Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

"Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). This chapter deals with the concepts of shock waves and detonation waves together, because a detonation wave is really a shock wave, supported by the explosive reaction that the shock wave ignites and propagates as it travels through the explosive material. In the c.ootext of rock blasting, furthermore, there is justification for treating shock waves and detonation waves together, because the mechanical effect of the detonation in an explosive in a drillhole in rock is propagated and its effects are spread throughout the surrounding rock by means of a shock wave. The overall performance of sn explosive in rock blasting or any other application is of course dependent on how much thermal energy is released in the chemical reaction that occurs when the material detonates, and on how much useful mechanical work the reaction products can do as they expand. A major portion of this chapter deals with the prediction and measurement of explosive performance, a subject which is now still in a process of rapid development.

The point of the anode effect on carbon anodes of dcfincd surface area. during electrolytic decomposition of alumina dissolved in molten fluorides. has been determined from current-voltage curves. The reproducibility and accuracy was found to be better for cell voltage than anode current density. Results have been obtained for the effect of alumina concentration temperature and carbon type. The point of the anode effect was strongly dependent on both the alumina concentration and the carbon type. For high alumina concentrations it has been found that the anode effect approaches reversibility. From these results it is concluded that co-evolution of CO, and CF. occurs prior to the onset of the anode effect. The anode effect results when the CF, content becomes sufficiently high for the melt not to wet the electrode surface and is maintained because of the slow desorption of CF, and the high electrode potential that results.

Coal samples taken from the No. 2 Seam and No. 4 Seam in a South African colliery were tested in a rotary triboelectrostatic separator. The two-stage triboelectrostatic separation results using the -177 µm size fraction reduced No. 2 Seam coal containing about 30.4 per cent ash to a clean product of 8.9 per cent and 13.1 per cent ash with combustible recoveries of 9.6 per cent and 30.7 per cent respectively. The same separation approach on No. 4 seam feed coal, which contained 36 per cent ash, produced a clean coal product with 10.8 per cent ash at a combustible recovery of 6.0 per cent. Petrographic tests show a significant improvement in the vitrinite content and a reduction in visible minerals encountered when using the triboelectrostatic separator, with about 53 per cent vitrinite reporting to the clean fraction for No. 2 Seam compared to the feed content of 21 per cent, and a 54 per cent vitrinite in the clean No. 4 Seam from a feed content of 21 per cent. Significant sulphur reductions were also observed after separation in both coal samples, with a better separation in the second-stage coal products.

These investigations were conducted to determine conditions for recovery of nickel and copper from Funter Bay, Alaska, sulfide ore and recovery of nickel from nickel-silicate ore, Nickel Mountain, Riddle, Oreg. Samples of Funter Bay cupriferous and nickeliferous pyrrhotite ore, were treated by beneficiation, roasting, electric smelting of roasted are for matte production, chlorination, leaching, and sulfatizing roasting with subsequent leaching. Funter Bay and Nickel Mountain ores were smelted together to produce matte. Total sulfide flotation, followed by magnetic separation of the tailings to recover entrained nickel-bearing pyrrhotite, resulted in the highest nickel recovery in beneficiation tests on Funter Bay are. Overall beneficiation resulted in recovery of 98.5 percent of the copper and 95.4 percent of the nickel in the concentrate that contained 3.5 percent copper and 1.7 percent nickel.

