This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. Rock mass classification is widely used throughout the underground mining industry—in both coal and hard-rock mines. It is used in all stages of the mining process, from site characterization to production operations. The goal of the International Workshop on Rock Mass Classification in Underground Mining was to provide a forum for leading practitioners of rock mass classification to come together and share their methods and experiences with the technique. The workshop was held in Vancouver, British Columbia, Canada, on May 31, 2007. It was co-chaired by Christopher Mark, Ph.D., P.E., National Institute for Occupational Safety and Health, Pittsburgh, PA, and Rimas Pakalnis, P.Eng., University of British Columbia, Vancouver, Canada. The proceedings of the workshop contain 16 invited papers from 9 countries, reflecting the international depth and breadth of current practice. Applications in both hard-rock and coal mining are well represented. Some of the topics that were addressed at the workshop include: • Major rock mass classification systems used in mining and their variants • Collection of input data through observation, rock testing, and geophysics • Design of mine layouts and rock support systems using classification • Estimation of rock mass strength and other input parameters for numerical models from classification • Applications in weak rock, raise boring, cavability assessment, and other special topics • Risk assessment using rock mass classification

Back injuries account for a high proportion of lost workdays in the mining industry and are a leading cause of disability in mine workers. Two risk factors for low back injuries are manual lifting and whole-body vibration exposure when operating mobile equipment. Recent research has shed light on possible mechanisms through which low back injuries may occur, and the results of these studies can be used to improve the design of lifting tasks and seats to decrease injury risk. This article discusses recent research results and how this knowledge can be leveraged to reduce the risk of low back pain.

In relation to dust, there are three categories of continuous miner faces depending on the type of ventilation and whether or not a machine-mounted dust scrubber is used. These are— 1. Mining machines with dust scrubbers used with blowing face ventilation 2. Mining machines with dust scrubbers used with exhaust face ventilation 3. Mining machines without scrubbers used with exhaust face ventilation The approach to dust control is somewhat different in all three of these. However, there are many dust control features (such as the need to provide adequate airflow) common to all continuous miner sections. For workers at roof bolter faces, there are two dust sources: 1. Dust from the continuous miner when it is upwind. 2. A malfunctioning dust collector on the bolter, which allows dust to escape DESIGN AND OPERATION OF MACHINE-MOUNTED SCRUBBERS [Almost all new continuous miners are equipped with scrubbers. When the dust is excessive, it is possible that the scrubber needs some maintenance.]

"There is an old saying that ""It is too late to lock the stable after the horse is stolen"". Is not this just what is being done by many mine operators today when it comes to buying safe electrical equipment for gaseous and dusty coal mines?The ""open type"" of electrical equipment or even the ""half safe"" type represents the unlocked stable. After the mine disaster, and after men have lost their lives, the lock is put on - that is, safer equipment is installed.For example, an open type of electric coal drill was used in a gaseous mine in West Virginia, This was the probable cause of the death of 27 men. A half safe type of electric coal-cutting machine was used in a gaseous mine in Pennsylvania. This was likely the cause of the death of 36 men. An unapproved, unsafe type of flame safety lamp was used in a gaseous and dusty mine in Utah. This was the all¬eged cause of the death of 171 men. All three disasters happened within the last six months, and seem to have been avoidable if proper equipment had been used.It is understood that more rigid requirements will be enforced in West Virginia. The committee of State mine inspectors made definite recommendation for im¬proving the conditions in the given mine in Pennsylvania. The Industrial Commission of Utah have already issued new orders which will remedy the use of unsafe lamps in that State.These acts and recommendation are all good and will help prevent accidents in those States in the future. Is it not a pity that such recommendations and order were not made a little earlier before the tell of life had been exacted? Is it not a pity that other States will not take these lessons to heart and safeguard their mines before and not after disasters take place?Electric current can cause accidents in five general ways as follows: (1) By shock to persons; (2) by igniting powder; (3) by igniting gas; (4) by igniting coal dust; and (5) by setting fire to inflammable material such as timber and coal. A great many accidents from these causes are preventable if proper care is taken. Most of the accidents caused by sparks and flashes from electrical apparatus would not take place if approved electrical equipment was used. By approved equipment, the writer means equipment that has been tested and formally approved by the Bureau of Mines. So far as known, up to the present time, no disasters have been caused by sparks or flashes from equipment having the Bureau's approval."

