The Department of Mineral Resources has a statutory responsibility for mine site environmental management and control in New South Wales. The Department is focusing on an environmental management systems (EMS) approach, as a management tool to achieve æbest practiceÆ outcomes both within our own organisation and on mine sites. One of the DepartmentÆs tools is environmental risk assessment and management which incorporates the Mining, Rehabilitation and Environmental Management Process (MREMP). The MREMP was introduced many years ago in order to integrate the activities of key stakeholders who may have a material interest in the mine. The MREMP provides an ideal mechanism by which ædue diligenceÆ requirements and environmental management programs can be integrated into mining operations and lead to a sustainable post-mining land use.

Today Hudson Bay Mining and SmeltingÆs 777 Project is the largest mining construction project under way in Canada. The project comprises six components: construction of the new 777 zinc-copper mine; construction of the new Chisel North zinc mine that will truck ore out from 600 metres below surface; expansion of the Flin Flon ore concentrator; expansion of the zinc plant to increase throughput by 15 per cent; a spill gas project that will reduce fugitive gas emissions by some 90 per cent; and infrastructure improvements including construction of a new electrical substation. Total investment in The 777 Project is over $US 260 million. Seven years ago, the Flin Flon, Manitoba-based company was fighting for its very existence. How does a company go from down-for-the-count to robust contender in just seven years? Contributing reasons are many, but all have their root in a process HBMS calls æTransformationÆ. It is transformation that has taken HBMS, a very traditional company, through a very non-traditional turnaround (Figure 1).

The Tifalmin porphyry copper district is located in the Star Mountains roughly 35 km north-east of the Ok Tedi mine. The district is a cluster of temporally and geochemically related porphyry copper deposits and their associated skarns. It covers an area of roughly 10 × 6 km and comprises at least three intrusions (Olgal, Futik and Kum Kom) where drilling has demonstrated the presence of porphyry copper mineralisation, and another three intrusions (Rattatat, Unfin and Pad 48) where porphyry copper mineralisation is strongly suggested by surface investigations and geochemical or geophysical signatures.Copper and gold mineralisation was first discovered in the area in the 1960s as part of the regional exploration program by Kennecott that located Ok Tedi. The mineralisation is associated with poly-phase porphyritic diorites, quartz diorites and tonalites that intrude the Upper Eocene to Middle Miocene Darai limestone and underlying Cretaceous to Eocene Feing Group. Radiometric K-Ar and U-Pb zircon ages cluster between 4 and 2 Ma for both the mineralised and post-mineral intrusions. In addition to porphyry-type mineralisation, variable amounts of calc-silicate and/or magnetite skarn occur near the contact of most of the intrusions. Mineralisation in the Olgal and Futik porphyries occurs as chalcopyrite replacement of mafic minerals and in a stockwork of micro-veinlets. Mineralisation mostly occurs in the intrusions but is also observed in hornfelsed siltstones and sandstones of the Feing Group on the southern margin of the Olgal intrusive body. Quartz veining is uncommon. Secondary magnetite is commonly associated with the highest copper and gold grades. Sericitic alteration is most prominent in the mineralised hornfels. Structurally, the area is dominated by syn- to post-mineralisation thrusting from the north. With lower and increasingly variable Fe grades in iron ore resources, the monitoring of Si, Al, Mg and other light elements to meet quality requirements is gaining importance in the iron ore beneficiation industry. The high cost per manual assay and associated manpower requirements often limit the frequency of shift composite samples and laboratory assays. Furthermore, the shift composite assays represent past performance of a plant but are not useful for immediate reactions to feed variations, detection of equipment malfunctions or process control. Automated online analysis of light elements radically reduces the cost per assay and provides repeatable, timely data for process analysis, control and optimisation.A light element online slurry analyser, based on laser-induced breakdown spectroscopy (LIBS) optical emission technique, will be presented. This paper discusses the analyser design for the iron ore industry and also reviews the performance of the analyser against the manual laboratory. Additionally operator safety, user friendliness and maintenance requirements are discussed.A case study will also be discussed in this paper. The sophisticated measurement technique has been implemented in an industrial automated analyser and sampling system to allow for slurry measurement for up to 12 sampling points. Recent lignite investigations indicate their potential as a strategic long-term fuel resource. This potential however would be determined not only by lignite quantity and quality, but also by economic, physical and social resources required to support it. The following discussion uses the example of a typical lignite mining operation to review the major resource requirements. While recognising that the implications of supplying those resources may be as important as their actual existence, this paper has purposely omitted such discussion as this will be one of the main target areas for the next phase of investigations.

