In September 2004, Hurricanes Frances and Ivan caused the Pigeon River in western North Carolina to flood. This flooding eroded the embankment below Interstate 40 (I-40) and sent one of the eastbound lanes, along with the roadway shoulder, into the river below the embankment. North Carolina Department of Transportation (NCDOT) needed to reopen all the lanes of I-40 as soon as possible and considered this damage to be an emergency situation. NCDOT contracted Schnabel Foundation Company to design and build a repair that would keep this important interstate open and reestablish the eastbound lane. The obstacles included limited work room, the requirement of keeping the remaining lanes of I-40 in service, and producing a final product that would be relatively maintenance free and last at least 100 years. The proposed repair had to consider that the existing interstate was founded on a rock fill that was constructed from rock blasted off the adjacent mountain side. The selected design included two, tied-back micropile walls to address these obstacles and other issues. Each of the walls were constructed of 10.75 inch diameter micropiles and corrosion-protected tieback anchors installed through the existing rock fill into competent bedrock, concrete wales, and a reinforced shotcrete facing. This successful project was completed during the coldest months of the year and within the timeframe established by the State of North Carolina. This paper will discuss the design and construction of the repair and the many challenges that had to be overcome.

Until ten years ago, the largest load tests on drilled shafts (bored piles) were about 3,000 tons (27MN). These tests were made with kentledge (large weights, usually concrete blocks) stacked up as a reaction to the applied downward load of a hydraulic jack. In some cases, the jack load is resisted by a load frame held down by piles or anchors connected to the frame. When the test loads exceed 3,000 tons (27MN), these methods become cumbersome expensive and time consuming. The Osterberg (O-cell) test method does not require any reaction load. It has become the only cost effective method for static load testing of high capacity shafts. Over 650 load tests have been performed with this method, 86 of which were over 3,000 tons (27 MN) and 40 over 5,000 tons (44 MN), and the largest test load was 17,000 tons (150 MN). Tests have been made on sands below the water table, shafts ending in rock sockets, and cemented sands and gravels. Test results and details for selected load tests are discussed.

Shane is enjoying his new work. Six months ago, he was stocking shelves at his local supermarket and decided to make the big move to a job in mining with more challenge and, of course, more dollars. He's been through his inductions, received his training tickets and is now working in a crew of eight underground at a fly-in, fly-out (FIFO) operation. There are many more systems and processes here than in his retail job, and Shane's comfortable that his safety is being looked after. He is enjoying the continually changing work and conditions, it makes the job interesting. It's taking some time to get used to the roster and he is worn out by changeover, but he gets more time with friends and family during R & R.   Generally, the mining industry has a maturing safety culture and well developed systems. This sometimes lulls people into a false sense of security. Safety systems cannot anticipate every possible situation, nor can they replace people's perception, thinking and decision-making. To manage safety, it's critical to find the right balance between dependence on systems and a healthy fear and respect of risks we face.   As safety standards are raised, systems tend to get more thorough and complex. When a new person joins a mining crew, we induct and train them to provide the information they need. As labour availability again becomes short, and many new people join our industry, we shouldn't assume they know the fundamentals. We need to explain not only what they are expected to do, but why doing what we ask and expect will keep them safe. We must equip people to deal with both the routine and the unexpected.   This presentation explores the challenges of balancing a structured, systematic approach to safety with the need to also equip people to deal effectively with risks everyday in dynamic and extraordinary situations.   Session purpose Introduce participants to a way of looking at risk from a different perspective, as a force for change and progress, if managed well. Demonstrate that risk is something we need to engage with emotionally as well as physically, if we want our risk management efforts to be successful. This purpose will be achieved through an entertaining and engaging presentation, using photos and case studies. The session will initiate interest to explore new ways of thinking about risk and generate discussion about the balance between people and systems. What is the right balance and why getting it right enhances the safety culture, while getting it wrong can impact on safety, business performance and sustainability.

