ROUGHLY one-half the value of mineral products at mines or quarries must be spent for wages. In view of the steady increase in hourly wages that continued for several decades prior to the onslaught of the recent depression, it is perhaps surprising to discover that labor's share of the gross proceeds of the mining and quarrying industries of the United States declined to 46.8 per cent in 1929, compared with 52.2 per cent in 1919 and 53.2 per cent in 1909. The actual percentages vary in different branches of the industry and in different localities but the downward trend is unmistakable. For the period 1909 to 1919 it was quite marked in every industry and from 1919 to 1929 it was apparent in all but six: namely, gold and silver lode mining, placer gold mining, crude gypsum production, marble quarrying, asbestos production, and fluorspar Tninino mining

The plans for the activities of the Petroleum Division for the coming year do not differ materially from those of the past several years. The fall meeting is scheduled for Oct. 12 and 13 and is to be held at Tulsa, Oklahoma. The Division, of course, will take part in the annual meeting of the Institute at New York. A fall meeting will also be held in California at approximately the same time as the meeting at Tulsa. A number of papers are to be presented at the two meetings simultaneously. The various committees are at work arranging the programs. The Division will continue to be active in its various fields of endeavor, such as stabilization, production reviews, and economics, but special stress is to be laid on the engineering and research fields. In the past the Division has served as a forum for open and frank discussion of problems confronting the engineers in the oil industry. It is hoped that it will continue to function in this capacity. Papers presenting original ideas and extending the boundaries of knowledge and understanding in the field of petroleum production will be welcomed. Members who have interesting information to contribute should not wait until called upon by one of the Committees, but should offer a paper at the earliest opportunity. The past year has seen a decided strengthening of the control over production, with prospects of even more rigid control in the future. It is essential that production programs under such control be carefully planned and it is highly desirable that petroleum engineers take an active part in the planning, to insure efficient production of oil and minimize the waste of this natural resource. At a time like this, when it is difficult to keep the production of oil within reasonable limits, it may seem unnecessary to improve the efficiency of production methods, but, as has been aptly said, the trouble is not that we have too great a reserve of oil but that we are producing tomorrow's oil today. Therefore it behooves those who are entrusted with the engineering and scientific phases of production to learn how to get the greatest yield economically possible from the present and future fields in order that we may enjoy the advantages of petroleum products for a long time to come.

OUR present-day geological surveys show that 36 of our States are underlain with bituminous coal, covering a total area of 496,709 square miles. The North American continent possesses 69 per cent of the world's coal reserves, with the United States alone having an estimated 55 per cent. The American coal reserves, in tons, are calculated to he about 3,500,000,000,000 tons, of which we have exhausted about 1 to 1 1/2 per cent. If this coal were mined at the rate of the 1918 production-a record output of 579;000,000 tons-it would not be depleted for 4,000 years. The more easily accessible and high-grade coals would obviously be consumed much before this; some estimates are 100 years. The natural progress of the nation's industries up to 1910 encouraged on every hand the development of new mines, especially where cheap and easy access to coal measures was coupled with short hauls to the consumer. Over-development resulted, which is perhaps today one of the fundamental causes for the many difficulties faced by the coal industry, which is highly competitive; about 70 per cent of the production cost is labor. Exploration for new pools of gas in the Oriskany sand and continued exploitation of areas already known to be productive in that sand were the main features of petroleum activity in West Virginia during 1938. To a considerable extent the exploration program resulted in failure, but the extension of former areas was eminently successful. Throughout the state, in general, less drilling was done than in 1937. According to the West Virginia Department of Mines, only 631 permits to drill were issued, as compared to 1034 in 1937. The account of operations, as reported by trade journals and other sources, shows that 766 wells were drilled, resulting in 131 oil wells with 1609 bbl. of daily production; 484 gas wells with 1,232,216,000 cu. ft. of daily open flow; and 151 dry holes. Several discoveries indicate new pools of oil and gas; and several extensions of old gas pools have been made. In spite of a decreased number of total wells, the figures for new gas and oil are both larger than in 1937. The new oil average is 12.3 bbl. per well per day; the gas average is 2,545,900 cu. ft. per well per day, the ratio of dry holes to completions is 19.71 per cent. No general attempt was made to discover new pools of oil. A continued low price, coupled with reduced takings, combined to make drilling unattractive. The principal oil wells completed, by counties are: Boone, 6; Calhoun, 10; Clay, 7; Gilmer, 5; Kanawha, 5; Lincoln, 7; Pleasants, 13; Ritchie, 32; Roane, 6; Tyler, 7; and Wirt, 14. Production for the year, according to the Oil and Gas Journal, was 3,724,750 barrels. The leading counties in gas, with the number of successful wells in each, are: Boone, 16; Braxton, 13; Cabell, 47; Calhoun, 29; Doddridge, 10; Gilmer, 55; Kanawha, 127; Lincoln, 18; Ritchie, 29; Wayne, 19; and Wetzel, 26. Production for the year is estimated as 150,000,000,000 cubic feet. Pipe-line construction, which was extensive in 1937, was insignificant in 1938. Exploration was not as active as in 1937. Field prices of both oil and gas have severely declined.

