Many longwall mines rely on methane drainage to supplement traditional fan-based ventilation systems. However, the surface production facilities for methane drainage systems, including gob gas ventholes, are commonly located in remote locations, sometimes without convenient access to electrical power, and they may be monitored infrequently. The first evidence that a methane drainage system may not be operating efficiently, or not operating at all, can be an increase in methane concentrations at a return air shaft or underground where the workforce is exposed to the risk of a methane explosion. A solar powered, remote gob gas venthole monitoring and cellular telephone-based real-time data transmission system has been developed and successfully field tested by the National Institute for Occupational Safety and Health (NIOSH) to address this problem. With this system, individual methane drainage boreholes can be monitored from the mine office to determine current operational performance parameters, as well as review past data to anticipate maintenance needs and troubleshoot operational problems.

A mineral resource survey of the 940-square-mile (2,434 km2) Hells Canyon study area, which includes Hells Canyon Wilderness, Snake and Rapid Wild and Scenic River's, and adjoining roadless lands in Oregon and Idaho, indicates the area is highly mineralized. Thirty-four lode deposits within the study area have resources totaling about 31 million tons (28 million t) containing copper, silver, zinc, gold, and lead; another 42 lodes, not sufficiently exposed to allow resource estimates, are believed to have mineral potential. The most important deposits are copper-, silver-, zinc-, gold-, and lead-bearing volcanogenic occurrences, followed by silver-and copper-bearing contact replacement (tactite) deposits; other lode occurrences are relatively unimportant. The most important placer deposits occur at Dry Diggins; placers along the Snake River are small and scattered. The study area has extensive deposits of limestone and sand and gravel; it has little potential for energy resources.

Although the mining industry has achieved record-low fatalities and injuries for each of the last three years, there are still too many miners injured or killed in this nation ís mining operations. Many mining injuries or deaths might have been prevented by using risk assessment to identify and control or eliminate the hazards associated with a task. To focus attention on the importance of conducting risk assessments in keeping mining workplaces safe and healthful, MSHA introduced this initiative on October 12, 2004. This initiative is called SLAM. SLAM is an acronym for Stop, Look, Analyze, and Manage. The steps involved in SLAM are: Stop ñ stop and consider the work involved Look ñ look for and identify the hazards Analyze ñ analyze what needs to be done Manage ñ manage safety by developing and implementing controls Everyone should be aware of the risks of an accident before beginning a task. It may not always be obvious that performing a seemingly routine task could result in an accident. That is why conducting a risk assessment is so important. Itís important to remember that over time a mining workplace seldom remains unchanged. Risks must be assessed whenever procedures or processes change, whenever new tasks are started, or non-routine tasks are performed.

The National Institute for Occupational Safety and Health (NIOSH) and Northwest Barricade LLC (NWB) conducted a study to evaluate the effectiveness of a novel fire blocking gel for use in underground coal mines to extinguish or to retard the growth of a coal fire. The gel agent was subjected to controlled laboratory testing to assess its ability to delay coal ignition. It was then evaluated to determine if manual fire hose application could be used to apply the agent to mine roofs and ribs to provide a safe egress for mine rescue teams from a fire area. The gel agent was also evaluated in a water sprinkler system to determine its potential for use in conveyor belt fire suppression systems. The agent was then tested in live-fire exercises to examine its effectiveness in retarding and extinguishing a deep-seated coal fire and wood fire. Lastly, the ability of a Mine Rescue Team to quickly and safely apply the gel agent to a mine entry during a simulated mine fire exercise was determined.

Tungsten is the principal mineral commodity in the Laurel-McGee RARE II area; copper and molybdenum would be recovered as by-products with the tungsten. Indicated and inferred tungsten marginal reserves at the Hard Point Mine (fig. l, no. 10) are 16,000 tons (14,000 t) averaging 1.0 percent tungsten trioxide (W03). The mine is outside the RARE II area, but the geologic structure that it is on extends into the area. Indicated subeconomic zinc, silver, copper, and lead resources at the Lucky Strike Prospect (fig. 1, no. 7) are nearly 6,200 tons (5,600 t) averaging 5.45 percent zinc, 0.5 oz silver per ton (19 g/t), 0.40 percent copper, and 0.32 percent lead. Although tungsten has been produced at the Tiptop Mine (fig. 1, no. 12), resources were not calculated because of the spotty nature of the tungsten mineralization. Additional exploration at the Tiptop and Hard Point Mines could reveal significant resources. The potential for tungsten resources at the Payday Prospect, Tungsten Prospect, and Morhardt Mine is also high. The Pine Creek Mine custom mill, located about 35 mi (56 km) southeast, could process tungsten concentrates from the area. Tungsten production has been recorded from three properties, the Hard Point, Morhardt, ant Tiptop Mines. Output was about 405,000 lb (184,000 kg) of W03, nearly all from the Hard Point.