Minutes after the Friday afternoon October 16, 2009 announcement that the 80 year old Lake Champlain Bridge was closed to traffic out of concern for public safety, emergency detour planning started at VTrans and NYSDoT. The closure severed a cross-lake link between Addison, VT and Crown Point, NY, which created a 76 mile detour and significant hardship for commuters, farmers working on both sides of Lake Champlain, and businesses relying on both traffic and employees commuting between Vermont and New York. Rehabilitating the bridge was determined to be economically and technically unfeasible and the design of a replacement bridge was accelerated for a spring 2010 construction start. In the meantime, a temporary ferry alternative was to be rushed into service beside the original bridge by February 2, 2010. This paper presents the case history of the fast-tracked ferry dock design and construction on the Vermont side. Twin 300-foot-long pile supported approach spans, a loading slip system and ice deflectors were designed, fabricated and constructed in 90 days in the fall/winter of 2009-2010. This chronicles the project from initial concepts through the extraordinary cooperation between state and federal agencies, and near round-the-clock winter construction on Lake Champlain. This project and its companion project on the New York shore succeeded by virtue of exceptional cooperation between seasoned regulatory, design, and construction participants and warrant this case-history presentation of the Vermont project to share within the industry as an example of overcoming extraordinary challenges.

The theme of the 2012 North American Tunneling conference (NAT) was ?Tunneling: Driving Value.? This theme best reflects where the tunneling and underground construction industry is to-day. Major advances that have been made in technologies have provided tremendous improvements in productivity, which, in turn, have allowed the industry to deliver more cost-effective and less disruptive solutions to the nation?s infrastructure needs. Despite a weak economy, domestically and globally, cities and states continue to spend billions on infrastructure improvements. For the underground construction industry, that means more transportation and water, wastewater, storm water projects and other underground structures. And, for each project completed, underground construction and tunneling technology grows. The NAT conference, put on by the Underground Construction Association (UCA) of SME, provides an outlet for technology transfers among professionals. This year?s conference, held in Indianapolis, IN June 24-27, attracted 918 attendees, up from 803 at the last NAT in 2010. The accompanying exhibit also featured 116 exhibitors occupying 140 booths. That was up from 108 booths in 2010. So, the meeting continues to grow as underground construction professionals throughout the world seek to learn from their peers.

"The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. To provide technology that can help decrease the dependence of the U.S. aluminum industry on imported bauxite, the main ore of aluminum, the Bureau of Mines is investigating the extraction of aluminum from abundant domestic reserves of kaolinitic clay. Miniplant studies of the continuous leaching of calcined kaolin with boiling 25-pct HC1 acid resulted in a 93- to 99-pct extraction of the acid-soluble alumina in the calcined kaolin feed. Data are presented for an acid leaching study carried out in three or four continuously stirred tank reactors (CSTR) in series, feed rates of 100 to 250 lb/hr of calcined kaolin, and total nominal residence times of 0.7 to 2.3 hr. A material balance for a 176-lb/hr calcined kaolin feed rate in a circuit consisting of three reactors, four classifiers, and five thickeners is given. Data provide detailed compositional and physical information for calcined kaolin, process liquors, and acid-leached residue solids.

Drilling and blasting are an essential part of most mining operations, and are commonly major operating cost centres. The effectiveness of blasting can have a significant influence on all subsequent activities, and hence overall operating costs. Drilling and blasting systems must be compatible with the overall mining method, to minimise total costs and ensure operational efficiency. Selection of suitable equipment and techniques requires an understanding of the total operation, plus current skills in specialised technologies. This paper examines the contribution of drilling and blasting to total costs, including the balance between capital and operating costs. The use of computer modelling is discussed, to demonstrate how blast performance and costs can be predicted and alternatives analysed. Case studies illustrate how cost savings can be made in operating mines, and alternative systems evaluated to optimise new projects.

Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. Loading explosives up hole has challenges that are typically not seen in down hole explosive loading. Most explosives applications are not up hole. Lack of experience and technology can cause significant problems when loading explosives up hole. When results aren’t achieved, the blame is commonly put on the design when the true problems are unknown. Not knowing the cause of the problem causes drill and blast designs to be over engineered and very costly with little success. Being able to know and record key data is crucial to actually solving the problem. This paper goes over blast instrumentation that can be used to trouble shoot drill and blast problems in up hole explosives loading in underground mines. The tools and procedures used to trouble shoot include velocity of detonation recorder, borehole tracking, seismographs, and borehole camera. Each item will be discussed in detail with a case study to show the usefulness of the instrumentation. The operation discussed in the case study had issues pulling raises and had hang ups in the stope shots. These problems caused production slowdowns and costly remediation blasting that was not very successful. The case study is an underground gold mine that used modified sub-level caving with backfill as the mining method.

