At long last, mining is on the rebound in Minnesota?s Iron Range and the excitement is starting to show. The SME Minnesota Section?s annual meeting was once again held in the heart of Iron Range country, at the Duluth Entertainment and Conference Center on the Duluth waterfront. The conference boasted a record attendance of 475 people and its largest-ever trade show. Appearances by Governor Mark Dayton?s new Iron Range Resources & Rehabilitation Board (IRRRB) appointee, Tony Sertich, as well as a local Fox news crew (see clip on SME website [link: http://fox21online.com/news/duluth-mining-conference-breeds-optimism-tech-innovation]) made clear that a lot of eyes [ ] are on the industry as it dusts itself off from the 2008-2009 recession. While the early years of the 21st century were very good to the Iron Range, the global drop in commodities prices and production left many companies reeling and brought back bad memories of the collapse of the industry in the 1980s. However, two years of solid growth and a rebound to above pre-2008 production levels have let the Minnesota mining industry to relax a little and talk seriously about long-term growth and stability.

Special attention must be considered in the production of high-grade rare earth products, such as mixed rare earth oxalates or carbonates. In the main minerals used industrially, the rare earth elements (REEs) are finely associated with impurities like calcium (Ca), magnesium (Mg), manganese (Mn), iron (Fe), aluminum (Al), thorium (Th), uranium (U) and phosphorus (P). Most of these impurities must be removed to avoid losses of rare earth oxides (REOs) as well as to prevent product quality degradation and low operational performance in the downstream steps of solvent extraction or ion exchange. The present study aims at investigating the conditions required to precipitate REEs, either as rare earth oxalates or carbonates, from purified rare earth sulfuric liquor with low Al3+ and UO22+ concentrations and very high Ca2+, Mg2+, Mn2+, and SO42− impurity contents.

The segregation process has been known for many years and applied industrially for the treatment of various refractory copper ores. The principles of the process are briefly reviewed; the process was tested in the laboratory on two copper-cobalt oxide ores from Gecamines, Shaba Province, Zaire. Various parameters of the process, such as segregation temperature, dosage of reducing and chloridizing agents and flotation conditions were inyestigated. Experimental results have shown that the segregation of copper could proceed satisfactorily at low temperature (1000° K) but that of cobalt required higher temperature and higher additions of reducing and chloridizing agents.

Mine management in general, and mine maintenance in particular, has lagged in using computers as an effective management tool. SF Coal Corporation, in conjunction with the development of the new Lee Ranch Mine, is developing a computer-based maintenance system as an integral part of a total mine management information system. The system includes the ability to schedule and plan preventative maintenance on all rolling stock and mine facilities, project and track component life, and evaluate and schedule manpower requirements. The system hardware, shared by accounting, warehousing, engineering, production and management, consists of a multi-user, multi-processor micro-computer.

