This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

The limited contrast range of conventional black and white imaging does not enable full use to be made of the dynamic range of the video signal obtained from a scanning electron microscope or microprobe. The use of false colour substantially increases the information that can be derived from such images enabling relationships to be displayed that cannot be observed in black and white. This capability is now used extensively in combination with quantitative electron microprobe analysis as a research tool for ore characterization and host rocks studies related to minerals exploration in the CSIRO Division of Exploration Geoscience.

Brockman 2 mine is located in the Pilbara of Western Australia and is operated by Rio Tinto Iron Ore. Mineralisation is hosted by synclines where there is structural complexity to focus fluid flow. Mineralisation is hosted by the Brockman Iron Formation. Mining is on 10 m benches and blastholes spaced at 6 - 8 m apart are geologically logged, sampled by shovel cuts, and assayed using X-ray fluorescence for ten chemical variables. Blast blocks are digitised by mine geologists to assign destinations of material within blasts. Resource evaluation drilling is on a spacing of 50 m × 50 m across known mineralisation and consists of recent reverse circulation drilling and older open hole percussion drilling. Sampling of resource evaluation drilling is by rotary splitters or riffle splitters, and assaying is by X-ray fluorescence for ten chemical variables. Ordinary kriging of resource evaluation produces a long-term resource model. This study examines whether mine planning would be improved by using a blasthole estimate to extrapolate grades into deeper benches and merging the blasthole estimate with the long-term model made using resource evaluation drilling. The two estimates are merged into one model using an inverse weighting based on kriging variance. However, reconciliation results in a test bench show the original estimate made using resource evaluation drilling more closely matches mine geology block outs than does the merged model. This is due to a local trend of more high grade and higher iron grades of high grade in the area. The blasthole estimate of deeper benches must use extrapolation and it is diffi cult to take local trends into account. In contrast, the estimation using resource evaluation drilling is mainly interpolation and is better able to handle local trends.

South Australia's economic development has relied heavily on the mineral industry. In the late 1840s the rich copper deposits at Kapunda and Burra saved the Colony's economy when South Australia became a world copper producer. Copper lodes developed at Moonta-Wallaroo during the 1860s brought further prosperity when mining activities at Kapunda and Burra were in decline. In addition to those large mines there were many smaller workings scattered through the Flinders and Mount Lofty Ranges producing copper, gold, silver, lead and zinc. Most of the mines of this period were worked by Cornish immigrants who brought their own technology and mining methods with them. These people have left a cultural legacy unique in Aus- tralia. In this Jubilee 150 year (1986) the Department of Mines and Energy, working in conjunction with the Department of Environment and Planning, is helping to preserve and interpret selected historic mining sites, most of which have been neglected since their closure. This work is designed to draw people's interest to mining history by providing interpreted sites for them to visit and to demon- strate the importance of the mining industry in South Australia's cultural and economic develop- Ment.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? The problem of stability of the development working at the great depths of coal winning is of great seriousness. Numerous researches of the problem were carried out in the USSR, the results of which determined that raising of resistance of existing support will not lead to a considerable rise of working output. It is necessary to try to find ways at the expense of heightening the support ability of rock massif. For these purposes it is necessary to direct it correctly and in proper time. While carrying the development working the most intensive deformations of rock occur at a depth of 30m from the entry face. The zone of destruction of rock around the work is realised here for 60 to 70 percent. These facts show that in influence zone of entry face a kind of embryo of the working steadiness is forming, which greatly determines its following conditions. Therefore, it is necessary to begin direction of mining pressure around the work directly in a face.Complex research of the mechanism was carried out starting with the effect of moving face upon the surrounding rock massif. It was ascertained, that the zone influenced by the face is a section of 5 equivalent diameters of the work by the length within which the rock of the sides, roof and floor, experience the cyclical influence of stresses at the time of cyclical shift of the face. The elastoplastec deformation is occurring with it at the moments of rock removal and the deformation of creeping takes place at such intervals.