Secretary of the Interior, Franklin K. Lane, has appointed a commission of five mining and metallurgical experts from the Bureau of Mines and the Geological Survey to visit Europe to observe and study reconstruction methods in the devastated regions of France and Belgium. The chairman of the commission is Dr. Frederick G. Cottrell, chief metallurgist of the Bureau of Mines. The other members are: George S. Rice, the chief mining engineer of the same bureau; Frank H. Probert, consulting engineer of the bureau, and. professor of mining in the University of California; F. J. Cameron, consulting chemist of the bureau and expert on potash matters; and Hoyt S. Gale, of the Geological Survey, another expert on potash.

A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

I. GENERAL DISTRIBUTIONS APPEARANCE, AND RELATIONS MINING in Butte has seldom encountered covellite in commercial quantities. The notable occurrences, extending vertically and laterally perhaps several hundred feet, presented scattered, bladed lenses of this mineral in a matrix of quartz, pyrite, enargite, bornite, and chalcocite. But under the microscope covellite is seen to be widespread in the Butte ores, though in such small quantity that megascopic examination will not discover it. In early mining operations covellite was found in the Gray Rock vein, a member of the Blue vein system. As described by Sales,1 it persisted as an occasional ore mineral, associated with quartz, pyrite, tetrahedrite, bornite, chalcocite, and minor amounts of sphalerite, from the 700-ft. to the 1,200-ft. level of the East Gray Rock and Diamond mines. Any mining engineer with a desire to operate independently, with some financial backing, and with no fear of heavy responsibility and long hours, should be able to make a comfortable living in Mexico. Barring a few inconveniences such as a lack of satisfactory liability or accident insurance, the difficulty of obtaining repair parts or vehicles, and the length of time required to receive returns from shipments, the operation of small mine is not at all difficult. It is, in fact, a little easier to find a good prospect in Mexico than in the U.S.

An effort has been made to give both a comprehensive and simplified picture of the origin, modes of formation, and characteristics of nonmetallic inclusions in steel. Exogenous inclusions, those formed by mechanical entrainment or heterogeneous reaction, have their principal source in ladle refractories. Mechanical emulsion is not considered a likely mechanism. Endogenous inclusions, resulting from homogeneous reactions, are formed mainly during cooling and freezing. They are principally oxides and sulfides but include some nitrides and carbides. Deoxidation affects both the quantity and character of such oxide inclusions and significantly affects the size and shape of sulfides. The importance of inclusions is largely in their effect on mechanical properties. It is fitting and proper that we should honor the memory of those technical giants who have left such a rich heritage to our profession. Today, according to annual custom, we pay tribute to such a man. To have been chosen to play a part in this observance prompts in me an inordinate pride while I am humble before the responsibilities of my task. The ranks are growing thin of those who had the good fortune to come under the personal influence of Professor Howe, but the number who continue to benefit from his legacy of technical wisdom con-stantly increases. I am among the latter. One has only to read his works to appreciate his unusual ability to take data and observations from many sources and give them a clear and comprehensive

In the first paper on the Russell process presented by Mr. Stetefeldt, in May, 1884 (Transactions, xiii.), the process was treated from a purely theoretical standpoint.. 111 his second paper of October, 1886 (Transactions, xv,), the details of the plant, the chemicals used, and the manipulation in both mill and laboratory were treated. The aim of the present paper is to present economical results recently attained, new data affecting the preparation and manipulation of ore in the mill, and a more complete and systematic scheme of laboratory work. This paper is compiled mainly from Mr. Russell's notes of his own experience. Many of these notes, particularly those relating to work at Cusihuiriachic,* Mexico, have been upon work directly under the personal observation of the compiler, who takes pleasure in thus presenting to the Institute, data and considerations of much interest and value pot only to users of the Russell process, but to mill men generally. The description of the chemicals used and of the preparation of the mill-solutions being' in part the same now as when Mr. Stetefeldt's second paper was published, some use is here made of portions of that paper. No theoretical matter is here given. For a treatise containing also the theory of the process the reader is referred to Mr. Stetefeldt's complete work on " Lixiviation of Silver Ores by Hyposulphite Solutions," now in preparation. To facilitate the consultation of this paper, the following synopsis and index is prefixed. The figures in parenthesis indicate the page of this paper on which the subject is treated.