"In recent years, use of mineral processing tailings as a paste backfill has been significantly increased due to the environmental problems occurred during the disposal of the tailings in mine area. The paste material used to fill the stopes excavated is generally consisted of tailings (solid ratio: 70–85%) and cement (3-7%w/w). Meanwhile, the strength of the paste material is completely related to ratios of these materials. Cemented Paste Backfill (CPB) system is used as support depending on the roof pressure and also as an underground disposal method. Therefore, temporary strength value of the paste material gains a great importance. For example, the paste backfill material must compensate the minimum 4 MPa strength value in order to procure the permanent fortification, and the mixture cost must be minimal as well. For this reason, in this study, the Pb-Zn tailings were used to prepare for the paste backfill material using cement in order to perform the uniaxial compressive strength (UCS) tests. Additionally, a statistical experimental design and linear programming techniques was used to find the optimum mixture in terms of strength and cost. The pulp solid ratios (PSR) of the tailings and cement (by the solid) were varied as 75-85% and 3-8%, respectively. The results of this study; the optimum mixture is ~79.5%PSR and 6.8% cement ratio (by the solid) for 4 MPa UCS (28 day) and 16-17 cm slump value determined by this method with statistically reviewed experimental data. INTRODUCTION Fine-grained tailing waste materials resulting from mining activities are an important environmental problem. In terms of environmental protection, the use of tailings with paste backfill is a very attractive approach and a desirable solution to tailings management. Paste backfill, which is used to fill underground openings, is made by primarly mine tailings mixed with hydraulic binders and water. Its main benefits are not only disposal of mine tailings in underground, but also providing a certain strength to ensure a safe working environment. Therefore, it is necessary to use hydraulic binders due to durability of the system (Benzaazoua et al., 2004). Paste backfill, formed from the mix of dewatered plant tailings (75-85 wt. % solids), water and binder (3-8 wt. %) (Brackebusch, 1994; Landriault et al., 2005).Water is used to determine the chemical reactions between tailing and binder materials for strength as well as increasing pumpability. Portland cement and ash can be used as binder materials (Douglas and Malhotra, 1987). The factors which affect strength and stability of paste backfill separate into two groups called interior and exterior factors. Interior and exterior factors determine the strength, stability and deformation features of backfill in short and long terms and also affect the transportation of backfill to underground (Benzaazoua et al., 2004; Erçikdi et al., 2006; Yilmaz et al., 2010; Nasir and Fall, 2010). Material properties of tailings as well as site operations to fill the underground openings are the most important steps for the design purposes. Grain size distribution, chemical, and physical properties of tailings, and mechanical properties of paste fill material are used to understand the suitability of tailings as paste fill material (Ozturk et al., 2014). In addition, Fig. 1. is also proposed to apply a typical design for the operational stages of paste fill applications on the site."

Since the Toronto conference in May 2002, the International Council on Mining and Minerals (ICMM) has made progress on the road to sustainability. Fifteen of the world?s largest mining and metal producing companies and twenty-five associations have made a long term commitment to ICMM to improve the environmental and social sustainability of their activities. Sir Robert Wilson (Rio Tinto) assumed the chairmanship of ICMM in October 2002. By December 2002, the Council had approved a Strategic Vision and an operating plan for 2003. Both have been posted on the ICMM website (www.icmm.com). ICMM?s Operating Plan sets out three priority tasks: - Providing strategic leadership to achieve improved sustainable development performance in the mining, minerals and metals industry. - Contributing to international policy discussions on cross-cutting issues of importance to the industry, in collaboration with national and commodity associations. - Promoting dialogue and partnership with other organizations to catalyze sector?wide sustainability initiatives.

Rock bolts are components of tunnel support structures and their efficacy in reinforcement requires the appropriate estimation of the bolt pre-tension. However, cases of ineffective rock bolt application due to loosening are common which leads to the potential failure of the support structures, thus negatively affecting the tunnel stability. The effective employment of pre-tensioned bolt within support structures requires an appropriate installation tension as a result of sufficient bolt head/nut pre-load. Henceforth, this paper presents a load indicator washer (LIW) capable of withstanding assigned static loading as well as provides an appropriate pre-tension. The different LIW breadths are numerically analysed in the finite element code (ABAQUS) to estimate deformation when a designated 60-kN pre-load is applied. The numerical simulation employs a bi-linear isotropic hardening constitutive law governed by the von Mises yield criterion. The simulation also considers the nominal temperature of the nutLIW-rock bolt connection. Therefore, a long-term relaxation effect on bolt pre-tension as a result of stress relaxation is neglected. The compressive force required to achieve the LIW-predetermined deformation is the bolt pre-tension. It is drawn from the simulation results that the 1.5-, 2.0-, 3.0-, 3.5-, and 4.0-mm-thick LIWs are completely flattened when subjected to 28-, 42.5-, 65-, 76-, and 88-kN pre-load respectively.