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been-published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment. Report of Investigations 3309, Permissible Electrically Operated Air Compressors, which contains similar information, was issued in August 1936, and a Report of Investigations 3326, Permissible Electrically Operated Room Hoists, was issued in January 1937. Thus, the present paper is the third to give detailed information concerning permissible machines of types not included in bulletins, and covers all the rock-dust distributors approved prior to October 1, 1936.

A field study was conducted to evaluate seat designs on shuttle cars. Eight operators participated in evaluating seat designs on the basis of perceived levels of vehicle jarring/jolting and discomfort. Researchers also measured the levels of vehicle jarring/jolting. Four basic seat designs were compared on low and mid-coal seam shuttle cars during production operations at two underground coal mines. Two seats were currently used on the shuttle cars and another two were NIOSH designs. Objective data were collected using accelerometers with pre-amplifiers and filters connected to a data recorder; whereas subjective data were gathered with a visual analog scale (VAS) and a questionnaire. Results from measured levels of jarring/jolting showed that the NIOSH Seat L2A smoothed out bumps better than any other seats. Using the VAS, mid-seam and low-seam shuttle car operators rated the levels of jarring/jolting and discomfort lower with the NIOSH seat than the other seats. Questionnaire responses indicated that operators rated NIOSH seat designs as more comfortable. This research will provide the industry with better seat designs for isolating jarring/jolting in vehicles. Furthermore, researchers plan to improve the NIOSH seats using information gathered in this study.

The national mine-safety demonstration at Pittsburgh, Pa., was projected and undertaken in the hope that it would aid the increase of safety in the mining industry. That the national mine-safety demonstration was warranted and has served a useful purpose was evidenced by the attendance, not only at the public demonstration in Forbes Field, but also at the more special exhibit of the work of the Bureau of Mines at the arsenal grounds and at the experimsntal. mine. Nearly 2,000 persons witnessed the demonstrations and exhibits of the Bureau of Mines at the arsenal grounds on the morning of October 30, 1911. The spectators were all mine operators, miners, or persons interested in mining, and represented operations in all parts of the United States. Nearly 1,200 of these persons visited the bureau's experimental mine at Bruceton to witness ~th~explosion of coal dust. Had the weather, which was exceptionally inclement, been more favorable, there would doubtless have been a much larger attendance. At the public demonstration in Forbes Field, which· was witnessed by President Taft, from 12,000 to 15,000 persons, chiefly mining men, were present and attested their interest and enthusiasm in the minesafety exhibits by remaining throughout the proceedings, regardless of the rain which fell all the morning .. Sincethis demonstration, the organization of first-aid corps and of rescue corps has been undertaken at mines where there had previously been no such organizations. The bureau has received letters of commendation attesting the value of the demonstration in drawing· attention to the dangers and to possible means of greater safety in mining. Many of these letters have urged that the results of the demonstration be published for the guidance and instruction of those who were present. In response to these reauests the following account of the mine- BlIIeLY demonstration lias been prepared. IIi its preparation various division and section chiefs of the Bureau of Mines have cooperated. The authors acknowledge the assistance they have received from those section chiefs and other members of the bureau who contributed detailed descriptions of apparatus exhibited at the demonstration or of investigations represented.

This report describes methods and techniques employed by The Glidden Co. of Cleveland, Ohio, in explorating an ilmenite-bearing sand deposit in Ocean County, New Jersey, during 1960 to determine ore reserve potential and the feasibility of mining and establishing a milling plant on the property for the production of ilmenite concentrate. The property covered approximately 1,250 acres. Comprehensive sampling by water-jet drilling indicated the deposit averaged 20 feet in thickness and contained 4.5 percent heavy minerals, of which 80 to 85 percent was ilmenite and leucoxene. Average depth of the water table as determined by auger boring was 16.8 feet. Pilot plant tests indicated that circular concentrators in combination with spiral concentrators would recover at least 80 percent of the heavy mineral content of the sands. It was estimated that sufficient ore reserve tonnage had been developed to supply the company's Baltimore chemicals division, pigments department, with a suitable grade ilmenite concentrate for a period of 20 years at the present rate of pigments production. The property was designated as Lakehurst mine and plans are in progress for mining development and plant construction.

