"Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

The authors will attempt to clarify the terminology used, and where possible, give illustrations of plant practice with actual operational and pilot plant data. This is considered necessary in order to obtain a clear picture of the comparison of such equipment to the revolutionary change that the Aerofall Mill has brought to the mining industry.

The continuous vacuum filtration is the solid-liquid separation process that is nowadays most frequently used in the beneficiation industry all over the world. After a development time of several decades, the various filter types such as drum filter, disk filter, plate filter and belt filter can be consideres as a sound functional design ensuring a trouble-free operation. Nevertheless, the vacuum filtration does no longer meet the present and future technological requirements. The moisture content of filter cakes is too high. Their thermal secondary drying is too expensive (coal, ores) and may bring about undesirable material changes and the filter cake conditioning with water-binding substances for dumping purposes is too costly.

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

Traditionally the mineral and mining engineers have characterized particles by sieving and-settling. Within the last decade, with the advent of the scanning microscope, entirely new experimental and theoretical approachesl-10/have been taken to minutely define the particle surface. This approach depends upon a hypothesis which takes advantage of the recent developments in automatic micro-scopes which can acquire large amounts of information in a short time and the new computational techniques which rapidly reduce the information to meaningful, practical data. Historically sieving and settling are the oldest sizing techniques known. Sieving by square screens, shown on Figure l-A is a common, current practice for sizing particles both in the laboratory and in production. A woven cloth is used which usually has square openings. The size particle that will pass through the opening dependent on a complex relationship of its morphology. As can be seen in Figure l-A, neither the width nor the height of the particle is determined by sieving. From square screens one and only one parameter characterizing the particle size is obtained, that parameter is the radius of the sphere that will just pass through the given sieve opening. A variation of square mesh screen is the slot screens, shown in Figure 1-B. Here another measure more closely associated with the height of the particle is obtained. Once again, one and only one parameter is associated with the particles' shape.

Geotechnical design plays a key role in mine design. I A proper geotechnical design provides a safe working environment and facilitates efficient mining operation. There are mainly three design approaches I) judgmental, based on observational and experiential facts, 2) empirical, based on empirical design formulae, and 3) analytical, incorporating numerical analysis. Most design applications are based on the design methods one and two as mentioned earlier. However, complexities arise in deep underground mining operations and deep open pit mines. These complexities and difficult geological environment introduce more uncertainties and simple empirical formulae would not be adequate as a design tool. These situations require numerical modelling and analysis of the design problems including interpretation of the results obtained from the analysis. There are several tools available for performing the numerical modelling and analysis. A brief review of the available tools was addressed earlier (Basu and Kuruppu, 1995). The authors selected ANSYS (a general purpose finite element analysis tool) for use in mining geomechanics and geotechnical design. This paper includes several examples demonstrating the applicability of this software in designing structures applicable to mining geomechnics. The authors hope that the design examples will demonstrate the use of the numerical modelling and analysis application in excavation design.

Historical production data and reserve decline rates can be used both to predict future coal production rates and to estimate when the reserve will be depleted. Reserve estimates inferred herein from historical production data and decline rates are commonly lower than estimates made from geologic data. The latter include significant amounts of lower quality (deeper, thinner, higher sulfur) coal which may be mined when the better deposits are depleted.

This paper describes a commercial installation of a sophisticated instrumentation and control system designed to maximize the performance of heavy medium cyclones. Samples of plant feed and its products were collected and analyzed for ash content so that measures of efficiency could be determined for plant operation under (1) manual control and (2) automatic (computer) control. The heavy medium cyclone control strategy and its digital computer implementation are discussed in detail. The sample results are analyzed and the economic benefits of automatic control are discussed. Results from the initial data sets quantify the economic benefits of automatic closed-loop control; viz, increased recovery and reduced clean coal variability have been clearly demonstrated.

