In order to put an end to the uneven environmental standards and enforcement established by various coal mining States in the United States, the Congress passed and the President signed the Surface Mining Control and Reclamation Act (Public Law 95-87 or the Act) on August 3, 1977. Within one year after passage, the Secretary of the Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for State regulatory programs under the Act and to allow States to assume primary regulatory responsibility. In order to implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules, but ones which take into consideration the distinct differences between surface coal mining and underground coal mining. The regulations developed by the Secretary and promulgated on March 13, 1979, with respect to subsidence control, included (1) a subsidence control plan as part of the permitting process, (2) substantive provisions establishing performance standards for subsidence control, and (3) provisions providing for the prohibition of mining under perennial streams, impoundments larger than 20 acre feet, and certain public facilities and urban areas.

Researchers at the National Institute for Occupational Safety and Health have tested the finite element code, UT3PC, with LaModel to evaluate their results using know case studies. The purpose of the testing was to demonstrate the usefulness and limitations of these programs in evaluating mine layout design. Both of these software packages are simple to use and free for public download. Their use by mine engineers, along with other tools, such as empirical methods, can enhance the assessment of a mine layout design. LaModel can model mining layout on a mine scale or, at least, on a multiple-panel scale. However, this software has limitations in calibrating to conditions at many coal mines in the western United States. The UT3PC software models smaller parts of a mine and is used to evaluate the design of pillars, shafts, or drifts; but the software calculates all components of the stress tensor and provides stresses, displacements, and safety factors throughout the model volume. The two codes are used to evaluate design of one known case, and UT3PC is used to evaluate another case. The results and approaches demonstrated in the testing are intended to aid mine engineers in evaluating site-specific problems and to show that these tools can provide useful information to the mine engineer in evaluating mine layout design.

This paper discusses the time-dependent behaviour of rock when it involves the presence of several layers of rock strata in the vicinity of mine openings, mining in sequences and the placement of backfill. The paper describes numerical techniques which proved useful when such situations are encountered in practice. The model is elastoviscoplastic. At given time stations, short term loading or changes can be made to the creep behavior of the rock. The modelling technique is first described and is followed by simulations of stresses and displacements in a potash mine with the primary objective to demonstrate the effect of such aspects as mining and fill sequences in 3-D. This involves cutting finite elements representing the strip of the mining face and simultaneously filling those elements representing the newly placed fill. The stiffness of the fill varies with the degree of compaction at each point. In this way, the effect of the time of fill placement, the gap between the top of the fill and the back as well as the degree of compaction are simulated. The second example is a 2-D problem simulating the long term effect of backfill, as a material compacting with time, on the settlement of the layers above it as well as the closure of the room.

The new Tren Urbano heavy rail transit project in San Juan, Puerto Rico has one very significant part, the Río Piedras Contract, being constructed underground. This paper will give an overview of the tunneling work that started construction in1997. Design-Build procurement for tunneling is addressed. The new and modern transit system in San Juan will be 17.2 km (10.7 mi)long and have 16 stations in its first segment of construction, which is due to open in 2001. The line connects the city center district of Santurce to the outlying suburban municipality of Bayamón. All construction is being done under design-build contracts as a demonstration project funded by the Commonwealth of Puerto Rico and the Federal Transit Administration (FTA). The Río Piedras Contract is completely underground and involves practically all types of construction in soft ground. One station is built as cut-and-cover at the University of Puerto Rico. One portion has twin tunnels to be driven with an Earth Pressure Balance Machine (EPBM) and lined with one-pass precast concrete segments. Another has four short tunnel drives at a turnout that will be constructed with an initial support of shotcrete and lattice girders (i.e., the New Austrian Tunneling Method of construction). The most complex construction is the Río Piedras Station, which is being built as a stacked drift with a total of 15 individual tunnel drifts. After being sequentially excavated and concreted, they will form the arch of the 19 m (62 ft.) wide by 16 m (53 ft.) high cavern station. This structure is excavated in soil with less than 5 m (16 ft.) of cover to overlying historic buildings.

