It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation's clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies' assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

Historically, coal miners have known that roof shales can deteriorate in contact with humid mine air, causing massive roof falls and injuries from falling rock. It is critical to recognize rocks prone to weathering and to adequately support these rocks in order to ensure the long-term stability of the openings. In a recent study, NIOSH has used a wet/dry cycling test to determine the moisture sensitivity of over 800 specimens of roof rock from 25 U.S. coal mines. Fireclays and some gray shales are the most moisture-sensitive. Rocks with disturbed bedding, in contrast to flat-bedded rocks, are also more sensitive to water. Black shales are relatively un-reactive to moisture and serve to protect more reactive gray shales above. Mines that have roof rocks with moisture-sensitivity indexes above 40% can experience slaking roof conditions, and many require high coverage surface controls. Three case studies are presented in which the moisture-sensitivity index is correlated to roof conditions underground, and can be used to indicate long term deterioration. Engineering measures are described to control moisture-sensitive roof. In one case, roof screen not only reduces injuries from rock fall but also is shown to reduce roof falls. The geometry and morphology of a set of low-angle fractures around a stope in a deep Witwatersrand gold mine are explained in terms of extension fractures forming under variable conditions of stress. Primary extension fractures (E1) form some distance ahead of an advancing stope along the s1, s2 plane. With stope advance, a couple of these fractures end up in a stress regime conducive to transpressional shear and a secondary set of extension fractures(E2) is formed at a high angle to the primary fractures. i.e. at a low angle to the stope. As the E2 fractures are undermined, they migrate into a stress regime of transtensional shear and a third set of extension fractures (E3) may develop between E2 fractures. These have sigmoidal shapes, being parallel to the E2 fractures at the E2 discontinuity where s3 is negative, and curved through the un-fractured rock between E2 fractures where s3 is positive at the instant of fracturing. The fractures all display fractographic features characteristic of dynamic extension failure with striae indicative of the direction of rupture propagation and the local, instantaneous orientation of s1.

Passive-treatment systems that mitigate acid-rock drainage (ARD) from coal mines have operating since the mid-1980s. Large systems at metal mines are being contemplated. A 95L/sec (1500-gpm) capacity system is planned this year at an underground lead mine in Missouri. Mine, process and environmental managers need to understand how and why passive-treatment systems work. They must understand what operational limitations to expect, as well as the economics of construction and operation compared to the alternatives, like lime precipitation. Wetlands have been recognized as nature's method of improving water quality. Contaminant reductions can occur through the precipitation of metal hydroxides, sulfides and carbonates and pH adjustments. Local conditions, oxidation state and water and soil chemistries dictate whether these natural reactions will occur under oxidizing (aerobic) or reducing (anaerobic) conditions.

The curvatures and subsequent bending imposed to piles by the surrounding soil during the passage of strong seismic waves is studied. This type of bending develops even in the absence of a superstructure and is referred to as "kinematic bending", to distinguish it from bending imposed to piles by loads generated from the inertia of the superstructure ("inertial bending"). Although kinematic loading may be severe in the presence of sharp stiffness discontinuities in the profile and may lead to damage, it has received little attention by engineers. The scope of the paper is twofold: (i) to discuss some fundamental aspects of seismic pile bending, and (ii) to review some existing design methods. To this end, a dimensionless bending strain parameter (instead of the more commonly used bending moment), and a strain transmissibility function relating pile bending strain and corresponding soil shear strain are introduced. Numerical examples are also presented.

The Tertiary gold deposits of the Hauraki area are predominantly epithermal vein types containing mineral assemblages of quartz, calcite, pyrite, sphalerite, galena, chalcopyrite, acanthite and native gold (electrum). Sulphosalt, telluride (eg hessite), seleniferous sulphide and selenide minerals are important locally. Studies of wall rock alteration mineralogy, fluid inclusions in gangue minerals, and sulphur isotopes of sulphide minerals indicate that the ore forming fluids had the following parameters: pH, near neutral at depth but acidic near surface; temperature, predominantly 320 - 270¦C for base metal dominated assemblages, 280 - 200¦C for precious metal dominated assemblages and generally below 200¦C for late stage barite; apparent salinity, six to zero equivalent weight per cent NaCl; and CO2 concentration, generally around one mole per cent CO2. There is fluid inclusion evidence for boiling during mineralisation in some deposits. Moderate values off S2 and FO2 are indicated for base metal and mixed base metal û precious metal assemblages of most deposits by the predominance of pyrite + chalcopyrite over other iron-bearing phases; primary bornite is absent, whereas pyrrhotite, hematite and magnetite rarely occur in the veins. The largest gold û silver deposits formed from solutions in which the sulphur species in solution were predominantly reduced. Near surface environments and some deep, predominantly base metal, deposits were formed from solutions with approximately equal concentrations of oxidised and reduced sulphur species.

