This report is submitted in accordance with provisions of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U. S. C. 321-325, as amended), which require that: "The Secretary of the Interior shall render to Congress on or before the first day of January of each year a report on all operations under this Act." Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1954 has been divided into two separate publications. Each is being published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: R. I. 5118, Part I - R. I. 5119, Part II - 011 From Coal. 011 From 011 Shale. The introduction, identical in both reports, summarizes research progress in 1954 under the entire Synthetic Liquid Fuels program. AN EXTENSIVE characterization was conducted on the neutral oil components in a low-temperature bituminous coal tar. A total of tai individual compounds identified with respect to individual isomers, and at least 55 other compounds were indicated to be present. The amounts were determined in all instances. A comparison of isomeric distribution in the tar with thermo-dynamic equilibrium distribution, and kinetic distributions indicated that the composition of the tar largely reflected the structure of the coal from which it was formed. Detailed descriptions are presented for the separatory and qualitative and quantitative procedures for the characterization of the neutral oil component. These include micro fractional vacuum distillation, displacement liquid chromatography, gas-liquid chromatography, countercurrent distribution, and infrared and ultraviolet spectrophotometry. Descriptions are given for the synthesis of authentic specimens of alkylindenes, The ultraviolet and infrared spectra of 134 polycyclic compounds, ranging from alkylindenes to alkylphenanthrenes, either found in the distillable neutral oil, or thought likely to be present, are also given.

The United States Bureau of Mines, in cooperation with the National Send and Gravel Association conducted a safety contest in 1929 Among producers of sand and gravel. Only 26 plants were enrolled, as the contest was late getting under way. It is hoped that a ranch larger number of plants will be represented in the safety competition of 1930. Two trophies, both of which were provided by Rock Products magazine, were awarded at the end of the contest; one trophy was given for the best safety record among plants working 100,000 or mare man-hours during the year and the other for the beat record among plants working less than 100,000 man-hours. The trophies were presented to representatives of the winning, companies on January 29, 1930, at the annual convention of the National Sand and Gravel Association at Memphis, Tenn.

The U.S Bureau of Mines conducted a five-year mineral resource assessment of the 16.6 million acre Colville Mining District in northern Alaska, which includes part of the National Petroleum Reserve in Alaska. The study was initiated at the request of the Bureau of Land Management, which administers the majority of the region. The study was done in cooperation with the Alaskan Division of Geological and Geophysical Surveys, the U. S. Geological Survey, and the University of Alaska. During fieldwork, 1593 rock, soil, and stream sediment samples were collected and four bulk samples taken for beneficiation studies. A total of 40 mineral occurrences were documented, including 27 which were previously undescribed. No mining has occurred within the district. Mississippian carbonaceous shale and siliceous mudstone contain stratiform exhalative lead-zinc-silver occurrences. Grades average 8.0% combined lead/zinc and 51 gm/mt silver. Upper Devonian to Lower Mississippian sandstones host breccia veins, containing up to 29% combined lead/zinc and 274 gm/mt silver. Mineralized quartzites of similar age have potential for disseminated-type lead-zinc deposits. Samples from Lower Cretaceous mudstone and shale beds up to 6.5 meters thick, contain as much up to 12% manganese. Upper Mississippian carbonaceous shale and limestone beds contain up to 23% phosphate. Stratiform barite deposits hosted by cherts, are up to 27 meters thick with an average specific gravity of 4.16. Vein-type fluorite occurrences are associated with Mississippian limestone. Moderate potential exists for development of zinc -lead-silver, barite, and phosphate deposits.