This article offers one of the infrequent looks at Chinese mining. It includes a brief review by Parrish of a tungsten symposium held there and his comments on and impressions of the mines he visited. In early Oct. 1981, a Symposium on the Geology of Tungsten was held in the Peoples Republic of China. There were approximately 100 participants. Half of them were Chinese. The remainder included representatives of the United Nations, geologists from other nations in Southeast Asia, and 10 invited specialists from other countries. The invited guests included K.F.G. Hosking of the Camborne School of Mines, United Kingdom; C.S. Hutchinson of the University of Malaysia; K. Mattson of LKAB Int. AB, Sweden; T. Kwak of Latrobe University, Australia; K. Sato and S. Ishihara of the Geological Survey of Japan; M. Clarke of the Department of Mineral Resources, Indonesia; P. Bateman of the US Geological Survey; and the author. R. Horsnail of Amax was also invited but was unable to attend because of delayed visa clearance. The meeting was noteworthy because the Chinese were presenting more than half the papers. In addition, following the formal session, everyone was taken to the famed Jiangxi tungsten district and toured four mines there. Organization and Background The idea for a symposium on tungsten geology was brought up in late 1979 during a visit to China by the Economic and Social Commission for Asia and the Pacific (ESCAP) and, in particular, by members of the Regional Mineral Resources Development Centre (RMRDC) of the United Nations. Discussions continued and in the spring of 1981 invitations were sent to selected geologists throughout the world. China's Ministry of Geology handled arrangements, scheduling, and logistics. Travel to China and all correspondence before the symposium were coordinated by the Bandung, Indonesia Bureau of RMRDC. All costs in China were met by the Peoples Republic of China. Airfares and "per diem" enroute for participants were paid by respective governments, sponsors, or individuals. On Oct. 10, visiting participants entered China from Hong Kong. The author and a few others traveled by train to Guangzhou (Canton). Most of the group flew in the next day. The entire group was then taken to Nanchang, traveling by sleeper train and arriving on Oct. 11. The symposium group stayed at the Kiangsi Hotel, where the meetings were held. Meetings Oct. 11 was a day of orientation and rest. The group was taken to an art museum and treated to a Chinese opera movie. The formal meetings began on Monday, Oct. 12. Simultaneous translations aided presentations, though more than half the Chinese speakers delivered their talks in English. The acoustics and sound system were excellent, and the Chinese provided 35-mm and overhead projectors. There was no screen, however, and the yellow, painted wall that was used detracted from projection clarity. In general, the Chinese papers were detailed, thoughtful, and professional. Some, naturally, were stronger than others. Taking them as a unit, one derives the following sequence to the Chinese approach to tungsten exploration: (1) Geologic investigations with mapping at a scale of 1:200,000 accompanied by only minor geochemical or geophysical work. (2) Geophysical investigation with regional gravity and magnetic surveys directed toward identifying deep, tectonic systems and seeking granites in thick, crustal environments. INTRODUCTION This submission was made to the Royal Commission of Inquiry into uranium mining in British Columbia. It discusses the stability of waste rock piles that might be developed in conjunction with uranium mining and the control of leachates that might be generated within these waste rock piles over the short and the long term. Short term refers to the interval during which a waste rock pile undergoes either continuous, or alternatively intermittent development, and in general can be considered to extend over the operating life of the mine. Long term refers to the postmining period, i.e. after the ore-body has been exhausted, and mining operations have ceased. Two major classes of waste material are generated in the course of mining and milling operations. Tails, which are the solid waste materials produced by the milling operations commonly exit the mill in slurry form and are stored in tailing retention ponds. Management and control of these slurried wastes are the subject of other papers to the Commission and this conference. In the course of the mining operations, it may be necessary to remove rock materials that are below cut-off grade. That is, ore concentrations within some of the mined rock may be lower than the concentrations which on the basis of economic considerations justifies milling the material. Rock which is removed in the course of the mining operations, but which is below cut-off grade is referred to as waste rock. This waste rock is commonly consigned to a specific area for disposal where it is placed in a mound or pile, i.e. a waste rock pile. Ore concentrations within the waste rock may vary from zero to just below cut-off grade. Since an increase in the market value of uranium could at some time in future result in reduction of the cut-off grade, it follows that waste rock containing ore concentrations slightly below today's cut-off grade could become ore grade rock at some time in future. For this reason, the mine operators may deem it advisable to separate waste rock according to grade, and to consign the waste rock to two or more individual waste rock piles. For purposes of clarity and simplicity, this submission treats the stability of waste rock piles and leachate control in a manner which assumes that these potential problems are isolated and separate from other aspects of the mining and milling operations. For many site specific cases, the problem of potential leachate control might be integrated with the tailings management aspect of the project, thereby realizing economic benefits while at the same time reducing the potential for adverse environmental impact.

