As tunnel boring machine technology has expanded, so has its range of application. Tunneling machines (TBM's) are tackling tasks today that fifteen years ago were considered "inappropriate". A case in point is incline/decline TBM boring. An incline or decline bore presents peculiar design considerations that differentiate it from a horizontal bore. This paper reviews those design considerations as they apply to TBM's, backup, muck handling and other tunneling subsystems. In addition, several abbreviated case studies are presented. By the review of real life tunneling techniques as well as design considerations, the "appropriateness" of TBM incline/ decline boring today becomes apparent. INCLINE Introduction In contemplating the impact of incline versus horizontal tunnel boring system design, the obvious consideration is gravity. Up-hill boring can be quite different than horizontal boring. Muck, water and machine weight all tend to slide down the incline. In addition, hydraulic and lubrication systems if unaltered, will find their fluids pooled in the lower corners contentedly ignoring such higher elevation items as gears and bearings. The extremely cold weather and heavy snowstorms of January and February in northeastern Pennsylvania--with frozen mining equipment, diminished preparation and lack of railroad cars--severely hampered the production and distribution of anthracite. As a result, the previous estimates for the 2 months have been revised. On March 1, 1977, at the Porter Tunnel of the Kocher Coal Company at Tower City, Pa., an underground flash flood, which apparently broke through the wall of an adjoining abandoned shaft, swept through the mine. As of March 9, 1977, four miners were reported killed, three injured, and five trapped in the wreckage. The Kocher Coal Company began operations at the Porter Tunnel in 1968 and has had no fatalities until this current tragedy. The mine employs 20 persons on the surface and 115 miners underground, producing 750 tons of coal per day. Of the 109 underground mining operations in the anthracite region, this is the one remaining large mine that employs over 100 men.

According to the annual refinery-capacity survey of the Bureau of Mines, the number of refineries in the United States showed little change in 1940, increasing from 057 the first of the year to 562 at the close. Although a number of plants were dismantled in Texas and other States, more than compensating gains were made in California, Illinois, and other States. Low gasoline prices, competition for crude-oil supplies, particularly in Illinois, and the termination of a favorable distributing arrangement for independent plants in the Los Angeles area, forced about 50 refineries to close down in 1940. The number of operating plants accordingly declined from 461 on January 1, 1940 to 420 on January 1, 1941 and the number of idle plants increased from 86 to 136 in the same period. These developments were also reflected in the capacity data, the operating capacity declining from 4,196,694 barrels daily on January 1, 1940 to 4,180,588 daily on January I, 1941 and the idle capacity rising from 431,952 barrels to 53g8381 barrels in the same period. However, the completed capacity on January 1, 1941 (4,718,969 barrels daily) was 2 percent above the previous year.

New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

(San Francisco Meeting, October, 1911.) A MERE record of Emmons's professional career would very inadequately represent the man. That he was eminent we know, and our successors will realize in due time; but they must depend upon us for knowledge of a singularly wholesome, modest, unselfish personality, and of a character that did honor to a profession in which trustworthiness is indispensable: Those members of the Institute who met Emmons are his friends, and I never knew one of these who was not the better for that friendship. Emmons was born in Boston, Mar. 29, 1841, the son- of Nathaniel H. and Elizabeth (Wales) Emmons, and was named Samuel Franklin after an ancestor who was of the same family as Benjamin Franklin. He took the degree of Bachelor of Arts at Harvard in 1861, and soon afterwards went abroad to complete his education. From 1862 to 1864 he attended the courses at the École Impériale des Mines at Paris, lie e Beaumont and Daubrée being among his professors. The year 1864-1865 he spent at Freiberg under Cotta and other famous teachers; after which he spent another year in traveling through Europe. Like many other renowned geologists, he approached his ultimate profession from its economic side, and was thus from the first imbued with a sense of high responsibility in the promulgation of scientific opinions or conclusions. With hypotheses which were interesting merely because. they were ingenious or even plausible, he would have nothing to do. In 1867 he joined the Geological Exploration of the Fortieth Parallel at its organization under Clarence King, serving at first as a volunteer, but soon receiving a regular appointment. This expedition was the first one of purely geological character sent out by the United States Government. Ground control problems in the form of large dome or wedge collapses have been experienced at Tau Lekoa Mine since production began. Crush pillars in various configurations have been used and through a process of trial and error the current pillar layout has been derived. A strike pillar layout is used and additional mid-panel pillars are left spaced a maximum of 10m or 16m apart, depending on conditions and mining direction. Pillar spacing is based on an empirical relationship between fallout height and pillar spans. Analysis of the spatial distribution of large falls of ground indicates that there may be several geotechnical relationships contributing to stable pillar spans. The current focus is to define the relationship between geotechnical areas and hangingwall stability so that area specific support strategies can be formulated that could result in increased production efficiencies. On April 5, the potlines at Consolidated Aluminum Corp.'s 35,000 ton-per-year primary aluminum smelter at Lake Charles, La., were frozen when natural gas lines were accidently cut by a dredge. Full production is expected to resume in 3 to 4 months. Three primary aluminum producers announced plans to restore much of the idled capacity in the Pacific Northwest as a result of a special power allocation by the Bonneville Power Administration. Reynolds Metals Co. planned to bring a total of 40,800 tons per year of capacity back onstream at Troutdale, Oreg., and Longview, Wash. The Aluminum Company of America (Alcoa) will restart half of a 23,500 ton-per-year potline at Vancouver, Wash. Kaiser Aluminum & Chemical Corp. planned to restart a 27,500 ton-per-year potline at Mead, Wash., and to bring an additional 10,000 to 20,000 tons per year back onstream at Mead and Tacoma, Wash.

