The existing Central City Tunnel was built primarily in the 1930s with a small portion as old as the 1880s. It conveys stormwater in downtown Minneapolis. It is a 4,400-ft long tunnel located 80 feet underground. The Central City Tunnel has experienced surcharging and surface overflows during heavy rainfall events. This paper presents the details of tunnel and shaft design for the new Central City Parallel Tunnel to mitigate the overflows. The design considered hydraulics and geotechnical engineering for the structural geologic conditions including the weak Saint Peter Sandstone and overlying strong Platteville Limestone. Ground conditions resulted in tunnel designs including large flat-back box tunnels and unique cathedral-shaped tunnel sections.

This paper gives a review of promising technologies for phosphate processing, and covers flotation, analysis and process control, as well as tailings treatment and utilization. Air bubbles of less than a µm in size, combined with relatively large bubbles, have been demonstrated, both in the lab and on a pilot scale, to improve flotation dramatically, by reducing reagent use while improving product grade. Innovative use of polymers has allowed rapid dewatering of fine tailings with a final product that does not segregate. The first online laser-induced breakdown spectroscopy (LIBS) analyzer was created, allowing rapid analysis of wet samples using the laser technology. Many large commercial projects are successfully pursuing the utilization of phosphogypsum.

The environmental impact assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another increasingly common evaluation system for proposed projects is the environmental, social and health impact assessment (ESHIA). An ESHIA differs from an EIA for its generally more comprehensive and inclusive approach to evaluating potential impacts, such as on public health, and other features such as an ecosystem services approach to assessing biophysical and community impacts. An ESHIA may also be required by certain lenders for financing major projects. In this paper, EIA standards for the province of Alberta, Canada are discussed and compared to ESHIA. It concludes with several recommendations for consideration.

Flotation columns have been readily accepted for use in most sulfide flotation plants; however, recently columns are being used in many other areas. Recent improvements in design methodologies have overcome many operating problems and led to improvements in metallurgy. In addition, physical improvements in column design have simplified their operation while leading to better control. The Turbo-Air External Bubble Generator has provided a method for bubble size control and variation in air holdup and carrying capacity. These have enabled commercial operations to improve grades and recoveries by optimizing performance.

A fairly recent development in the field of particle separation is now under investigation to determine its value to the mining industry. The method employed is probability sizing through a vibrating network of decreasing screen openings. While probability sizing as such is not new, the possibility of using it for coarse, highly abrasive ores at high tonnage rates has only recently appeared to merit practical consideration. The advantages to be gained by the use of probability sizing vs. conventional screening methods are: reduced space requirements for a high capacity unit, fewer moving parts, more versatile product sizing selection, reduced maintenance requirements and lower power consumption.

"INTRODUCTION Iron ore beneficiation needs advances in areas such as process control, automation, burner and furnace designs, silica-free binders, and even alternative iron making routes. While some – like new binders – are only step-changes, all are tools that can help make the ironmaking industry more sustainable. This paper focuses on binders. Binders are added to iron ore fines before they are agglomerated. Binders are used to control the balling process and increase the mechanical quality (e.g. strength) of green-balls and pellets. Agglomeration usually follows thickening and filtration. Good-grade ores, which don't require upgrading, are wet ground to decrease particle size and increase specific surface area. Low-grade ores are often extensively upgraded through wet operations (flotation, dispersion and selective flocculation, magnetic separation, etc.). For both types of ores, thickening and filtration conclude the circuits so that moisture contents are lowered and the ores can be agglomerated. It's been known for a long time that thickening and filtration behaviors are influenced by zeta potential (Sandvik, 1979). Highly-negative zeta potential is good for dispersion while low zeta potential is good for filtration. So, the zeta potentials of iron ore particles are lowered with additions of acid or carbon dioxide, for example, to increase filtration rates and throughputs (Eisele et al., 2005). What happens to particles as their zeta potentials are lowered? Particles aggregate together, effectively forming larger particles. How stable then, are those aggregates during mixing and balling? Are they easily broken up during mixing (if mixers are even used)? Are they broken up during balling? Or, do the aggregates resist breakage so that the availability of ultra-fines, which are so beneficial for agglomeration (Stone, 1968), is decreased? For plants where high doses of bentonite are used as binder, the above questions may be of no concern. The bentonite adds the necessary amount of fines; however, even at those plants, the calcium and magnesium contents in the water affect bentonite's effectiveness (more magnesium and calcium means less effective bentonite). (Engesser, 2003) For plants where new silica-free organic binders are being developed and used, the above questions may need to be considered. The binder is only amongst the iron ore particles for a short period of time – until it burns away or thermally decomposes in the induration furnace – so the liberation, availability and distribution of fine particulates is very critical for the quality of balls and pellets. It was hypothesized that high zeta potential conditions would lead to good pellets, while low zeta potential conditions would lead to relatively bad pellets."

