The design, specification, and performance evaluation of the Communications and Location portions of a Coal Mine Rescue and Survival System are described. The work was performed as part of a nine month effort to develop a mine rescue and survival system using existing technology and state -of-the -art hardware as recommended by the National Academy of Engineering. Three basic subsystems were developed, one for survival, one for communications/location and one for rescue. This report and related equipment manuals describe only the Communications/ Location Subsystem which was designed, fabricated, and tested by the Westinghouse Georesearch Laboratory in Boulder, Colorado. Two basic technologies were used. Electromagnetic signals propagating through-the-earth provide voice downlink and coded beacon up-link communications. Seismic methods were developed to provide means for locating trapped miners. Seismic signalling also provides a backup means for communications. Parallel development programs for the electromagnetic and seismic portions of the system were conducted. The resulting hardware and software have been partially tested in coal mines and under simulated emergency conditions in order to evaluate system performance. The results of these tests are discussed. Further testing is recommended in order to establish quantitative performance limitations tinder a variety of environmental conditions and to develop methods for improving system performance.

A major emphasis of the U.S. Bureau of Mines is to perform research on the prevention of fatal accidents at mining operations. The leading cause of fatalities in the underground coal mining industry is groundfalls. This proceedings volume presents several new developments that are helping to prevent fatalities and reduce injuries by groundfalls. The papers focus on the problem from two different perspectives. About half of the papers present information and techniques that can be used to train and motivate miners to protect themselves from groundfalls. The other papers explain how to identify and respond to various geologic conditions that affect the stability of the mine roof. Of the 95 groundfall fatalities that occurred during 1986-90, 75% took place in Kentucky, West Virginia, and Virginia. The rate of groundfall fatalities was much higher at small mines. During 1986-90, the rate of groundfall fatalities at mines employing fewer than 20 people was 4.3 times higher than the rate for larger mines. Because so many groundfall fatalities are occurring at relatively small mines in the southern Appalachian coalfields, many of the papers focus specifically on the needs of this category of mine operations.

Two facets of surface mining were studied: feasibility of using training simulators to increase productivity of haulage trucks, front-end loaders, and shovels; and improving the efficiency of dragline operations with a computer-aided analysis of dragline usage and the addition of an on-board operator display. Training costs per student were estimated based on current training practices. Training objectives were derived from task: analyses of haulage trucks, front-end loaders, and shovels. The cost effectiveness of training simulators was determined. A computer-aided analysis defined the critical performance parameters. An on-board operator's display is recommended to improve operator efficiency.

Each mining district presents different problems as to the methods of ore extraction cad underground support, which are dependent upon the type of the ore deposit and the character of the inclosing rock. Mining costs, however, depend largely aeon the efficiency with which the methods employed underground are [applie] as well as upon the selection of the method best adapted to the physical conditions. The purpose of this paper is to present to the operator in other districts a detailed description of ho mining method used ins results obtained in tie exploitation of the bedded magnetite deposits of the Mineville district. The town of Mineville is situated in the Adirondacks, five miles west of Port Henry on Lake Champlain.

In June 1929 the Bureau of Mines issued a 13-page information circular entitled "Mineral Wool," which was one of the first publications to present to the public Rome technical aspects of the mineral-wool industry. Since then several articles on the subject have appeared in the technical press as well as in publications of State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large number, and in 1935 it was decided to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for nubile distribution. With the cooperation of the industry, this survey was made, and Information Circular 6984, Mineral Wool, was published in January 1930. The issue was exhausted after a few months, and requests for copies continued to come to the Bureau. As opportunity arose, further field studies were made in American as well as Canadian plants. The present circular contains the essential information in Information Circular 6994 together with date from later field studies.

Endless lines at service station gasoline pumps, limited travel at reduced speeds, thermostats set at an uncozy sixty-eight degrees in the dead of winter-these are but a few of the inconveniences and discomforts that awakened Americans to a realization that our domestic minerals resources, traditionally taken for granted, are not boundless. We begin to accept and practice principles of conservation, yet we are aware that this alone cannot appreciably forestall the inevitable depletion of our minerals, metals, and fossil fuels-resources critical to our Nation's economy. The key to warding off shortages is the development of technology that will insure a continuing, adequate supply of minerals and energy from reliable sources at the lowest possible costs to society and the environment. The mission of the Bureau of Mines is to develop this improved technology. Established in 1910, the Bureau of Mines of the Department of the Interior is the Federal Government's primary research arm in the minerals and fossil fuels fields. In addition to its research role, the Bureau keeps the Government informed of the Nation's mineral posture. The Bureau also seeks to stimulate private industry, through the awarding of grants and contracts, to produce minerals and fuels at a rate compatible with the country's increasing demands.

