"INTRODUCTION This is the second report of investigations describing tests in full-scale commercial heats of steel-using electrolytic manganese having a purity of about 99.95 percent, produced in the Bureau's pilot plant at Boulder City, Nev. The first report dealt with tests in cooperation with two companies can the use,of electrolytic manganese in the manufacture of stainless steel. 3/ Plans aril cost estimates for reasonably large commercial, electrolytic plants based upon pilot-plant experience, as well as the comments of a number of concerns where electrolytic manganese has been tried, are contained in another publication.4/ The tests in cooperation with industry are part of the Bureau of Mines program of investigations of methods of utilizing low-grade domestic manganese ores, thereby the United States leas dependent upon foreign sources of manganese for metallurgical use. The Boulder City pilot plant already has demonstrated the feasibility of producing electrolytic manganese from several of the most important reserves of low-grade manganese ore. As the ferromanganese normally used by the steel industry represents the bulk of the Nation's manganese requirements, the usefulness and possi¬ble advantages of electrolytic manganese in the manufacture of steel must be established if electrowinning from domestic ores is to become an important factor of manganese supply.Preliminary arrangements for the cooperative tests at the Atlas Steel Casting Co., Buffalo,. N. Y., were made with E. L. Altenburg, vice president and general manager of the company, by A. A. Dow. 5/ The data on the tests at the Atlas plant presented herein are based upon reports of E. L. Altenburg and information obtained by the author during a visit to the plant to observe the initial trial heats with electrolytic manganese in the open-hearth and the electric furnace."

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the predicted fields more nearly model the measured data than does the homogeneous half-space model.

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. An important phase in the Bureau of Mines investigation of electrical machines designed for operation in gassy coal mines is testing enclosures of electrical components for explosion-proof qualities. In brief, this testing consists of filling and surrounding the enclosure with an explosive atmosphere of methane and air and then igniting the atmosphere within the enclosure to determine (1) Whether the resulting explosion is confined without discharge of flame; (2) whether the enclosure walls are permanently distorted; and (3) whether excessive pressures are developed within the enclosure. Ordinarily, the pressures encountered in routine testing do not exceed 100 pounds per square inch gage. Hence, the designer of the machine does not have too much difficulty in taking corrective measures to prevent flame discharge and distortion of the enclosure. Occasionally, however, the explosion pressures greatly exceed 100 pounds. Then the goblet of the designer may not be solved so readily, From experience over the year 0, the testing personnel often can predict that certain construction will result in high. Pressures, but, only in a very general way, has it been possible to advise designers what modifications might be made to reduce the explosion pressures to normal values. For example, if high pressures were developed in a motor starter having a partition with an opening through it, some enlargement of the opening may appear to be the logical procedure, but it has not been- possible to give information concerning the exact amount the opening should be enlarged to prevent development of high pressures .

The Southern Appalachian coal field extends southward across Tennessee in a belt about 50 miles wide between the eastern and middle sections of the State. The earliest record of the production of coal in Tennessee is for 1840, and the first inspection laws were passed in 1881. In 1887, a second act of the legislature created the office of Chief Inspector, but little was done until 1891 when a new act was passed giving to the Department of Mines added duties and powers. Since that time, except for the years 1915 to 1918, com¬ prehensive annual reports have been published. Data for the tables given in this paper are taken from these annual reports, from those of the Southern Appalachian Coal Operators' Association, and from the publications of the United States Bureau of Mines, which has main¬ tained a station at Jellico, Tenn., since 1911. Complete figures for 1930 are not available yet and they are not included in the averages. The State Department of Mines, the operating companies, and the United States Bureau of Mines cooperate in accident-prevention work. It is the purpose of this report to present in uniform tables the available statistics in regard to fatal accidents in Tennessee and in the coal mines of the United States, in order that the progress in mine safety in Tennessee may be compared with that of the country as a whole, and the present period may be compared with various periods of the past, to indicate the main points of attack in the reduction of accidents.

In the study of clays and related minerals, the analytical techniques commonly employed in mineral analysis are not always applicable. The X-ray examination of a clay sample usually will show the major constituents, but often minor· clay impurities will not be detected because of line broadening and the similarity of the main lines of clay· mineral diffraction patterns, The petrographic analysis of clay minerals with clay particles as small as a few microns is usually difficult. With still smaller particles, a gross effect often is noted in which a mixture of several constituents gives the appearance of a single constituent with the mean optical-characteristics of the mixture. 3/ The electron microscope has recently been used to study clay particle shapes of various aluminosilicates. 4/ However, this method has not yet been sufficiently explored. The Chemical method in which a mineralogical analysis is calculated from the oxide chemical analysis has been discussed by Wilson 5/ and others, and many of the shortcomings have been pointed out. It should also be recognized that the variable alkali and alkaline earth content of bentonites makes it inaccurate to assign these basic elements arbitrarily to feldspar or mica in any clay that contains appreciable bentonite.