Surface subsidence is an inevitable consequence of many underground mining operations and has been recognized as such since the fifteenth century. Damage resulting from this phenomenon ranges from simple land settlement to severe structural damage to buildings and has been witnessed in rural (Illinois, Colorado, West Virginia, Virginia, Pennsylvania) as well as in urban areas (Pennsylvania, West Virginia, Illinois, Wyoming). In fact, it is estimated that over 2 million acres of land across the United States have been affected by mining subsidence, of which 140,000 acres are in urban areas (Singh, 1978; Johnson and Miller, 1979). Further, it is estimated that during the next twenty years an additional 1.5 to 2.4 million acres of land will also be affected by mining. Subsidence prevention is not feasible, at least under the existing technologic and economic constraints of underground coal mining. Foreign experience has demonstrated, however, that subsidence can be successfully controlled if an accurate method of predicting ground movements is available. Such techniques have been developed in many coalfields, where it is currently accepted that subsidence can be predicted within ± 20 percent of the actual values. Furthermore, such movements can be translated into anticipated structural failures using established damage criteria, thus enabling appropriate precautionary measures to be implemented.

An inexpensive slow-speed data acquisition system has been adapted to digitally record multiple parameters simultaneously at intervals of 15 seconds. The system was built for use with standard soils testing equipment to automatically record load and displacement parameters at predetermined instants in time. Simultaneous readout is achieved by the use of special signal conditioner and sample-and-hold circuits which read the multiple signals simultaneously and hold them until the slow acting system can print out. Three channels of a 10-channel system have been converted and found to operate successfully during a series of direct shear tests. A unique feature of the system, which significantly reduced its cost, is the power supply units. Dummy circuits are used to maintain a constant power demand during sampling) thus eliminating the need for a costly power supply with rapid response characteristics. The entire system, having an overall accuracy of 0.25 percent, was put in operation for a cost under $2,500.

Based on the investigation by the Bureau of Mines, tungsten is the principal metal found in the study area; gold and silver were the primary metals found at one property. Tungsten occurs in tactite zones formed near contacts of calcareous metasedimentary with granitic intrusive rock. Gold and silver were found primarily along quartz veins in granitic rocks; small amounts of those petals also occur in the tactite zones. Since 1856 approximately 200 lode claims or relocations have been recorded, mainly in the southwest corner of the study area. Tungsten production in this part of the area has been inure than 7,800 short ton units (70,800 kg) of tungsten concentrates; about 4,800 short ton units (43,500 kg) were from the Mud Lakes Mine; and 3,100 short ton units (27,200 kg) were from the Rainbow Mine 1/.

This paper summarises the results of a research project whose goal was to provide the Australian coal industry with a rib support design methodology and software tool that could be utilised by suitably qualified colliery staff. The project was primarily funded by Australian Coal Association Research Program (ACARP) and further supported by several Australian longwall operations. The outcome of the project is a design methodology and software tool called, Analysis and Design of Rib Support (ADRS). ADRS is an empirical technique, which recognises that several geotechnical and design factors affect ribline performance and in addition that operational and safety issues essentially dictate the level of performance required. Therefore, the design recommendations associated with ADRS are specific to the Australian coal industry; however the procedure(s) for data collection and analysis could be applied to other countries' 'underground coal industries. Case history data were compiled from 34 longwall and two bord and pillar operations resulting in 204 case histories with each case history data set being defined by approximately 130 individual data fields. In addition monitoring (incorporating stress cells and extensometers) was undertaken at 10 collieries to assess and quantify the effectiveness of different rib support patterns and hardware on rib performance. The monitoring sites allowed for an improved understanding of the mechanisms of rib failure and degradation in terms of its interaction with the installed support and at the various stages of the mining cycle. The design methodology deals with both mains development and gateroad development specific to Australian longwall mines. This paper focuses on longwall gateroads subjected to abutment loading and in particular the travel road which becomes the tailgate of the subsequent panel. The statistical analyses associated with these cases suggested that the level of rib support should be based primarily on the development height and the pillar stress level. The ADRS software guides users through the design process, allowing them to develop rib support plans based on sound science and a broad base of in-mine experience To the best of the authors’ knowledge ADRS is the first systematic rib support design technique to be developed for any country’s underground coal industry. The development and use of empirical models in mining have substantially contributed to improving safety and productivity. ADRS further demonstrates that empirical techniques are particularly relevant and beneficial in dealing with the complexities of geotechnical design associated with underground coal mining.

