A discussion of the definition of automation in mine ventilation applications is presented. The results of theoretical studies, experiments and practical experience from work in the United Kingdom, Belgium, Poland, the Soviet Union and the United States are summarized. Conclusions are drawn from these efforts and the prospects for the future development of automatic mine ventilation systems are explored.

An improved experimental procedure to measure contact angle has been consolidated with coal surface preparation involving polishing with abrasive paper, alumina powder, and a cloth, followed by ultrasonic and mechanical cleaning. Specifically, the captive-bubble measuring technique has been compared with the sessile-drop technique and the former has been recommended for the examination of the hydrophobic properties of coal surfaces. Results of the research program, which is currently under way, on the examination of the effect of the nature, amount, size and distribution of mineral inclusions in coal on its wettability are briefly reviewed.

Refractory copper ores (CROs) in central Africa contain copper minerals that are locked up in a micacious solid matrix or associated with carbonate, sulfide and phosphate minerals. Several researchers have reported that the recovery of copper from CRO material by an acid-leaching process is not economically feasible, due to the presence of excess gangue-acid-consuming minerals such as calcites, dolomite, asbolane and iron oxides. Since the proportion of acid-insoluble copper (CuS) is about 28% of total copper and total free sulfur is extremely small, sulfide flotation was considered unfavorable. Consequently, hundreds of millions of tons of CRO material have been stockpiled specifically at the Nchanga Mine of Zambia. In terms of copper distribution in CRO material, a significant portion of total copper exists as carbonates (39%) and oxides (17%), while 28% of the copper is acidinsoluble (CuS). The rest of the copper is in the form of carbonates (16%) and (hydr) oxides (17%). This means that only about 72% of total copper is recoverable through the non-oxidative acid-leaching process. In this study, batch leach tests were performed on CRO solids (d95 = 95%) to establish the gangue acid consumption values at different feed pH values and to evaluate the leaching characteristics of copper, manganese and iron within the CRO material. Subsequently, continuous leach tests were performed on CRO solids (106 um, 80% passing) using optimum leach conditions derived from batch tests. This paper aims to show that sustainable copper recovery can be achieved by selecting leaching conditions whereby gangue acid consumption (GAC) values become significantly small and the final concentration of manganese and iron in the leach solution are appreciably low.

In striving to develop this discussion about "Manpower for Industrial Mineral Industries" two fundamental classes of manpower are encountered. These are: 1) The Labor Force, comprised of unskilled and semi-skilled, nonprofessional personnel who participate in conducting economic, mineral deposit operations and; 2) The Professional People involved in the science, engineering, and management of such industrial enterprises. The commentary given here will be directed primarily to a review of the characteristics of the second or latter class. To pursue successfully a career as a scientist or engineer in today's industrial and social complex, it is necessary that technical knowledge must have been acquired by training and study in an institution of higher learning. Also, to act effectively, the individual must have achieved some degree of specialzation, although this element often is developed to most notable degree by post-graduate exposure and experience. In addition, and especially in the case of "management," it is desirable, indeed it is even necessary, that an individual recognize and appreciate the fundamental humanistic-sociological controls, and their nuances, as these elements exist to shape his total environment.

In 1977 Kawasaki Steel Corporation (KSC) built No. 6 BF (Blast Furnace) with an inner volume of 4 500m3 as part of our program to produce 8.5 million tons of crude steel a year at Chiba Works. As the primary raw material to be used in No. 6 BF, we decided to use sintered ore, because we were confident in the obvious advantages of our technology developed by that time on sintering and BF operation using sintered ore. At Chiba Works, however, we had no space for the construction of a sinter plant, so we decided to build it abroad. Sintered ore is easily crushed and degradated. Producing sintered ore at a point far away from the blast furnace and transporting it across the ocean was the world's first attempt. To successfully realize it, we conducted a series of fundamental surveys and studies with special stress on the real aspects of degradation of sintered ore caused by long-distance transportation and handling and the ways and means to prevent the degradation. As a result, we decided to build a plant on the Mindanao of the Philippines.