The U.S. Bureau of Mines and the U.S. Mine Safety and Health Administration (MSHA) are participating jointly in a research program to evaluate the strength characteristics and air-leakage resistance of various proposed seal designs for use in underground coal mines. The full-scale seals were constructed in the USBM's experimental mine at the Lake Lynn Laboratory, air-leakage tested, then subjected to pressure pulses of 20 psig or greater. In experiments prior to this study, seven seal designs using solid-concrete blocks were tested. Only the standard-type seal passed the explosion and air-leakage criteria. Tests also were performed on four seals constructed with low-density foam blocks. All four of these seal designs withstood the pressure pulse. In more recent studies, nine cementitious foam seal designs of varying thicknesses and densities were investigated. Six of the nine designs successfully survived the explosion overpressures. Six wood-block convergence seals also have been tested. The typical 3-ft-thick, wood-block seal design currently used in many coal mines did not maintain its integrity, in the absence of convergence forces, following the explosion test. Five modified wood-block seals successfully withstood the 20-psig pressure pulse. Based on these tests, three alternative seal construction materials, cementitious foam, low-density foam block, and wood, have been approved by MSHA for use in underground coal mines.

"INTRODUCTION Cobalt is an essential metal in the normal industrial ac¬tivity of the United States. Being an important constituent of high-speed steels and other cutting-tool materials, it becomes of critically essential importance during periods of national emergency. 3/ The Presidential order of December 20, 1940, included cobalt among other essential commodities that could be exported only under license. The Executive order 4/ listed cobalt metal, cobalt oxide, and alloys containing more than 5 per¬cent cobalt as being within the licensing requirements.There was no domestic marketed production of, cobalt products from 1931 until 1940 when the Pyrites Co. 5/ produced some cobalt oxide. The major portion of the domestic cobalt requirements has been obtained from Northern Rhodesia, the Belgian Congo, and French Morocco. 6/ The uncertainty of sea transportation from those sources of supply demanded that steps be taken to obtain from domestic raw materials an adequate supply of cobalt for use in the materials required for production of indispensable machined war metal products. In connection with the national policy for attaining self-sufficiency of strategic and critical materials, the Bureau of Mines, Boulder City, Nev., Experiment Station initiated studies to recover cobalt from the low-grade oxidized cobalt deposits in the Goodsprings district, Nevada. Hewett 7/ reported occurrence of cobalt specifically in the Blue Jay, Columbia, Copper Chief, and Highline mines and generally over a widespread area in the district."

Wyoming contains many petroleum and natural-gas fields, and more than 250 geological structures have been mapped; however, only about 85 have been found (July 1938) to contain petroleum or natural gas, or both, in commercial quantities. To January 1938 approximately 434 million barrels of oil and 915 billion cubic feet of gas have been produced, and it was estimated that proved oil reserves in Wyoming amounted to 300 million barrels.' The Salt Creek field, the largest in the Rocky Mountain area, alone has produced 64 percent of the State's oil and 46 percent of its gas. This field ranked thirteenth among the producing fields of the United States in total cumulative production as of January 1, 1938. On this basis it ranks with the Kern River and Huntington Beach fields of California and the Butler County fields of Kansas. The Salt Creek field has declined in relative importance; in 1937, while still the largest oil-producing field in the State, it produced 31 percent of the oil and 11 percent of the gas extracted from all wells in Wyoming.

In underground room-and-pillar mining methods, the sectional conveyor belts are extended or retracted periodically to maintain shuttle car tramming distance to a minimum. A conventional conveyor belt extension or retraction is a heavy, arduous job that if mecahnized, has the potential to improve productivity and safety. To reduce the burden of heavy work of this activity and mechanize it, the Bureau of Mines developed a conveyor belt service machine (CBSM) through a research contract with Tractor MBA. The CBSM is a self-contained, battery-powered, rubber-tired vehicle capable of handling, storing and transporting conveyor belting, wire rope, and associated belt structures in seams as low as 48 in. Belt extensions and retractions are accomplished by moving the tailpiece of a belt conveyor with the CBSM to the next position while dispensing or retrieving the belt, wire rope, and associated belt structures. The CBSM improves the belt extensions and retractions by making them easier and faster, and it utilizes fewer workers. The CBSM was surface tested at the Bureau's Mining Equipment Test Facility (METF) to evaluate its performance and reliability. Modifications were made to the CBSM to correct deficiencies found during surface testing.