The objective of this study is to make a critical evaluation of the magnitude and extent of electrostatic hazards in typical U.S. mining operations and to assess the adequacy of techniques, materials, and equipment for detecting and minimizing these hazards. This was accomplished with an incident/accident survey, mine visits, literature search, and engineering analysis. It was concluded that it would be desirable to (1) utilize ground fault interrupters to minimize stray current from electrical utilities, (2) decrease the current and electrostatic sensitivity of electric detonators used in areas with a high incidence of lightning strikes or troublesome stray currents, (3) institute quality control and test standards for blasting material and protective devices, (4) establish an electrostatic monitoring program for loading ANFO in plastic lined holes, and (5) establish a risk criteria for operator exposure in mines.

RIGHT OF LIFE TENAN1' TO OPEN MINES. The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.

The final objective of a mine ventilation project is to find a way of supplying the working faces with the necessary quantity of air to dilute all the possible air contaminants to safe limits and to maintain the temperature, humidity and oxygen content within desirable limits. To accomplish the aforesaid, decisions have to be made at early stages of planning and design of a mining operation. That is, ventilation and mine planning are closely related and interdependent, and experience has proved that improvisation as related to mine environment is rarely optimal in ventilation engineering. Mine management should be concerned with two general aspects of ventilation problems. The first is related to the statuatory requirements which are usually the minimum standards that have to be maintained. During the last two decades, mining laws have become increasingly stringent and management of operating mines had to face the effects of these externalities. In some cases these required either a production rate reduction or additional mine development. The second aspect that management should not overlook is the technical and economical importance of mine ventilation on the overall mining cost. In coal mining it is necessary to move, on an average, five tons of air through the mine for each ton of coal produced. The power cost incurred is perhaps the single most important direct cost assigned to ventilation but it is not the only one. Other costs that should be considered include the supervisory labor cost, fan depreciation and maintenance, doors, stoppings and regulators construction cost and maintenance, the additional mine airways development and maintenance because of ventilation requirements. Control of the dust produced by continuous mining machines in coal mines is generally obtained by water sprays from fixed nozzles mounted on the frame of the machine in back of the cutting head. Mounting the nozzles on the rotating head of the machine closer to the coal cutting bits may improve the efficiency of dust suppression. To test this concept, respirable dust measurements were made during 39 regular production shifts in an underground mine using a Joy 11CM continuous miner. The equipment used, difficulties encountered, and measurements obtained are described.

This article examines the spatial variability of dust concentrations within a coal miner?s breathing zone and the impact of sampling location at the cap lamp, nose, and lapel. Tests were conducted in the National Institute for Safety and Health Pittsburgh Research Laboratory full-scale, continuous miner gallery using three prototype personal dust monitors (PDM). The dust masses detected by the PDMs were used to calculate the percentage difference of dust mass between the cap lamp and the nose and between the lapel and the nose. The calculated percentage differences of the masses ranged from plus 12% to minus 25%. Breathing zone tests were also conducted in four underground coal mines using the torso of a mannequin to simulate a miner. Coal mine dust was sampled with multi-cyclone sampling cans mounted directly in front of the mannequin near the cap lamp, nose, and lapel. These four coal mine tests found that the spatial variability of dust levels and imprecision of the current personal sampler is a greater influence than the sampler location within the breathing zone. However, a one-sample t-test of this data did find that the overall mean value of the cap lamp/nose ratio was not significantly different than 1 (p-value = 0.21). However, when applied to the overall mean value of the lapel/nose ratio there was a significant difference from 1 (p-value < .0001). This finding is important because the lapel has always been the sampling location for coal mine dust samples. But these results suggest that the cap location is slightly more indicative of what is breathed through the nose area.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970. The monthly summary of the climatological record for the demonstration mine is presented in Table 1. Tear normal temperatures occurred throughout the growing season. From May to October precipitation was more than normal except in June when it was 2.55 inches below normal. Corn and soybean plantings were delayed until June 2-7 because of wet field conditions. This is about one month later than normal for corn planting. Insect infestations were much less than those encountered in previous years. Cutworm activity was not noticed and alfalfa weevil infestation were small and patchy. Stalk rot in corn was a significant problem at harvest and resulted in much Milk lodging. The wet and generally overcast conditions of July, August and September were bend 10 beneficial al to certain plant disease organisms. For example, pumpkins planted in a small garden area at the demonstration mine did not ripen because of a powdery mildew resulting from overcast, wet conditions. Field operations and row crop plantings were greatly delayed by wet field conditions. It was difficult to plant by conventional tillage because the soil remained soft and sticky where the moldboard plow had been used. THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Federal Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and nil stifle.5 The. Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because anal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form Will Ire valuable.
