"INTRODUCTION The manganese deposits of the Drum Mountain area were investigated as two separate projects. The first was begun in November 1940 and completed in August 1941, and the second began in January 1945 and ended in May of the same year. The first project was initiated as part of the Bureau of Mines program for development of strategic minerals for national defense. Subsequent operations disclosed conditions somewhat different than were expected, and it was decided that additional drilling should be done to delimit the ore bearing horizons further.The more promising manganese deposits in the Drum Mountains are situated on properties known as the Staats manganese mine and the Pratt manganese mine. The property controlled by the Pratt interests is under lease to the Ward Leasing Co. The 1941 project investigated the deposits on both properties, whereas the 1945 project was planned to explore further the oxidized ore bodies of the Pratt mine, although one hole was drilled in an attempt to extend the carbonate ore body on the Staats property (fig. 1).ACKNOWLEDGMENTSIn its program exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Extensive Bureau of Mines laboratory testing has shown that electrokinetic densification can be an effective method for dewatering and consolidating unclassified metal mine mill tailings. The report describes results of a limited field test of this technique. Eighteen-cubic-yard concrete model stopes, 18 feet long by 6 feet deep by 56 inches wide, were filled with unclassified tailings slurry from a metal mine in the Coeur d'Alene, Idaho, district. Five different tests were performed. They showed that a strong, dense, dewatered fill can be obtained in a reasonably short time using electrokinetics, with typical power consumption of 25 to 30 kW-hr/yd3 of densified fill. At present power costs in the Coeur d 'Alene district, this would amount to 10 to 12 cents/yd3.

The expression "firing open, unconfined shots," as used in this circular, means the firing of explosive charges not confined in boreholes. Examples are the so-called mudcap shots, adobe or dobe shots, or bulldozing shots consisting of explosive charges placed on, under, or between rocks for the purpose of breaking them. The practice of firing open, unconfined shots is not uncommon in coal mines, despite the fact that numerous mine explosions and dust ignitions have resulted from this practice. The usual method of preparing such shots is to place the explosive with its detonator on top of a piece of rock or coal and cover it with clay, loam, sand, or road dust; frequently no covering of any kind is used. In some mines, an open charge of explosive is placed on timbers to dislodge them or in crevices in the roof to break down loose rock that cannot be dislodged with a bar or pick. The explosive charges may be made and fired singly, although sometimes several charges are placed on one large piece of rock with a detonator in each charge, and all charges are fired simultaneously. Although it is general practice to use permissible shot-firing devices, which will not ignite gas or dust to fire these charges, electric power from the regular mine circuits is sometimes used. When the shot is fired, any coal dust that may be present is thrown into suspension by the blast and may be ignited by the intense hot flame of the explosive or by an arc or spark at the leg wires or the end of the firing leads if power from the regular mine circuit is used to fire the shot. Even if there is not enough coal dust present to form a dust cloud, open, unconfined shots can readily ignite methane.

The K.T. Dome Mine in Owen and Henry Counties, Ky., has been operated intermittently under several different owners since the early nineteen hundreds. No record of total production is available, but it is said that during 1943 and 1944, while being operated by the Twin Valley Mining Co., 30 cars of zinc concentrates and 10 cars of lead concentrates were shipped. The vein can be traced for about 10 miles along the strike from Lockport, Henry County, to Big Twin Creek in Owen County. It pinches and swells both vertically and horizontally and is reported to average 20 inches in width. In order to develop additional reserves on the property, the Bureau of Mines drilled four holes on the south extension of the vein. Drilling disclosed that the vein dips to the west on the south side of the Kentucky River and is continuous along the strike and in depth. However, the extent of mineralization in the vein varies widely.