The industrial practice of concentration of solids and production of clear solution by gravity sedimentation is an old technology. Through the years, many devices have been designed and built to aid this process. One of the more significant developments was a revolving rake mechanism to convey settled material to a central discharge point of a circular tank, patented in 1907(1). In recent years, clarification systems employing parallel inclined plates have appeared on the market; the original device utilizing this principle was patented in 1886(2). Numerous other methods have been invented, tested, discarded and sometimes re-invented, all with the specific intention of improving the capacity of a particular settling area. Sedimentation theory, as expressed in Stokes' Law, shows that the rate of settling of a particle is directly proportional to the difference in density between the particle and the surrounding liquid and, more significantly, proportional to the square of the particle diameter. Anything that can increase the latter will greatly assist sedimentation and, as a result, flocculation always has been an integral part of sedimentation. Most materials suspended in aqueous media are naturally flocculent to some degree and, hence, are readily concentrated by sedimentation, although sometimes very slowly.

[This paper represents a portion of a lager study, concerning dispersion patterns of major, minor and trace elements in wall-rock about ore-bodies in part of the Colorado Mineral Belt. This phase of the work pertains to the Mg/Ca ratio variations in wall-rock adjacent to ore-bodies in two mines of the Alma-Horseshoe Mining District of Central Colorado. The mining district is located 80 miles southwest of Denver (Figure 1) on the east flank of the Mosquito Range. The area is typified by rugged relief with altitudes from 10,500 to 14,000 feet.]

Standing supports have been used in coal mines for decades to enhance roof support capability. Sometimes standing supports are used as a tool to resist the lateral movement of spalled ribs. Researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting a testing program for different types of standing supports (steel and timber) to investigate the effect of lateral loading on their vertical loading capacities and the factors affecting their lateral loading capacities. In this paper, the mine roof simulator (MRS), at the NIOSH Pittsburgh research facility, was used to determine the response of steel props to vertical and horizontal loadings. Finite element models (FEMs) were developed and verified using the tested steel props. To justify the testing program for testing standing supports with end-conditions of rock-like materials, the verified prop models were used to study the effect of a wide range of roof and floor materials (gray shale, shale, and claystone) on the critical buckling loads of the steel props. Also, several lateral loading scenarios were evaluated in which the steel props were laterally loaded at different heights. The critical buckling load for steel props setting up against a claystone roof and floor was found to be one-half of that shown by the MRS test where roof and floor platens are made of steel. Minimum prop performance was observed when the lateral load was applied at the mid-height of the steel prop, especially at small lateral displacement (less than 2 in).

The South African Iron and Steel Company Ltd operates a large Iron Ore Mine in the Cape Province of the Republic of South Africa. The Mine is situated on the farm, Sishen, approximately 600 km west of Johannesburg. The annual capacity of the Mine is 100 million ton of ore and waste and the present production level is 60 million ton. The Mine operates continuously for 6 days a week. The primary equipment used to maintain the above production are 55, 154 t trucks (Wabco and Unit Rig) and 14 P & H shovels. During 1979 an urgent feasibility study into the application of a trolley assist system was launched at the Mine. This was due to the unrealistic escalation in the cost of diesel fuel and the appeal from the South African Government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technical feasible. The estimated discounted cash flow return exceeded 50% and the diesel fuel consumption would be reduced by 120 million litres in the next 10 years. Management subsequently approved the implementation of the system at Sishen. The construction of 7,7 km of line and the conversion of 66, 154 t trucks were completed in March 1982.

