Real gross national product3 (GNP) grew at a seasonally adjusted annual rate of 4.2% in the fourth quarter compared with a revised 4.3% rate in the third quarter, according to the most recent estimates released by the U.S. Department of Commerce (table 1). Expanding inventories, Government purchases of goods and services, residential fixed investment, and a narrowing of the trade deficit fueled the growth. Significantly reduced consumer demand led to the heavy inventory growth. Almost half of the buildup in inventories consisted of automobiles because consumers reduced purchases when Detroit ceased most incentive programs in late summer. Reduced consumer demand also affected imports, however, and the narrowing of the trade deficit resumed after widening in the third quarter. Nonresi- [ ] dential fixed investment also declined after a strong gain in the third quarter. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 2.9%, the same as that of 1986. However, on a fourth-quarter-to-fourth-quarter basis, the real growth reached 3.8%, the highest growth since 19M, and exceeded the Reagan Administration's estimate of 3.4%. Rising merchandise exports accounted for about one-third of the growth in GNP for all of 1987 and are expected to continue to grow as domestic manufactures benefit from the lower value of the dollar vis-a-vis other major trading country currencies. Consumer demand became a less important factor of economic growth, but employment continued to grow (table 2), and civilian unemployment declined by 0.9 percentage points (December to December) as the industrial sector geared up to increase exports. Inflation, as measured by the fixed-weighted GNP price index, remained low at 3.4%.

Capital and operating costs were estimated using a wet suppression, fabric filter, and a combination system of the two for hypothetical hard rock stone crushing plants located in central Pennsylvania, operating at 300, 600, and 1,000 tons per hour. Fixed capital expenditure for the dust abatement systems ranged from $49,129 to $249,162. Annual operating costs for the dust abatement systems ranged from $8,394 to $46,606 (0.9 to 3.2 cents per ton). If these dust abatement systems are properly sized, installed, and maintained, efficiencies approaching 95 percent can be expected for reduction in weight of dust particles emitted before control.

The United States is the world's largest consumer of tin and depends entirely upon foreign imports for its major source of supply. Only a small quantity of tin is produced on the North America continent. The advent of the war in Europe in 1939?brought a threat to our foreign sources of supply, and the Congress took steps to forestall shortages of tin and other metals. By authority of the Strategic Minerals Act, passed by Congress in 1939, and subsequent legislation, the Bureau of' Mines ?and Geological Survey conducted investigations of domestic tin deposits. Most of the tin that has been produced in North America came from the Seward Peninsula, Alaska.

An arc plasma reactor, constructed and used for studying extractive metallurgical processing, was adapted by the U.S. Bureau of Mines to separate gases of different masses by using the high rate of plasma rotation. With argon and helium as input gases, peripheral reactor outlet ports had a measured average increase of about 10 pet in argon concentration relative to helium with the plasma on compared with plasma off for the same gas inlet concentrations in both cases. Approximately the same average increase in argon concentration occurred from the peripheral outlet port compared with a central outlet probe with the plasma on. There was no difference with the plasma off.

A spectrographic procedure applicable to the semiquantitative determination of 29 elements in tungsten is presented. The method is designed to give estimates of impurity concentrations up to 500 p.p.m. Limits of detectability range from 0.3 p.p.m. for the more sensitive elements to 100 p.p.m. for the less sensitive ones. Tungsten metal samples varying in particle size from minus 300-to 30-mesh are excited in the presence of 5 percent germanium with a direct current arc. Germanium acts to stabilize the arc, minimizes the volatilization of tungsten, and serves as an efficient carrier to sweep impurities from the tungsten into the excitation zone. Curves are presented that show the volatilization behavior of germanium, tungsten, and impurities in tungsten at different concentration levels. Data obtained were used as guides in establishing the method of analysis. In the absence of established reliable analytical procedures for determining many impurities in tungsten in the parts per million concentration range, the spectrographic method described here should prove to be helpful in evaluating high-purity tungsten.

Analysis of the data produced by a wide-band, sensitive, horizontal, biaxial motion sensor has revealed several distinctive patterns before, during, and after a roof fall. The signals prior to the roof fall are similar in spectra, but one thousand times larger in amplitude, than those after the roof fall. Immediately preceding the roof fall, by two to twelve hours, five events occurred which were larger in amplitude and lower in frequency than even the large pre-roof fall background signals. An interpretation of these events is offered.

This Bureau of Mines report describes a system for the dissolution of metal and mineral samples using a microwave heat source. Samples and an acid mixture are placed in sealed polycarbonate vessels. The vessel contents are heated using microwaves, digested for 2 min, and quickly cooled. After the solution is brought to a final volume, the vessel contents are heated an additional 2 min in the microwave oven. Using this method, a slag, a feldspar, and a Ni-Cu alloy were dissolved and analyzed by atomic absorption spectroscopy. Values obtained for Na, K, Cu, Ni, Si, Mg, Mn, Ca, Al, and Fe agreed with certified values and had an average relative standard deviation of 1 pct. This system results in a significant savings in time and expense over traditional methods of sample dissolution, and is ideal for preparing solutions for analysis by atomic absorption, plasma optical emission, or X-ray spectroscopy.