THE following paragraphs comprise such information as the Secretary has been able to obtain concerning the members and associates whose deaths have been reported. Further particulars or corrections of errors, and biographical data concerning deceased members or associates not already noticed in this way, are solicited. [SECRETARY'S NOTE.-All of these notices have been revised, and some of then have been more or less completely prepared, by me. To those which contain more particularly the expression of my personal feeling, my initials have been appended. The labor of preparing or editing these paragraphs has been in many respects both welcome and interesting, on the one hand, and sorrowful, on the other. In going through the list, I have repeatedly felt like one who, visiting the Morgue, suddenly comes upon the pale face of a dear friend, of whose death lie was not aware ; and, even when this fact was known to me, the work of recording it has brought upon me a flood of recollections, almost preventing the discharge of that official duty. The list for 1907 seems to me to he peculiarly sad, comprising, as it does, so many sudden deaths by violence or accident, so many veterans, removed too soon, and so many young men whose early departure impoverishes the future, even more than the present. Probably, this feeling on my part is largely due to the circumstance that the increased membership of the Institute necessarily in¬volves an increase of the annual death-list. Probably, also, it is connected with the circumstance that during the first years of the history of the Institute-say from 1871 to 1880-it was joined by men of all ages, and that the death-rate is consequently now above the average which would result from the normal annual addition, principally of young men. And finally, I must admit that, as one of the original members of the Institute, and practically connected with it for nearly thirty-seven years as Acting President, President or Secretary, I am peculiarly impressed and depressed by the successive deaths of those who were my associates in the years of its early struggles and triumphs. I do not wish to inflict upon my younger colleagues the melancholy reflections of an increasingly lonesome old man. In fact, my prevailing mood concerning the Institute is not at all melancholy, but triumphant and hopeful. If I may be permitted to preach at all, I would enforce, from the texts given below, a moral which many of them declare so forcibly as to preclude the necessity of expository enforcements-namely, the duty of every one of us, old or young, to give to his brethren, as he goes along, and without waiting for some future occasion for a comprehensive and monumental contribution to technical literature, the results of his observation and experience. ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and' informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year's meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. '

Sublevel open stoping is a low-cost method that has been successfully employed in many large underground mining operations. Where ore body characteristics are suitable, extensive mechanization and the use of large-scale stoping techniques can considerably reduce operating costs. However, careful long-term planning of mine layouts and large capital commitments in development are required prior to production. Implementing precise mine design procedures and carefully controlling operations can result in considerable benefits. This article describes methods to achieve these objectives based largely on mining operations at Mount Isa, where sublevel open stoping has been used since 1932. Ore won by this method accounted for a very large percentage of the total tonnage produced at Mount Isa. Major costs associated with sublevel open stoping can be classified as drilling, explosives and charging, and LHD costs. In this article, analyses of these costs are made with particular reference to stope design. Parameters such as burden, drill hole diameter, explosive density, specific charge, etc., are considered in establishing the interrelationship of unit operating costs, as well as total costs of sublevel open stoping.

"IntroductionDuring and since• the war, it has been my privilege to work closely with those in Canada who are responsible for the vital raw materials needed in our co-operative atomic energy programme. The understanding which has developed between our two groups in this all-important enterprise has been a great source of pleasure. We in the United States are aware of the importance of the contribution made by Canada to this project, and we look forward to continuing our mutually advantageous relationship.The impact of World War II, and the decision by Canada, Great Britain, and the United States to join in a programme for the development of atomic weapons, created a sudden and immense demand for uranium minerals. Early in the raw materials programme, it was evident that sufficient raw materials to fulfill war-time atomic weapon requirements could be secured from three sources: the rich pitchblende deposits of the Eldorado , mine at Great Bear lake; the Shinkolobwe mine in the Belgian Congo; and as a by-product of the vanadium industry of the Colorado Plateau in the United States. In the early part of the programme, therefore, our joint efforts were directed toward obtaining immediate maximum production from these localities. The contribution made by Eldorado Mining and Refining (1944), Limited, both in supplying and refining raw materials, was and continues to be of vital importance.In addition, it was also obvious from the first that in this programme, as in any mining enterprise, exploration activities directed•toward the discovery and development of new sources of uranium ore were essential if production were to be maintained over an extended period of time. In order to satisfy obvious security requirements during the war, it was necessary to proceed with this exploration programme, both in Canada and the United States, as secretly as possible. With the end of the war, and the revelation that an atomic weapon had been developed, however, secrecy in exploration was no longer required. The important thing was to get on with a broadened exploration programme."