Methane, a highly explosive gas evolved during the coal-formation process, is one of the hazards of mining most difficult to overcome. It is retained between particles of coal and entrapped in strata overlying and underlying the coal beds to a degree dependent upon the permeability of the enclosing strata. Considering that methane might be encountered at any time during the mining of coal, attempts have been made through the years to minimize the sources of ignition at coal-mine faces, such as the introduction of permissible electric equipment, the prohibition of smoking and open lights, and the development of safer explosives. The sparks created when mining-machine picks contact sandstone or iron pyrites2/ constitute one source of ignition, always recognized as a possibility but never greatly emphasized in the United States until recently, when ignitions began occurring with rather alarming frequency and in widely scattered coal-producing areas.

Highwall mining is an important coal mining method. It appears that upwards of 60 highwall miners are presently in operation, and they may account for approximately 4% of total U.S. coal production. A review of the Mines Safety and Health Administration (MSHA) data over the 20 year period from 1983 to 2002 identified 9 fatalities attributable to auger and highwall mining of which inadequate ground control accounted for 1/3. In the past 5 years, 1 fatality occurred in highwall mining. Estimates of the manpower requirements in highwall mining suggest that its fatality rate is essentially the same as for surface coal mining, thus highwall mining appears to be a very safe modern mining method. Highwall stability is the major ground control related safety concern, and operators are required to develop and follow an appropriate highwall mining ground control plan. The plans usually specify the following geotechnical parameters: hole width, maximum hole depth, maximum overburden depth, seam thickness, web pillar width, barrier pillar width and number of holes between barriers. Calculated web pillar stability factor exceeded 1.3 for most designs evaluated. This study examined records from 5,289 highwall miner holes with a total completed footage of about 2,560,000 feet to understand the reasons for early pull out. Average lost footage is typically about 20% of planned footage. Only 35% of the holes reached planned depth, and 20% were short due to rockfalls. Water and adverse geology accounted for 15% of the losses. Mechanical/electrical problems, guidance, and slope stability problems accounted for the remaining 30%. Web pillar stability factor for these holes also exceeded 1.3 in 95% of cases. Best practices to avoid trapped miners include: avoid mining in stream valleys, avoid mining near outside corners, careful alignment of each hole and the use of an onboard guidance system. Several issues in highwall mining ground control require further investigation including highwall mining through old auger workings, highwall mining near old underground mines, multiple-seam and multiple lift highwall mining and finally the size and frequency of barrier pillars.

The report provides a detailed analysis of 23 electrical accident countermeasures contemplated for use in the metal/non-metal mining industry. The costs and potential benefits of implementing groups of these countermeasures are estimated, and methods arc outlined by which the operator ran choose countermeasures in an effective manner. The analysis is based largely on an extensive electrical accident event tree which is developed in detail. For those countermeasures which are not currently technically feasible, several prototype devices were developed to help speed development. These included a trolley arc eliminator and a safer mine electricians multimeter.

This publication is devoted to the results of a study conducted in the coal mines of the Book Cliffs and Wasatch Plateau coal fields of Utah. To show the necessity of this study, a statement of the fatalities that have occurred during the period 1928-1930, inclusive, in the bituminous mines of the United States and of Utah, is presented (Table 1), followed by a brief description of this Utah district, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining, supervision, roof testing and timbering for roof support, all of which are factors in any plan devised for preventing accidents from falls of roof and coal.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Under its organic act the Federal Bureau of Mines is directed to conduct investigations relating to the improvement of health conditions in the mineral industries. This report describes the lead and zino deposits and the mining methods employed in the sheet-ground area of the Joplin district, Missouri, and discusses the causes and the methods of abating rock dust in the mines, the chemical and physical characteristics of the dust, and the quantities present in mine air. Although the preliminary investigation included a number of the "soft-ground" mines, the writer spent the larger part of his time in the sheet-ground mines, for in them alone was siliceous dust found in appreciable quantities. Some results of the preliminary investigation have been published by the Bureau of Mines in Technical Paper 105.a The territory covered in t~lCpreliminary investigation, during the period between November 7 and December 6, 1914, embraced parts of Jasper, Lawrence, Newton, and Greene Counties, Mo., and outlying districts in Kansas and Oklahoma. The remainder of the field work, to which 84 days during the period from February 9 to July 19, 1915, were devoted, was confined to the sheet-ground mines, the most important of which are situated in the vicinity of Joplin, Webb City, Carterville, and other smaller near-by towns in Jasper County, Mo.