Mine pit slopes in the Pacific Rim are a geotechnical challenge because of the complex geology in which they are developed. Mines are currently being fast-tracked to meet the increase in commodity prices, often resulting in some reduction in ground studies and short-cutting of design procedures. In addition, the resources boom means that skilled personnel are in relatively short supply. At a time when mine pits are getting bigger and deeper, and the engineering is getting more demanding, there is an increased demand on managers to effectively implement the work.   Experience both in New Zealand and the Philippines, display the complex range of geological environments in which pits are being excavated. Working in these conditions has shown that successful geotechnical design requires a strong geotechnical model based on sound geology. An appropriate level of investigation and analyses results in a certain level of understanding for the mine design. There is a point where additional expenditure (on investigation and analyses) is not warranted based on the expected minimal impact on decreasing the level of perceived risk on the project. For most projects in our experience the analytical methods and complexity of geotechnical assessment changes increases as the level of knowledge grows.

The objective of this paper is to demonstrate the efficiency of machine-mounted active explosion suppression systems (AESS). Their proven effectiveness against methane explosions is highlighted, as well as their additional potential when used as an early warning system should frictional sparks occur during the coal-cutting operation at the coalface.Methane and coal dust explosions remain one of the primary and unpredictable risks in underground coal mining. Although technologies such as proactive ventilation, methane monitoring and wet-head cutting systems are widely used as preventative measures, there are no fail-safe controls able to reduce the risk to zero. None of these controls is designed to be able to counter the negligence associated with human error or to deal with rapidly changing face conditions which could lead to flammable gas ignitions. Machine-mounted AESS have been installed on various continuous miners as an additional control to further reduce the risk of ignitions and to act as a safety shield when all the other precautions taken have failed. This was the primary motive for the development of AESS. As an additional feature, the ExploSpot® AESS is being enhanced to identify frictional ignition sources at the coalface that reach a predefined monitoring level. This functionality may serve as a further effective preventative measure.As part of ensuring coalmine operational safety, the detection of frictional ignitions can play a huge role in creating heightened awareness of potentially dangerous situations. By being able to process the frictional spark burning pattern, the AESS could support the decision-making process regarding whether to continue the coal-cutting operation, whether there is a need for maintenance or whether the operation should be stopped completely due to the increased risk of a flammable gas ignition and an ensuing explosion.CITATION:Spaeth, A and du Plessis, J J L, 2015. The results of a detailed acid rock drainage (ARD) prediction program were used to revise the waste rock segregation criteria at the Restigouche open pit mine. Waste rock at the site was predominately derived from altered volcanic rocks that hosted a massive sulfide lead/zinc orebody. The program assessed the five years of drainage chemistry from both the potentially acid generating and the non-acid generating waste rock storage facilities in addition to laboratory-based kinetic test results. Material-specific leaching characteristics including relative metal-release rates and neutralisation potential depletion rates were determined from 12 laboratory-based kinetic tests. Solid-phase analyses indicated that, although pyrite was typically the most abundant sulfide mineral in the waste rock, its abundance varied significantly as documented by total sulfur contents ranging from 4.0 per cent. Kinetic test results were used to establish revised waste rock segregation criteria based on total sulfur content and neutralisation potential. The revised criteria maintain that waste material with a total sulfur content 4.0 per cent as potentially acid generating. When present in sufficient quantities, ankerite provided an effective source of neutralisation potential for the range of observed sulfide oxidation rates. Kinetic testing documented that up to 6 kg CaCO3/t was ineffective at neutralising acidity in samples that contained >4 per cent S. The carbonate molar ratio measured from the humidity cells was adjusted to reflect the stoichiometry of the ankerite and applied as an NP/AP criteria for waste rock containing 0.1 <S per cent <4.0.

WMC has mined the Perseverance disseminated orebody exclusively by SLC (sublevel cave) methods. Deteriorating ground conditions in the vicinity of an orebody inflection forced a re-evaluation of future mining at Perseverance and a strategy to drop down below the inflection zone and recommence the cave was implemented. This strategy has led to increased production at higher grades, resulting in lower costs and better mill recoveries. This paper describes the evolution of mine planning, development, support and production strategies through the successful process of implementing the ædrop-downÆ and re-establishing the SLC.