Float-and-sink tests indicate what results are obtainable by gravity separation and rare therefore an invaluable adjunct to most coal-cleaning processes. However, it is difficult to make a direct interpretation of float-and-sink data on coal, and several systems for interpreting them have been proposed. Of these, that developed and used extensively by Bird3/, Yancey4/, and Gandrud5/ is considered by the author to be the most satisfactory. It makes use of four interrelated curves (hereafter referred to as be "washability curves"). The Bureau of Mines investigated the availability of manganese from known domestic occurrences. Eight of these deposits were found to have demonstrated resources totaling 420 million metric tons with an average grade of 10 percent contained manganese. They were found to be submarginally subeconomic. Economic evaluations of the eight deposits resulted in incentive prices ranging from $8 to almost $35 per long ton unit (22.4 pounds) of contained manganese. Comparing these prices with the current market value of $1.70 per long ton unit of manganese clearly illustrates the submarginal nature of the domestic ores analyzed. These domestic resources would probably not be developed except in the case of an extreme national emergency. Production from the eight deposits would take 3 to 6 years to develop, and the final product would be manganese ore concentrate, which could be used in the production of ferromanganese. If preproduction development began in 1981, annual production would peak in 1987 with 900,000 metric tons of recoverable manganese. Thereafter, production would see a steady decline unless additional resources were located or technologic improvements were made to allow processing of lower grade material, or unless mining and processing of ocean manganese nodules began to take place.

Illinois has the largest reported bituminous coal resources of any state and is one of largest coal-producing states in the nation. Coal-bearing rocks underlie about 65 percent of Illinois, including all or part of 86 of its 102 counties. An estimated 18 1 billion tons of coal resources are still in the ground. Using present mining methods, more than 30 billion tons of coal are classified as recoverable. This represents almost one-eighth of the total recoverable reserves of all types of coal in the United States. The state's surface mining regulatory program was conditionally approved June 1,1982. It received full approval October 25,1988. The Abandoned Mine Land Program was approved June 1, 1982, and the AML emergency authority June 11, 1984.

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures. To help determine what factors contribute to such failures, a comprehensive international database of 131 case histories has been compiled. The cases include six failures where major rock falls occurred in front of the shields, and seven even more serious failures involving major overburden weighting. The case studies suggest two types of room failure mechanism. The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender or remnant longwall panel narrows. The second is an overburden weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rockwell above the immediate roof. The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables and trusses) is employed together with higher-capacity shields. The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used. Weighting failures were not greatly affected by the density of roof reinforcement. In one of the overburden weighting cases, in a Pittsburgh coal bed mine, stress cell, convergence, bolt load and extensometer data have been used to analyze the failure in detail. This paper is one of a series of articles dealing with milling methods and costs at metal mines in the United States, written in accordance with an outline prepared by engineers of the United States Bureau of Mines and published by the bureau. The Netta mine and concentrator is the largest of the plants of the Eagle-Picher Lead Co, It is located in Ottawa County, in the extreme northeast corner of Oklahoma, and in what is known as the Tri-State zinc and lead mining district, embracing the northeast corner of Oklahoma, the southwest corner of Missouri, and the southeast corner of Kansas. A majority of the production comes from the Oklahoma section, with Kansas second, and Missouri third.

Research was done by the Bureau of Mines to determine the effect of a low-molecular-weight polymer on wet grinding of quartz, dolomite, and a copper ore. A 5-in ball mill equipped with a torque sensor for precise measurement of input energy was used for batch grinding tests. Grinding parameters were determined from size distribution data on the feed material and ground product. Zeta potential measurements were made to determine the effect of the polymer on the surface properties of the three materials, and a viscometer was used to measure the effect of the polymer on slurry viscosity. The addition of the polymer caused a sharp increase in the negative value of the zeta potential for all three materials, indicating that pronounced adsorption was taking place. At a constant slurry percent solids, addition of the polymer caused a similar reduction in slurry viscosity for each material. For quartz, dolomite, and the copper ore, grinding efficiency, as measured by kilogram of product per kilowatt hour passing a given screen size, was not affected by the addition of the polymer. However, the lowering in slurry viscosity caused by addi-tion of the polymer permits grinding at a higher slurry percent solids.

As part of the U.S. Bureau of Mines program to reduce the Nation's reliance on foreign supplies for critical metals, a procedure was devised to separate and recover critical metals from mixed and contaminated super alloy scrap. The process uses both pyrometallurgical and hydrometallurgical methods to treat the scrap. The mixed scrap is converted to a matte containing 4 to 7 pct S by adding S directly to the molten metal. This matte is then granulated and ground to a minus 35-mesh particle size and leached with an HCI-CI2 solution. This process takes essentially all the Ni, Co, Cr, Fe, AI, and Mo into solution in a 3-h leach, leaving W, Ta, Ti, and Nb (Cb) in the residue. The Mo is recovered from the chloride leach solution by solvent extraction, and the Cr and Fe are recovered together by precipitation. The Ni and Co can be recovered individually by an existing solvent extraction-electrowinning process. The W is recovered by a caustic leach of oxidized Cl2 leach residue.

At the National Institute for Occupational Safety and Health (NIOSH), researchers are pursuing this vision of safety and health through a fact-finding approach for reducing injury illness in various mineral sectors. Surveillance data from Mine Safety and Health Administration (MSHA) has been the source for such analyses. It helps to focus research efforts on key machinery, workers, and their tasks. This Bureau of Mines manual for design of surface mine haulage roads covers such aspects of haulage road design as road alignment (both vertical and horizontal), construction materials, cross slope, and drainage provisions. Traffic control and design of proper lane widths to promote safe vehicle movement are included, as are suggested criteria for road and vehicle maintenance and for runaway vehicle safety provisions. The aim of this publication is to provide those involved with surface mine haulage road design with a complete manual of recommended practices that, if implemented, will promote safer, more efficient haulage routes.
