameters on the magnetic properties of the La-Co-Cu-Mg alloys were also determined.

For 1991, the aggregate value of world international export trade in mineral commodities was roughly estimated at $685 billion in current 1991 dollars. The estimated level was about 6 % higher than that for 1990, but still more than 3 % below the record high set in 1980, and the year was the fifth in a row in which the value of exported minerals advanced. Table 8 provides a data series for the estimated value of world export trade in all mineral commodities from 1979 through 1991, as well as a breakdown of this total into fuel and non fuel commodities. The data shown are based on the historically more traditional and realistic (from the viewpoint of data availability) practice of reporting trade values for the year before the year of review. Despite the considerable increase in the dollar value of mineral commodity exports, their share of total export merchandise trade declined to 19.1 % in 1990 from 19.7% in 1989. At 19.1 %, this share was very near the recent year record low of 19.0% reached in 1988. Comparable 1991 figures were not available in time for inclusion here, but it is expected that the mineral commodity share of the total will be little altered from that of 1990.

An apparatus for determining trace impurities in Grade-A helium by mass spectrometer methods was designed and built by the Federal Bureau of Mines. Grade-A is the designation for helium commercially produced by the Bureau. Its nominal purity is 99.995 percent. The device, following a suggestion by Deaton, concentrates the impurities in the helium by freezing them out in a coil-and-trap assembly cooled by liquid helium. A known volume of helium is passed through the trap, the concentration ratio determined, and samples of the concentrated impurities are analyzed by mass spectrometer methods. The apparatus has been in service for approximately 20 months and has satisfactorily met all requirements. Over 200 analyses were made of helium contained in conventional cylinders, obtained from the Amarillo, Exell, Otis, and Navajo Helium Plants, during the 6-month period ending March I, 1959. Total impurity concentrations, in parts per million, were as follows: Amarillo, 19.1; Exell, 17.1; Otis, 11.3; and Navajo, 6.6. Neon and nitrogen were the major impurities. Complete data are shown in table 4 in the body of this report.

The U.S. Department of Energy Pittsburgh Research Center2 conducted experiments with mine conveyor belt samples in a 20-L furnace and in a laboratory fire tunnel to measure and compare the major toxic gas concentrations evolved during the combustion of the materials. The toxic gas concentrations, measured simultaneously through a multiport sampling device and treated as yield values, included hydrogen chloride (HO), hydrogen cyanide (HeN), oxides of nitrogen (NO, treated as NO), and carbon monoxide (CO). The data obtained from the two experimental systems were in good agreement. Correlations were developed for the toxic gas yields as a function of the percentage of chlorine (for HO gas), nitrogen (for HCN and NO, gases), and carbon (for CO gas) contained in the original materials. The toxic gas yields were also used to calculate a toxicity index (TI) parameter to assess the potential gas toxicity of belt materials during a fire. Furthermore, the TI and the mass loss burning rate values were used to calculate a toxicity hazard (TH) parameter to estimate the toxic gas hazard produced by a burning belt in a ventilated system. Results show that polyvinyl chloride (PVC) belts released higher HC1 concentrations because of the higher chlorine content; styrene-butadiene rubber (SBR) belts released higher CO, HCN, and NOz concentrations because of the higher carbon and nitrogen contents. The TI's, however, were greater for the PVC belts due primarily to the higher levels of HC1 produced. The fire tunnel data indicate that the SBR belts can bum with higher mass loss rates than the PVC belts, resulting in a potentially higher toxic hazard (higher TH values) even though their TI values were lower than those of the PVC belts.

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. A study was conducted by the Bureau of Mines to provide quarry operators with information regarding (1) the effects of jointing and bedding on rock fragmentation when bench blasting in two small-scale (2.5-ft) limestone benches, and (2) the successful use of inexpensive equipment and field techniques to determine the orientation and spacing of joints and bedding separations within the quarry. Using inexpensive equipment, such as a pocket transit and steel and paper tapes, joint and bedding separations were mapped and their frequencies measured. Results from two small-scale bench blasts in the Stewartville member of the Galena limestone formation showed that when the row of vertical blast-holes was oblique to the vertical joint orientations, the backface expression was outlined by two relatively large triangular protrusions (joint surfaces). In this blast, part of the rock burden was unbroken. When the line of vertical blastholes paralleled a predominant joint set, all of the rock burden was broken and displaced. The thickness of fragments that had been displaced by a blast correlated with the observed bedding thickness in the bench.

