1. Domestic Production and Use: In 1975.12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 67% of production capacity. Washington, Oregon, and Montana accounted for 37% of the total production; Gulf Coast States 21%, Northern States 29%, and other Southern States 13%. Output of primary metal in 1975 was valued at $3.0 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1975, building accounted for about 21%; transportation 19%; electrical 14%; packaging 18%; and consumer durables, 9%.

The value of processed materials of mineral origin was estimated to have exceeded $310 billion in 1990. U.S. raw nonfuel minerals mine production in 1990 was estimated at $33 billion, a 3.1 % increase over that of 1989. The value of minerals production increased in all but 3 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component. This reflects the greater volatility of metal prices. In 1990, total employment in metal mining continued the increase that began in 1987. This growth was partially offset by a slight decline in employment in industrial mineral mining, resulting in an overall in-crease of 1.1 % to 179,100 in 1990. Continuing high (by historical standards) metal prices led to expansions at some mines, as well as opening or reopening of additional mines, resulting in increased employment.

U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

The value of domestic raw nonfuel mineral output in 1985 was estimated at $23.7 billion, 2% above the 1984 value of $23.1 billion. This crude mineral output was the basis for approximately $244 billion worth of processed materials of mineral origin. [ ] A U.S. company permanently closed its alumina plant in St. Croix, U.S. Virgin Islands, reducing domestic alumina capacity by 10%. Another U.S. company sold its 26% interest in an alumina plant in Jamaica to its two U.S. partners. On completion of the purchase agreement, the two remaining partners promptly closed the plant for an indefinite period, citing a world oversupply of alumina and unacceptably low prices.

IN THE HALF-CENTURY that has passed since the Bureau of Mines was established in July 1910, the research and technologic investigations conducted by the Bureau's scientists, engineers, and other personnel have helped significantly in improving health and safety in the mineral industries and have contributed substantially in conserving the Nation's mineral resources through improved techniques in the mining, treatment, and use of mineral commodities. From Bureau laboratories have come new materials for industry and better methods of extracting and processing minerals and mineral fuels. Bureau safety investigations-complemented by equipment testing and by programs of mine inspection and education-have brought about safer and more healthful working conditions.

This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

"INTRODUCTION The investigation of domestic talcs by the United States Department of the Interior Bureau of Mines, was initiated in December 1941 at the request Gen. Charles Hines of the United States Army. The urgency for such study was expressed by General Hines as follows:The radio-manufacturing industry has recently been expanded by the Army to provide sufficient, capacity for defense needs, and considerable concern has been expressed by the supply Arms and Services over maintaining continued availability of supplies of the necessary raw material. These ceramic products are used by the Signal Cores in all Army radio equipment, and to a greater degree in the new special ultra-high-frequency equipment. The Air Corps has recently become a user large amounts of radio-grade ceramics for aircraft spark-plug covers required for high-altitude operations. In addition, the use of this material is essential to the proper functioning of the radio-navigation aids of the Civil Aeronautics Board.Progress in the Bureau of Mines studies on talc was made available to representatives of the Army and Navy through frequent interim reports. Through the efforts of the several war agencies concerned with raw-materials supply and the domestic talc producers, the condition of scarcity that developed in 1942 passed to one of ease in 1943, and has so continued to date. Tentative estimate of reserves delineated indicates a supply of high-grade steatite sufficient to meet military war requirements for at least 4 or 5 years."