Although wheelchair users are regularly subjected to whole-body vibrations little research has been conducted to assess these vibrations or attempt to reduce them [2,3,5]. Most of the wheelchair and whole-body vibration research done to this point has been conducted on manual wheelchairs. Van Sickle et al showed that manual wheelchair propulsion over a simulated road course produces vibration loads that exceed the ISO 2631-1 standards for the fatigue-decreased proficiency boundary at the seat of the wheelchair as well as the head of the user [6]. In a study by Boninger et al [1], 66% of wheelchair users reported neck pain since acquiring their wheelchair. One of the key reasons believed to be the cause of pain, was the exposure to whole-body vibration. Kwarciak et al [4] and Wolf et al [7] performed similar studies using two methods of analysis to evaluate vibrations on suspension and non-suspension wheelchairs while descending curbs of varying heights. Both studies revealed no significant difference in the abilities of the wheelchairs to reduce the amounts of vibrations transferred to the wheelchair user. Although the efforts of wheelchair companies to reduce the amounts of whole-body vibration transmitted to wheelchair users through the addition of suspension systems is encouraging, the technology is not yet ideal. Additionally, the research to date has focused on manual wheelchairs exclusively, while little attention has been shown to powered wheelchairs. Methods This study includes the use of two suspension electric powered wheelchairs: The Quickie S-626 and the Invacare 3G Torque SP Storm Series. Each subject tested all of the configurations of the suspension wheelchairs. These included the Invacare with suspension, the Quickie with suspension set to three settings (most stiff, least stiff, and 50% stiffness), and both wheelchairs with solid inserts to act as non-suspension wheelchairs. Sixteen able bodied subjects have been recruited for this study so far. In each of the configurations of the wheelchairs, the subjects traversed an Activities of Daily Living (ADL) course. Vibrations were collected from a tri-axial accelerometer attached to a seat plate beneath the cushion during driving over the activities course. A mixed model ANOVA was used to determine if there were differences between suspensions based on Vibration Dose Value (VDV). Results Statistical analyses of the VDV data revealed significant differences between the six different suspensions over each of the obstacles in the activities of daily living course. Post-hoc analyses revealed that for each of the obstacles, significant differences existed between the Invacare suspension and the Invacare solid insert. For the Quickie power wheelchair the solid insert setting was not significantly different from the most-stiff setting for each of the obstacles

In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

Voice Frequency (VF) electromagnetic trapped miner location devices were tested for reliability and effectiveness in 93 coal mines. Tests included uplink pulsed CW, downlink pulsed OW and downlink voice evaluations. Frequencies were 630, 1050, 1950 and 3030 Hertz. Overburden depths varied from 70 feet to 1550 feet. Successful communications were established at 91 of the 93 mines. Data indicate the transmitters and receivers will operate in practically all coal mine environments. Reliability and accuracy as location devices appear to depend on noise, depth and presence of metallic objects which distort the magnetic field. In addition, theoretical models appear to define best case situations in terms of noise and conductivity. Minor hardware problems were encountered, mostly involving battery contacts, switches and antenna cables on the receivers. No hardware problems occurred with the transmitters.

"The demand for barite has increased greatly in the last 10 years, especially during World War II. Depletion of oil reserves and subsequent increase in deep drilling created a heavy demand by the oil industry for barite to be used as drilling mud. The great increase in demand for barite gave impetus to the development of a, deposit of impure barite near, Magnet Cove in Hot Spring County, Ark.The critical condition of the national barite supply early in 1944 led the War Production Board to recommend that the Bureau of Mines attempt to prove the existence of a large reserve tonnage of barite in the Magnet Cove area and arch for new deposits. To carry out this program, the Bureau explored on newly reported. Barite deposits in southern Montgomery County, Ark. The Gap Mountain, Fancy Hill, and Sulphur Mountain barite deposits were investigated. Eight diamond core-drill holes and 1,336 linear feet of surface trenching were completed, and barite samples obtained were analyzed, A study of the Montgomery County barnse district indicates that the lenticular bodies of barite replace a favorable host rock near the base of the Stanley shale formation. Barite is exposed along the side of anticlinal mountains where erosion has truncated the beds on the limbs of the associated synclines. An appreciable amount of barite suitable for commercial use has been indicated by trenching and core drilling. The Gap Mountain and Fancy Hill deposits are controlled by the Magnet Cove Barium Corp. and Baroid Sales Division of National Load Co., respectively. The ore is similar to that of the Magnet Cove area and is amenable to concentration by a flotation process. Mining of these deposits had not been begun by the time the Bureau completed its exploration project."