luring the past two years the Bureau of ?,lines has been receiving from 100 to 150 coal mines in various States a report of each accident causing death, permanent total disability, permanent partial disability, or temporary disability lasting beyond the remainder of the day or shift on which the accident occurred. For each 100 accidents in these groups, there are perhaps from 35 to 45 accidents that do not disable the employee beyond the remainder of the day, and of these fraction-of-a-day accidents the Bureau has compiled no statistics. Information revealed by the reports is to the effect that falls of roof and coal in bituminous coal mines are responsible for 28 per cent of the temporary injuries to underground workers and 33 per cent of the days lost from all temporary injuries underground; they also indicate that falls caused 59 per cent of the deaths from all causes underground. Figures compiled by R. N. Hosler, of the Pennsylvania. Mine Rating Bureau, and covering accidents in bituminous; minis in that State, chow that 61 per cent of the deaths underground during the years 1917-1921 wore due to falls. Neither of these percentage figures includes deaths in major explosions; figures for all bituminous mines in the United States during the five years 1920-1024, inclusive of deaths in major explosions, show that 52 per cent of the deaths underground and in shafts were due to falls of roof and coal.

"INTRODUCTION The predominant characteristic of powdered mica is the thin -plate shape of the particulars, and the thinner the plates, the more enhanced is this characteristic. Consequently, it is frequently desirable to grade mica according to the thickness of the plates. Concerning the various possible methods for grading mica, very little has been published. There is also no information on the relative quantities of mica per given range of plate thickness. This paper presents a graphical method that shows how these quantities are distributed and how the different methods of grading compare.CUMULATIVE BULK DENSITYBulk density, which is an indirect measure of the plate thickness, was determined in a small cylindrical cup of 3.37 cubic centimeters volume. The mica was placed in the cup under a standard procedure. The densities thus measured checked these determined in a 273 cubic centi¬meter cup with less than a 2 percent error.In calculating cumulative densities it is important to know how they are averaged. In any grading operation the bulk density of a series of fractions is determined. Starting with the lowest density fraction, the cumulative percent under-density can be calculated through the various fractions. It is possible that quantity may be measured by volume or weight and that the averaging may be done by a number of methods. However, experimentally it has been shown that the quantity must be by volume and that the averaging must be arithmetic. This is illustrated in table 1, in which the calculated and actual bulk densities are listed."

This description of process evaluation techniques used by the Bureau of Mines for studying proposed processing techniques has been prepared to provide those interested in using these studies with an understanding of the methodology. The methods used for preparing both capital and operating cost estimates are described. Each step in preparing the evaluations is described. Types of equipment costs are shown and factors used in the estimates are defined. Uses of the estimates are suggested and several examples are included. The accuracy of various types of estimates is discussed, along with an explanation of the reason for selecting the type used in the Bureau&apos;s process evaluation studies.

"In an earlier consideration of the vapor pressure of iron 3/ it was found necessary to estimate the specific heat of gaseous iron to write satisfactory free-energy-of-vaporization equations for the several forms of iron. That the specific heat of gaseous iron will exceed greatly the classical value of Cp = 4.967 calories per gram-mole per degree is evident from even a cursory Lamination of its spectrum. The two lowest energy states are separated by only 416 cm-1, which is small enough so that the second state is effective, theoretically, at below room temperature. Such phenomena are by no means uncommon, but, while they have been recognized with substances that ordinarily are encountered as gases, classical gaseous specific--heat values still are used, often without question, for the vapors of metals and other elements that are solids under ordinary conditions. The following calculations for iron and copper gases are presented to illustrate the sort of deviations from classical values that are encountered with metal gases.The methods employed in calculating from spectroscopic data of thermodynamic quantities such as specific heat, entropy, and free energy have been described, in detail by Giauque 4/ and others. These will be briefly reviewed here. It is customary to separate the translational energy of a molecule from the rotational, vibrational, and electronic energies. In the case of monatomic gases, only translational and electronic Energies are involved. The classical expression for the specific heat of a mona¬tomic gas, Cp = 4.967, deals only with energy stored in the molecule as translational energy and consequently is valid only in temperature ranges in which no appreciable number of molecules undergoes a change in electronic state."