Development and Validation of Ore Characterisation Test and its Use in Variability Campaigns of Comminution Circuits Impact testing was developed by assessing the fragmentation characteristics of ore samples after controlled impact. Standard methods are, however, limited to relatively large and coarse samples, which thus precludes their use in early stages of projects, as well as where only drill cores are available. The method described in this paper is based on the same concepts of controlled ore breakage, but using relatively smaller samples. It is particularly useful in assessing the variability of ore characteristics in early stages of greenfield projects, as well as in predicting the performance of existing grinding circuits. A validation program was carried out in which a good adherence to the original test results was obtained. The results were used for (a) simulation of a copper comminution circuit as a function of the ore characteristics, and (b) evaluation of sampling protocols used for assessing fragmentation characteristics.

Geotechnical conditions in the Lochiel Deposit are somewhat unusual, and thus geotechnical and hydrological investigations have assumed a high priority. The cost of mining the deposit has been shown to be very sensitive to geotechnical design parameters, and it is now seen to be of paramount importance to establish a high level of confidence in the design parameters used for mining cost estimation. Geotechnical investigations in the Lochiel Deposit reached a crossroads in 1985, when there appeared to be several quite different and equally attractive routes to follow to establish a satisfactory level of confidence in geotechnical mine design parameters. Three main options were identified, referred to as the No Further Work Route, the Drill and Trench Route, and the Trial Pit Route. The No Further Work Route was ruled out as being technically unsound and as satisfying none of the Electricity Trust of South Australia's (ETSA's) or the State Government's requirements. It is now becoming mandatory in Australia to rehabilitate ponded fine grained coal mine tailings, which may well have been deposited initially with no consideration as to how or whether this could be done nor to the costsinvolved. Of prime importance to the rehabilitation of tailings ponds are the bearing capacity and deformation characteristics of the tailings. Since the tailings are fine grained, time effects will govern the self-weightdeformation of the tailings initially deposited as a slurry and the subsequent deformation of the deposit under the weight imposed by rehabilitation fill. The engineering properties of a particular deposit of ponded tailings havebeen investigated and its response to the placement of fill monitored and analysed.

The nation of Fiji is located the South Pacific on the æRim of FireÆ some four hours flying time from the eastern sea board of Australia. It is a tourist destination situated on the main route from Australia to the Americas. Fiji is a developing country that has had a fewsetbacks but the country has able, happy people that are very resilient. Most importantly, the country is a safe destination for tourists and businesspeople as the local people are friendly, have good ethics, and most speak English. Fiji is a very willing nation, hungry for knowledge and advancement. The Fiji geological setting on the æRim of FireÆ, that runs from New Zealand across the Pacific through Fiji and on to Papua NewGuinea, has many large deposits of gold and copper. Fiji is an exciting destination for mineral explorers with discoveries of gold, silver, manganese, bauxite, iron and copper. Gold was first discovered in 1921 and the first two mines opened in 1935; one of which was Emperor Gold Mining Company (EGM) the other being Mt Kasi. EGM mines gold on the margin of the Tavua caldera, some 85 km north of the Nadi international airport. EGM has operated continuously for close to 70 years, producing approximately 6.9 million ounces of gold and has an underground reserve of 847 600 ounces with a total mineral resource of 12 335 600 tonnes at 10 g/t (as given in the Emperor Mines Limited Annual report 2003). The mineralisation in Fiji is very exciting and it is common to discover spectacular intersections and outcrops, which are typical for this type of epithermal narrow vein mineralisation, but be aware that the orebodies are variable and not easy to understand.