This paper presents current finding on truck driver average exposure to acceleration for several different manufacturer’s cab-over trucks on a variety of roads in different countries. The predominant time, for this aspect of the study has been spent in the area around London, England and Warsaw, Poland. The ECE directive 2002/44/EC has provided specific guidelines for vehicle operators 8 hour average acceleration exposure. The primary considerations have been on truck design including the air-ride driver’s seat. The truck manufacturers have produced truck cabs that have some separate suspension from the truck frame. The truck seat manufacturers have been producing air-ride suspension seats for the cab. Both of these designs have had the objective of meeting the ECE directive and providing the vehicle drivers with some degrees of comfort. This paper will provide some information on the ability of the vehicles to operate on a variety of roads and meet the objectives. Method The primary method for evaluation of the driver’s exposure has been the use of a seat pad attached to the driver’s seat. Although this sensor system provides the critical information for the driver, an understanding of the reasons for the values requires additional measurements. The initial study in England used both driver and passenger seat pads, as shown in Figure 1, as well as triaxial accelerometers mounted on the base of the seat. The latest studies used significantly more transducers to better understand the relative rotations and translations on the truck frame, the cab, and the driver. [ ]

A case study on foundation engineering through organic soils is presented. Located along the west shore of the Hudson River, site soils consist of random brick fill over a thick layer of peat and organic silts or clays. The organic layer is underlain by medium dense to dense sand with varying amounts of silt. Strong artesian pressures were measured in the sand. A pile foundation system was selected to support all structures. To avoid periodic flooding, new fill must be placed on the existing fill. Large total and differential settlements will occur due to consolidation and secondary compression of the organic soils. This settlement will reduce the allowable pile capacity due to the large negative skin friction in the organic layer; and will necessitate long-term maintenance of the final grade elevation. Pile load tests were performed to determine the allowable compression and uplift capacities, long-term capacities and pile driving criteria.

The commonly used Stopes-Heerlen coal petrographic classification and nomenclature has over the years been subject to variable interpretations. This paper discusses the problem with specific reference to the inertinite maceral group. The effect of various interpretations of the Stopes-Heerlen system on maceral analysis is discussed and illustrated by means of comparative analyses conducted by a number of laboratories in Australia.An attempt is made to define the reflectance thresholds used by the authors to subdivide the inertinite group; the genetic and technological significance of these thresholds are compared.The difficulties of distinguishing structured and nonstructured macerals of the inertinite group are discussed in terms of possible improvements to the present StopesHeerlen system by extending the classification to include transitional maceral types.

"Dewatering of nickel concentrate at the INCO Thompson integrated mine-metallurgical site takes place within the smelter plant. The eight original 60 foot diameter cable torque thickeners of which four were operational and eight Dorrco internal drum filters have been replaced with a single Outokumpu high rate thickener and a single Lasta pressure filter. The modernization has resulted in a filter cake which has a more stable and lower moisture content. Control of the entire dewatering process has been improved and costs have been reduced.Typical filter cake produced from the Dorrco filters during processing of high tonnages of Birchtree mine ore was ~20% moisture vs. ~13% moisture for concentrate produced from the Thompson mine ore. The high moistures were correlated with the amount of fine magnesium silicate gangue in the concentrate. As Birchtree ore processing rates have increased, this filter cake moisture became unacceptable because of material handling problems and the impact on furnace metallurgy. The Dorrco filters were replaced with the Lasta filter in 2003 that has consistently produced filter cake at ~11% moisture.This paper summarizes the piloting, design, installation and commissioning of the modernized dewatering circuit.INTRODUCTIONThe Thompson integrated nickel processing facility was built in 1958 and originally consisted of a mine-mill-smelter and, soon after, a refinery.Nickel concentrate is pumped from the mill as a dilute slurry directly to the smelter facility ~200 meters along an unheated pipe trestle. Originally, nickel concentrate was de-watered using up to 8 conventional 60-foot diameter thickeners and 8 internal vacuum drum filters."