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

Deep well disposal is a much used and abused term which is the panacea for wastewater disposal in some minds and creates near hysteria in others. It can be the answer to a difficult waste disposal problem, or if improperly employed, can create more problems than it solves. My purpose in this presentation is to focus on the value and limitations of deep well disposal as expressed by New York State's experience and policies. To he sure, I feel a place for such practices docs exist if adequate safeguards are utilized. I shall give a broad brush approach to New York's legislative, geologic and operational concerns and speak briefly on some case histories. I shall not delve deeply into the technological details since I am not an expert in mining exploration or well drilling.

During past years the most difficult problem presented to the coal preparation engineer has been the cleaning of fine coal, The problem of handling fine coals is more involved than the coarser sizes, because the higher surface moisture contents complicate screening, and the larger percentages of fine near size material complicate separating problems. Low gravity high capacity specific gravity separations were not possible with equipment available at that time. Coal preparation engineers did develop machines that would effect a separation of the fines, however, to maintain a high efficiency, the point of separation had to be a relatively easy one. The more difficult separations were made in the coarse coal sections of the washeries, and the fines were generally cleaned at higher specific gravities in equipment such as tables, feldspar jigs, rheolaveurs, etc. Clean products from both processes were mixed, resulting in overall lower ash contents, During the last several years, however, we have been confronted with increasing demands ZGP more precise separations of finer coals to still further reduce ash contents. A study was begun and a program instigated to improve the cleaning of fine coal, The result of this endeavor was the development of the new cycloidal heavy medium cyclone.

Effective October 1, 1958, President Eisenhower imposed, by Presidential Order, fixed import quotas on lead metal and lead concentrates and also on zinc metal and zinc concentrates. He did this in response to an escape clause case under the Trade Agreements Act filed by many of the large and small lead and zinc mining companies in September 1957. It is the purpose of this paper to give the experience of the lead-zinc industry under this order during its first two years and some observations on what might have come about under different conditions of U.S.A. consumption. Before considering these various experiences and observations, it seems wise to first outline briefly the basic problem which prompted such an order. Under the Tariff Act of 1930, the duty on pig lead was fixed at 2-l/8¢ per pound and slab zinc at 1-3/4e; per pound. The ores, concentrates and closely related products of these metals carried closely related duty rates. The Trade Agreements Act of 1934 and succeeding similar acts had given the, President the power to lower these and other duties. As a result-of various negotiations with foreign nations, by 1951 these duties had been lowered to their present day rates of 1-1/16 per pound on' pig lead and 7/10o, per pound on slab zinc. Related ores, concentrates and semi-fabricated forms of the metals received commensurate treatment. Under these acts, the Tariff Commission has the right to recommend to the President duty increases, specific quotas or both if find that imports have injured the affected industry. He has the right to accept or reject such recommendations, in whole or in part, in the light of the national interest,

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. The Bureau of Mines, U.S. Department of the Interior, conducted studies to recover phosphate from four dolomitic southern Florida deposits not currently mined. The samples contained 5.8 to 10.2 percent P205 and 1.7 to 1.8 percent MgO. Chemical analyses of sized fractions indicated that no pebble concentrate (plus 1.2 mm) could be produced from these samples. A scheme was developed that consisted of desliming, grinding, scrubbing, and redesliming the ore to produce a flotation feed. Conventional one-step fatty acid-fuel oil batch flotation tests on the samples resulted in concentrates containing 29.0 to 31.3 percent P205 at flotation recoveries ranging from 72.4 to 96.1 percent of the flotation feed. The MgO content of the concentrates ranged from 0.47 to 1.36 percent. Continuous flotation of the Manatee No. 2 sample indicated that commercial-grade phosphate concentrates analyzing 31.3 percent P205 and 0.55 percent MgO could be produced with a flotation recovery of 89.9 percent. The MgO content of concentrates obtained from the Manatee No. I and Hardee samples was 1.20 to 1.36 percent, respectively. Leaching with aqueous SO2 reduced the MgO content of these phosphate concentrates to 0.5 and 0.8 percent, but with a concomitant loss in phosphate recovery.