Consumption of Diesel fuel oil in the United States has increased very rapidly during recent years. At the present time approximately 5 percent of the crude oil refined in this country is said to be processed for this purpose. This figure represents approximately 20 percent of the total distillate-type fuel oils now being produced in the United States. One factor contributing greatly to the recent increase in consumption of Diesel fuel oil has been the conversion from steam locomotives to Diesel engines by a number of railroads. Other contributing factors are greFl.ter use of Diesel engine8 in buses, trucks, tractors, water craft, and stationary power plants. The growing importance of Diesel fuel oil has resulted in a need by the petroleum industry, engine manufacturers, and consumers for more information regarding the types and quality of Diesel fuels currently being marketed. To supply this information, the American Petroleum Institute and the Bureau of Mines, United states Department of the Interior, under a cooperative agreement, have conducted a survey of Diesel fuel all produced in refineries in this country during 1950. Under the agreements, samples of Diesel fuel oil, representative of actual shipments, were analyzed by the manufacturers in accordance with instructions issued by the Fuel Survey Panel of the Automotive Research Committee of the American Petroleum Institute. Results of the analyses were transmitted to the Bureau of Mines, and that agency has studied the data and compiled them by groups in comparable form as shown in the tables of this report.

Reduce the respirable dust exposure of the roof-bolter operator when downwind of the continuous miner, particularly in mines where respirable dust standards are more stringent because of silica in the respirable dust. Dust Sources If roof-bolter dust levels are excessive, the bolter dust collector should first be checked to ensure that it is operating properly. (Technology News No. 219 provides information on how to spot and repair bolter dust collector problems). If the roof-bolter dust collector is operating properly and dust levels are still excessive, then the source is most likely a continuous mining machine operating upwind. In many sections, the roof-bolter operator must work on the return side of the continuous miner during part of the production cycle. This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

Ethical concerns of in-vivo procedures and poor repeatability of non-invasive techniques have been major limitations in estimating vibration-induced spine loads through experiments. The biodynamic models of seated human body exposed to whole-body vibration (WBV) have evolved for defining the frequency-weightings, enhancement of human responses to WBV, and developing anthropodynamic manikins for seating assessment activities. The widely reported mechanical-equivalent models, solely based on through- or to-the-body biodynamic response functions, do not seem to resemble the biomechanical structure and do not yield information on the dynamic loading and deflections of segments of concern, namely the spine. On the other hand, biomechanical models with representative anatomical structure and anthropometry are being attempted to simulate segmental movements and the coupling effects, using Finite elements (FE) or multi-body dynamics (MBD) formalisms, which could provide important insights into the inter-vertebral forces [1]. While the FE models pose considerable complexities primarily related to characteristics of the bio-material properties, the MBD technique with discrete rigid bodies offers the flexibility to create multi-segment models with relative ease and lower computational cost. In this study, a preliminary multibody dynamic model of a seated human body exposed to WBV along the vertical direction is formulated using MSC/ADAMS software. The model validity is demonstrated by comparing selected responses with the available measured data. Methods The seated human is represented by nine rigid body segments, including: head, neck, thoracic and lumbar torso, pelvis, hands and thighs, as shown in Fig. 1. The rigid bodies are coupled through different rotational and translational joints, some of which are force elements to allow vertical translations and sagittal–plane rotations of the segments. The measurements of transmission of vertical vibration through-the-body generally require subjects to voluntarily maintain a vertical head position to reduce head-accelerometer orientation errors. The head–neck–shoulder joint is thus considered to be rigid. The shoulders are assumed to be rigidly attached to the thoracic segment. The torso is made up of three (upper, middle and lower) segments connected by visco-elastic revolute and translational joints to permit relative pitch and vertical motions. The forces and torques generated by the joints are derived assuming linear stiffness and damping properties, which were identified from published studies. The pelvis is connected to the rigid seat by similar elements representing the visco-elastic properties of the buttock tissues. The two thighs are rigidly connected to the pelvis, while the segment masses are chosen from the anthropometric data for the 50th percentile male subject. Knowledge of risks from exposure to hand-arm vibrations is usually presented by clinicians and researchers from a medical and engineering point of view. There is a strong need to develop innovative health promotion programs for exposed workers. Risk perceptions by vibration exposed workers and HAVS (hand-arm vibration syndrome) affected workers are less well known. In 1983, Brubaker demonstrated that 75% of studied fellers thought that whitening of the fingers was part of the job and/or an unrelated nuisance, while only 25% believed it was a disease. 1Grounds also showed that even though there were a very high number of forestry workers with white fingers, none considered quitting because of their condition. 2 It seems that many workers hesitate to declare the illness or believe they are less affected than they really are, perhaps from fear of losing their jobs and livelihood. 3 Risk awareness, on the part of exposed workers and their employers, as well as knowledge and acceptance of available preventive solutions are necessary steps before installing adequate preventive measures, whether organizational, behavioral or environmental. Workers need to understand fully the hazards and risks in order to be able to make informed decisions under uncertain conditions.4 Prerequisites include the following: workers knowledge about the risk, their attitude towards it, which in turn, can be influenced by values, needs and interests. Also, knowledge and attitudes towards safety behaviour, organizational or environmental barriers must be taken into account. Our research focuses on these key elements, which help bridge the gap between health promotion research and practice. Methods A descriptive exploratory study is in progress with workers exposed to hand-arm vibrations. It uses qualitative methods that include focus group discussions with workers exposed to hand-arm vibrations, as well as individual interviews with other key informants (employers, health care professionals). An open-ended questionnaire was developed to collect qualitative data on perceived risks and solutions to prevent or reduce HAVS. Based on an integrated theoretical framework related to known determinants of behavior change, the analysis will focus on the following5: 1) knowledge of health effects, safety, well-being and/or quality of life 2) related beliefs about individual susceptibility and severity of consequences 3) attitude and values related to hand-arm vibration exposure 4) knowledge and attitudes towards exposure reduction, as well as perceptions of barriers and facilitating factors for these measures, in the workplace environment or otherwise.