The explosive-expansion center-hole anchor was designed and developed for the specific purpose of use as a component of an instrument system that measures differential ground movement within a small drill hole in rock. Such anchors should have an unobstructed center hole, should be installed without a twisting action which could tangle connecting wires, and should be capable of being installed at depths in excess of 100 feet. The anchor has a thick-walled center tube and a thin-walled outer tube. Low-energy detonating cord, wrapped around the center tube and detonated with a mild end primer, expands the outer tube to produce anchorage. The explosive-expansion center-hole anchor can be installed easily in drill holes of any inclination but cannot be installed under water. Centering of the anchor is critical with regard to its subsequent holding power. The anchor is safe to make and handle.

"Since the beginning of the petroleum industry in 1839, up to within two or three years ago, these has been a dearch of engineers who have had the fundamental technical training also sufficient practical experience so that they could compete with practical men. Need for Technical Investigations in Industry: As in the early stages of the mining industry, the petroleum industry has been rather slow in realizing the need for technical assistance and investigators in the development and production of oil lands. The rapid increase in consumption, however, during the past few years has accentuated this need more than anything else could have done. When it is realized that our production cannot longer keep pace with the demand, it is easily understood why it is imperative that be instituted which will tend to conserve and prolong the supply of oil from the fields now known. It is interesting to note from preliminary production figure given cut by the U. S. Geological Survey, for the year 1919, that the United States produced about 430,000,000 barrels, an increase of 22,000,000 or 6 per cent over 1918 production and also there was imported, chiefly from Mexico, a little over 52,000,000 barrels, making a total of 430,000,000 barrels, to satisfy the trade demand in the United States of which almost 6,000,000 barrels was exported. Stocks were not materially increased.Other significant facts regarding our petroleum industry, are that just recently the U. S. Shipping Board in soliciting bids for 24,000,000 barrels of fad oil to meet prospective needs, received bids for only 1,500,000 barrels at prizes ranging from 75 to 90 per cent higher than was paid last year. One large company on the Pacific Coast has stopped its export trade, and has notified consumers,of gas-engine distillate that they will no longer make deliveries of this product. This will materially affect the farmer, in many instances, through his use of the truck and tractor."

For the past several years, the Bureau of Mines has been actively engaged in developing two new oxygen self-rescuers through research contracts with private industry. These new oxygen self-rescuers are designed to be carried by a miner while he is at work and are used during emergency escape, supplying high-purity oxygen to the user and, at the same time, absorbing carbon dioxide (C02), The first of the two new self-rescue breathing devices is a 10-minute, self-contained apparatus developed by the Mine Safety Appliance Co, Size and weight of the unit are comparable to the currently used self-rescue devices. The second device, designed and developed by Lockheed Missiles and Space Corp., is 8. 4.5-lb package which supplies 1 hour of oxygen to the miner. Both devices have a canister which contains the oxygen-producing and CO2-absorbing potassium superoxide chemical, a breathing bag, a bite-type mouthpiece, noseclip, goggles, and hoses connecting the canister and mouthpiece. When needed in an emergency, the miner removes the outer protective cover and dons the unit. For both devices oxygen is immediately available once the mouthpiece is placed in the mouth. These two new units have received prototype approval from the National Institute for Occupation and Safety Health (NIOSH) and the Mining Enforcement and Safety Administration (MESA).

During the present war emergency, under the urge of the Federal Government to store coal, the following questions are frequently asked by coal users: (a) Will the coal lose any, of its heating value in storage? (b) Will it slack and give a smaller-size coal? (c) Will its burning characteristics change in any way? (d) Will it catch fire from spontaneous combustion? (e) What precautions should be taken when coal is stored? DISCUSSION (a) Loss of Heating Value Studies by the Bureau of Mines show that the loss of heating value of coal in storage commonly has been overestimated. Various types of storage tests were made on New River, Pocahontas, Pittsburgh gas, and Sheridan (Wyo.) coals. Contract H0242013 was originally to evaluate through underground tests, water spray systems for controlling respirable dust at the face of a longwall plow. A number of difficulties were encountered which made such an evaluation impractical. The contract was modified to evaluate, in the BCR dust tunnel facility, the live factors believed to affect respirable dust levels. A 60-foot long; plow face mock-up was constructed in the dust tunnel, a facility with controlled airflow and dust concentration. Six types of nozzles were tested with the following parameters: two nozzle orientations, two levels of water pressure, two levels of airflow, and with and without simulated airflow through the gob. Of these factors, the most significant in reducing respirable dust levels was nozzle orientation, where the nozzle directed 45 degrees downstream resulted in 27 percent lower dust levels than those directed 45 degrees upstream (against the airflow). Following in order of effectiveness were the higher water pressure and the lower airflow. All nozzles tested resulted in similar dust reduction, i.e., the type of nozzle was the least significant factor.