Education has always been a topic to rouse the interest of mining and metallurgical engineers, but the recent activities of the Education Committee of the Australasian Institute of Mining and Metallurgy 1, 2, together with the moves throughout the Commonwealth to extend the field of technological education, have made the subject a very live one at the present time. The authors have felt it would be appropriate that on the occasion of the First Ordinary Meeting for 1950, in Victoria, some contribution should be forthcoming concerning the history, present status and possible future trends of mining and metallurgical education in this State. As for the past, the time approaches when there will be none having personal recollections of the beginning of Victorian mining schools or of the men who started them. As for the future, it is obvious that rapidly expanding metal-producing and metalconsuming industries will demand a greater output of competent graduates and diplomates. The era immediately ahead seems to be bristling with opportunities, but mining educators need to temper their enthusiasm for various policies and programmes with the realisation that they are helping to train men who will be leaders 15-20 years hence when the problems of industry and trials of life generally may be very different from what they are to-day.

The authors review the literature and discuss the application of methods to the design of thickeners for ilocculated metallurgical pulps. The use and evaluation of flocculents is described. Experimental data show that design based upon laboratory settlingdata is acceptable. The economic aspect of design is also discussed.INTRODUCTIONFor many years there has been little change in the methods for the design of thickener installations. While modifications have been made in the method of applying the data all methods have been based on the observee settling rate of the solids. The development of a theoretical approach based on physical data would involve so many variables which affect the settling rate that the more practical approach of direct observation seems unlikely to be replaced as the basis of design.The advent of synthetic fiocculents has introduced a modification in operation which affects design and should be considered. The authors review the subject and attempt to bring it up to date with present day procedure. Until recently the original work of Coe and Clevenger (1916) remained the basis of thickener design. They described their observation of the different zones encountered in settling, namely clarification, feed, transition, and compression or thickening- zones. The solids pass through the transition zone in settling from feed density to some higher density where settling ceases and ·some compression or compaction effect controls. the density obtained. The point at which the settling zone ceases to exist is known as the critical point.

"I had been requested earlier this year by MetSoc, our sister society of CIM, to contribute a chapter on technical developments in Canadian mineral processing over the past 50 years to their 50th Anniversary volume. Accepting the challenge of assembling such a chapter seemed at first a reasonably straightforward task, until one realises that the list of contributions by Canadians to mineral processing over this period has been more than just significant. It turns out to have been an extraordinarily fertile time for innovation and impact for Canadian-based technology. The list is necessarily a subjective one, however I had no trouble identifying twenty technology developments that are clearly outstanding, and there are undoubtedly others. As much as possible, I approached the individuals themselves who played key roles in each technology and asked that they tell the “story”. Without exception, all who were invited accepted eagerly and delivered more than I had hoped for. The technologies have been grouped into those that are truly Canadian innovations, such as the Knelson gravity concentrator and the McGill gas dispersion sensors in flotation, and technologies where Canadians and Canada played a very significant role in their success and implementation, such as AG/SAG grinding and ion-beam surface analysis. Also included are what may be termed technology transfer initiatives and institutions that have risen to a world class level, such as SGS Lakefield and the Canadian Mineral Processors Society of CIM. The challenge is now for the coming generation to continue this record of innovation and contribution to the industry, and that includes the (mostly) Canadian mining and metallurgical companies who have taken the longer term view and supported many of these initiatives, through their critical early years, with both financing and project sites for these ideas. Let us hope that the current trend of mining company globalization will not dampen their enthusiasm to participate. This plenary presentation will highlight many of these technologies, the individuals behind them, and their significance to the mineral processing industry."

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. "INTRODUCTIONInternational Minerals and Chemical Corporation (Canada) Limited operates two potash mine/refinery complexes near Esterhazy, Saskatchewan. Annual production of approximately 4.2 million tons is sold in the United States and overseas in five grades according to size and quality.Ore grading 25% K2 0 equivalent is mined from a horizontal bed by continuous boring machines, crushed, and hoisted at 8 inches. The refinery operation consists of the eight basic steps shown in Figure 1. Particle sizes handled are similar to those experienced in other forms of mineral beneficiation: 8 inches to 100 mesh. The ore is crystalline and particles are angular. Fortunately the major mineral constituents, sylvite (KCl) and halite (NaCl), demonstrate relatively low hardness at 2 to 2.5.Therefore, while simple abrasion must be acknowledged, it is not a major problem except, of course, in circuits carrying magnetite.Corrosion, as represented by the classic equations of Figure 2, occurs in all its various forms."