As the question of zino recovery from lead blast furnace slags has lately become such an important subject with lead metallurgists, the following description of some of the work carried out in this oonnection by the Sulphide Corporation, at CockleCreek, should prove of interest to those concerned. Early in the life of the works it was realised by the metallurgical staff that a very wide field for investigation lay before them. At the head of these was the late Mr. F. H. Evans, and it was due to his work and suggestions that the question has grown from a mere hypothesis to a commercial undertaking, in so far as these works are concerned. Beach sands on the Morobe coast of New Guinea contain significant amounts of chromite. This chromite, together with the more abundant associated minerals such as olivine, enstatite, tremolite, antigorite and feldspar has been de- rived from rocks of the Papuan Ultramafic Belt and transported to the beaches by three rivers, the Paiawa, the Saia and the Sesimbai. Of the hundreds of samples taken, 26 have been analysed mineralogically and chemically in some detail. On this basis, five groups of samples, four on- shore and one offshore, representing character- istic mineral assemblages, have been recognized. The chromite grains themselves have been exam- ined to determine variations in amount and in the Cr/Fe ratio, since this is of economic importance. Much of the chromite fails to reach a high Cr/Fe ratio as a result of magnetite rims around chromite grains. The precious metal content of the sands is negligible.

The Hamersley Group in the Pilbara, Western Australia, consist of interlayered banded iron formation (BIF) and shale host rock formations within which a large number of open pit iron ore mines have been established. The slope stability of most of the mining excavations developed within these formations is controlled by the relatively low shear strength of the shale groups and shale bands, which are the weakest rock types. Shale formations range from fresh to highly weathered and are generally highly fissile when fresh, and clayey when weathered. An accurate understanding of the shear strength of these materials across the entire weathering continuum is therefore a key importance for assessing the slope stability of these mines.Historically defect laboratory testing results for the Pilbara mines have been analysed mechanically using direct shear testing (DST) to measure a number of geotechnical characteristics of the rock bedding and defects. This paper sets out the current practice in the industry in terms of the laboratory testing and presents a possible application of hyperspectral data to empirically correlate the shear strength of shale bedding with the relative mineralogy abundance on the bedding surface. This was achieved by creating both hyperspectral and geotechnical data sets for the same samples.In the study the shale samples were separated into three distinct assemblages: iron oxide + kaolinite, iron oxide + white mica + kaolinite, white mica + kaolinite, which had 40, nine and two samples respectively. Analysing these assemblages alongside DST data showed that samples with white mica had reduced non-variable shear strength, whereas samples with iron oxide + kaolinite had an overall higher shear strength but with a greater variance. It is inferred that the reduced shear strength in the white mica samples is due to the sheet (or plate) like structure of the mineral, giving it a weak stress plane. Confidence in the trends observed can be reinforced by expanding the data set in future works. Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. Mining operations are continually aiming to reduce operating costs to improve plant profitability. One way in which the Cannington operation sought to achieve this was by increasing the wear life and reducing the energy consumption of their flotation mechanisms. This was made possible using Outotec’s FloatForce mechanism. The FloatForce mechanism has been developed by Outotec over a six year period involving both CFD modelling and rigorous site testing. FloatForce delivers improved air dispersion and cell agitation efficiency; as such it can be operated at lower rotor tip speeds when compared to Outotec’s previous mechanism.Cannington trialled three FloatForce mechanisms in a train of ten OK38 zinc roughers. The mechanisms’ rotational speed was reduced by 10% compared to the previously installed MultiMix mechanisms. The purpose of the trial was to quantify the energy saving and assess whether there was any reduction in plant metallurgical performance.The trial was successful with FloatForce delivering a 17% reduction in power, an improvement in wear and improved recovery. Analysis of pre and post-installation metallurgical accounting data showed the following:The FloatForce installation resulted in a recovery increase of zinc to zinc final concentrate of 0.4 – 4.0%*The FloatForce installation resulted in a recovery increase of lead to zinc final concentrate of 0.0 – 0.3%*There was no statistically significant change in silver recovery to zinc final concentrate that can be attributed to FloatForce**95% confidence interval (CI) using multiple linear regression models.The Cannington operation is now in the process of further optimizing its power consumption and wear savings by changing the remaining OK38 zinc and lead rougher float cells to FloatForce mechanisms.CITATION:Bird, M, Oats, B and Sganzerla, M, 2015. Privately-owned companies considering investing in the resources sector can optimise their investment decisions by adopting a systematic technical assessment of acquisition assets, similar to the approach commonly adopted by public financial institutions and publicly-listed companies.Technical due diligence provides a process to identify key geological, mining, geotechnical, metallurgical, environmental and social risks and opportunities and determine the most likely business case and valuation of assets. Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning. Laboratory induced polarization measurements were made on representative samples of concentrated sulphide ores from three environments in New South Wales Comparisons were made with the membrane polarization exhibited by an argillaceous sandstone. The sulphide samples showed a strong polarization effect, the magmtude of whIch depended directly on the conductivity of tlIe pore electrolyte.