The first major evaluation of the nation's raw materials prospects after World War II was completed by the President's Materials Policy Commission (Paley Commission) in 1952 and submitted to the President in June of that year, as a five-volume study entitled Resources for Freedom. The bulk of the report was devoted to an analysis of the past, present, and probable future of the Nation's mineral supply industries. The Commission's evaluation of the future situation regarding minerals was derived from its forecasts of the probable domestic demand for the major minerals in the 1970's. This demand analysis was made in the context of probable worldwide demand. Several crucial assumptions were made by the Commission's fore-casters. It was assumed in 1950 that the next 20 to 30 years would see no major wars and be a period of sustained economic growth. Another assumption was that the anticipated demand for raw materials must be supplied at essentially no increase in real cost in order to avoid crucial supply problems. The Commission's forecasts were derived within the context of the country's expected future rate of economic activity. The gross national product (GNP) growth to 1975 was derived from projections of the number of people in the labor force, hours of work, and an index of probable production measured per unit of labor input. It was believed labor hours would decrease and labor productivity would increase. The result was a forecast GNP growth rate of 3 percent.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. "SUMMARYThe quality of Moose Creek coal is considered superior to that of any now being produced in the Matanuska field of Alaska. In rank it is classed as roar coking high-volatile B bituminous coal.At present the Moose -Creek mines are accessible from the Glenn highway by 6 miles of well-maintained gravel road. The nearest railroad loading point is Moose Creek siding; 7 miles by road from the Buffalo mine. Palmer, 12 miles south of Buffalo mine, is the nearest town. Anchorage is 50 miles south of Palmer by road and-railroad.Core drilling and trenching by the Bureau of Mines revealed 2,375,500 short tons of coal in the Buffalo series on the Buffalo Coal Co. leasehold. Of this, 514,200 tons is considered measured coal and 489,900 tons indicated coal. Existence of deeper beds over the same length increased the tonnage of coal of all categories to 3,279,300 tons. The property has an assumed life, of 16 to 22 years, depending on the number of beds mined, based on an output of 500 tons of coal a day and 100-percent recovery. Coal from some of the beds car be marketed without washing however, a washery is necessary if all beds are mined. Beds in the Buffalo series not mined in the ""first mining"" will be irrecoverable at any later date.The Bureau of Mines completed exploration of approximately one-third of the local coal-bearing areas during 1943. Knowledge gained from this work makes it possible to investigate the rest of the area by drilling an estimated additional 5,000 foot of hole."

The Bureau of Mines is conducting investigations to determine how fuels belonging to or for the use of the United States Govern- ment can be utilized with greater efficiency. As a result of these investigations a number of reports have been published, each report treating of one phase of fuel utilization. A list of these publications is given at the end of this bulletin. The efficient utilization of coal depends on the correct design of furnaces and on their proper operation. To attain both of these conditions a knowledge of the fundamental principles of combus- tion is necessary. Therefore, the study of the combustion of coal in industrial furnaces has been made a part of the bureau's fuel in- vestigations. The desirability of investigating the fundamental principles of combustion was suggested by the study of a large number of steam- ing tests made by the fuel-testing division on coals from all of the more important fields in the United States. The results of these tests have been published in Bulletin 325 of the United States Geological Survey and in Bulletin 23 of the Bureau of Mines. As a result of that study a plan to investigate the combustion of coal in a special apparatus in which all conditions could be controlled was presented to the National Advisory Board for Fuels and Struc- tural Materials at its meeting of April 10 and 11, 1906. The plan received the approval of the board, and since the establishment of the experiment station of the Bureau of Mines at Pittsburgh the investigation of the combustion of coal has been carried on intermit- tently. The history of these investigations is given in Technical Paper 63.

Several primary ingot producers have introduced price changes for July. Howmet Aluminum Corp., Revere Copper and Brass, Inc. and the Anaconda Co, will increase late-July prices of 99.5 percent unalloyed aluminum ingot by 3 cents to 56 cents per pound, Prior to this, Kaiser Aluminum and Chemical Corp. had advanced June ingot values by 4 cents to 57 cents and Consolidated Aluminum Corp., 4.5 cents to 57.5 cents. Domestic merchants held June quotes at a range nearing 50-50.8 cents per pound. ANTIMONY Although NL Industries, since April of this year, stopped publishing prices for RMM and Lone Star antimony grade, values of domestically-refined antimony in alloy are being made available to industry, The current price of this material is $1.75 per pound of antimony contained in alloy, New York dealer-marketed metal was available in June at $1 -13-$1 .20 per pound. Important industrial uses of antimony are for flame retardants, storage batteries, chemicals, pigments, rubber, plastics, glass, ceramics and machinery.

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes reports and articles published during the period January 1, 1975, to December 31, 1979. This report presents the results of a study to develop a detailed mining method design based on longwall mining with sublevel caving. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The report covers (1) the development and description of the mining method, (2) evaluation of the engineering feasibility of the design, (3) estimates of productivity and recovery, and (4) an engineering cost analysis and economic feasibility evaluation of the mining method design.