Wattle Gully Gold Mines N.L. of Chewton, Victoria, has decided to replace its present battery plant by a new mill to treat a free milling gold ore, after fine grinding, by concentrating coarse gold in a jig concentrate for amalgamation, and fine free gold and auriferous sulphides in a flotation concentrate for cyanidation. This paper outlines the economic justification and advantages of this step. In a review of the present position at the mine, a history of the company is followed by a description of the ore and its occurrence.Present treatment practice in two separate battery plants is described. Treatment tailings assay 1 dwt/ton gold and a substantial part of this gold is finer than 200 mesh.Experimental work showing how recovery may be improved is discussed and alternative methods of concentrating coarse gold mentioned. It is decided that the most suitable method for recovering gold from the ore is by jig concentration plus flotation.The merits of various flowsheets incorporating these techniques in the existing plant and in a new plant are assessed. It is concluded that there is no advantage in extending or converting the existing two battery plants, and it would be more economical and satisfactory to build a new plant.An economic study shows that for a capital expenditure of £120,000 a new plant could be erected to treat 70,000 tons p.a., working a 5-day week, and return an additional 14.2/- per ton, or £50,000 p.a., in revenue over the existing plant. It is estimated the plant cost can therefore be recouped out of savings inside three years. Probable ore reserves are sufficient to cover this period and additional ore will certainly be developed.INTRODUCTIQNSince 1934, Wattle Gully Gold Mines N.L. has been mining a lode gold ore at Chewton, near Castleniaine, and treating it by stamp milling and plate amalgamation, plus table concentration of auriferous sulphides. This paper presents a resume of the likely profitable mining areas in New Zealand. It covers the main 'minerals' û gold, coal, oil and gas, ironsands, silica sands, clays, lump silica, perlite, sulphur and limestone. The potential mining projects are depicted on a map of New Zealand together with the associated works involved in hydro-electric and geothermal power development requirement for industries such as aluminium, nickel ferro-silicon or silicon carbide production. The political need for mining development to relieve unemployment and reverse emigration is stressed. A case is made for exploration and development assistance by government in labour re-training, energy supply and transportation, if the tremendous losses through lack of use of human and industrial resources are to be rapidly reduced. These losses are currently estimated at $10 000 000 000 per year. The need for protection of the sanctity of contract and security of tenure of all mining operations is touched on briefly as is the need for a reasonably balanced view on conservation. However, as both of these are more properly covered in papers on the legal and environmental aspects of the mining climate, they are presented here only as they affect the economy of the mining operation. Finally, there is a brief comment on the mining climate in New Zealand relative to Australia and South Pacific mining operations.

The Bureau of Mines estimated the potential availability of tungsten from 57 mines and deposits in 19 market economy countries. The tungsten resources of China and the U.S.S.R. were also estimated. This resulted from an evaluation of tonnage-cost relationships indicating the quantity of tungsten available as ammonium paratungstate (APT), artificial and natural scheelite, and ferrotungsten at various average total costs of production including 0- and 15-pct rates of return on invested capital. The evaluated deposits contain 1.2 million metric tons (t) of recoverable WO3, of which approximately 52,000 t of AEYT can be produced at the January 1983 market price of $5.37/lb, 89,000 t of natural and artificial scheelite at a market price of $3.63/lb, and 1,700 t of ferrotungsten at $5.61/lb of tungsten. An annual availability analysis indicates that by the early 1990's new deposit discoveries, development of known prospects, or expansions of producing mines will be necessary to meet projected tungsten demand.

Initial investment for mechanical boring of tunnels is found to be high in most cases. Conventional drilling and blasting is not the possible especially in urban area. In these conditions impact hammer offers many advantages over conventional drill and blast techniques and boring tunnels. These include improved safety, minimal ground disturbances, elimination of blast vibration, reduced ventilation requirements, reduced cost etc. Therefore, hydraulic impact hammers have been used widely in metro tunnelling projects in Istanbul since 1992. Accumulated and published data from various tunnelling projects serve to improve predicting the machine performance and scheduling of job duration. This paper is prepared under this objective. Machine utilization time of impact hammer was evaluated in this study. The main rock formation named Kartal formation arepaleozoic aged sedimentary rocks, shale, sandstone, siltstone, andesite dykes and sediment fillings. The first stage of the project is commissioned to Yapi Merkezi- Yuksel- Dogus- Yenigun- Belen consortium.

This paper discusses the trials and tribulations of obtaining Velocity of Detonation (VOD) readings in small diameter blast holes in an underground mine. Montana Technological University (Montana Tech) obtained a time-domain reflectometer (TDR) type VOD monitoring unit. Purchase of the VOD monitor was justified on verifying explosives performance used in Montana Tech’s practical underground mining class and provide a teaching aid for the school’s rock fragmentation class. Before demonstrating the unit to students, we figured we better learn how to use it first so we give the students an appropriate experience. Our first learning was in obtaining the correct coaxial cable for the VOD monitor and how to properly terminate the cable. Once the cable was on-site and terminated, VOD testing could commence. Use of the VOD monitor was tested underground in small diameter holes (1.5-inch, 38 millimeter) pneumatically loaded with ANFO. After a few failed trials, and follow-up discussions with the supplier, VOD readings were obtained for the ANFO loaded holes. Additional readings were obtained for a pre-split product and detonating cord to satisfy our curiosity that the unit was performing as specified by the manufacturer. This paper will share our learnings in the hopes that others can benefit.