Toronto Tunnel Partners (TTP), under contract to Metrolinx/IO, is constructing new twin rail tunnels under the Highway 401 & 409 interchange to accommodate additional tracks to support the GO Expansion program for future two-way, all-day service. The new tunnels are being constructed using the Sequential Excavation Method (SEM) and utilize a tunnel pre-support system consisting of a series of 800 mm diameter steel pipes to form a pipe canopy. The pre-support pipes were installed with an Auger Boring Machine (ABM) in four separate headings; one heading from each of the tunnel end portals, and two from a shaft in the middle of the highway. To facilitate the auger boring operation, a custom steel reaction frame was required to counteract the thrust from the ABM at the portals, and a temporary shaft structure was installed in a narrow median space of the highway. The installation of the pipe canopy had to overcome challenges including removal of obstructions, alignment issues, and controlling settlements to the highway surface. This paper discusses the purpose of the pipe canopy, design and installation of the temporary shaft and structures to support the auger boring operation, the experience of the contractor during the installation of the pipes, and brief overview of the experience tunneling below the pipes.

U. S. consumption of sulfur and sulfur products is expected to increase at a rate of 8 percent per year between now and 1980, largely as a result of their use in fertilizer markets. World consumption is also increasing rapidly, but at a-lower rate, about 6-percent per year. In 1965, sulfur recovered in the United States from purification of natural gas; nearly doubled from the 1956-1960 average; production from pyrites declined; and production of elemental sulfur increased 15 percent. Concern about air pollution resulting from sulfur oxides produced from the combustion of fossil fuel has lead to intensive research on methods of removal before combustion, during combustion (in-process methods), and from the resulting flue gases. If all the sulfur in fossill fuels were recovered, more sulfur products would be produced than were consumed in the United States in 1965. Removal of sulfur from coal before combustion could result in a product sufficiently-high in sulfur to be a suitable raw material for sulfuric acid manufacture. In-process methods produce solid sulfates, some of which may have commercial value. Flue gas removal' methods for sulfur oxidest generally result in the production of a byproduct either of sulfuric acid or sulfur. The projected sale of these materials significantly lowers the anticipated cost of sulfur dioxides pollution abatement. Alternate methods for sulfur dioxide reduction are discussed. The various proposed processes are described and costs are given for the various methods for which estimates have been made.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Introduction In view of the continuing depletion of natural resources, requirements for energy conservation, plant optimization and hazardous waste management, and environmental consciousness, recycling and secondary recovery of materials are being developed with increasing interest Many secondary recovery processes are being developed that apply mineral processing technology. Gravity separation, magnetic separation and flotation have all emerged as explicit methods for recovering residual values from various process streams and hazardous constituents from waste streams. Recently, a technique for concentrating metallics has been successfully reintroduced. The concept of the alternating magnetic field eddy-current separator was developed over a century ago using rudimentary electromagnets (Patent 400317 issued to Thomas Edison on March 26, 1889). Widespread acceptance was, however, hindered by high costs, marginal results and poor economic incentives for secondary recovery. With the recent increased interest in secondary recovery and the development of high-energy rare earth permanent magnets, the eddy-current separator has now gained prominent acceptance. The separation forces imparted by an eddy current separator are the function of the magnetic field intensity and the alternating frequency of the magnetic field. The evolution of permanent magnets has provided a cost effective alternative for the generation of high-intensity magnetic fields. High-energy rare earth permanent magnets have substantially reduced the capital and operating costs over the electromagnetic circuits employed in antecedent eddy-current separators. Specifically, in recent years, the strength of permanent magnets has increased several fold with neodymium-boron-iron rare earth magnets now providing an energy product of 35 million gauss-oersted. Figure 1 shows the evolution in the strength of permanent magnets. The development of these rare earth magnets has led to the design of circuits possessing a magnetic force an order of magnitude greater than that of conventional permanent magnetic circuits. The eddy-current separator has been successfully applied in several metal sorting and recovery operations. Most common is the sorting of metal from shredded automobile scrap and municipal waste. With the advent of high-frequency, high-intensity magnetic fields, the separator has advanced to the point where it has direct application in the beneficiation of fine sized metals. Relatively fine sized (-1/4 in.) metal bearing slags and spent foundry casting sands as well as precious metal hearing electronic scrap demonstrate excellent metallurgical response to the eddy-current separator, and applications have progressed to finer materials and more selective separations. Theory Electrical currents are induced in all conductors when exposed to an alternating magnetic field. The induced current generates a magnetic field in the conductor that opposes that of the alternating magnetic field. Figure 2, is a schematic illustration of generated eddy currents. In this particular example, the alternating magnetic field is produced by a series of permanent magnets mounted on the circumference of a rotor. The permanent magnets have alternating polarity. As the rotor revolves, an alternating magnetic field is produced, and the rate of revolution determines the frequency of the alternating magnetic field. When a conductor, such as a metallic disc in the illustration, is placed in the alternating magnetic field, a closed loop current flow occurs. The current loop in the conductor produces a magnetic field that is a mirror image of the alternating magnetic field. At any point in time, the induced magnetic field in the conductor directly opposes the alternating magnetic field. This opposition of magnetic fields produces an instantaneous repulsion in the conductor. The conductor is consequently repelled from the rotor. The alternating magnetic field has no effect on nonmetallic materials as they pass through the magnetic field and discharge the rotor in a natural trajectory. [ ]