The town of Tayoltita, Durango is located at the bottom of the 2000 m. deep Rio Piaxtla canyon on the axis of the rugged Sierra Madre Occidental mountain range. Throughout most of the year access to the town is restricted to travel by mule or STOL aircraft. Silver and gold have been produced from epithermal veins in the north side of the canyon since 1757. During the last seventy-three years more than 4,588,000 kg. of silver and 76,322 kg. of gold have been produced from approximately 6,000,000 metric tons of ore. The Tayoltita mine is developed within a fault block bounded by normal faults which strike north-northwest and have opposing dips. A thickness of at least 1300 meters of late Cretaceous or early Tertiary volcanic rocks is exposed in the mine. These range in composition from andesite to rhyolite. Andesite predominates in the upper 750 meters of the section. The volcanic rocks were passively intruded by quartz-monzonite and andesite stocks during middle (?) Tertiary time. Mineralization spatially and temporally (?) related to the stocks occurs along the east boundary fault and in intersecting footwall fissures which strike east-west and northeast. Ore was deposited over a vertical range of up to 600 m. prior to tilting of the volcanic rocks 35 to 45° to the east. With few exceptions, the ore bodies are found within the lower 400 to 500 m. of the andesite. Argentite (acanthite), stromeyerite, jalpaite, electrum and native silver are the principal ore minerals. They occur in gangue composed of one or more of the following: quartz, calcite, bustamite, adularia, chlorite, and albite. Base-metal sulfides make up less than 1.5 percent by weight of the ore.

This paper describes an experimental setup for multiple-fan ventilation systems at the ventilation laboratory of the WVU Department of Mining Engineering. Housed in a 30 ft by 70 ft room, the experimental setup consists of three 18 in. variable-speed axial-flow fans, the 18 in. diameter fiberglass tubing and fittings for arranging networks, and the pitot tube measuring and data acquisition system. The fiberglass tubing and fans can be organized into the non-planner network of two fans or three-fans. It is mainly designed for studying the characteristic curves, operating points, and fan stall for the multiple-fan ventilation system.

Anomalous geologic or stress conditions ahead of the longwall face can cause great harm to both the individual miner and the mining operation as a whole. The U.S. Bureau of Mines has been developing seismic tomography techniques to image the panel ahead of the face. This paper presents the results of a field effort in which a 60-m (200-ft) segment of a longwall panel containing a fault zone was surveyed daily as the face approached. Stress distribution, geologic structure, and dynamic elastic properties within the panel were plotted and compared to static laboratory measurements. The surveys successfully imaged an anomalous stress concentration, likely influenced by the presence of the fault zone. The calculated dynamic physical properties generally agreed with laboratory measurements.

Adsorption experiments were conducted at two different solids loadings, to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In the region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region II, while surface precipitation was predominant in region III along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development. This paper describes the results of an underground coal mine trial installation of a shielded trailing cable. The cable was a three conductor, round, type SHC-GC, and was installed on a shuttle car in a conventional room and pillar mining section. The purpose of presenting the information is to prepare mine operators for proposed legislation that will require shielding on low-voltage trailing cables. Specifically, machine modifications are required to cable reels, packing glands, and couplers. Cable splicing is not as complex as expected but additional materials are needed in the kit and splice training is necessary. Even though shielding will cause some problems for the mine operator, it can reduce the hazard of electrical shock to mine workers. This paper will present information that mine operators can use to solve most of the problems that will be encountered if they are required to install shielded cables. The in-mine evaluation was funded by the U.S. Bureau of Mines.

"The Safety Pays in Mining web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of over 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items (services, equipment) on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining web application by discussing the development of the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app. INTRODUCTION Injuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker, or divert administrative resources in the wake of an injury. Safety Pays in Mining is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits. The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies don’t usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, it would not be aware of the possible costs associated with this type of injury. In addition, injury costs are unique in that the cost distribution is so wide — with half of the injuries in our dataset having mean costs higher than 90th percentile costs — just using the average cost of a specific injury type does not provide adequate information. Some injuries involve immensely high costs, and even though the risk of these high-cost injuries occurring is low, mines need to be aware of their potential impact on their company’s financial health."

