In this U.S. Bureau of Mines study, four underground respirable dust surveys were conducted to determine factors affecting belt entry dust levels and how using belt air to ventilate work areas affected dust exposures. Belt entry dust levels on the surveyed longwall and continuous miner sections averaged 0.59 and 0.26 mg/m3, respectively. The stageloader-crusher contributed an additional 0.5 to 0.9 mg/m3 of dust to belt air, while the feeder-breaker contributed 0 to 0.2 mg/m3 of dust. A 1,000-ft increase in belt entry length or a 200-to 500-st-per-shift increase in production resulted in roughly a 0.1-mg/m3 increase in dust. Using the belt entry as an intake entry on the continuous miner section appeared to reduce dust levels by 0.1 to 0.3 mg/m3 during cutting. Belt air was not used to ventilate the face on the longwall section.

"Studies have been conducted at Michigan Technological University (MTU) for over twenty years on methods for characterizing and controlling particulate emissions from heavy-duty diesel engines and die resulting effects on regulated and unregulated emissions. During that time, control technologies have developed in response to more stringent EPA standards for diesel emissions. This paper is a review of: 1) modem emission control technologies, 2) emissions sampling and chemical, physical and biological characterization methods and 3) summary results from recent studies conducted al MTU on heavy-duty diesel engines with a trap and an oxidation catalytic converter (OCC) operated on three different fuels. Control technology developments discussed are particulate traps, catalysts, advances in engine design, the application of exhaust gas recirculation (EGR) and modifications of fuel formulations. Methods for dilution tunnel sampling, particle size analysis, chemical analysis with emphasis on polynuclear aromatic hydrocarbons (PAH) and nitro-PAH, and biological characterization using mutagenic activity (Ames) assays are described, along with statistical approaches to experimental design and data analysis.In studies at MTU, both particulate traps and an OCC have been shown to be effective for the reduction of total particulate mauer (TPM), with the OCC being better al reducing all forms of hydrocarbon emissions, including PAH and nitro-PAH, and with the traps being better at removing the solids (SOL). The use of low sulfur fuel (0.Ql % by mass) has led to additional reductions in TPM; the low sulfur fuel has been shown to reduce the number of small, nuclei-mode particles for one of the engines tested. PAH, nitro-PAH, and mutagenic actively levels generally decreased with use of either the traps or the OCC.INTRODUCTIONDuring the 1980s and the early 1990s there have been significant advancements in the development of technology to control diesel particulate emissions. Efforts have been focused on internal control of the engine by design, the use of after-treatment devices, and improvements in fuel formulations to reduce all the diesel emissions. The research and development activities have been driven by the need to meet the US EPA heavy-duty vehicle standards shown in Table 1. The important standards for new technology are the 1994 heavy-duty vehicle 0.1 gm/bhp-hr particulate, the new urban bus 0.05 gm/bhp-hr particulate standard for 1996 and the heavy-duty vehicle 4.0 gm/bhp-hr NOx standard for 1998."

Although coal is found in several locations in Virginia, almost all recent mining has occurred in the southwestern part of the state. Potentially minable reserves are estimated at 2.6 billion tons, slightly less than one percent of the national total. Coal ranges from high- to low-volatile bituminous, and seams average three to four feet in thickness. Virginia produces coal with higher BTUs (British Thermal Units) and a lower sulfur content than the national average. Historically its high quality has made Virginia coal attractive for metallurgical coke production and for the export market. Coal production and related industries have a significant economic impact in southwestern Virginia. In the seven coal- producing counties, coal mining is the major industry. In the two largest coal-producing counties (Buchanan and Wise), over 40 percent of total earning is derived from the coal industry. Virginia's regulatory program was conditionally approved December 15,198 1, and received final approval May 8, 1984. Its Abandoned Mine Land Program was approved with the regulatory program December 15, 1981, with emergency program authority approved November 13,1987.