The safety research reports cover industrial hazards, ground control, fire and explosion prevention, and methane control. Each report includes background information, a discussion of research progress, and an assessment of each project's current status.

This paper describes mining methods and practices of the Morenci Branch, Phelps Dodge Corp., Greenlee County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts in the United States. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed substantially to improving the efficiency of mining operations. The morenci open-pit mine (see photograph, fig. 1) is in southeastern [zona] (fig. 2), on U.S. Highway 666 about 5 miles north of Clifton, county at of Greenlee County. The concentrator and smelter are near the mine at an altitude of about 4,400 feet. Figure 3 is a map of the mine and plant.

This study undertook the development and implementation of a methodology for estimating the impact of coal seam interaction on the eastern bituminous underground reserve base as published in USBM Information Circular 8655. The effects of previous mining in multiple coal seam areas on currently mined and reserve seams are predicted as a percentage coal loss by an engineering assessment model called the Coal Loss Calculation Model. The model utilizes twelve input variables easily derivable from mine maps or other existing data sources and calculates the effects of subsidence and high-stress due to remnant pillars in the previously mined seam. Extensive literature review resulted in the identification, definition, and quantification of the critical variables of seam interaction. Export opinion surveys were made of mining experts, MESA mine inspectors, and coal mine operators. Statistical analysis was used to establish the redundancy of the critical variables and to develop a total coal loss prediction algorithm. A regional analysis resulted in the production of a series of thematic maps on coal characteristics and distribution. A derivative map showing the areas of commonality within the eastern bituminous coal region served as the basis for implementation of the coal loss calculation model. The model was developed and tested using data from four coal mines in western Pennsylvania and southern West Virginia.

About two-thirds of the manufactured gas supplied to the public by the gas plants in the Illinois district is cnrbureted water gas. The leading generator fuel is coke, ma.de in by-product c.oke ovens or in retorts, chiefly from eastern gas coals. During the fall and winter of 1917-18, when the demand for coke by war industries and the restrictions of the Fuel Administration in connection with the transportation of coke from eastern States made it almost impossible for many gas companies to obtain their coke requireml'nts, several water-gas plants had to use bituminous coal as generator fud. Many operating difficulties were encountered, some of which were solved more or less satisfactorily in different plants. A number of plants attacked the problem rather blindly because facilities for making tests were lacking and because technical men were too busy with labor and supply problems to study thoroughly the conditions involved or to ascertain what other plants had done with this fuel. It was therefore with the hope of assisting the gas industry during this critical period, and of promoting the use of Central District coals for gas making, that the Illinois Mining Investigations, a joint agency of the U. S. Bureau of Mines, the University of Illinois, and the Illinois Geological Survey Division undertook the, tests discussed in this paper. • This report was compiled under the auspices of a technical committee appointed by Gov. Frank 0. Lowden to promote the use of Central District coals in gas manufacture as a war measure. This committee included the following representatives of the various agencies concerned: U. S. Bureau of Mines, E. A. Holbrook and W. W. Odell; Illinois Gas Association, C. W. Bradley and R. B. Harper; University of Illinois, Dean C. R. Richards, Prof. S. W. Parr, and Prof. H. H. The economic situation in Switzerland during recent years has resulted in theoretical studies , engineering development work , and many commercial installations of ingenious methods for using energy more efficiently . The purpose of the present investigation was to learn of recent Swiss developments for the more effective use of coal , which comprises 98.9 percent of the romaining known mineral - fuel reserves of the United States .