Perlite is a generic term for naturally occurring siliceous rock. It is a form of natural volcanic glass the main constituent of which is amorphous silica (70-76%). Perlite, when heated rapidly to its softening temperature range, expands from four to twenty times its original volume, due to the presence of 2-6% ?combined? water, in a manner similar to popcorn as the H2O molecules vaporize and create countless tiny bubbles, which account for its exceptional physical properties: light weight (30-150 kg/m3), low thermal conductivity, cellular structure, in general. These properties make perlite adaptable for numerous end-uses, which can be distinguished into 2 categories: Expanded perlite applications in: a) Construction Materials market (e.g. Acoustical Tiles, light-weight insulating Mortars, self-levelling Concrete), b) Agriculture (e.g. Hydroponics), c) Food and Chemical industry (e.g. Filtration Media, Filler, etc.), d) Insulation and Heat resistance technology (e.g. Cryogenic vessels, Refractory Bricks, etc.). Rockfall and unstable rock slopes can be con-trolled by using steel wire-rope net systems as barriers or as slope draping. The chief advantage of such systems over rigid type barriers is the flexibility of wire rope netting. This flexibility and strength permits kinetic energy dissipation with low maintenance requirements. Mining activities can produce temporary or long-term unnatural slopes and unstable rock faces that may produce rockfall hazards. Such conditions can necessitate efforts to minimize the hazard to workers, structures and equipment.

For the next few minutes, I will be discussing a product and category that many people laughed at for years. The product is cat box filiers or commonly referred to by the brand name KITTY LITTER. This product was introduced in 1947 by Ed Lowe using the name KITTY LITTER. From 1947 to 1964 the product was sold mainly through pet shops. Starting in 1964, the grocery trade began to carry cat litters. From that point, the cate gory began a solid growth trend. Particularly in the '7O's, cat litter has experienced the same kind of explosive growth that has characterized the entire pet market. For example, in the twelve months ending 9/21/79, cat litter unit volume grew by 15% versus the previous twelve months. The basis for this explosive growth is easy to comprehend. The cat population itself is rapidly expanding, reflecting the changing life- styles of Americans. As famiiies grow smaller, there is room for a pet. As apartment and con dominim living shrinks living space, a cat fills the human need for animal companionship more efficiently. Table I illustrates current cat litter market factors and projects major trends into the future to conclude that the cat litter market will equal $205MM in 1985. With this dynamic growth defined, it was imperative that a company such as Lowe's that was totally devoted to the commodity-priced products, evaluate the opportunities for added- value product differentiation. This process was started approximately four years ago with a search for new cat litter products and other new product opportunities.

During the recent expansion of precipitate copper production at the Chino Mines Division of Kennecott Copper Corporation, Santa Rita, New Mexico, local studies of the dump leaching process were intensified. As these studies progressed it became apparent that a reliable method for locating leach solutions within the dump was required, since the contact between leach solutions and the copper-bearing material would determine, in great part, the recovery of values. In the past, the problem of determining leach solution contact has been attacked by various methods, including destructive testing (dump dissection), indirect observation (such as chloride or dye tracers), and mathematical or laboratory model studies. These methods have not proved completely satisfactory for the studies now being developed. Investigation of methods for in situ observation of leach solutions led to consideration of radiation logging in drill holes, which are petro¬leum exploration and development techniques for locating fluids and measuring porosity in the subsurface. Standard oil field logging equipment was leased, modified, and tested. After successful testing, the equipment was purchased for additional studies. Applications and results of the methods are described in this paper.