Dense medium separation (DMS) is one of several preconcentration methods used for early waste rejection from run-of-mine ores at relatively coarse particle sizes prior to additional milling and beneficiation. DMS has been used extensively in the coal, diamonds, mineral sands, base metals and iron ore industries to produce either a final product or as a preconcentration step. Laboratory scale and pilot test work at the Met-Solve laboratory in Canada has demonstrated successful separation and upgrading of other minerals such as lead, zinc, copper and lithium based ores using DMS.This paper reviews historical dense media systems, results from the pilot-scale multi-stage DMS Separator “Condor” system, as well as production plants and associated laboratory heavy liquid separation (HLS) test work on various minerals. The mineral systems tested included a lithium bearing ore and a fluorspar ore. Other minerals were tested but are not reported in this paper.Pilot plant test work on a fluorspar ore showed that 41.6% of the mass could be rejected to the tailings stream while 95.3% of the CaF2 was recoverable to the product stream. On a spodumene sample that was tested, it was possible to reject 55% of the mass to tailings while recovering over 90% of the lithium.In recent market conditions and with the decreasing grades in existing ores, preconcentration should be a consideration to maximise the value of certain operations.CITATION:Lundt, M and Grewal, I, 2017. Mineralogy is the link between ore formation and ore extraction. It is the most fundamental component of geomet programs, and the most important aspect of a life-of-project approach to mineral resource projects. Understanding orebodies is achieved by understanding the mineralogy and texture of the materials, throughout the process, because minerals hold the information required to unlock the value they contain. Geomet mineralogy programs absolutely require the appropriate expertise and at least three steps of mineral characterisation prior to using semi-automated or other methods: field examination, thorough core logging, and optical microscopy. Economic geological inputs for orebody characterisation are necessary for orebody understanding, and are exemplified by current research in the Zambian Copperbelt, where revised sequence stratigraphy and understanding of alteration, metasomatism and metamorphism can be used to predict topical issues at mine sites. Environmental inputs for sustainability characterisation are demonstrated by recent work on tailings from the Leadville, Colorado, USA area, including linking mineralogy to water quality issues. Risk assessments need to take into account the technical uncertainties around geological variability and mineral extractability, and mineralogy is the only metric that can be used to make this risk contribution.CITATION:Olson Hoal, K, Woodhead, J and Smith, K S, 2013. Attention is drawn to the largest eruptions with dense rock equivalent (D.R.E.) volumes approx-imating 50 km3. These have been strongly clustered during the last 40 000 years, with 11 recognised in the period 35 000 to 22 000 years ago, and 10 in about the last 9000 years, but none in the period 22 000 to 9000 years ago. With the latest such eruption, at Tambora, only 175 years ago, it is likely that we remain in a period of increased activity. During the last 100 000 years, roughly the period during which modern Homo sapiens has existed as a species, there has only been one eruption an order of magnitude larger (>_ 500 km3 D.R.E.). This took place at Lake Toba, Sumatra, about 75 000 years ago, and is estimated to have deposited ash to a thickness of a centimetre or so in parts of Ethiopia, Somaliland, Saudi Arabia and Iran, and to a thickness of a few millimetres in the eastern Mediterranean. The average interval between global eruptions of this magnitude is probably about 40 000 to 50 000 years. Insufficient work on the Quaternary history of volcanoes has been carried out to suggest where the next such eruption might occur. At Yellowstone, which has been well studied, the average interval between very large explosive eruptions is about 700 000 ¦ 120 000 years.As a prerequisite for magnitude-frequency analysis of eruptions, and hazard and risk impact assessments, it is important to classify past eruptions in a consistent manner. In an attempt to find a universally applicable method to estimate order of magnitude D.R.E. volumes from the distribution of airfall tephra, an empirical correction has been derived for the elongation of tephra dispersal fans due to wind. Dispersion distances for various thicknesses of tephra, recalculated for windless conditions, have been obtained from a study of about 40 tephra isopach maps for which D.R.E. volumes have been calculated, and a range of distances derived, equivalent to D.R.E. volumes from 106 m3