Digital transformation (DT) is the process by which entities adapt themselves to modern technology. As digital technology becomes more prevalent (automation, cameras, sensors, touchscreens, artificial intelligence, etc.), there will be increased pressure on companies to leverage it for additional gains. For many companies in the mining industry, this will involve overcoming a steep learning curve. Furthermore, as the long-term success of the mining industry is dependent on a labor force with new skills (data management, analytics, digital literacy, etc.), new curriculum will need to be appended to the mining engineering discipline. This paper considers the mining industry’s need for DT. Then, it presents a three-part review of the foundational components of the DT process–ubiquitous data, connectivity, and decision making. Finally, it provides a discussion on the future of DT in mining as well as a research direction, which identifies the need of academia to provide support for mining companies in the form of both research and the education of digitally literate, dynamically capable mining engineers into the coming decades.

In early 1970, General Mills Chemicals, Inc. announced the availability of en improved liquid ion exchange reagent, LIX® 64N, for the recovery of copper from various solutions, such as dump leach liquors. LIX 64N has been shown to be a considerable advance over LIX 64, and is presently in use in three commercial plants. Results have been very gratifying. For example, one of the plants was designed for operational production of 40,000 pounds copper per day, and in fact reached this output within the third week following startup of the plant. In addition to the operating plants, another is scheduled to come on stream this month with L D( 64N being used to extract and recover both copper and nickel. The chemical properties and operating characteristics of this reagent have been fully described in a previous paper. 1 LIX 64N is quite an effective and selective extractint for copper, even with copper contents as high as 15 g/l, but the reagent is somewhat limited in pH range, and loses some of its extraction efficiency as the pH drops below 0.8. Liquors derived from vat leaching, electrolytic tankhouae bleed streams, or some of the new leach schemes derived to solubilize copper from sulfide concentrates are examples of the liquors that present major problems when treated via liquid ion exchange. LIX 64N could extract some of the copper from such streams, but recovery was limited to about 75 percent. Also, in some parts of the world there are streams which are relatively low in copper (-5 g/l) but which are very high in acid (25-50 g/1 H2SO4). Again, LIX 64N can attain only about 75 percent recovery from such streams. Miami Copper Company began a block-caving operation in 1911 using a gravity mill to separate copper minerals from the Pinal Schist host rock. The tailing was deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill until 1932. In 1928 the larger and more distant Solitude tailing pile was developed which by 1932 was receiving all tailing except for upsets. In 1925 Miami Copper converted its gravity mill to flotation which began to produce higher sulfide copper recoveries.

Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

At that time the Institute of Silicates was established is Moscow and later the establishment of similar more specialized institutes for the study of cement, glass, refractories, construction ceramics, electrical ceramics, building materials and asbestos provided the necessary research facilities for studies related to all types of ceramic inorganic materials. The' Institute of Ceramics and the Institute of Silicate Chemistry, Academy of Sciences, USSR, were founded in Leningrad. The work now going on in these various research' institutes covers every branch of silicate science and ceramics The impetus behind such establishment of special¬ized laboratories is no doubt due to the 5-year plans and the necessity of improving the scientific knowledge regarding the materials being used and the products being manufactured.

INTRODUCTION The Bunker Hill mine, located at Kellogg, ID, in the Coeur d'Alene mining district, has been a major pro¬ducer of lead-zinc-silver ore since 1887. Since its dis¬covery, it has produced over 25 401 171 t (28 million st) of ore from 20 to 25 veins and ore zones. The mine now covers an area of approximately 1.609 km (1 mile) in length and 0.8 km (1/2 mile) in width and extends from 1097 m (3600 ft) above sea level to 488 m (1600 ft) below sea level. Production is presently at a rate of 1542 t/d (1700 stpd). During 1965, a new stoping method, the Bunker Hill pillar system, was developed to enable the profitable mining of large, low-grade zinc ore bodies. The system was specifically designed to in¬corporate the Atlas Copco T26GH rubber-tired loaders. High productivities were achieved, and the method was adapted for mining the higher grade stopes where large timber square sets are utilized. This results in nearly 100% extraction. GEOLOGY The area encompassing the Bunker Hill mine lies immediately south of the Osburn fault, a major east-west striking, deep-seated strike slip fault which is the dominant structural feature in the Coeur d'Alene district. The Bunker Hill forms a series of veins and mineralized zones which occur as link structures, tension fractures, and breccia zones in folded, interbedded argillaceous quartzites of the Revett and St. Regis formations of the Precambrian belt series. The Rosco ore body is predominantly a zinc ore body above the Cate fault, which is presently known to occur from the 13 level. [elevation 488 m (1600 ft)] to the 1600 level [elevation 304 m (1000 ft) ]. These ore bodies are stringer zones with at least one dominant 1.8 to 4.5 m (6 to 15 ft) wide band of ore. They dip 0.09 to 0.26 rad (5° to 15°) steeper than the local 0.61 rad (35°) dip of the Cate fault, and also deviate 0.26 to 0.52 rad (15° to 30°) in strike from the Cate. Because of the flat dip and fractured weak hanging wall, normal cut-and-fill mining has not proven practical in this ore body. The mechanized timber methods described in the next section and the Bunker Hill pillar system are the mining methods successfully used. Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