Non-renewable mineral raw materials are grouped into three categories to investigate ways leading to sustainable use of natural resources: 1.) metallic resources, 2.) non-metallic resources with the exception of the fertilizer minerals, and 3) the fertilizer minerals for the nutrients nitrogen (N), potassium (K), and phosphorous (P). With the exception of minerals in Group 3 which are essential for plant growth, mankind does not need raw materials as such, only the intrinsic property of a material that fulfils a useful function. This is especially true for non-metallic materials. Metallic resources have the best chance to become renewable if one makes optimal use of the resources of the man-made technosphere. For the fertilizer elements K and N there does not exist a problem, because sea water or air respectively provide an inexhaustible source for them. This does not apply to P however. So P is serving as one of our apposite case studies for solving sustainability challenges. For all the challenges along the road from a non-sustainable to a sustainable resource economy technology can be envisioned to come to the rescue provided conditions that are considered to be essential for sustainable use for all natural resources-- affordable renewable energy and human ingenuity to find new solutions for functions, to optimize processes and to minimize losses-- are satisfied.

Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

Experiments were conducted to evaluate the response characteristics of commercially available gas, smoke, and flame sensors to fires of common combustible mine materials. The experiments were conducted in the large-scale Fire gallery located at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL) in Fairchance, PA, using Ponderosa Pine, Red Oak, Douglas-fir, high and low volatile coals, PVC and SBR conveyor belt, No. 2 diesel fuel, and diesel exhaust. All the experiments (except those using No. 2 diesel fuel and the diesel exhaust tests) were conducted in a similar manner, with combustible materials heated rapidly by electrical strip heaters producing smoldering fires that quickly transitioned into flaming fires. The sensors included a diffusion-type carbon monoxide (CO) sensor, photoelectric- and ionization-type smoke sensors, a video smoke/flame detector, and an optical flame detector. Simultaneous measurements were obtained for average gas concentrations, smoke mass concentrations, and smoke optical densities in order to quantify the levels of combustion products at the alert and alarm times of the sensors. Because the required sensor alarm levels are 10 ppm and 0.044 m-1 optical density for CO and smoke sensors, respectively, the different sensor alarms are compared to the time at which the CO and smoke reached these alarm levels (1). In addition, the potential impact of using smoke sensors that have met the performance standards from accredited testing laboratories is also evaluated using the response of an Underwriters? Laboratory (UL)-approved combination photoelectric/ionization smoke detector. The results are discussed relative to fire sensor needs that can have a positive impact on mine fire safety.

"After nearly four decades of decline, the prevalence of coal workers’ pneumoconiosis (CWP, or black lung) in the United States has been on the rise since the mid-1990s (Laney et al., 2014; Laney et al., 2010; Suarthana et al., 2011; Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016). Particularly alarming is the number of cases of rapidly progressive disease such as progressive massive fibrosis (PMF) (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016; Laney et al., 2017). A recent study by Laney et al. (2017) observed 192 U.S. coal miners participating in the Coal Workers’ Health Surveillance Program (CWHSP) who had been diagnosed with PMF since 2000. Of the 163 (85 percent) that had a normal radiograph on file to use as a baseline, 27 (17 percent) of these individuals had progressed from a normal radiograph to PMF diagnosis in less than 10 years. Moreover, 162 (84 percent) of the individuals in that study worked in Kentucky, West Virginia or Virginia, and 169 (88 percent) had only ever mined underground. Blackley et al. (2016) also reported on a group of 60 PMF cases that were discovered by a single black lung clinic in eastern Kentucky. Since seeking care at such clinics and participation in the CWHSP are voluntary, and could be influenced by a number of factors, there has been some concern that these reports may overestimate the degree of resurgence in severe disease (i.e., versus disease that was previously under-reported). Even so, they highlight a critical need to better understand the cause(s) of disease development and progression — such that effective interventions can be devised.The notable uptick in CWP and PMF rates among miners in central Appalachia has led to this region being called a hot spot for disease (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2014; Laney et al., 2017). While the geographic clustering has been well documented (Pollock et al., 2010; Antao et al., 2005; Wade et al., 2011; Wang et al., 2013), the root cause is still unknown. Leading hypotheses have focused on the relative amount of rock being cut along with coal in many central Appalachian mines, as there has been a tendency to mine increasingly thinner coal seams over the past couple of decades (Laney et al., 2010; Schatzel, 2009). This shift has likely been accompanied by changes in specific dust exposure factors, such as increased abundance of particularly harmful dust constituents (e.g., silica or silicates) or increased frequency of harmful exposures (e.g., due to work in more risky environments) (Pollock et al., 2010; Blackley et al., 2016; Cohen et al., 2016; Douglas et al., 1986)."