Although wheelchair users are regularly subjected to whole-body vibrations little research has been conducted to assess these vibrations or attempt to reduce them [2,3,5]. Most of the wheelchair and whole-body vibration research done to this point has been conducted on manual wheelchairs. Van Sickle et al showed that manual wheelchair propulsion over a simulated road course produces vibration loads that exceed the ISO 2631-1 standards for the fatigue-decreased proficiency boundary at the seat of the wheelchair as well as the head of the user [6]. In a study by Boninger et al [1], 66% of wheelchair users reported neck pain since acquiring their wheelchair. One of the key reasons believed to be the cause of pain, was the exposure to whole-body vibration. Kwarciak et al [4] and Wolf et al [7] performed similar studies using two methods of analysis to evaluate vibrations on suspension and non-suspension wheelchairs while descending curbs of varying heights. Both studies revealed no significant difference in the abilities of the wheelchairs to reduce the amounts of vibrations transferred to the wheelchair user. Although the efforts of wheelchair companies to reduce the amounts of whole-body vibration transmitted to wheelchair users through the addition of suspension systems is encouraging, the technology is not yet ideal. Additionally, the research to date has focused on manual wheelchairs exclusively, while little attention has been shown to powered wheelchairs. Methods This study includes the use of two suspension electric powered wheelchairs: The Quickie S-626 and the Invacare 3G Torque SP Storm Series. Each subject tested all of the configurations of the suspension wheelchairs. These included the Invacare with suspension, the Quickie with suspension set to three settings (most stiff, least stiff, and 50% stiffness), and both wheelchairs with solid inserts to act as non-suspension wheelchairs. Sixteen able bodied subjects have been recruited for this study so far. In each of the configurations of the wheelchairs, the subjects traversed an Activities of Daily Living (ADL) course. Vibrations were collected from a tri-axial accelerometer attached to a seat plate beneath the cushion during driving over the activities course. A mixed model ANOVA was used to determine if there were differences between suspensions based on Vibration Dose Value (VDV). Results Statistical analyses of the VDV data revealed significant differences between the six different suspensions over each of the obstacles in the activities of daily living course. Post-hoc analyses revealed that for each of the obstacles, significant differences existed between the Invacare suspension and the Invacare solid insert. For the Quickie power wheelchair the solid insert setting was not significantly different from the most-stiff setting for each of the obstacles

This report describes and gives the results of an examination by the Federal Bureau of Mines of ilmenite-bearing placer sand deposits in the 24-mile long valley of Otter Creek, Kiowa and Tillman Counties, Okla. Drilling and sampling was completed in three periods between October 1956 and September 1957. Mineralogic studies and mineral-dressing tests on recovery of ilmenite and other heavy minerals from composited samples of the sands were made in Bureau of Mines laboratories at Rolla, Mo., in 1957 and early 1958. Otter Creek rises in and drains the southwestern extremity of the Wichita Mountains, which are represented locally by knolls and ridges of gabbro and granite surrounded by plains floored with flat-lying Permian red beds. The valley fill consists of a basal sand-clay component, derived from weathering of the igneous rocks, and an overlying silt-clay alluvium. Ilmenite is present in significant quantity and recoverable grain size only in the basal sand-clay.

This U.S. Bureau of Mines report discusses wire ropes used for hoisting in U.S. mines. The in-formation presented was extracted from a large body of data compiled by the U.S. Mine Safety and Health Administration (MSHA) using a data base management system (DMS). Further, these extracted data were then manipulated to provide tables of data that show the types and amount of wire rope used for hoisting. This report describes the different types of wire ropes and how a DMS can be used to manipulate MSHA's wire rope inventory data. The data indicate that more 1-1/4-in-diam ropes, 6x27 construction ropes, and right lang lay ropes are used in U.S. mines than ropes of any other diameter, construction, or lay type.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department?s Bureau of Labor Statistics? Census of Fatal Occupational Injuries, Survey of Occupational Illnesses and Injuries, and Current Population Survey. Between 1992 and 2002, 3378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 to 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992?1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002 but showed overall improvement from 1995 to 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100 000 workers. In addition, 46 598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. The research of the National Institute for Occupational Safety and Health aimed at evaluating commercially available overhead power line proximity warning alarms is described. This paper is expected to be the initial step for eventual development of a performance standard for such systems.

A laboratory method for examining crude shale oil is described. The method uses only about 500 ml. of sample and a limited number of analytical determinations. Results provide information on the general characteristics and composition of an oil and serve as a basis for comparing different oils. However, the method does not provide for direct estimates of yields of commercial products. Analyses of 10 oils produced in the United States by different methods of retorting and of 10 shale oils from commercial-scale operations in 6 foreign countries are given. The shale-oil-analysis method presented in this paper is based on and employs the same equipment as the Bureau of Mines routine method for analyzing crude petroleum. As shale oil contains groups of compounds not generally found in petroleum, several modifications of the petroleum method that might increase its suitability for application to shale oil were investigated. The modifications included in the present method take into account the apparent poor heat stability of shale oil and the presence of large quantities of olefins and nitrogen compounds.

