Introduction Hydrometallurgical solvent extraction (SX) processes – featuring large quantities of combustible or flammable organic solvents - are common in the mining industry for recovering non-ferrous metals such as copper, nickel, cobalt, uranium, tungsten, iodine and lithium. Recent fire loss incidents and the widespread use of sub-grade tank farms and piping trenches, plastic piping, poor drainage, and closely spaced buildings demonstrate opportunities to improve the use of Inherent Safety (IS) in this industry. The mining industry has designed and constructed facilities with an emphasis on personnel safety, production efficiency and cost effectiveness. The use of IS to eliminate or minimize property fire exposures has not seen widespread practice. Lessons learned from the mainstream CPI have not been communicated or applied. As an example, copper SX plants have consistently used design of gravity flow as a cost and production-effective solution for transferring liquids and minerals through the process. In fact, Jergensen1 recommends to “utilize gravity to the fullest extent possible” in design of SX plants. This philosophy has been achieved by laying out SX plants with process equipment at different grade levels so that solutions can flow “downhill”. Because of the use of large quantities of flammable liquids and the potential for these liquids - if released – to flow unimpeded into other areas – gravity SX processes represent severe inherent fire consequences unless costly barriers, drainage and channeling are also provided. It appears that little thought has been given to the fire protection consequences and challenges of this design feature during the evolution of SX plants and most copper SX plants constructed today use some form of a sub-grade processing area (tank farm) and one-way gravity flow. While this layout is used to assure a cost effective operation it has resulted in significant exposures to high value production. The use of sub-grade production units is an inherently unsafe layout where flammable liquids are used and is a layout that would rarely if ever be used today by the mainstream CPI. Gravity-assist layout is only one example where copper SX plants have been designed and constructed without IS in mind. The use of combustible and frangible corrosion-resistant materials – such as glass, wood and plastic - for flammable liquid storage, processing and piping systems has significantly increased the hazards of these facilities. These materials of construction are not rigorous and allow for rapid failure and release of flammable contents during fire exposure. The use of combustible or frangible systems to handle or transport flammable liquids is not a practice seen today in the CPI.

Spiraling costs in every segment of the open-pit mining cycle is a fact of life that every operator must reckon with. The introduction of various shock absorbing devices for rotary drilling is one recent innovation that may significantly reduce overall drilling cost, increase drill availability, and lower maintenance requirements. In a recent all-inclusive test in taconite ores, shock absorbers on Bucyrus-Erie BE 60R and Gardner¬Denver GD 120 rotary drills were directly responsible for overall savings of up to $41.06 per hour. What is It? A shock absorber is simply a device installed between the rotary drive head and drill steel that cushions the two. It functions in the same manner as springs and shocks on an automobile. Some benefits associated with use of the tool are readily apparent on a daily basis; other benefits are realized over longer time intervals and through continued use. A properly designed shock absorber will: •protect the drill from severe vi¬brations, improve rock bit performance, allow application of the best weight-on-bit and rotating speed under all drilling conditions, •function effectively over a wide range of applied bit weights, • have a spring rate soft enough to perform its primary function of absorbing both rotary and vertical vibrational forces generated by rough drilling, •be reliable and subject to as little maintenance as possible, •be easy to install and remove, and • be of such an economic benefit so as to offset the added expense of its application. A shock absorbing tool developed by BJ-Hughes Inc. was used in a recent test. The "Smoothdrill" is just one of the products currently available. This unit absorbs both rotary and vertical shock loads and has no mechanical parts so lubrication is unnecessary. A rebuild of the unit consists of removing the worn rubber element and inserting a new element, an operation taking less than one hour. Minimizing Vibrations Severe vibrations on a blasthole drill operating in broken and discontinuous formations have visible effects. These vibrations often cause structural damage when allowed to' continue, resulting in fatigue cracks in the mast and related structural components in the drill. When rough running formations are encountered, drilling must be interrupted and possibly shut down. Usually, the drill operator resumes drilling using less down pressures and various rotational speeds until firmer drilling is encountered. An effective shock absorber can substantially reduce these vibrational forces so more down pressure can be applied in bad ground. It is generally accepted that longitudinal vibrations and cyclic forces are more effectively reduced if a tool is designed to incorporate a relatively "soft" shock absorber. The softness of any shock absorbing tool is best judged by its spring rate-the weight required to produce a given amount of deflection, commonly expressed in units of kg per mm or pounds per inch of deflection. At San Manuel, AZ, Magma Metals Co. operates an Outokumpu flash furnace, four Peirce-Smith converters and two anode casting wheels that are supported by six anode vessels. Process gasses from the flash furnace and converters are treated in a two-train/ double-contact sulfuric acid plant. The plant captures 98% of the sulfur. A new flash furnace was commissioned in July 1988. It has since processed more than 2.7 Mt (3 million st) of sulfide concentrate without a major rebuild. The company has gained unique experience in the operation of the flash furnace at high oxygen enrichments with low off-gas dust loadings. New procedures have been developed to maintain secondary material generation at equilibrium and for maintaining metallurgical control of operating parameters. Process flow description At Magma's San Manuel plant, concentrates and other copper-bearing material are blended and conveyed from two separate areas of the plant to three 420 t (465 st) capacity wet charge bins located above the rotary dryer. Flash furnace silica flux is conveyed to a 227-t (250-st) capacity fine flux bin located adjacent to the wet charge bins. The concentrate and flux are blended in controlled amounts and fed into a 168-t/ h (185-stph) gas-fired rotary dryer. The wet charge enters the dryer at 8% moisture and is dried to 0.2% moisture. The dried charge is pneumatically conveyed to a 580-t/h (640-stph) dry charge bin located above the flash furnace. Flash furnace charge is drawn from the bin by two drag conveyors at a concentrate feed rate of 145 t/h (160 stph). The charge is mixed with enriched combustion air and injected into the furnace reaction shaft. In the reaction shaft, the charge is oxidized to form matte, slag and a rich SO, off-gas.