Although the explosion-fatality record for the fiscal year 1944 showed considerable improvement over those of the preceding 4 years, it is still fur from creditable, and the coal-mining industry and agencies interested in the prevention of coal-mine accidents should not be satisfied until accidents from explosions and fires are eliminated. In view of present knowledge of the methods of preventing explosions and fires, such disasters are inexcusable and discredit the mining industry. Despite this knowledge, far too many coal¬mine operators and employees continue to follow procedures that have resulted in disasters in the past. Included in the appendix to this circular are a number of safety measures designed to prevent coal-mine explosions and fires and metal-mine fires. Their adoption is essential if explosions and fires are to be prevented, as certainly they should be. An epidemic of disastrous mine fires of electrical origin during the past 2 years emphasizes the need for better methods of protection of underground electrical circuits. At present, committees of mining-electrical engineers, electrical-equipment manufacturers' representatives, and others are cooperating with the Bureau of Mines seeking means to solve this problem.

The contract objective is the development and in mine testing of an Automatic Fire Control System (AFCS) for mobile underground metal mining equipment. The effort described by this report covers the period from June 21,1975 through June 30,1976 and accomplished the following tasks: ? Preparation of Data Handling Plan and data acquisition which included visits to twenty mine sites in eleven states, visits to Bureau and MESA facilities, and a literature survey. ? Data analysis which determined the most hazardous type of vehicle for use in the demonstration, and design requirements for the AFCS, ? Development of recommended design concepts for the AFCS. ? Design and development of the AFCS including tests on a full-scale mock-up of a load-haul-dump (LHD) vehicle. ? Underground fire tests on an ST-2B-LHD vehicle at the Hecla Lakeshore mine Casa Grande, Arizona.

The Duluth Gabbro Complex in Northeastern Minnesota possibly contains a significant domestic copper resource and the nation's largest nickel resource. Exploration has discovered large low-grade copper-nickel (Cu-Ni) deposits between Hoyt Lakes and the Boundary Waters Canoe Area (BWCA). The mining and processing of Cu-Ni will have environmental, economic, and social impacts. The purpose of this study is to relate major environmental, economic, and social considerations to various aspects of Cu-Ni extraction. An open pit and two underground (block caving and open stoping with backfilling) models were developed to generate information on the impact of Cu-Ni extraction. Important considerations having environmental, economic, and social impacts (luring various aspects of Cu-Ni extraction are identified and defined. These aspects are exploration, development, mining, beneficiating, smelting, transportation, and termination of operations. Considerations are grouped into the general categories of site, industrial, energy, climatic, resource, water, air emission, waste disposal, employee, tax and royalty, transportation, and community considerations. Cu-Ni extraction in Northeastern Minnesota presents major environmental, economic, and social risks. Decisions are required on trade-offs between adverse and beneficial impacts. The approach used in this study assists in assessing environmental, economic, and social impacts. It will aid in the examination of potential and projected short-term and long-term advantages and disadvantages and will aid in the development of Minnesota's Cu-Ni resource for the maximum benefit to society.