Geotechnical modeling of mines is crucial for understanding the many factors that can pose potential hazards or limit production opportunities. The process of back analyses for modeling is often used, but in many instances, the back analyses can be cumbersome and time inefficient.While thesemodels and back analyses may be accurate, these types of back analyses may not be ideal to be used at mines and by engineers because the process is so time-consuming. This paper introduces event-based back analyses that utilize prior events to create more accurate models while eliminating large modeling time because the models are back analyzed from previous events. The completed analyses supply a more detailed insight into the potential hazards at Round Mountain, an open pit operation, as well as provide a better understanding of how improper risk analysis results in missed opportunities. The more we understand about mining activities and processes through modeling, the safer and more productive mines will be.

The Summitville Au-Ag-Cu district in the southeastern part of the San Juan volcanic field has been a major gold producer in Colorado. Mineralization is hosted by the composite South Mountain quartz latite porphyry volcanic dome, which is believed to have been localized by the intersection of the northwest margin of the Platoro-Summitville caldera complex and the northwest-trending Platoro fracture zone. K-Ar age dates indicate that alteration and mineralization were nearly contemporaneous with emplacement of the dome at 23-20 m.y. ago, 6-7 m.y. after collapse of the Platoroo-Summitville caldera complex. The dome consists of at least four major phases including strongly altered quartz latite porphyry; a late-mineral, coarse-grained sanidine quartz latite porphyry; and postmineral quartz latite dikes. The dome was emplaced into intracaldera rhyodacite and andesite. Gold-silver-copper mineralization is concentrated near the top of the dome and is associated with pods, pipes and steeply dipping tabular zones of silicification and advanced argillic alteration. Alteration is zoned outwards from the center of mineralization through argillically and propylitically altered rocks, and is largely confined to the area of the dome. Trace element geochemical patterns for the deposit indicate a central zone of anomalous As-Au-Pb-Ag and low Mn within an exterior zone of anomalous Ag-Au-Pb-Hg and high Mn. The chief ore mineral is native gold which is associated with goethitic iron oxide in the oxide zone. In the sulfide zone, native gold is associated with copper sulfide-sulfosalt mineralization. A genetic model for the Summitville deposit is based on recent models of modern geothermal systems, with which it shows similarities in alteration, ore mineralogy, zoning, and structural patterns.

This investigation addressed the possibility of producing pellet feed at a silica content of = 1.0% using a representative sample of Samarco´s mechanical flotation tailings. This sample contained 11.0% Fe and presented an F80 = 116 µm and a d50 = 63 µm. The higher silica content was verified in the coarser fractions and the higher iron content in the fraction -37 µm. Specular hematite is the most abundant mineralogical phase in the fraction -37 µm. The technological tests used one of four methods: magnetic concentration using a wet high-intensity magnetic separator, magnetic concentration using a SLon high-gradient magnetic separator, reverse flotation or direct flotation. The methods using the magnetic concentrator SLon, reverse flotation and direct flotation did not present results meeting the target of the study: iron content in the concentrate (rougher stage) greater than 34% or iron recovery greater than 80%. Cleaner stages were not achievable with the resulting concentrates. In contrast, the most successful method consisted of using wet high-intensity magnetic separators (WHIMS) as a rougher stage and reverse flotation as a cleaner stage. Using this route, it was possible to produce a pellet feed with a silica grade of 1.0% and high specular hematite content.