Underground coal mining continues to evolve in the U.S., and more reserves are being mined under deeper cover, with worse roof, or with interactions from previous workings. At the same time, the mining community is responding to higher safety standards and intense competitive pressures. The need for effective ground control design has never been greater. Ground control safety issues that have been addressed by recent the National Institute for Occupational Safety and Health (NIOSH) research include: Improving roof support performance; Maintaining safe tailgate escapeways from longwalls; Optimizing pillar design for retreat mining; Controlling multiple seam interactions; Predicting roof conditions during extended cuts, and; Preventing massive pillar collapses. As funding from both government and the private sector has diminished, the emphasis in research has focused on providing the mining community with practical techniques for improved ground control design. Many projects have successfully employed empirical methods that emphasize the statistical analysis of case histories from underground mines. Other projects have employed numerical models and large-scale laboratory testing of roof support elements. Using these data, NIOSH has developed an entire toolbox of computer programs that have been effectively transferred to the mining community.

Ever-increasing demands for information on the chemical and physical properties of coals, their proper classification rind adaptability for various uses, their economic evaluation in the complex relationships between the costs of production, distribution, and selling, and their beneficiation and amenability to conversion to more valuable and. new products of commerce have necessitated an appropriate and flexible program. To most these requirements, initiation of new projects and new physical facilities has been made.

"In copper percolation-leaching plants the ore is usually crushed to a maximum size of about three-eighths inch. Ordinarily an ore is crushed as finely as feasible since the rate of extraction of copper is increased with decreasing size of particles owing to the greater surface exposed and. the shorter path required for solutions to come into contact with the minerals to be dissolved. However, greater degree of crushing also increases the amount of fines. When ores are charged into leaching vats the coarse and fine material tend to segregate, resulting in channeling of solutions and leaving the areas where fines predominate only partly leached. An improvement in the method of charging the ore into vats that would minimize the deleterious effects of the segregations of fines would increase the percentage extraction of copper.The Inspiration Consolidated Copper Co.4 recently installed classifiers to remove the primary slimes from the ore, before charging it into the leaching vats. This necessitates a separate agitation treatment for the slimes.Recent publications5 of the bureau have shown the advantages of agglomeration followed by trickle leaching to extract copper from concentrator tailings. It was shown that when equal parts of ore crushed to about 1/4-inch size and concentrator tailings were agglomerated with approximately 10 per cent of moisture, either in the form of water or leaching solution, and the mass was charred into a leaching vat the ore could be treated successfully by open-drainage trickle leaching. Even with 30 or 35 per cent of minus 200-mesh material present the ore could be leached, if it was not flooded with solution.The results obtained in agglomerating ores and slimes suggested the possible advantages to be gained by wetting the crushed ore for standard percolation-leaching plants before charging it into the vats. Wetting the ore whould make the fine material and slime cohere to the larger pieces of ore thus tend to prevent segregation when the ore is charged into the vats. The bureau, at its southwest Experiment Station and in cooperation with the Department of Mining and University of Arizona, Tucson Ariz., therefore made a study to work: out A way in which slimes could be handled in percolation leaching. The study showed that the method of charging ore into the leaching vats governed the distribution the fines and consequently the rate extraction of copper. The results of the study reported in this paper."

Background: Frictional ignitions continue to be a problem facing the U.S. underground coal mining industry. Many methane igni-tions are associated with the impact of mining machine cutter bits on quartzitic material (e.g., sandstone) during the coal-cutting process. Most ignitions result in small methane-air fireballs often only a few feet in size and limited to the cutter head location. However, under certain conditions, frictional ignitions can lead to larger methane explosions and/or fires with the potential for causing serious injury or death to the mining machine operator and other nearby miners. The requirements for a frictional ignition are a flammable volume of methane-air and an ignition source. This source is usually the hot streak caused by the frictional impact of the mining bit on hard rock, and the frequency of occurrence increases with increased bit wear. Another possible ignition source is the fric-tional impact of rock on rock during a roof fall.