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine venti lation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which ,accounts for a major portion of the market for coal, received further study. Unique power generation systems, inc luding coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

This report describes an experimental program which we conducted on behalf of the U. S. Bureau of Mines, to select from currently available materials two novel systems of construction for air-restraining bulkheads to be used in control of radon-polluted air in underground uranium mines. The program included both laboratory and field tests, the latter conducted in a portion of an operating mine owned and operated by Union Carbide Corporation at LaSal, Utah. The test site was a worked-out, double entry stope having a Volume of about 2000 cubic meters, and was located immediately adjacent to an exhaust airway. The bulkheads were constructed of 15 cm x 1.5 cm timber uprights, 5 cm x 15 cm horizontal members supporting a close-fitted 13 mm plywood curtain-wall., which was covered with a low-permeability membrane to seal in the radon-polluted air. The two membrane materials selected for testing were chosen from a list of twenty-two potentially acceptable candidates using criteria such as strength, flammability, ease of application, adhesion, radon permeability, and elasticity. Thirteen of the candidates were tested in our laboratories for adhesion to plywood and to both wet and dry concrete (simulating wet and dry mine rock surfaces), and for their general physical properties, including radon permeability. The final selections made by the Technical Project Officer, and based on our recommendation, were a pre-formed ethylene propylene diene monomeric rubber (EPDM) membrane 1.12 mm thick, normally used as a roof sealant in industrial construction, and available from Carlisle Tire and Rubber Co., Division of Carlisle Corp., Carlisle, PA, and Aquafas 48-00, a water-based mastic used in a wide variety of commercial applications and available from H. B. Fuller Co., Foster Products Division, Spring House, PA. The EPDM membrane was applied as a single sheet, laminated (dry) between two layers of plywood, and the Aquafas was applied both by troweling and spraying onto a plywood surface. In the field test, radon concentrations were continuously measured before, after, and in the trapped air behind each bulkhead. Temperature, pressure, and velocity of the air in the adjacent airway were also measured and recorded continuously. Radon fluxes at the rock/air interface and through the bulkheads themselves were measured manually on a frequent basis. All continuously acquired raw data were recorded automatically on two USBM Data Aquisition Systems (DAS), and the raw data were converted into engineering units and recorded on magnetic disks by a specially programmed microcomputer that was interfaced with the DAS's. Relatively clean (i.e. low radon concentration) air was pumped into a point near the face of one test bulkhead from a location 170 meters away through vent bag. Several air curtains and two air-restraining bulkheads were erected in passageways adjacent to the test area in an effort to control both velocity and radon concentration of the air flowing past the bulkhead faces. An average concentration of approximately 500 pCi/liter at a flow of 550 m3/minute was attained as the background concentration against which leakage through the bulkheads was measured. The entire field test period extended from October, 1981 to March, 1982, a total of six months, and was subdivided into seven successive time periods: 1) site preparation 2) background measurements prior to bulkhead construction 3) passive restraint, with bulkheads in place and totally sealed 4) open bleeder period of natural convection ventilation in and out of the bulkheaded area through a 10 cm (diameter) opening, with connecting tubing; leading into an Exhaust airway 5) open bleeder period, having forced exhaust through a 1.0 cm opening using a servo-controlled fan 6) charcoal trapping period, using the servo-controlled fan to exhaust air through the charcoal traps, to test the effectiveness of such traps in removal of radon from the exhausted air 7) site decommissioning Each of the two systems tested, one incorporating the pro-formed EPDM-rubber membrane and the other utilizing Aquafas 48-00, was assessed for effectiveness in controlling radon-polluted air by observing the change in the radon concentration in the ventilation air flowing continuously over the surface of each bulkhead. The sensitivity of the observed measurements was limited by the volume flow-rate of the ventilation air and the radon concentration in that air. The data would indicate that the observed increments in radon concentration in the ventilation air moving across bulkheads B-l and B-2 were essentially zero within the limits of sensitivity of the measurements. Data from radon flux measurement taken both on the sealed ribs adjacent to the bulkheads and on the bulkheads themselves did not differ significantly from blank data.