A good thing is becoming a bad thing. Rock mass classification systems, that are so excellent for communications between engineers and geologists, and that can be valuable in categorizing project experience, are emasculating engineering geology and rock mechanics. Some engineering geologists have been sucked into thinking that Q and RMR values are all that is needed for engineering purposes, and seem to have put aside what can be learned from structural geology and geomorphology. Many rock mechanics engineers seem to have forgotten the scientific method. This paper attempts to redress the situation by showing how mechanics can be used in rock engineering to design with a similar rigour to that used in the fields of structural engineering, hydraulics and soil mechanics. It also attempts to remind practitioners of what can be achieved by skilled engineering geology.

Dunsmuir Ventures? Nanuq diamond project is located approximately 250 km northeast of Baker Lake and 170 km north of Chesterfield Inlet. It occurs at the intersection of the Wager Bay shear zone with the Keewatin Arch, a major long-lived crustal uplift. The newly discovered diamondiferous kimberlites at Rankin Inlet, Repulse Bay and on Melville Peninsula also occur along this arch. Kimberlite indicator mineral (KIM) sampling has outlined a distinct KIM train more than 35 km long and 6 km wide. Geomorphological studies, boulder displacements and dispersion of magnetite in tills suggest that glacial transport distances were on the order of 4 to 6 kms only. The presence of multiple sources within the main Nanuq indicator train would account for its length and breadth. A second train has been located on the west central part of the property and anomalous concentrations of KIM occur elsewhere. Pyrope garnets (G9?s and G10?s), diamond inclusion field (DI) eclogitic garnets and DI chromites were confirmed by microprobe analyses. Clinopyroxene thermobarometry indicates a cool geotherm, approximately 35 mW/m2, and that mantle within the diamond stability field was tapped. An aeromagnetic survey has identified a number of anomalies. Those with down ice KIM support will have ground geophysical follow-up and will be tested in a spring 2004 drill program. Dunsmuir is optimistic that this will lead to the discovery of a new kimberlite cluster on the Nanuq property.

Updraft sintering of lead concentrates was introduced at Port Pirie in 1955 and since that time a considerable amount of investigational work has been carried out in the laboratory and on the plant with the objective of improving both the understanding of the process and its practical application.From this work it is now possible to predict trends in design and operation, which should result in capital savings and increased efficiency of future updraught plants.INTRODUCTIONOver the last 70 years a remarkable advance has been made in the method of preparing lead concentrates for smelting in the Port Pide blast furnaces of The Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.). Beginning in 1889 with heap roasting, the process progressed to Ropp roasters and Huntington-Heberlein pots in various combinations, then to multiple small Dwight Lloyd (D.L.) downdraught machines. In 1940 two large 10 ft by 50 ft D.L. downdraught machines were installed, and finally in 1955 updraught sintering was ,introduced with the installation of the present 10 ft by 99 ft sinter machine.At the time this last machine was built it was the first unit of its type and thus, of necessity, an experimental machine. During the eight years it has been operating a considerable amount of investigational work on sintering has been carried out both on the plant and in the laboratory.It is now felt that sufficient information is on hand to predict at least tentatively, some of the future developments in lead sintering, whereby both the quality of the sinter and the rate of production may be improved. This will result in a considerable reduction in smelting costs.

The West Coast contains one of the world's giant placer gold deposits with production since the 1860s totalling some six million ounces (present day value NZ$ 3.6 billion). The deposits have been worked variously by hand, ground sluicing, hydraulicking and/or elevating, blocking out, deep leading and bucketline dredging. Since the sharp gold price rise of 1979 - 1980 gold production has increased steadily (in spite of the closure of the Kaniere dredge) to some 30 000 ounces (933 kg) in 1984. Production is primarily from some 100 medium scale mining, operations treating 50 - 200 000 m3 of auriferous late Pleistocene fluvial gravels year. In spite of their economic value the deposits remain only poorly investigated and many fundamental questions relating to the origin and formation of the deposits remain unanswered. This paper attempts to describe the geology of the deposits and outline a genetic model for their formation, and then discusses some of the economic aspects and current limitations and opportunities of the growing alluvial gold mining industry of the region.