First Quantum Minerals (FQM) operates the Cayeli underground copper mine in Turkey. In response to a lost time incident (LTI) that occurred at the mine in 2022, the mine management decided to introduce a new safety approach on-site. The initiative began with a comprehensive safety culture analysis conducted by Arti Consulting, involving focus group studies. Employees actively participated in candid discussions, sharing their insights on safety issues and offering solutions. These conversations were meticulously audio recorded, resulting in over 150 000 words collected from more than 100 employees. These transcribed narratives then underwent rigorous semantic analysis, with the assistance of a sociologist, to identify and dissect patterns of unsafe behaviour. This analysis found areas for improvement, particularly in near-miss and incident reporting, quality of safety toolbox talks and effectiveness of pre-work risk assessments. Subsequently, mine management deliberated on these insights and devised corrective actions. An emphasis was placed on involving all employees in the corrective actions through communication training, empowering them to own the decisions and changes made. These impactful measures were seamlessly integrated into FQM’s Think! Safety Program, which embodies FQM’s sensible health and safety strategy. FQM partnered with Strika Entertainment (Strika) to develop innovative visual-first safety communication tools that use illustration, animation and graphic design to simplify complex messaging into easy-to-understand edutainment. As part of this approach to safety communications, Cayeli and Strika revamped the safety toolbox talks to encourage employees to voice their concerns and receive feedback when their suggestions were implemented. The response from employees has been positive, with over 200 unsafe behaviours and conditions reported within the initial two months of launching the Think! Safety Program. Remarkably, the Cayeli Mine has not experienced any LTIs for the past 500 days as of 9 December 2023. This paper encapsulates the dedicated efforts to transform Cayeli into a safer mining operation.

Flotation testing has been done at laboratory scale on hematite mineral and ore samples using stage additions of various hydroxamates. Chemisorption of hydroxamate species onto the hematite surface was inferred from the results, possibly involving both the undissociated hydroxamic acid and hydroxamate ion as maximum recovery occurred close to the pKa of the hydroxamic acid. Flotation testing on a specular hematite ore containing 40 per cent Fe and 42.5 per cent silica gave highest iron grades in concentrate at pH 6, in contrast to published data which suggested pH 9 as the optimum value for ore processing. Using octyl hydroxamate, a rougher concentrate assaying 67 per cent Fe at 51 per cent recovery was obtained using four stage additions of 50 g/t at pH 6. For lower grade concentrates still meeting the chemical analysis for pigment grade micaceous hematite (minimum Fe assay 60 per cent) iron recoveries of 80 per cent were possible for stage additions of 50 g/t octyl hydroxamate in the pH range 6-8.

Open stoping is one of the widely adopted methods in underground bulk mining. In this method, fanned or parallel holes are often drilled from a top sill down to a sublevel in the ore zone and blasted ring by ring into a stope for excavation. A mass stope blast may involve blasting rock from multi-level drift rounds and displacing the muck to specific locations in order to allow safe and easy access for ore removal. This paper presents a strategic mass stope blast that took place at a large lead and zinc underground mine in eastern Canada. The blast consisted of more than 800 holes drilled in six blocks from three different sublevels. The challenge lay in the control of ground vibration and muck movement using precise timing to complete the blasting within 6.5 seconds. During this time span, sufficient voids were created in each level to allow the muck to move from the upper to the lower levels in sequential order across the six mining blocks without bridging. This paper describes stope blast simulations using a discrete element computer code for modeling blast-induced rock displacement as well as the application of electronic detonators. These detonators provided the means to accomplish the desired firing sequence including a drop raise blast at the start of the mass blast. The modelling concept is also described in the paper.