The Bureau of Mines studied airblast from surface mining to assess its damage and annoyance potential, and to determine safe levels and appropriate measurement techniques. Research results obtained from direct measurements of airblast-produced structure responses, damage, and analysis of instrument characteristics were combined with studies of sonic booms and human response to transient overpressures. Safe levels of airblast were found to be 134 dBL (0.1 Hz), 133 dBL (2 Hz), 129 dBL (6 Hz), and 105 dB C-slow. These four air- blast levels and measurement methods are equivalent in terms of structure response, and any one could be used as a safe-level criterion. Of the four methods, only the 0.1-Hz high-pass linear method accurately measures the total airblast energy present; however, the other three were found to adequately quantify the structure response and also represent techniques that are readily available to industry. Where a single airblast measuring system must be used, the 2-Hz linear peak response is the best overall compromise. The human response and annoyance problem from airblast is probably caused primarily by wall rattling and the resulting secondary noises. Although these will not entirely be precluded by the recommended levels, they are low enough to pre- clude damage to residential structures and any possible human injury over the long term.

"The Bureau of Mines and the State of Colorado are cooperating in an investigation of the oil shales of Colorado. in this report the yields and the results of analyses of the oil and, gas produced from a number of oil-shale samples from the principal deposits of Colorado and other oil-shale States, are compared with samples from Scotland and Australia, where the oil-shale industry has had its greatest commercial development, and also with a sample from Brazil *here extensive oil-shale deposits are found shale samples were not selected as being representative of the different deposits, but they illustrate the wide variation in the nature of the organic matter of different oil shales.A further study is being made of the chemical composition of the shale, distribution of nitrogen and sulphur. in the products, temperatures at which organic matter decomposes, and the results will be presented in subsequent Papers, With complete data available on the chemical composition of the shales, it may be possible to explain some of the differences in the nature of the products from the various shales,Most of the work described herein was done under the supervision of M. J. Gavin. L. C. Karrick, formerly of .the Boulder laboratory, assisted in the work and gave many valuable suggestions."

The major industrial classifications in stone mining are dimension stone (used for construction purposes), crushed and broken stone (aggregates), cement, and lime. Stone mines comprised 29.7% of all mining operations. • Mines producing crushed and broken stone (n = 3,372) comprised 78.2% of all stone mining operations.

From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was pub¬lished in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 392, Permissible Coal-Cutting Equipment.

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests. Correlations were made on experimental data for four New Mexico ore series to determine relationships between ore grade and uranium extraction during leaching operations. Such relationships provide information needed to predict the long-range supply of minerals to meet national economic and strategic needs. Results show that other ore constituents and gangue materials in addition to uranium grade influence uranium extraction. In general, tailing grades decrease and uranium extraction increases as both H2S04 and NaCl03 concentrations increase. Terminal emf and terminal pH also were studied. Similar trends appeared for all ores; however, specific combinations of results also were observed for individual ores and ore series. Experimental results indicate that uranium extractions are higher for lower uranium feed grades than predicted by other estimates. Three factors--uranium feed grade, H2SO4 concentration, and NaC103 concentration--were used to design factorial experiments for each ore series. Four additional feed assay factors--V205, Fe, C02, and CaO--were included in regression equations to account for some of the variation in data. The three factorial factors are represented in the regression equations by linear and exponential terms of the form D i'1*G i + Di,2 *e Di, 3*Gi. The four additional assay factors are represented by linear and squared terms of the form Di,*Gi + Di,2*eDi3*Gi. where the Di, ,J are coefficients, the Gi are factors, and the symbol * represents multiplication in computer notation. The interactions of the factors are represented by products of the nonlinear terms for all pairs of the factors.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