"The Las Cristinas deposit in Venezuela contains reserves of 12.8 million ounces of gold at a grade of 1.20 g/t (Crystallex, 2004). The deposit comprises fully oxidized saprolite (SAPO) overlying a layer of sulphide-enriched saprolite (SAPS) which lies above carbonateleached bedrock (CLB) and carbonate stable or un-leached bedrock (CSB). Gold occurs at about the same concentration in all lithological groups. The bedrock units contain minor amounts of copper (about 0.1%) as chalcopyrite, while SAPO contains virtually no copper which has been leached and deposited in the SAPS zone.A previous owner began investigation of the Las Cristinas deposit in 1991. Over the next seven years, the company drilled 1,174 holes with a total length of 159 km, conducted extensive metallurgical testwork, including pilot plant operations, and completed feasibility studies. Construction was started in 1997 and again in 1999, however, on each occasion was suspended.Crystallex has been producing gold inVenezuela since the early 1990s. In 1997, Crystallex acquired Inversora Mael which had held two of the claims to the Las Cristinas concessions since 1986. In September 2002, Crystallex entered into a definitive agreement with the Corporación Venezolana de Guayana (CVG) to develop the Las Cristinas deposit.An extensive program of studies and testwork was started in late 2002 to determine an optimum development plan for Las Cristinas. Mine Development Associates, SNC–Lavalin Engineers and Constructors, SGS Lakefield Research Limited, J.R. Goode and Associates, and A. Laplante at McGill University acted as the main contractors.Because of the potential value of by-product copper, earlier flowsheets used carbon-inleach for SAPO, but processed all other ore types by flotation to produce a gold-copper concentrate with cyanide leaching of cleaner tailings to maximize gold recovery. Cyanide recovery was necessitated by the high copper content of the leach feed. Initial studies of available data by Crystallex revealed that direct leaching of all ore types would provide about 11% more gold recovery than the previously selected flotation route with reduced capital and operating costs.Bench and pilot-scale studies have confirmed that a SAG-ball mill-gravity-CIL route is very effective for all ore types and will give about 89% gold recovery. This paper describes the testwork conducted in 2003, discusses a 20,000 t/d plant design, and presents economic data."

Geological maps, data, and prospectivity analysis relevant to mineral exploration in New Zealand have recently been released. Regional-scale geological mapping is increasingly available for the country through the QMAP 1:250 000 Geological Map of New Zealand programme. Published QMAP sheets Greymouth, Wakatipu, Waitaki and Dunedin cover large areas of interest for mineral exploration companies. The QMAP geological data are also available in digital form for use with other digital datasets using GIS software. Crown Minerals, in cooperation with GNS, have completed two gold prospectivity studies; the first covering mesothermal gold in the South Island, and the second encompassing epithermal gold in northern New Zealand. These studies have defined areas of interest for these two mineralisation types and assembled geological, mineral occurrence and production, geochemical, geophysical, topographic and cultural data into projects for use with GIS software. Included are the results of prospectivity modeling for gold using these data and specific mineralisation models. The prospectivity studies and relevant data are freely available on CD through Crown Minerals and are intended to encourage mineral exploration in New Zealand.

MINE models have three distinct uses: 1. As exhibits in expositions and museums. 2. As exhibits in law suits. 3. As illustrations in teaching mining engineering. All three uses are in a sense educational. The third, or distinctively teaching function, has not been extensively developed in America as it has been abroad, chiefly because of the cost of the models and the scarcity of model makers. In connection with expositions, such as the Columbian, the Louisiana Purchase, and the Panama-Pacific, a number of very good mine and metallurgical models were prepared with funds furnished by State commissions, by mining organizations or mining companies. At the close of these, expositions, some of these models have been deposited in National or State museums or in educational institutions, but too many of them have been lost, or have been stored, away in some mining company's office or in the basement of some State building, where they have been lost sight of and have gradually fallen to pieces. A visitor to a German mining school is impressed by two facts: 1. The mining laboratories are in general inferior to those in America. 2. The mining museums are infinitely superior -to ours, particularly in models exhibited. One may reply to this comparison by saying that a museum is necessarily a work of time. From the historical standpoint this is, of course, true, but it is not necessarily true in connection with a working museum intended to illustrate current practice. For instance, the oldest mining school in Germany, that at Freiberg, has much excellent historical material, but very little on modern practice, while Berlin, one of the youngest German mining schools, has a most extensive and valuable collection of modern appliances and models. This is true in spite of the fact that one of the best-known model shops is at Freiberg, from which many of, the models to be seen in America have come. Coal is a complex heterogeneous commodity that can be mined in a number of ways and needs to be processed to a homogeneous quality that satisfies the customer?s requirements, while attempting to maximize revenues. Only a small proportion of coal is suitable for metallurgical use. Export coals cover a wide range of qualities and some coals can be used optimally in the raw state for energy production. Critical quality parameters vary and can be a combination of heat value, ash, volatiles, sulphur, phosphorus, sizing, amongst others. The level of beneficiation is generally dictated by the washability of the coal, mining contamination, and the target product quality. The steps in the coal chain covered in this paper comprise exploration, mining selections, production, the washing process, and product delivery. It can be said that no steel can be made without use of one or more of the several Ferro alloys. They form the backbone of steel. Thus, the Ferro alloys industry is vitally linked for its growth and development to that of the steel industry. Ferro alloys industry in India has never been globally competitive, despite its rich ore deposits and low-cost manpower, essentially due to a) Insufficient availability and high cost of electric power b) Increasing ores and reductants cost c) Non-availability of low ash, low phos. coking coal in the country for the production of desired coke with low ash, and low phos. contents, making import of such coke at a high cost imperative d) High-cost and insufficient infrastructural facilities (both road and rail) for rapid transportation of ore from mines to plants e)Stiff competition from producers and exporters of Ferro alloys in other countries like South Africa, Kazakhstan, China, Russia, Australia etc. due to global trade agreement which has made drastic reduction in customs duty on imports necessary. f) Wide fluctuations in the International price of Ferro alloys depending on demand versus supply. To over come these challenges plus adhering to stringent pollution control norms innovations are inevitable in the process technology, and plant equipment design, along with frequent changes in product mix, to be more cost-effective. An attempt is made in this paper to address the innovations that took place in the past and those that further need to be made, considering the future of this industry.