This publication describes the control of fires in inactive coal deposits in the Western United States, including Alaska by the Bureau of Mines. Material presented should contribute to a better understanding of the purpose, process, and benefits of the program. Forty fires were extinguished or controlled in the Western United States and Alaska from 1948 to 1958 under a national program directed by the Bureau's Health and Safety activity. Thirty-five fires were controlled by smothering; three were controlled by the isolation method; and two were extinguished by removing the burning coal, smothering it with incombustible material, and backfilling the fire zone. The fire-control projects were distributed as follows: Alaska 2, Arizona 1, Colorado 9, Montana 9, New Mexico 4, Utah 2, and Wyoming 13. The total cost of the 40 fires extinguished or controlled was $1,203,957. Of this cost, 12.8 percent was engineering and administrative and 87.2 percent was contractual services.

"INTRODUCTION Frequent attempts have be,made in the electrolysis of molten magnesium chloride to regenerate the electrolyte by allowing the chlorice generated at the anwdo to read with magnesium oxide and carbon within the melt according to the following reactions: (1) MgO + C + CL2 = MgCl2 + CO,(2) 2MgO + C + 2C12 = 2MgC12. + CO2.The principal advantages of such a procedure are that (1) the direct source of magnesium is magnesium oxide rather than the more expensive dehydrated magnesium chloride and (2) it is not necessary to handle or dispose of large quantities of chlorine or hydogen chloride.Grätzll 5/ proposed the use of an MgO carbon feed in a more or,less compact form in the anode compartment, of the cell. In a patent issued to Magall Aktiengecellschaft, 6/ a compact mixture of MgO and carbon is used as the anode itself. Kato 7/ and Backer 8/ add the feed in finely divided form to the surface of the anode compartment. The Bureau of Mines 2/ recently made a pilot-plant investigation of the electrolysis of suspension of MgO and carbon from chloride melts, in which it was found that although,current efficiencies of 60 to 70 percent were obtainable, the formation of sludges containing MgO, carbon, and magnesium seriously interfered with the operation of the cell,"

Natural gas is a general term applied to the gas obtained from oil or gas wells. It is the most widely used of all gaseous fuels. The principal disadvantage in the use of this and other gaseous fuels is the difficulty encountered in the storage and transportation of large quantities in the gas state. Handling in the liquid state is possible, but reduced temperatures are required since methane (table 1) is the principal component of most natural gases that are used as fuels. Actually, liquid storage has been utilized both here and abroad;3 however, the Cleveland disaster4 has pointed out the need for a critical evaluation of the hazards involved in the storage of this cryogenic fuel. Accordingly, a program was undertaken to obtain basic data that could be used to assess these hazards. In this report, the factors to be considered in an evaluation of the fire and explosion hazards associated with any fuel are each discussed briefly. These factors are then used to assist in the design of experiments for the evaluation of the hazards associated with liquefied natural gas (LNG) relative to those associated with other common fuels. Experiments have been conducted on the vaporization of LNG, the mixing of LNG vapors with air, the effect of temperature and nitrogen dilution on the limits of flammability of methane in air, the burning rates of LNG and other fuels, flame radiation, and extinguishment of fires above liquid pools. Based on the results of these experiments, LNG can be stored safely in suitably designed above-ground tanks surrounded by earthen dikes in much the same manner as gasoline.