The Bureau of Mines receives frequent requests for information on the treatment of mercury ores, but as its own and almost all other publications on mercury are out of print, the Bureau has prepared this circular on the metal for the prospector and operator of small mines and plants. Mercury, commonly though improperly termed ?quicksilver?, is the only common metal that is liquid at ordinary temperatures. Mercury is used in the amalgamation of gold and silver, in power boilers, explosives, friction-less bearings, laboratory apparatus, lamps, medicine, paint, rectifiers, and for ?silvering.? The last mentioned is being superseded by silvering with silver. The use of mercury boilers may increase when they are thoroughly understood, but amalgamation is -being replaced to some extent by the use of corduroy and other collecting mediums, such as jigs and flotation cells.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. J. Rose , Vice - president and Director of Research , Bituminous Coal Research , Inc .; and F. H. Reed , Chief Chemist , Illinois State Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. C. , where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproduction of all declassified reports . "Ventilation is one of the meet important factors in mining, although until recent years less thought has probably been given to effective ventilation than to any other one phase of mining. In the past, very little, if any, attention was given air courses until they became so constricted by falls that the volume of air was greatly reduced; and, in addition, the stoppings and doors were so poorly constructed that only a very small percentage of air reached the face workings.As a matter of fact, mines have been visited where the volume of air being circulated in certain sections was much larger than in others, and where the management was striving to increase the flow of air in those sections with the least air current, believing the ventilation to be deficient. After sampling and analyzing the return air from the various sections in such mines it has been found that the quality of the air in certain places with the largest flow was more impure than in some of those with the least flow.In past years, practically all mine fans were operated by steam-driven engines supplied with steam from the mire boiler plant. No check was made on the steam consumption or the power cost of operating the fan, therefore the management had very little if any definite information as to cost of ventilating the mine.With the increased use of electrically-driven equipment in mines electricity is being used more and more to drive mine ventilating fans, and since in many instances the current is purchased from central power plants operators have come to realize that in many cases the cost of operating the fans is very high. Some engineers estimate that it ranges from 20 to 50 per cent of the total power cost of the mine. This information, together with the fact that mines are now being developed on a larger scale, requiring larger quantities of air for the men to dilute the gases liberated, has caused the large progressive companies to make, a more comprehensive study of mine ventilation, resulting in a decided improvement in the quality and quantity of air at the face workings, as well as reducing materially the ventilating costs."

Underground limestone mines typically use the room-and-pillar method of mining in the generally flat-lying limestone formations. In some cases the dip may exceed 5° which can result in unique roof instability problems. Stability may be further exacerbated by the presence of horizontal tectonic stresses. Field studies and numerical model analyses are combined to assess the affect of the dip in various stress conditions. The results showed that where the horizontal tectonic stresses are sufficient to cause intact rock failure, increasing dip results in increased failure potential. The effect of the dip is greater when the maximum horizontal stress is parallel to the dip. Two case studies are presented and evaluated against the findings of stress analysis results. The study showed that the empirical rules of orienting headings parallel to the maximum stress are generally applicable to dipping excavations, except when mining in the up-dip direction. The importance of accurately determining the orientation of the maximum horizontal stress is emphasized because the window of favorable orientations relative to the stress is small.

[This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative Agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. The Atlanta district includes Georgia, South Carolina; Mississippee, and northern Florida.]

This circular is one of a series published by the Bureau of Mines describing mining and beneficiation methods and costs at various mining operations throughout the United States. Inclusion of the Abbott mine in this series is of particular interest, as the complex geology and the character of the deposits make their exploitation a unique operation. The mine operates on a high-cost, comparatively small-scale basis, and only the persistence of an aggressive management has enabled it to maintain its rank among the major mercury producers of California. Rising costs and decreasing metal prices, which continuously threaten the low profit margin, are reflected in increased efficiency of operation. This report summarizes past operations and describes, in detail, the geology and ore deposits; exploration and mining methods; and furnacing and condensing operations. It covers the entire operation from initial exploration to the actual production of mercury. Comparative production costs for 1944 and 1958 are of special interest.