The inhalation of dust has been a problem in the mining industry since antiquity. Crystalline silica is now known to be the cause of silicosis, a form of pneumoconiosis that is associated with excessive exposure to respirable particles in some mining and industrial environments. Crystalline silica was reviewed by the International Agency for Research on Cancer (IARC) in 1986 and classified as a Group 2A, Probably Carcinogenic to Humans in Volume 42 and Supplement 7 of the IARC Monographs (1987). In 1996, IARC reviewed additional literature and studies published in the intervening decade and recommended that quartz and cristobalite, two polymorphs of crystalline silica, be listed as Group 1, Carcinogenic to Humans. Their recommendations and reclassification were published in 1997 in IARC Monographs 68.[2] In both Monographs, IARC classified amorphous silicas as Group 3, Inadequate Evidence for Carcinogenicity to Humans.

In August 2011, the Southern African Institute of Mining and Metallurgy (SAIMM) contacted mining institutes and related societies internationally to assess their interest in participating in coordination of the review of the South African Code for Mineral Valuation (SAMVAL) with reviews of other mineral valuation standards. The main mineral valuation standards are the CIMVal Standard of The Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the VALMIN Code of The Australasian Institute of Mining and Metallurgy (AusIMM), the SAMVAL Code, and the extractive industries? guidance note of the International Valuation Standards Council (IVSC), Valuation of Properties in the Extractive Industries, GN 14, designed for application within the full set of International Valuation Standards (IVSs). By January 2012, SAIMM had concluded that the level of respondent interest was adequate to organize a meeting. A meeting was scheduled for April 18, 2012 in Brisbane, Australia in conjunction with a VALMIN mineral valuation conference organized by the AusIMM. The stated purpose of the meeting was to develop an accord on terms of reference for pursuing harmonization of mineral asset valuation standards adopted by the participating mineral institutes. SME decided that, although it has not developed its own mineral valuation standard, it should participate in the Brisbane meeting and the harmonization process, as also did the American Institute of Minerals Appraisers (AIMA).

In situ stress on the scale of a tunnel or mine may be distorted by geologic structures. The resulting variations of in situ stress have a direct bearing on the potential for mining-induced seismicity. New evidence from the Lucky Friday Mine collected by U.S. Bureau of Mines researchers, as well as a review of case studies, demonstrates that in situ stress variations affect the spatial distribution of mining-induced seismicity. Although overcore stress measurements have been useful in these studies, they are too expensive and, depending on conditions, may be too difficult, to use routinely in mapping stress variations. However, information from borehole and raisebore breakouts; deformation of mine openings; and patterns of seismicity, ground control problems, and rock burst damage can be used to build a stress database. This database can then be used in con-junction with maps of mine structure and geology and models of rock mass behavior to build a map of in situ stress variations. Such a map provides a means to anticipate patterns of mining-induced seismicity that are likely to be encountered and, hence, provide a means for planning appropriate measures to ameliorate rock-burst hazards.