Intrusion related Cu/Au mineralisation is localised in Pacific Rim island arcs by arc parallel, termed accretionary structures; or arc normal, termed transfer structures. In Papua New Guinea, NE trending transfer structures, evident on Landsat imagery, represent deep crustal fractures which have facilitated dextral rotation of the mainland during oblique plate collision. Major structures localise intrusion centres, and by rotation, develop ore hosting dilational environ-ments in subsidiary structures. While transfer structures localise the Porgera, Wafi and Yandera porphyry centres, the Frieda Porphyry and associated Nena high sulphidation Cu/Au mineralisation are localised by accretionary structures. The Bulolo Graben, which hosts the Morobe Goldfield, developed during intra arc rifting aided by movement on transfer structures. Crustal thinning has initiated magmatism with which diatreme breccias and fracture controlled mineralisation are associated.

Gunnedah, in north-western New South Wales (NSW), including the town, the surrounding Liverpool Plains and the Pilliga forests to the west, are currently the subject of intense mining interest for coal and coal seam gas. Achieving positive outcomes for koala conservation on mined landscapes will require a sound grasp of koala ecology; and local knowledge of koala movements, tree choice and associated threats to the continued survival of koalas, particularly roadkill from increased mining infrastructure. This requires a research-oriented approach to testing ideas applicable to the long-term survival of koala populations. Our recent koala research in NSW has shown that, in 2006, Gunnedah had the largest koala population west of the Great Dividing Range, and the only population in NSW that was expanding. That prompted us to instigate a detailed study in 2008 - 2011 to determine, inter alia, whether the koalas were using trees that were planted in the 1990s to cope with rising soil salinity. Our GPS-tracking has shown that regrowth trees as young as ten years old can attract koalas. In 2009, the demise of about a quarter of the local koala population from an intense heatwave gave us a foretaste of how habitat and climate change interrelate at the landscape scale. We are now examining the optimal combinations of tree choice, and patch size and shape, for habitat restoration. This will be relevant to local coal seam gas and coal mine proposals, and ongoing mitigation actions. The Senate enquiry of September 2011 on the koala and demonstrated the intense public interest in the survival of this iconic species. Its subsequent listing for Queensland and NSW under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 further raises its profile and obligations for management of koalas and their habitat. It will take considerable effort to manage the Liverpool Plains koala population for the next 50 years in the face of extensive land-use changes from mining, and the attendant threats from road kill, compounded by the new threat of climate change manifesting itself as an increased frequency of heatwaves and more severe droughts. This paper describes the research that underpins these conclusions, identifies some of the research approaches needed, argues for working strategically now, rather than try to patch up matters after the event, and presents a set of guides for environmental plantings. The economic success of cave mining projects is significantly influenced by the secondary fragmentation size distribution of the caved orebody and making the fragmented ore available for extraction. If the cave does not propagate as predicted, it may lead to stalled cave growth and/or localised preferential caving. This can cause significant ore loss and the inclusion of excessive waste in draw columns, both of which damage the economic value of the project. Uncontrolled caving can have severe consequences for the safety and economics of mines. Such safety risks include air blasts due to the formation of excessive air gaps and damage to infrastructure due to surface subsidence. Monitoring the cave-back delivers critical feedback that is required to exert control over its propagation and reduce the likelihood of adverse consequences. Current methods for monitoring cave propagation include access through open holes, microseismic monitoring systems, time domain reflectometers and extensometers. All of these monitoring systems rely on stable holes for installation and ongoing data collection. However, cables in holes often get sheared due to ground movement in the seismogenic zone well ahead of the cave front, rendering the systems useless. To resolve this issue, Elexon Mining, with the support of Rio Tinto, developed the Networked Smart Marker system, which is based on Elexon’s Smart Marker technology. This system provides a more robust and versatile alternative to other cave monitoring systems as the data is transmitted wirelessly through rock, and thus is not vulnerable to hole shearing/dislocation experienced with current cave monitoring systems. Installations at the Argyle block cave have proven that the Networked Smart Maker system can continue to provide information on the cave-back’s location long after all conventional monitoring systems have failed.