Geophysical borehole logging is a valuable and inexpensive tool for coal deposit evaluation, development, and production. In addition to the usual determinations of depth and seam thickness, geophysical borehole logs can effectively and accurately determine the coal ash, moisture, and heat contents in situ. Location and evaluation of the partings can be done quickly and accurately. Overburden character determination, such as roof competence, dewatering parameters, ripability, trace element content of the coal and overburden, and sulfur content can be done with existing tools and techniques. The quality of such determinations depends upon the quality of planning and calibration.

Planning and estimating progress rates and costs for tunnelling is always best done based on experience and historic precedent. Much precedent is available but the use of data monitoring, data mining and other retrieval techniques on modern TBM machines can enable this to be further expanded and refined. Advance rates can be related much more closely to rock types as can associated rock bolt and mesh/ shotcrete requirements. This in turn can lead to a further refinement in best likely combinations of equipment, such as shotcrete jumbos, better selected for the anticipated conditions, rather than the potential advance rates of the machine. Efficient and timely construction of the tunnel will also be linked to times needed for finishing work, such as contact and void grouting and to how this can be initiated while the TBM is still in operation, in order to save overall construction time. Indeed, this in turn may affect the most preferable layout and construction details of the permanent tunnel. Considerable experience has been gained in the use of two large diameter TBM tunnel drives through the Himalayas at the Neelum-Jhelum hydropower project in Pakistan. All the above aspects will be discussed in the paper based on the considerable experience and data which came from that operation, including appropriate measures in highly stressed areas potentially subject to rock burst.

3D modelling can be used throughout the mine lifecycle and has proven to be a powerful tool for consultants and mining companies. One of the most significant benefits of 3D models is their ability to enhance collaboration, communication, and understanding between the mine owner, design engineers, and other relevant stakeholders that have a shared interest in responsible mining and site management. Tailings and mine waste management is an interdisciplinary effort that requires effective coordination and communication between a wide range of consultants, operators, and stakeholders alike. The increased emphasis on Environmental, Social, and Corporate Governance (ESG) highlights the importance for mine operators to engage and communicate with all parties involved in the planning, permitting, operation, and closure of mine sites. 3D models are valuable tools that can be used for development of geotechnical conceptual models, allowing for improved design and monitoring of Tailings Storage Facilities (TSFs). A clear conceptual understanding of a TSFs subsurface geology and foundation characterization is essential for proper tailings management, design, and planning. Visualization with 3D modelling can simplify the interpretation of the, oftentimes intricate, mine sight subsurface settings and allows for quick and effective geotechnical conceptualization. 3D models can be used to identify data gaps, optimize field investigations, and streamline the development of numerical stability or groundwater models. They can help communicate the complex nature of subsurface and TSF interactions in a clear, concise, and accurate manner to both technical and nontechnical stakeholders. This paper discusses some of the benefits of 3D modelling in relation to geotechnical analysis for tailings management and provides methodologies for how to improve upon some methodologies that are considered industry standards.