"Diesel exhaust is a major cause of large number of occupational diseases. Acute and continuous exposure to Diesel Particulate Matter (DPM) can cause numerous health issues including respiratory disease, reduced lung capacity, heart disease etc. The National Institute of Occupational Safety and Health (NIOSH) and the International Agency for Research on Cancer (IARC) consider diesel engine exhaust as carcinogenic. In large underground metal and nonmetal mining operations, regulatory compliance regarding miner’s exposure to airborne particles especially DPM is a big challenge. Complex mine networks add more difficulties in controlling DPM. MSHA relies on the NIOSH 5040 method for DPM compliance. The NIOSH 5040 method is a shift average based method which inherits some limitations. Due to these inherent limitations of the NIOSH 5040 method the concept of real-time DPM monitoring is promoted in the mining industry. Several real-time DPM monitors have been used by the researchers and efforts still continues to improve their measuring techniques and understanding. Real-time monitoring of DPM is vital to gain understanding of rapid changes in the mine atmosphere. The current study highlights the advancement in real-time DPM monitoring and mainly covers a review of several studies in which DPM concentrations were measured by utilizing real-time DPM monitors. INTRODUCTION Ventilation of underground mines is an important aspect of mining operations. Mining is a continuous activity and the ventilation networks in modern mines change with extended developments. Proper understanding of the ventilation network is a key design factor of an optimum mine ventilation plan. An important task of underground mine ventilation engineers is to provide clean air with sufficient quantity to the underground miners (Khan M. U. and Gillies A.D.S. 2015). The amount of fresh air supplied to the mine should be adequate to dilute the concentrations of contaminants present in the mine atmosphere. In the United States it is estimated that diesel powered equipment is used in thousands of mining operations (Stephenson D. J. et al. 2006). Use of diesel powered equipment is an attractive option in underground mines due to its several advantages over other available alternates. Diesel engines are rugged, dependable and fuel efficient (McKinnon 1999). It is common for diesel engines in heavy duty trucks to have a life of 1.6 million kilometers (McKinnon 1999). Looking at the developments in other energy alternatives, it can be assumed that the underground mining industry will maintain its reliance on diesel powered equipment (Anon 2001). DPM is an important source of mine air contamination in many non-gassy underground mines (Khan M. U. and Gillies A.D.S. 2015). Diesel exhaust is harmful for humans. Acute and continuous exposure to diesel exhaust concentrations can cause several health issues. Some of the health diseases caused by DPM exposure are respiratory diseases, reduced lung capacity, heart disease, and lung cancer (National Research Council. 1981, Mine Safety. 2005). In addition, NIOSH regards diesel exhaust as “potential carcinogen” (Centers for Disease Control 1988) and IARC has declared that “diesel engine exhaust is carcinogenic to humans” (IARC 2012). NIOSH has also declared that the reductions in DPM exposure would reduce cancer risks (Centers for Disease Control 1988)."

The Homestake Gold Mine is one of the deepest and most extensively developed hardrock mines in North America. The mine is divided into five divisions which produce a total of 1.7 million metric tons of ore per year. In the past, labor intensive mining methods such as open cut-and-fill, shrinkage, and timber stoping were utilized. In recent years there has been an extensive change to the more productive methods including Vertical Crater Retreat and Mechanized Cut-and-Fill. Also, the percentage of production from the lower divisions below the 4850 level is increasing while upper level reserves are beginning to decline. Combined, these factors have strained the ventilation resources to the limit. By early 1984 it became clear that future production trends would require a detailed study of future ventilation resources. By November of 1984 the Ventilation Department completed a study to project these future requirements. This paper will detail the first phase of a scheduled two phase upgrade: the installation of a new surface fan.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. I have availed myself of the opportunity to prepare, and to give this talk because, as incumbent Chairman, I am directed by the Bylaws of the Council of Education to make an Annual Report of the Council activities which have transpired during the past year. In addition, and inasmuch as I have this captive audience, I am taking the liberty to express also some beliefs I hold about various other elements of Mineral Industry education. First, my report is that constructive progress has been achieved in the Council of Education during 1960-61. These advancements have been particularly notable through projects carried on by the Committee on Meetings and Programs, by the Student Chapters Committee, by the Accrediting Affairs Committee and by the Committee for Securing Better Representation of Mineral Industry Colleges. I believe each of these groups will report concerning details of their respective programs at the Business Meeting of the Council. On the other hand, not as much has been done in some areas of work as I had hoped would be the case when I took office as Chairman last February. Let me make clear that these delinquencies, for the most part, have resulted through my ineptness in handling of affairs; they are not caused by the failure to perform various assignments which I have given to council members.