This report contains a summary of Phase I and complete results of Phase II portions of a study of geologic factors associated with roof falls in mines on the Pocahontas #3 coal seam in southern West Virginia and southwestern Virginia. Principal objectives of Phase I was the selection of five mines that best portrayed the spectrum of roof and mining conditions and Phase II consisted of a measurement and documentation program for each of the five mines. The documentation measurement program included reconnaissance mapping, detailed mapping, joint measurements and coring roof rock. 1.2 PHASE I RESULTS The results of Phase I consisted of the selection of the following five mines for detailed study: Virginia Pocahontas #3 (Island Creek Coal Company), Bishop (Consolidation Coal Company), Shannon Branch (Allied Chemical Company), Keystone II (Eastern Associated Coal Company) and Macalpine-East Gulf (Westmorelenad Coal Company). In addition, Phase I results, which were based on questionnaire data, indicated that the kind of rock in the roof --gray sandstone, crystallized sandstone, laminated sandstone and shale, grey shale, slickensided shale, and rider seams could be associated with good and bad top areas. Also presence of vertical separations, bolt length, entry and cross-cut width, length and torque on bolts and depth of overburden seemed to be related factors. These data provided a focus for the Phase II measurement program.

Like most industries, the refining industry has in recent years been confronted with the problem of a decreased martin of profit, due both to a general lowering of prices and to rising costs. This has resulted in accelerating a program of increased efficiency an evidenced by improved methods and the installation of equipment designed to affect a number of economies hitherto regarded as unimportant. Perhaps the most important of these has been that of fuel economy for, as is not often realized, a refinery consumes about one-tenth as much fuel as it produces. A recently completed canvas., made by the Bureau of Mines for the purpose of determining the trend of fuel consumption at refineries in the United States, showed the following outstanding points, (1) a decrease in the use of oil for fuel in 1926 of approximately 4,000,000 barrels as compared with 1925; (2) a small decrease in the use of coal; (3) a material increase in the use of gas, both natural gas and refinery gas; and (4) a considerable increase in the use of petroleum coke.

During 1984, minerals exploited in Burundi included gold, kaolin, lime, and peat. Over 1,100 troy ounces of gold was extracted and traded during the year as a result of the lifting of the Government ban on gold mining in mid-1983 and the establishment of an artisan mining program and licensed trading counters. Almost 2,000 tons of kaolin was mined for the manufacture of insecticides. Lime production was for domestic fertilizer applications. Amoco International and the Government signed an accord late in the year for a petroleum exploration program covering 600,000 acres of Burundi&apos;s onshore Ruzizi Plain and part of northeastern Lake Tanganyika. Amoco was expected to begin the exploration program by mid-1985. Anticipated program costs could run as high as $200 million.2 The Finnish company Ekono Oy completed its peat industrial energy development studies for the Buyongwe peat deposits of northern Burundi by the end of the year. The project assessed the quantity and fuel quality of 13,000 hectares of peatland and was part of a larger study for developing the Musangati lateritic nickel deposits of Burundi, estimated at 3% of the world&apos;s reserves of nickel. The Buyongwe peat would fuel dryers and an electrical generating plant for supplying power to nickel ore processing facilities. Briquetted peat would also be used as a substitute for wood and charcoal, presently the main sources of rural energy in the country and rapidly depleting because of deforestation. The study also evaluated the most economical methods to harvest the peat bogs. The study was financed by the International Development Association (IDA), United Nations Development Program (UNDP), Finnish Aid-Finnida, and the Burundi Government.

Bench-scale laboratory tests were made by the Bureau of Mines of a segregation-flotation concentrate, assaying 20.43 percent copper, to investigate the influence of various ratios and concentrations of ammonia and carbon dioxide on copper extraction. Leaching the concentrate with a solution containing 900 pounds of ammonia and 360 pounds of carbon dioxide per ton of feed, followed by washing the leach residue with 1.75 tons of a 10-percent solution of ammonium carbonate and about 1 ton of water (as steam) per ton of solids, resulted in a copper recovery of 96.3 percent. Resegregation and flotation tests of the washed residues revealed that 85 percent of the copper in the residue could be recovered. Steam distillation tests of a typical ammoniacal leach liquor, assaying 39 grams copper, 105 grams ammonia, and 77 grams carbon dioxide per liter, recovered over 99 percent of the copper as a mixed oxide-carbonate precipitate. The ammonia losses in leaching, filtering, washing, and distillation were 0.12 pound per pound of copper recovered in the precipitate. Calcination and subsequent hydrogen reduction of the precipitate yielded a metallic copper powder assaying 98 percent Cu, 0.87 percent Si02, 0.10 percent MgO, 0.54 percent CaO, and 0.41 percent R203.