A continuous pilot-scale test of the GranuFlow Process was conducted using a screen-bowl centrifuge for the dewatering and reconstitution of column -flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine clean-coal slurry from the column flotation con¬centrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free flowing granularform, while the untreated products were wet, sticky and difficult to handle. Test results indicated that the average moisture contents of the dewatered coal products were 35.7%, 35.5%, 32.6%, 29.9% and 26.5% (by weight) with Orimulsion additions of 0.0%, 0.7%, 3.2%, 4.8% and 6.4% (by weight), respectively. The handleability and dust reduction of the dewatered coal products were also vastly improved.

The Rocky Mountain region contains part of the paleocontinental shelf that lay in Arizona and New Mexico through Utah, Colorado, and Wyoming into Montana and North Dakota. The shelf was bounded by the northeast-southwest-trending Transcontinental arch and the Cordilleran miogeocline in late Paleozoic and early Mesozoic time. Major tectonic features that affected middle Phanerozoic sediments on the shelf were the Big Snowy trough and Williston basin in the north and the ancestral Rocky Mountains in the central part of the region. The Zuni uplift and similar positive areas occurred along the axis of the Transcontinental arch in the southern part. The late Paleozoic and early Mesozoic sedimentary rocks record transgressive-regressive marine cycles in which the Cordilleran shelf and much of the adjacent craton were inundated by epeiric seas. Early in the Carboniferous, an epeiric sea covered most of the shelf. Greater topographic relief developed in Late Mississippian, was at a maximum in Middle Pennsylvanian, and then diminished through Permian and Triassic time. The development in the Pennsylvanian Period of horsts and grabens along northwest- trending faults on the northwest flank of the Transcontinental arch resulted in the ancestral Rocky Mountain system. The eastern part of the region was emergent by Middle Triassic, and the emergence lasted until Middle Jurassic, owing to uplift along the Transcontinental arch. During the early part of the Mesozoic, the sediments were dominantly terrigenous and were deposited mostly in shallow littoral marine environments shifting to continental. Most middle Phanerozoic structural elements within the area of the shelf are characterized by lineaments that have either an east-northeast or a conjugate north-northwest trend. The east-northeast lineaments closely parallel the northeast trend of the continental slope (miogeocline) in Nevada to southern Idaho. The conjugate set closely parallels the northwesterly continuation of the miogeocline north of an approximately right- angle bend in south-central Idaho. The northeasterly trending Transcontinental arch and the northwest-trending margin of the Canadian Shield are parallel structural elements with the north- east and northwest trends of the miogeocline. The rectangular lineament pattern on the shelf suggests a system of rectilinear fractures within the underlying Precambrian crystalline basement rocks that moved several times in the Phanerozoic in response to external forces applied against the continental crust. Movement of these blocks influenced erosion, deposition, and lithofacies of the sediments in middle Phanerozoic time. Zones of crustal weakness, represented by the lineaments bounding these blocks, probably were influential in localizing sedimentary mineral accumulations and petroleum deposits, as well as later igneous intrusions, volcanism, and emplacement of hydrothermal ores. Igneous activity in this region was rare during the middle Phanerozoic, but these conjugate fractures seem to have been avenues for later passage of hydrothermal solutions responsible for ore emplacement.

The glass container industry is the largest producer of glass in the United States. As of this writing, there are approximately 89 active domestic production locations. In 1984, the industry shipped 11.8 million tons of glass containers. Approximately 70% of this production was clear or flint glass, 20% amber, 7% green, and the remainder miscellaneous colors. Although the production of nearly 12 million tons of glass is impressive, anyone following the industry over the last five years is aware that the industry has changed from a pattern of growth in the 1970's to one of maturity in the 1980's. Some observers, less generous, perhaps, have described the 1980's as a period of decline. In 1981, there were 119 production facilities which produced 13.2 million tons of glass the previous year. This equates to a 10% reduction in glass container production from 1980 to 1984, with a corresponding impact on the segment of the industrial minerals producers serving the container glass industry, as shown in Figures 1 and 2.