Sections 120 and 121 of Article XI. Fire Control, of a proposed Mine Safety Law in preparation, to be used as desired and when approved by any State, contains these provisions: After the adoption of these regulations, no mine operator shall erect any nonfireproof structure within 50 feet of any mine entrance. or airway. Every operating mine having nonfireproof structures within 50 feet of any mine entrance or airway, except headframes necessary for hoisting, shall have such structures fireproofed or removed and replaced with fireproof structures within six months of the adoption of these regulations. Before reopening, mines idle at the time of the adoption of these regulations shall have all non- fireproof structures fireproofed, removed, or replaced with fire- proof structures as required by the foregoing sentence. Upon receipt of the written statement of a mine operator that the fireproofing of existing structures is impracticable, the chief mining engineer (of the State commission) shall satisfy himself as to the abouracy of the statement. If he concurs that fireproofing is impracticable, and if at the same time he holds the opinion that adequate protection can be provided otherwise by such procedure, he shall have authority to issue a written permit for the substitution of fireproof door at or near portals of mine openings and collars: of shafts. Such doors shall fit as nearly gas-tight as possible. and shall be installed in such a way that the mouths of mine open- ings can be closed readily from outside of structures. The effec- tiveness of such permit may be made contingent upon the operator's continued compliance with any additional precautions which are necessary in the chief mining engineer's opinion to protect the lives of miners.

Miners at noncoal surface mining operations are often exposed to high levels of respirable dust. In an effort to lower the respirable dust exposure of these surface miners, the National Institute for Occupational Safety and Health (NIOSH) has been conducting research to address this problem in a practical and economically viable manner. One successful effort deals with lowering the dust exposure of equipment operators in enclosed cabs. Many types of surface mining equipment utilize enclosed cabs to protect equipment operators from dust exposure. Normally when the equipment is new, the cabs are fairly airtight. These tightly sealed cabs, combined with good filtration systems, generally provide the operator with good dust protection. However, most mining equipment is older, and as aging occurs, many components of the enclosure deteriorate. The structural integrity of the cab diminishes and the effectiveness of the air filtration system fails. NIOSH has been successfully researching costs-effective methods to improve both filtration effectiveness and cab integrity of these older cabs in order to provide a healthier work environment for equipment operators. Dust sampling records indicate that drill operators and helpers have the highest dust exposure of all workers at surface mining operations. Since much of the overburden contains a high percentage of silica, the health hazard associated with this dust can be even more serious. NIOSH research is addressing techniques to lower respirable dust levels at surface drilling operations. INTRODUCTION NIOSH's mission is to assure a safe and healthy work environment for the working men and women of this nation. The U.S. Bureau of Mines (USBM) Diesel Research Program emphasizes the development and evaluation of emission control devices to reduce exposure of miners to diesel exhaust pollutants. Studies by the USBM have shown that diesel exhaust aerosol (DEA) contributes a substantial portion of the respirable aerosol in underground coal mines using diesel equipment not equipped with emission controls. The USBM and the Donaldson Co., Inc., Minneapolis, MN, have developed a low-temperature, disposable diesel exhaust filter (DDEF) for use on permissible diesel haulage vehicles equipped with waterbath exhaust conditioners. These were evaluated in three underground, mines, to determine their effectiveness in reducing DEA concentrations. The DDEF reduced DEA concentrations from 70 to 90 pct at these mines. The usable life of the filter ranged from 10 to 32 h, depending on factors that affect DEA output, such 'as mine altitude, engine type, and duty-cycle. Cost per filter is approximately $40.