1. The Pittsburgh bed is the most important bed in Marshall County, and virtually the entire production of coal in the county comes from this bed. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, were estimated at 3,158 million short tons as of January I, 1954. Of this total, 3,071 million short tons is in beds 28 inches and more thick. Areas in each bed except the Pittsburgh were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

The United States Bureau of Mines was created by an act of Congress in 1910 as a governmental agency to work , on a national scale , toward reducing the huge annual loss of life in the production and processing of the Nation's minerals . From 1906 to 1910 , inclusive , nearly 2,500 miners lost their lives in 84 major explosion disasters , and more than 13,000 suffered fatal injuries from all causes in the coal mines of the United States . Also , conditions in the metal and nonmetal mines were proportionately hazardous during this period , and the total loss of life in all mines and quarries exceeded 3,000 annually and approximately 250,000 workers suffered serious injuries . Under these conditions it is readily understandable why Congress took notice of this " high cost of mining" , and from the investigations and hearings of the day emerged the Bureau of Mines charged with the prevention of accidents and the preservation of the health of all those engaged in the mineral industry; this has continued to be a most important part of the work of the Bureau . Throughout its existence the Bureau of Mines has had no legal authority of enforcement , except during war years , when enforcement necessary to the national security was given to it . The Bureau believes that persuasion , with factual evidence , is the proper and best way to obtain compliance with the safety suggestions made by its engineers and scientists . There is no panacea for accidents , nor will any single " approach " , instill safety consciousness in all workers , and without it accidents will occur --and occur again . To persuade men to work safely, numerous forms of appeal are required to reach the various temperaments of workers in many types of mines operating under diverse conditions .

Interesting data on electric blasting and sinking of the Montreal No. 5 shaft of the Montreal Mining Co., Montreal, Wis., were obtained during the sinking of the last 877 feet of this shaft. Several unusual features and safety practices are also to be found in the Montreal mine. The Montreal shaft was sunk 2,156 feet from August 16, 1921, to May 1, 1924, and 877 feet from October, 1927, to June, 1928. The first section of the shaft was supported with steel sets spaced 5 feet on centers; and instead of lagging the walls were covered with three-eighths of an inch of gunite where Greenstone was encountered, and where quartz-slate was found (from the surface to the 12th level) the walls were lagged with tamarack lath treated with carbolineum, a preservative.

The principal activities of the Bureau of Mines Explosives Research Center (now Safety Research Center) during fiscal year 1968 (July 1, 1967, to June 30, 1968) are reviewed in part 1. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the thermal decomposition of RDX and HMX not destined for publication elsewhere. This report describes the design and testing of an improved quiet hard rock percussion drill. The improved drill incorporates a tappetless design with independent rotation in a hand held drill weighing 50 lbm. Laboratory and field testing in three mines were conducted. The testing showed improved drilling performance with no increase in measured noise levels over the fist design.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and' Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented was more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the Competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592, an increase of more than 100 per cent over the previous year's total of 2,259,572 hours. The frequency of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930. The actual number of accidents reported for 1930 by 76 plants included four deaths and 206 injuries whereas the 26 plants that were enrolled in 1929 reported three fatalities and 165 injuries. Under the rules of the contest all "lost-time" injuries are reported--that is, all injuries that disable an employee for more than the remainder of the day on which the accident occurred. If the employee is physically able to resume his work on the day following the accident, the injury is not classed as a lost-time injury. The contest covered accidents and man-hours worked by all employees at the plant who were employed by the same company, and included work up to the point of delivery of the material directly to consumer or to independent agency of transportation--in other words, to point of relinquishment of control of the material by the producer.

The Pittsburgh bed has the largest recoverable reserve, and the Sewickley is second in importance. 2. These proceedings consist of an overview of the in situ mining research currently being carried out by the Bureau of Mines. The following papers emphasize two general aspects of the in situ mining method: the environment and productivity. Both areas are extremely important, particularly because in situ leach mining is a relatively new mining method from a commercial point of view. Topics covered include the restoration of ground water, the selection of lixiviants, in situ mining of commodities other than uranium, in situ mining costs, the application of resistance measurements to in situ mining, an acid leach mining case history, and the use of branched boreholes for in situ mining. A bibliography of Bureau of Mines publications on in situ mining is appended.

NOMENCLATURE USED IN THIS REPORT. In this report the ending ene has been used throughout, except in the bibliography and in quotations from the writings of previous investigators, for all aromatic hydrocarbons, as, for instance, benzene, toluene, xylene. The ending ol, though largely used in technical description, is not correctly applicable to these hydrocarbons, and should be used to designate the impure mixtures of commerce, as distinguished from pure chemical compounds. PRESENT STATUS OF PETROLEUM-REFINING INDUSTRY. Although petroleum is widely distributed, being found in many parts of the world, and although information as to its occurrence and general characteristics seems to have existed from vcry early times, our knowledge of the chemical nature of this substance has been acquired largely within the past 40 years. Within this period a voluminous literature has accumulated, which records work as painstaking as has ever been undertaken in the whole field of chemistry, such as that of C. M. Warren, F. H. Storer, S. P. Sadtler, S. F. Peckham, and C. F. Mabery. Despite this fact, the commercial method of treating crude petroleum for the purpose of procuring marketable products is, in the main, essentially empirical. Much knowledge has been acquired as to methods of separating from crude petroleum such products as are desirable commercially, but little has been done to attain the maximum recovery of such products.