Of the common causes of the larger mine accidents, such as falls of roof and coal, gas and dust explosions, mine fires, and the misuse of explosives, all of which are often closely related, each must be studied and fought in a manner peculiar to itself. The last mentioned, the misuse of black powder and other explosives, is sometimes considered the least important of these causes of mine accidents; but its impor- tance is much greater than the statistics indicate, for the reason that the misuse of explosives is the true cause of many of the fatal mine fires, gas or dust explosions, and falls of roof that are credited to other causes. Both the quantity of explosives used and the number of purposes to which they are applied are increasing. They are now made at about 150 plants, in different parts of the United States, and the product of a single year is estimated at nearly 500,000,000 pounds. Nothing in all this material is a safe or "safety" explosive when in the hands of a careless or ignorant person; and this is true whether considered in connection with the shipment or the use of these explosives. In addition to the large losses of life and property resulting from an improper use of explosives in mining, the recent statistics of the railway bureau for the safe transportation of explo- sives have shown more than 400 persons killed or injured and over $3,000,000 worth of property destroyed by explosives in transit by rail. The fact that three years of cooperative effort under the wise supervision of this bureau has reduced these losses to almost nothing encourages the hope that similar cooperative effort may likewise greatly lessen losses of life and property from the use of explosives in mining. The additions to the large death roll of our mines make a recurring appeal to the public for fair treatment of the coal-mining industry, and to the miner and the manager that they join in every possible effort for greater safety. It may never be possible under conditions such as exist to-day to prevent mine accidents entirely. In the search for possible future sources of petroleum products, the recovery and utilization of bitumens from the large outcropping deposits of bituminous sandstones in the United States have been under study by the Bureau of Mines for the past several years. The results of laboratory research in the adaptation of the hot-water separation process to recovery of bitumen from bituminous sandstones were reported in an earlier publication, on the Edna deposits near San Luis Obispo, Calif. This publication included analytical data on the cracked products and asphalts obtained from the extracted bitumen and on the cracking and distillation of the bitumen. Comparable hot-water separation tests have been run in the San Francisco, Calif., laboratory of the Bureau of Mines on quarry samples from the large deposits of bituminous sandstones near Vernal and Sunnyside, Utah. The bitumens were isolated from the extracts of the separation plant and analyzed at the Petroleum and Oil-Shale Experiment Station of the Bureau of Mines, Laramie, Wyo. Part I of this report summarizes the general characteristics of the Vernal and Sunnyside deposits and discusses the hot-water separation process as applied to those bituminous sandstones and the results obtained. The separation tests showed that these bituminous sandstones also respond to treatment by the hotwater method of separation. The bitumen in the Vernal sandstone was extracted more readily by the action of hot water than was the Edna bitumen, which greatly simplified plant operation. The Vernal sandstone contains no water-soluble iron compounds, such as were found in the Edna sandstone, and, therefore, required no preliminary water washing. Recovery of bitumen from the Vernal sandstone was about 96 percent.

Bureau of Mines research has not included analyses of mining dredge safety since 1948. Because of the increasing use of dredges, 63 fatal accidents and several hundred nonfatal injury accidents involving dredges were examined. Also, 31 working dredges and 3 dredge manufacturers were visited to acquire qualitative information. Drowning accidents represented 59 pct of the fatalities and are delineated in detail. Also, countermeasures against other hazards are discussed.

To study continuous operation of the heavy liquid separation (HLS) of minerals, the Bureau of Mines concentrated spodumene from a typical ore. The studies included heavy liquid concentration, removal of the heavy liquid from the mineral products, and recovery of the heavy liquid for reuse. The research program examined the influence of feed moisture, steam consumption, stripping time, and condition of steam. Operation of multiple cyclones in series resulted in spodumene concentrates assaying 92 to 95 percent spodumene and indicated mineral recoveries of 86 to 89 percent. Continuous filtration and steam stripping produced mineral products containing less than I pound of heavy liquid tetrabromoethane (TBE) per ton of material. Problems unique to this process are discussed, including heavy liquid properties and viscosity, toxicity, material handling hazards, and safety precautions.

Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

"The high injury rand fatality rate in coal mining, as compared with other industries, has caused the mining industry to become more and more interested in accident prevention methods.The prevention of accidents in the mining industry is probably not as simple a problem as it is in other industries, but if the experience of coal mining companies who have taken up the work of accident prevention seriously during recent years means anything, there is little doubt that most mining companies car improve their accident records very materially.Such results can be obtained in practically all instances without adding to production costs. In fact, there is little doubt that a well-organized program of accident prevention Will bring about a 'material production cost reduction due to increased efficiency, lower labor turnover, fewer delays due to accidents, better satisfied workmen, and a direct saving in compensation costs as well as many other items of expense.The more closely a. person is connected with the work of accident prevention, the more he becomes a believer in the value of amity in human relationships and the more he is able to exercise a spirit of toleration, fairness, justness, and helpfulness toward the problems of others, whatever those problems may be. Human nature responds to just these expressions of good willAnother great and invaluable effect of working for safety, is the fact that it is building up in the mind an appreciation of that which is constructive and, conversely, in opposition to that which is destructive In other words; the person who is sincerely striving to prevent accidents because they are destructive, costly, tad injurious, is subconsciously training his mind to look on any proposition from a constructive point of view. Working for accident prevention and safety is about the finest social training any person can have. It does not make a Person a financial Wizard or an executive genius, but it does make for the highest type of citizenship.While humanitarian reasons alone should be sufficient to maze accident prevention work an important factor in every mining organization, there are other reasons as well, since it has been proved conclusively that there can be no efficiency and economy without safety, as somebody pays when safety is lacking. Every safety device pays dividends; every safety application evaded is an assessment and a loss. Dangerous conditions are the most expensive and extravagant conditions in or about a coal mine. The economic gains are of considerable interest to all coal mining companies and this is brought about as before stated--through decreased compensation rates, the reduction of labor turnover, etc."