The history of firedamp is the same as that of coal: The initial stage was the accumulation of vegetation, which was converted into peat under certain local conditions, then lignite, bituminous coal, and finally anthracite. These deposits ceased to increase owing to inundation that deposited earthy sediment, sometimes as much as several tens of meters (several tens of yards). The vegetable matter, whether it was covered with sediment or not, began to ferment. The basic organic components of the vegetable matter are: Cellulose, lignin, and wax and resin in varying proportions, according to the different kinds of vegetable matter. There are, in addition, some impurities, generally mineral.

In October, the Aluminum Company of America restarted the fourth of seven pot-lines at its Point Comfort, Tex. primary aluminum smelter. The price of primary aluminum ingot, as quoted by American Metal Market, was increased from a range of 60.5 to 63.0 cents per pound at the end of September to a range of 66.0 to 66.5 cents per pound at the end of October. BERYLLIUM On October 15, Brush Wellman, Inc., of Cleveland, one of two U.S. producers of primary beryllium products, announced a planned $6 million expansion of its extraction plant at Delta, Utah, increasing the plant?s capacity to extract beryllium from bertrandite ore by 25%. Another $5 million will be spent on two mine expansion programs in Jaub and Millard Counties, Utah. Other mineral claims and 1 eases he 1 d by The Anaconda Company will be taken over by Brush Wellman through lease or purchase. This expansion, when completed in 1981, will decrease U.S. dependence on imported beryl ore.

Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

This paper describes the development of an alternative technique for measuring the matte level height in sulphide smelting furnaces. The initial studies involved applying electrochemical oxygen probes in a smelting furnace to measure the oxygen potentials of the matte and slag phases. However, these measurements were not successful as a result of low temperatures, preventing there ference electrode from attaining equilibrium during the measurements. These trials were followed up by using oxygen probes containing a (Mo + MoO2) reference electrode instead of the(Cr + Cr2O3) reference electrode used previously. It was shown that with some further development work, it should be possible to measure the oxygen potential of these mattes accurately. Further measurements were performed with a magnetic sensor in sulphide mattes. It was shown that an electronic signal, which is proportional to the magnetic susceptibility of the surrounding material, was generated during immersion into liquid matte. These measurements were extended and done in a smelting furnace. Initial results indicated that when the magnetic sensor was dipped through the slag layer into the matte, a signal was generated as soon as the sensor came in contact with the matte. Measurements are ongoing in order to record (on a computer for improved accuracy) the signal as a function of distance when the sensor is immersed through the slag layer into the matte phase. The magnetic sensor measurements may be the solution to a matte level measurement problem that has existed for a few decades in matte smelting furnaces.

Federal Regulations require MESA to regulate the exposure of workers to inhalation hazards in the surface work areas of coal mining and processing operations. (1) The purposes of this study are listed below: 1. Determination of candidate inhalation contaminants for surface work areas of coal mining and processing operations. 2. Selection of appropriate sampling and analytical methods. 3. Performance of qualitative surveys of 56 representative coal mining and processing facilities. 4. Preparation of handbook to provide guidance for inspectors sampling for these contaminants. This report describes the work which was done to accumulate the information which was used in preparing the inspector's handbook. Specifically, this report contains descriptions of the surveys which were performed, analytical results obtained from these surveys, findings and conclusions, and recommendations for additional research.

This report was written in an effort to provide better control measures for low back pain (LBP) and low back disability in the mining industry. There are numerous factors associated with development of LBP, many of which can be effectively controlled while some cannot. Better job design is promoted as the best method of reducing cases of LBP and can also reduce the disability (i.e., lost time from work) associated with LBP when it happens. The report draws attention to what is currently known about LBP, what the causes are thought to be, and discusses recent back injury trends in the mining industry. Research describing unique physical demands in mining, such as the capabilities and limitations of working in awkward postures, is also presented. Methods that can be used to prevent initial LBP episodes are provided, including facilities design and layout for materials and supplies, use of mechanical-assist devices, improved design of lifting tasks, and better seat design. Methods of reducing the disability associated with LBP (including workplace design, proactive return-to-work efforts, communication, and management commitment) are also discussed. The report concludes that control of LBP and disability in mining requires a comprehensive approach to limit the repetitive loading that can occur on the low back due to manual materials-handling tasks and exposure to whole-body vibration (WBV). Specific recommendations include the following: ? Successful LBP prevention efforts require a proactive program that has strong management commitment and incorporates employee involvement. ? More efficient supply handling systems and use of mechanical-assist devices can greatly reduce exposure to hazardous lifting tasks. ? Lifting tasks should be designed to minimize low back stress. Tools to evaluate and redesign lifting tasks are presented. ? Improved seat design can reduce exposure to WBV and improve posture, leading to reduced LBP risk. ? The disability associated with LBP can be reduced. Getting the worker back on the job as quickly as possible is in the interest of everyone involved.