This report summarizes the fundamental research and technical studies conducted by the Explosives Branch of the Bureau of Mines from July 1, 1943, to June 30, 1949. It is the thirteenth of a series of annual reports, which have aimed to bring to the reader a resume of the research results that have appeared in published form during each fiscal year. The work of the Explosives Branch covers a number of activities - explosives research, explosives testing, flame and combustion research, flammability of gases and vapors, dust-explosions research, and technical studies in the experimental mine. An important part of the work of the branch is fundamental research to advance our knowledge and understanding of explosion processes. Considerable emphasis has been placed on studies of ignition and flame stabilization, as it is felt that an understanding of these processes should assist materially in alleviating explosion hazards in coal mines. The results are also finding important application in the development of jet propulsion. Studies of the explosibility of gases, vapors, and dusts saving thousands of lives and are preventing the destruction of much property. In innumerable instances in which potential explosion hazards exist, safe operating procedures have been recommended from data taken in the Laboratory. Aware of the value to national security of research results of combustion, flame, and explosion, the Army, Navy, and Air Forces are actively supporting important phases of this fundamental research.

This paper is one of r series published by the Bureau of Mines dealing with the mineral resources of western South Dakota. The mining of pegmatite minerals is described mainly from the standpoint of the feldspar industry, as most of the other .pegmatite minerals produced are recovered as byproducts from the mining of feldspar. Feldspar is shipped from the Black Hills by three companies, all operating in the southern Hills. Because the pegmatites of the northern Hills, represented by tae Tinton area, have been described in other papers3/ of this series, the present paper is confined to the pegmatite dikes of the southern Black Hills. Emphasis is placed upon the current activity in pegmatite mining; little attention is given to the history of many famous mines in the district, and information concerning them may be obtained by consulting resorts cited in the bibliography. The field work was carried on from July 28 to October 15, 1938. ACKNOWLEDGMENTS The geology of the Black Hills has been studied almost continuously during the last half century. A wealth of literature has attempted to explain the geology and mineralogy of the pegmatite dikes of this region. Norton Co., the world's largest producer of abrasives, is enlarging its proppant operation. Proppants are strong chemical particles used to wedge open rock formations in deep oil wells, thereby increasing the well flow rate, sometimes as much as tenfold. Norton" aluminum oxide-based proppant is rapidly displacing less durable materials. The company is building the world's largest proppant plant in Fort Smith, AR. ALUMINUM--See also REFRACTORIES The price of primary aluminum ingot was increased by several producers in July. Kaiser Aluminum & Chemical Corp., and Revere Copper & Brass Inc. increased the price of primary aluminum to 63.0 cents per pound, effective July I. Reynolds Metal s Co., Anaconda Aluminum Co., Howmet Aluminum Corp., and Marti n Marietta Aluminum Inc. increased the price of 99.5% primary aluminum ingot to 63.0 cents per pound, effective July 5, The Aluminum Company of America increased the price of aluminum ingot to 62.5 cents per pound, effective July 9. The range of prices at the end of the month was 58.5 to 63.0 cents per pound.

An underground auger capable of augering into the right and left ribs without repositioning the machine ? A conventional mining system employing recently developed innovative machinery. The report is separated into two volumes to document the two studies separately. Volume I describes work performed and the recommended concept for a bidirectional auger. Volume II describes the studies of mining equipment performance and mining plane developed to determine a conventional mining plan offering improved productivity.

"INTRODUCTION Review of Previous Work Many investigators and certain commercial interests have recognized that the briquetting process is a practical method to convert much of what is now considered undesirable fuel into a usable form of domestic fuel.The art of improving the form of solid fuels is ancient, as early records indicate that the Chinese employed crude hand briquetting of combustible materials long before coal was known in Europe and America.According to Franke, 4/ the earliest description of a briquetting proce¬dure employed in the Occident is contained in an English patent dated in 1773. Following this in rapid sequence, many methods and procedures wore developed in this country and in Europe. Stillman/ states that the first attempt to briquet coal in the United States was made by Loiseau 6/ at Fort Richmond Piers, Philadelphia, in 1872. The American briquetting processes outlined by Stillman comprise an imposing compilation of successes and partial and outright failures."