In November, 1975, Aberdare North colliery was sealed at the surface to extinguish an open fire underground.The fire had developed from a spontaneous heating in one of the open goaf areas of the mine.The mine was re-entered with normal ventilation methods following the isolation of the working district containing the fire. The isolation was accomplished by remotely sealing the open roadways with lly ash emplaced through boreholes from the surface. A subsequent re-entry operation similarly closed the roadways close to the fire and enabled the re-opening of the sealed district.Most of the mine and the underground equipment was recovered after clearing of numerous falls and production recommenced on 25th October, 1976.

Upward pressure on all mining operations is coming from the triple bottom line. To some extent this is being offset by the rise in mineral prices, but this may or may not continue. The other serious issue facing all companies is the replacement of economic reserves as exploration levels over the past decade continued to decline in line with falling mineral prices. In order to underpin the sustainability of the mining industry it is necessary to continue to reduce cost, reduce the mine environmental footprint, whilst increasing community benefit. At the same time it is imperative that we increase the economic reserves. The highest risk is in adding new mineral discoveries as the strike rate for economic discovery decreases. Gekko Systems Pty Ltd recognises that the most simple and risk averse route to increasing economic reserves is to reduce cut-off grade in the mine, thereby bringing formerly uneconomic reserves into the economic category. We have been developing a new process flow sheet which embodies the triple bottom line and the issue of economic replacement of reserves. This paper describes this flow sheet and presents four examples where this concept is/can be applied to bring about triple bottom line benefits. Sustainability can only be assured if we are the ones in control of our environment, costs and reserves.

Efficiency demands that mine geologists devote the most time to tasks where they can have the biggest effect on production. One of the most time-consuming tasks is geological interpretation of the orebody and turning this into a block model for the planning engineers.The current best practice for mines that require a geologically constrained resource model involves capturing the interpretation of geologists as three-dimensional (3D) wireframes. However, there is significant overhead in the production of valid wireframes from sectional and plan interpretations. This overhead consists of the mundane tasks of digitising polylines, then building 3D wireframes and validating them. While software can simplify this task, the current process is not the best use of a geologist’s time. Under time pressure exerted by planning engineers and the time required for modelling from polylines, geologists are forced to roll-up the presence of other elements or impurities into the interpretation and encode them in the polylines, even though it is often desirable to consider these other factors separately.While it might seem unlikely that mine geologists can produce constrained geological models without the intermediary of wireframes, the technology to accomplish this is getting closer.In this paper, the results of a trial at the Savage River magnetite mine, which is owned and operated by Grange Resources Ltd, are reported. The trial was for a ‘direct-to-block’ implicit geological modelling method. The focus was on creating a geological attributed block model from drill hole geological log data; resource estimates were not determined. The categories modelled were air, waste, low-grade ore, medium-grade ore, and high-grade ore. The block model outputs either resulted in a proportional block model (categories expressed as percentages within equivolumetric blocks) or a sub-blocked model (parent block and one sub-block), which is the preferred block model output at the Savage River mine. When compared to the traditional best practice modelling method, which takes 43 work days, the wireframe-free modelling method took only 26 hours from initial modelling, using both exploration and grade control data. An update using appended drill hole data is achievable within one day. These results represent time savings of more than one order of magnitude compared to the traditional workflow, and, as such, these figures merit serious consideration for the use of the direct-to-block modelling approach at other operations.With these time savings, geological and estimation models can be kept updated constantly; geologists will not need to set aside two months for quarterly or half-yearly modelling of the drill hole data for resource review. Such dramatic time savings will allow for the better use of highly skilled geologists, who are in short supply in the current market, and will also impact directly on downstream mining engineering workflows.