The 9th International Symposium on Rock Fragmentation by Blasting was held in the Granada Conference Centre, Granada, Spain from the 14th - 17th September 2009. The Symposium was preceded by a 1 ½ day Workshop on “Vibrations from Blasting” organized by the initiator Dr. Alex Spathis and his colleague M. J. Noy, both employed at Orica Mining, Australia. Prof. Josè Sanchidrian at the “Universidad Politécnic de Madrid” in Madrid, Spain was the main organizer for both the Workshop and the Symposium. A record number of participants came (292) from a record number of countries (41). There were a total of 14 papers in the Vibrations from Blasting Seminar and 96 papers and 2 Keynote Addresses in the Fragblast 9 Symposium itself. The aim with this paper is to present some results from Fragblast 9 which are of interest for a large target group. One very important result from the Fragblast 9 meeting was that it was decided there that Fragblast 10 will be held in November 2012 New Delhi India.

During the last two decades, China has expanded its iron and steel industry very quickly, from less than 100 Mt/a steel production to over 700 Mt/a. It caused big increases in both domestic iron ore production and imported iron ore quantities year by year. The mode of iron ore supply has changed from almost all domestic supply to major tonnes of imported ore plus domestic ore supply. Over 200 blast furnaces with volumes larger than 1000 m3 each have been built and put into operation. Sinter machines have been enlarged quickly. There are now 135 sinter machines with =200 m2 sintering area each. Pellet production increased from 11.94 Mt in 1999 to 210 Mt in 2011, resulting from rapidly increasing domestic concentrate supply and rapid development of the grate-kiln process. The typical ferrous burden constitution is high basicity sinter plus pellets plus lump. The pellet proportion increased and the sinter proportion decreased gradually. A lot of technical improvements, like deep bed sintering, sintering with a high ratio of limonite, composite sintering, pellet process optimisation, a high ratio of hematite in pelletisation, blast furnace operation with low-grade ferrous burdens and hazardous element control, etc have been made to enhance iron burden quality and to reduce hot metal cost. Chinese iron and steel production is expected to increase slightly in the next few years. Its overcapacity should be controlled effectively. Given the variations of iron ore supply, pellet production will keep progressing in terms of production scale and pellet quality, the sintering process will be improved further by various measures to utilise different ores efficiently, and ferrous burden constitution will be optimised continuously to realise the lowest cost of hot metal production.CITATION:Sha, Y and Wang, Z, 2013. Mineral production was of little significance in the country's economy, and Bangladesh was not a world-ranked producer of any mineral commodity during 1977. Natural gas was the most important mineral exploited; however, reserves were sufficient to allow for much greater production, Economically, Bangladesh made some progress in 1977-782 in its struggle against poverty, underdevelopment, and rapidly increasing population. The gross domestic product (GDP) grew 8%, mainly owing to a 13% increase in food grain production, the key economic indicator in this highly agricultural nation. GDP at current prices dropped slightly in Fiscal Year (FY) 1976.77 to $6.6 billion3 and rose to $7.2 billion in FY 1977.78. The population rose from 81 million in FY 1975-76 to about 85 million in FY 1977-78, resulting in an increase of per capita GDP from $83 to $85 during the same period. The high annual population growth rate, over 3% in 1976 and about 2.8% in 1977, was recognized by the Government as the main problem facing the country. Average density was 525 people per square kilometer. A similar density would have the entire world population living within the continental United States.

The effectiveness of an industry?s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and ?service" contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work.
