The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

Numerical models play a significant role in the design of safe underground mining excavations and support systems. Advances in the capabilities of numerical modeling software, together with ever increasing computational speeds, have made it possible to investigate the very nature of the large-scale rock mass and its response to mining excavations. The improved understanding of the rock response obtained from modeling enhances our designs, resulting in greater stability and safety of the mining excavations. To help advance the state of the art in this field, the National Institute for Occupational Safety and Health organized the International Workshop on Numerical Modeling for Underground Mine Excavation Design. The workshop was held in Asheville, NC, on June 28, 2009, in association with the 43rd U.S. Rock Mechanics Symposium. The proceedings include 10 papers from leading rock mechanics and numerical modeling experts in the United States, Canada, Australia, and Germany. The papers address a wide range of issues, including various numerical modeling approaches, rock mass modeling, and applications in coal and metal mines.

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. D. Satterley, general superintendent, and to operating staffs of the Sherwood and Morris mines of the Inland Steel Co. The assistance given by W. D. Whitman, assistant superintendent, and Douglas Tippett, mine captain at the Morris mine, and P. D. Pearson, superintendent, R. O. Marsten, engineer, and W. These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper 'community', this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. The report is contained in three volumes.

On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

Real gross national product increased at a larger-than- expected annual rate of 8.3 percent in the first quarter of 1984, with both consumption and investment spending increasing significantly in real terms (table 1). Residential and nonresidential fixed investment increased at annual rates of 25.7 and 14.6 percent during the first quarter of 1984, and investment in nonresidential structures, which declined in 1983, also increased during the first quarter of 1984, nearly attaining its 1982 level. The annual level of personal savings increased $27.7 billion, while the personal savings rate (the ratio of personal savings to disposable income) increased to 5.8 percent during the first quarter. The increase in the personal savings rate comes as welcome news to analysts concerned over the flow of loanable funds to the private sector and the impact on interest rates in 1984 of increased private and Government demands. U.S. Minerals Industry Performance A major upswing in the performance of the metal mining sector occurred during the first quarter of 1984, with production increasing almost 11.2 percent from January to March, The recovery of the metal sector is also reflected in the performance of primary metal industry profits, which were positive during fourth quarter 1983 following seven consecutive quarterly losses (table 1). Two thousand nine hundred more metal mining production workers were employed in February 1984 than in February 1983.

This volume- summarizes mining and petroleum legislation in 18 European jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

A quick-reaction, mine permissible rescue vehicle (MERV) was developed for use by rescue teams. The MERV is a 6-wheeled, battery-powered unit with life support equipment and instrumentation; designed for a two-man team, with provisions for handling two victims or tools in a trailer. The vehicle is 100 inches long, 56 inches wide, and maximum height of 34 inches. It can be lowered down most mine shafts and has clearance to travel mine railways. The vehicle has power to all six wheels with power transmitted separately to either or both sets of wheels. Low-pressure, high-traction tires give the vehicle the ability to handle soft, muddy mine floors, flooded areas and significant obstacles, and can negotiate a 45% grade. Power and life support are sufficient for a 4-hour mission. The life support system is a commercially-available, approved unit currently used by MESA rescue personnel. A payout wire system provides communication between the vehicle and home base over a distance of 10,000 feet. On-board monitoring of carbon monoxide, methane and oxygen is provided, with master and individual alarms to warn of gas concentrations outside pre-set limits. A lightweight, water-tight trailer was developed for carrying victims or hauling tools and equipment.

[Selenium and tellurium are rare elements in the earth's crust. Their scarcity and primary dependence of supply on copper and lead output are in consonance with the relatively small quantities consumed at 1964 level. Production depending on output of copper and lead creates a supply situation- which would appear to militate against development of large-scale usage of these elements. However, supplies have adequately met. demand in the past decade and can be increased substantially if warranted by new uses for either selenium or tellurium Ores of copper and lead re the principal sources of selenium and tellurium. Byproducts from the smelting and refining of copper and lead concentrates are incorporated in refinery anode slimes from which selenium and tellurium metal are recovered.]

The hazards connected with work under abnormal air conditions are becoming of increasing importance from a financial as well as a physiological stand- point, due to the extension of compensation laws to include diseases caused by dusts, toxic gases, and abnormal temperatures and humidities. The United States, with the excention of California, North Dakota, Wiscon- sin, Massachusetts, and Connecticut, is the only English-speaking country to-day where silicosis is not compensated.3 Cases of permenent total disability or death due to silicosis mar aprear in common-law courts, particularly in the States that have not recognized silicosis as an occupational disease for which compensation should be provided. Such cases have recently been tried in one State, according to a magazine editorial, not providing scheduled commensation for employees affected by silicosis, with results favorable to the claimant. Clearly established cases definitely linked with occupation as the cause may be expected to be recognized as deserving by juries and courts, and awards will be made. In one Atlantic Coast State, according to this editorial, 108 claims for silicosis, including 21 deaths therefrom, are said to have been filed against two small plants engaged in finely pulverizing quartz sand.

In 1900, as far as available records show, there were only two producer-gas power installations in the United States. In June, 1915, the number probably exceeded 1,000. Of this number, some 84.5 per cent comprised small plants using anthracite, and only about 15 per cent of the total number utilized bituminous coal and lignite. In addition to these, two plants used wood, and three or four used oil. In the main, however, the larger sized units are operating on bituminous coal and lignite. During the early years of these plants little success was anticipated from the use of bituminous coals and lignites, but in 1904 and 1905 it was fully demonstrated at the Government testing station at St. Louis that these fuels could be utilized to excellent advantage. However, although many producer-gas plants in daily operation are using bituminous coal and lignite, many power-plant men are still skeptical regarding the successful commercial use of these fuels.

The social economy, or public interest, and national defense require wise development and efficient use of the oil and gas resources of the United States. In this development and use, and in the prevention of economic and physical waste of oil and gas, the objectives of the petroleum and natural-gas industries, the Government (Federal, State, and local), and the public are the same. Differences of viewpoint generally have originated in the failure of one of the triad to have a clear or complete understanding of the motives behind the activities of the other component groups or full knowledge of what each is trying to accomplish. The Unites States Bureau of Mines through its petroleum and natural-gas division makes technologic and scientific investigations pertaining to recovery,3 preparation, refining, and use of oil and natural gas with the view of reducing waste, increasing safety and efficiency and aiding economic development.

VOLUME I Volume I of this three-volume report is the result of development of a comprehensive, coordinated approach to site data-acquisition activities to produce key plans and reports during the evaluation and development of a surface coal mine. A logic diagram illustrates activities in the planning and decision-making process from exploration through post-mining monitoring. The report briefly discusses major elements, other than the site environment, which influence development of mining and reclamation plans and refers to other readily available literature for details outside the scope of this study. The essence of the rationale is shown to be the 1 employment of necessary skills at the proper time to evaluate specific data ' requirements and integrate them into a cost-effective program to produce initial and major feasibility reports, mining, and reclamation plans, and the environmental impact assessment.

There were 63 fatalities in the California petroleum industry in 1929, the largest number in any year since 1923 and an increase of 34.0 per cent over 1928, when 47 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. It will be observed from the accompanying chart that after following a consistent decline for 4 years, the fatality curve turned upward in 1923 and advanced sharply in 1929. Although this increase in fatalities coincided with a period of intensive development it tends to indicate some laxness in the industry during a period of increased hazards. Intensive drilling campaigns are usually started hurriedly and conducted with a great demand for speed, and the result is that accident-prevention work is too often relegated to a position of minor importance.

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.