The Office of Mine Safety and Health Research (OMSHR) investigated ways to increase mine airflow to underground metal/nonmetal (M/NM) mine working areas to improve miners? health and safety. One of those areas is controlled recirculation. Because the quantity of mine air often cannot be increased, reusing part of the ventilating air can be an effective alternative, if implemented properly, until the capacity of the present system is improved. The additional airflow can be used to provide effective dilution of contaminants and higher flow velocities in the underground mine environment. Most applications of controlled recirculation involve taking a portion of the return air and passing it back into the intake to increase the air volume delivered to the desired work areas. OMSHR investigated a Nevada gold mine where shaft rehabilitation was in progress and one of the two main fans was shut down to allow reduced air velocity for safe shaft work. Underground booster fan operating pressures were kept constant to maintain airflow to work areas, inducing controlled recirculation in one work zone. Investigation into system behavior and the effects of recirculation on the working area during times of reduced primary ventilation system airflow would provide additional information on implementation of controlled recirculation into the system and how these events affect M/NM ventilation systems. The National Institute for Occupational Safety and Health monitored the ventilation district when both main fans were operating and another scenario with one of the units turned off for maintenance. Airflow and contaminants were measured to determine the exposure effects of induced recirculation on miner health. Surveys showed that 19% controlled recirculation created no change in the overall district airflow distribution and a small reduction in district fresh air intake. Total dust levels increased only modestly and respirable dust levels were also low. Diesel particulate matter (DPM) levels showed a high increase in district intake mass flow, but minor increases in exposure levels related to the recirculation percentage. Utilization of DPM mass flow rates allows input into ventilation modeling programs to better understand and plan for ventilation changes and district recirculation effects on miners? health.

In two case studies we look at strategies of acceptance that the analyst can employ to gain entrance and to see his problem solution out to use. The first example comes from metal mines. The problem area was excessive usage and cost of wear parts in the concentrator and an atmosphere of crisis over frequent and unexpected breakdowns. The second case pertains to coal exploration. Better methods were being sought for representing coal quality in developing reserve tonnages. The first strategy is - Develop a detailed Human Impact Statement. The second strategy is - Write down in plain language with the keeper of the problem what he will consider as success in dealing with his problem.

The oxide fraction of industrial zinc ash was characterized in terms of chemical and phase composition, leaching behavior in sulfuric acid solutions, and leaching thermal effect. The waste product contained about 68 percent zinc (Zn), 7 percent chlorine (Cl), 2 percent aluminum (Al) and less than 1 percent other metals, such as iron (Fe), manganese (Mn), calcium (Ca) and silicon (Si). It consisted mainly of zinc oxide contaminated with metallic zinc and zinc hydroxide chloride. The dissolution of metals from the zinc ash was determined for solid-to-liquid ratios ranging from 100 to 500 kg/m3, acid concentrations of 10 and 20 percent, and temperatures of 20 and 40 °C. Classification system efficiency (CSE) is a simple metric that can be used to measure and increase ball milling circuit efficiency. It is defined as the percentage of the ball mill energy being used to grind target (oversize) particles. This paper describes CSE analysis conducted for a variety of operations with related improvements in circuit efficiency ranging from 3 to 30 percent. The achievable CSE for any given ball milling circuit is described, providing the means to determine the extent to which every plant can benefit from increasing grinding circuit CSE.

High-G centrifuges from five preparation plants were sampled to determine and quantify the various operating factors affecting performance. The operating factors that were considered include feed rate and percent solids, size of feed material, screen-basket type, hardness of coal and age of the flights. The performance parameters that were measured include product surface moisture, recovery and degradation of the coal. Regression equations with good significance levels were developed.

In order to obtain a better understanding of the explosion risk at the coal face, anomalies in the ignition sensitivity for different modes of ignition of hybrid mixtures of dust, methane and air were studied. Results indicated that the explosible behaviour of the working environment is highly dependent upon the ignition source and the fuel composition. For example, depending on the ignition source, the same hybrid mixture can be inert or extremely explosible. In conclusion, it is stressed how the explosion risk can be expressed in terms of a safety factor which takes into account the influence of both the fuel and the ignition source.

A year ago, if I had the pleasure of addressing you, I would have discussed ocean mineral resources from a promotional standpoint. I would have described exciting indications of mammoth tonnages of sea-floor industrial minerals. I would have attempted to fire your imaginations as to the potential of a nation having the technologic know-how to exploit its submerged boundaries. As a first step toward this capability, I would have solicited your support for a Bureau of Mines? program aimed at determining the industrial worth of marine minerals and devising techniques and hard- ware for their recovery. We still need your support, but recently we have ventured out of the realm of planning and into your Government's first program in marine mineral engineering. Today, I wish to describe what we have done within the framework of existing research problems and our possible goals. I will be brief so as to allow ample time for questions, and I can do this with confidence because our program is so new that I need not be chagrined at not having all the answers.