This study focuses on the amosite mining region in South Africa and associated health effects, compared to other mined asbestos fiber types. Historically, dust and fiber levels were high in the amosite mills and mines, and many miners and members of the surrounding communities were exposed to the fibers. Research has shown that amosite produces both benign and malignant disease. Nevertheless, the mesotheliomagenic potential of amosite is several fold lower than crocidolite. The risk of disease associated with amosite exposure is difficult to quantify. Reasons for this include the scarcity of available information, including fiber measurements, and case ascertainment, as well as the juxtaposition of the amosite and crocidolite asbestos seams in South Africa. © 2007 Elsevier Inc. The proposed Second Avenue Subway Project in New York City is approximately 8.5 miles long, up to a depth of 120 feet beneath grade and runs the length of the eastern side of the island of Manhattan from Harlem in the north to the financial district in the south. It will reduce overcrowding and delays on the existing parallel line, improving travel for both city and suburban commuters, and upgrading access to mass transit for residents of the East Side of Manhattan. This subway line will have 16 new stations providing transfers to the existing Metro-North commuter rail service and to New York City Transit subway lines and bus services. The first phase of construction includes two TBM rock tunnels 2.4 miles long and two new large and shallow rock cavern stations with clear span openings ranging from 70 to 100 feet and length in excess of 1000 feet with 615 feet center platform, coupled with low rock cover ranging from 20 feet to 40 feet. The design methodology for these large and shallow rock caverns consists of using well known empirical methods for initial estimate of support requirements and then two and three dimensional continuum and discontinuum analyses for verification of the selected excavation sequence and support system. This paper describes the analysis and design methodologies used for the two large and shallow rock caverns with insight into how to overcome the design complexities and construction challenges of the urban underground.

This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I -of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

"Steel manufacturers have noticed a decided tendency on the part of many of their customers to become more exacting in their steel specifications. Under these conditions, the steel must not only meet the specifications of physical properties (tensile strength, reduction of area, elongation, impact strength, grain size, normality, etc.) and the chemical analyses, but must also pass the inspection test of ""cleanliness.""By cleanliness is commonly meant the absence of oxide and sulphide inclusions. Other foreign particles such as furnace or ladle slag, ladle and runner brick, etc., must also be absent. The determination of cleanliness at present is usually made by microscopic inspection or macroetching.The rejection of steel for lack of cleanliness is increasing, out cleanliness is one of the most difficult requirements for the manufacturer to fill. The reason for this is that every steel inspector has a different conception of a. clean steel. A material which does not pass the examination of one inspector way be regarded as entirely satisfactory by the metallurgist of an¬other company. The cause of this confusion and disagreement concerning the definition of a clean or a dirty steel is simply that as yet no standardized procedure for the determination of impurities has been proposed and generally accepted, since many variables are encountered which interfere with the development of a satisfactory method. An idea of the complexity of this situation will be obtained from the following pages.A Survey of Proposed Analytical MethodsAlthough no analytical method has been accepted, many procedures have been proposed, as may be seen in Table 1. Therein are listed 16 of the better-known processes, pith references to the work of their originators, their mechanisms of determination, and their applicabilities. Among these is included the electrolytic method developed by one of the present authors, and some comparison between this and previously proposed procedures may be obtained by a study of the table. The Montana Tunnels Mine was mined out to a depth of 900 feet at the end of 1999. The first signs of instability were recognized in 1996 along the upper slope area of the northwest sector when the pit was mined out to a depth of approximately 500 feet. To extend the life of mining operations, it has been proposed to extend and steepen the northwest highwall to a depth of 1000 feet. Slope stability analyses were carried out using the UDEC software program to assess the stability and deformation of the proposed highwall design. Back analysis of an instability in 1997 along the upper slope section and highwall deformation to date has indicated reasonable agreement with the observed mode of failure and displacement monitoring results. The results of detailed analyses of the proposed highwall design have indicated very limited additional deformation, further development of tension cracks is unlikely and large-scale instability is not expected to occur. A total of 40% of additional mining has been completed and ongoing displacement monitoring to date has confirmed very limited additional movement and no further tension crack development.