Mining in the Tri-State district of Missouri, Kansas, and Oklahoma has been nearly continuous from about 1848 until the present day, although the major activity was from about 1880 to 1955. The district, which has produced over $2 billion in zinc and lead concentrates, ranks as one of the greatest mining districts in the world. Unlike other Mississippi Valleytype deposits in the United States, which occur in Cambrian and Ordovician limestones and dolomites, the Tri-State district ores occur in Mississippian limestones containing abundant chert. Zinc is 5 to 6 times more abundant than lead. In the Picher Field, the principal sub-district which has accounted for 61 percent of the total district production, most of the ore has been mined from the single horizon, M bed. Most ore bodies, other than those of the "Sheet Ground" or blanket-type, are in large, essentially flat-lying breccia zones and have a definite mineral zonal pattern. An irregular, generally elongated central dolomitic core is surrounded progressively outward by the main ore run, the jasperoid zone, the muddy or shaly and bouldery zone, the sparry calcite limestone zone, and the fossiliferous, dominantly crinoidal, limestone zone. Some of the zones may be absent or nearly so and may overlap to some extent with an adjacent zone. Although the district has been studied by many authors, much controversy still exists about such items as genesis, paragenesis, and time of emplacement. These subjects are discussed in the paper.

COMPRESSED-air motors are specially desirable, if economically practicable, for underground haulage, because they require no fuel, involve no danger of fire, and not only avoid heating and fouling the atmosphere with smoke and combastion-gases, but by the emission of expanding fresh air, cool and improve it and aid ventilation. The highest developments in the use of compressed-air motors for locomotion are to be found, in the opinion of the writer, in the principles of the Mekarski car-motor as applied to street tramways, and it is thought that notes taken regarding this system, during a recent trip to Europe, where two plants are in successful operation, at Nantes and Vincennes respectively, will be interesting to mining engineers. The plant at Nantes operates a street-line 5.2 miles long, requiring about twenty motors; the one at Vincennes about 7 miles of road. Each car at Nantes carries its own motor. At Vincennes, however, the motor-car is arranged to tow a second car containing no motor. The road at Nantes is the older, having been in successful operation for ten years, during which time neither the American consul, Mr. Shackelford, who has resided at Nantes for about five years, nor the vice-consul, Mr. Bennett, who has been at Nantes ever since the road started, has ever seen anything go wrong with the motors. AT the end of September, ' the metal-producing industries were almost prostrate, the production of fuels was largely curtailed, there was a fair degree of activity in general manufacturing, while retail trade was moderately good. Looking at industry on the whole, there was a large percentage of unemployment, the degree of which has increased, progressively, month by month since the beginning of 1921. There is the prospect of much destitution and misery this winter; yet while' in some, quarters, idle workers are already being fed from, commissaries; in other quarters profligacy; in "spending continues, unabated. Amid this confusion in conditions there is;' much that appears paradoxical, but in fact it is not so and indeed everything is running pretty true to form: Such activity in production as there is to be seen is mainly in textiles; - leather goods, foodstuffs, etc., i.e., consumption goods for immediate use. Even in hard times 105,000,000 people must buy a good deal of clothing and food. Besides this there is indispensable repair work and- maintenances. Thus, the good business of the year in white lead for painting. The chief uses for the metals, however, are in the production of capital goods, and except for occasional and special reasons nobody in his senses is capitalizing anything at present prices for labor. Hence several millions of men are idle. The impoverishment of Europe and the exhaustion of her credits adds to this by curtailing our export trade.

A Discussion of the Paper of Prof. Howe. (Bi-Monthly Bulletin, No. 14, March, 1907, pp. 169 to 274.) P. H. DUDLEY, New York, N. Y. (communication to the Secretary*) :-The characteristics of Prof. Howe's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the arduous labor of collecting and investigating the data that is essential to prepare the paper. Much of the data necessarily came from material of preceding years. of manufacture in which there was allowed time for chemical reactions of the recarburizer, and for the elimination of the oxidation-products before teeming the ingots. This condition gave a favorable tinge-element to free the metal from slag- and other impurities, but, in allowing the. ingot to cool before charging in the furnace, the time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness. The interpretations from such material must be made with due allowances for the methods of manufacture, and must be given proper weight, as general facts, in subsequent arguments. The difficulties under which investigators labor are not easily surmounted in differentiating between reliable and unreliable data incident to variables of methods of manufacture, chemical composition of the alloys of steel, mediocre practice and that of the highest state of the art.