In fluctuating airflow, continuous air velocity recording is the most reliable method of air velocity measurement. It allows for fast recognition of changes and the calculation of long-term averages. Also, it enables the mine operator to identify when the airflow has decreased to a point requiring action. Using ultrasonic anemometers provides an accurate option for continuous air velocity monitoring. This paper provides information about the effect of common obstructions in underground mining on air velocity readings. Stationary and moving obstructions are used to represent workers and equipment that would cause discrepancies in measured airflow. Also, it is important to know how large of a sample size is required to ensure reasonable accuracy of results. Statistical analysis is used to evaluate the required sample size. The sampling procedure is further studied by comparing two different sample rates. The results show that obstructions provide noticeable differences in air velocity measurements. Also, movement of obstructions can be recognized from changes in results. Surprisingly small sample sizes provide reliable air velocity information. Standard sample rates are found to be suitable for the underground environment.

Introduction The separation of minerals from complex sulfide ores by flotation requires careful control of the surface chemical behaviors of the minerals constituting the ores. When the minerals in the ore are finely disseminated, extremely fine grinding is needed to liberate the minerals. Fine grinding is not only an energy-intensive operation, but also influences the flotation behaviors of liberated minerals. Steel balls are commonly used for grinding. Galvanic interactions occur not only between sulfide minerals and grinding media but also among the different sulfide minerals themselves. The electrochemical characteristics of chalcopyrite and pyrrhotite when they are independently coupled with steel grinding media and the relevance of these characteristics to the flotation behavior of these minerals have been exten¬sively studied (Cheng and Iwasaki, 1992: Li and Iwasaki, 1992). These studies dealt with reactions in two electrode combinations, simulating mineral-grinding medium and mineral-mineral interactions. In practice, however, it is more common to involve more than one sulfide mineral. In a study of a pyrite-pyrrhotite-mild steel system, Pozzo et al. (1989) provided evidence that a mineral having an intermediate potential could behave differently, depending on the condi¬tion of galvanic contact. This investigation was undertaken to study a chalcopyrite-pyrrhotite-mild steel system to gain better in¬sight into the mechanism of multiple galvanic interactions. A three-electrode system was chosen to simulate a typical copper sulfide ore. The sulfide minerals were represented by chalcopyrite and pyrrhotite. The grinding medium was rep¬resented by mild steel. The nature of galvanic interactions involving these minerals and grinding medium in an oxygen atmosphere was investigated in a three-electrode combina¬tion, and an attempt was made to relate the laboratory flotation results of pyrrhotite-chalcopyrite ores. Possible implications to the differential flotation of complex sulfide ores are discussed. Key words: Electrochemistry, Flotation, Sulfide ores Experimental The pyrrhotite (57.74% Fe, 0.09% Cu, 4.84% Ni and 36.54% S) sample was obtained from Falconbridge Ltd.'s Strathcona mine, Ontario, Canada, and the chalcopyrite (26.00% Cu, 28.57% Fe, 0.05% Ni and 31.52% S) sample came from Transvaal, South Africa. Mild steel (AISI 1020, 0.2% C) was chosen to represent grinding media. A conventional three-electrode cell was used in the elec¬trochemical measurements. The working, counter and refer¬ence electrodes were, respectively, sulfide minerals or mild steel, graphite rod and saturated calomel electrode (SCE, 0.245 V vs. standard hydrogen electrode). The exposed areas of the sulfide minerals and grinding medium electrodes were approximately the same (0.17 to 0.19 cm2). The preparation methods of working electrodes, the reagents used, the experi¬mental procedures and the instrumentation were the same as those described previously (Cheng and Iwasaki, 1992). Rest potentials of pyrrhotite, chalcopyrite and mild steel were measured individually in 0.05-M sodium sulfate solu¬tions. Combination potentials and galvanic currents of the sulfide minerals and grinding medium were measured in short-circuited two- and three-electrode systems. This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation.