Modern production equipment has been designed with greater productive capacity and higher reliability to meet the rigorous operating demands of the mining industry. These improvements have also made the equipment more complex and challenging to maintain. Whether these equipment enhancements contribute to more effective mining operations depends on the overall quality of maintenance. Maintenance is not a stand-alone activity. Although its quality depends primarily on maintenance, cooperation and support from other departments, coupled with the skillful guidance of mining managers, greatly influence maintenance success. Therefore, maintenance risk management must look beyond maintenance itself. Successful maintenance risk management begins with an assessment of the maintenance-related interactions of all mining departments within the mine’s stated operating strategy.

The Gilt Edge Superfund Site is a former heap-leach gold mine that currently is being remediated in the Black Hills of South Dakota. Mine runoff water is treated before release from the site. The field pH, before treatment, is about 3, and the water contains arsenic and some heavy metals, in addition to sulfate concentrations of about 1400 to 1500 mg/L. In the Keystone area of the Black Hills, naturally occurring arsenic has been detected in ground-water samples from wells. Keystone City Well #4, which is not used currently, showed arsenic concentrations of 36 parts per billion (ppb) and sulfate concentrations of about 19 mg/L. With field samples of water from these sites, a limestone-based method was successful in reducing arsenic and heavy metals concentrations. The results are significant because previous research with the limestone-based method mainly had involved samples prepared with distilled water in the laboratory, in which interference of other ions such as sulfate did not occur. The research indicates the potential for broader field applications of the limestone-based removal method.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

Information gathered while studying geological parameters that govern fine gold deposition in the a1luvial environment can be applied to the technological development and selection of fine gold recovery systems. It is recognized that substantial gold losses occur in the minus 1.5 mn (minus 12 mesh) fraction using conventional sluicing systems. Within the past two decades much attention has been given the design and efficiency of these thick bed concentrators. Studies and comparisons drew information from several foreign and domestic placer operations. These studies concentrated on: 1) the physical and chemical properties of alluvial gold 2) the parameters that control fine gold deposition 3) the geometrical form, components and general working structure of conventional sluicing systems 4) the physical properties which contribute to the overall efficiency of a sluice system 5) the comparison of three major styles of conventional sluicing systems. A dramatic improvement regarding fine gold recovery and water quality was observed when using modern multiple-channel sluicing systems in place of conventional single-channel sluicing systems.

The Manapouri Power Station is New Zealand’s largest hydroelectric facility located on the South Island of New Zealand. Constructed in the 1960’s, it includes a 700 MW under-ground power station and a 9.8 km (6.1 mile), 9.2 m (30 ft) diameter tailrace tunnel. The output of the power station is currently limited due to excessive head losses in the tailrace tunnel. To remedy this situation, the Electricity Corporation of New Zealand (ECNZ) retained Woodward-Clyde to design a second tailrace tunnel and appurtenant facilities and prepare Contract Documents for construction. The Project will involve the construction of a 9.8 km(6.1 miles), 10 m (33 ft) diameter, TBM-mined tunnel, hydraulic control structures at the upstream and downstream ends of the tunnel, an underground dewatering shaft and station, and tailrace channel improvements. This paper summarizes the key design and construction issues addressed during the planning and design phases, outlines the risk management provisions incorporated in the Contract, and overviews the Interactive Tender Process (ITP)that was implemented during the pre-tendering and tendering periods.

Residual cyanide in cyanidation tailings can be detoxified by its oxidation to cyanate, as in the Inco and Degussa processes. However, cyanate, the product of detoxification and other oxidation processes, may be reduced to cyanide in reducing environments, e.g., deepwater discharge of cyanidation tailings. This study shows that the reduc-tion of cyanate to cyanide occurs and that the reduction rate increases with decreasing solution redox potential. Solutions with lower pH favor the reduction rate. No significant difference was observed between the results of tests prepared with distilled water and seawater, and the presence of cyanidation solid tailings does not show an effect on the reduction. Because cyanate can be reduced to toxic cyanide, causing environmental concerns, the deepwater discharges of cyanidation tailings must be handled carefully.

The proliferations of media sources and non-profits organizations in Ghana have put the negative impacts of mining on the ?spot?; this has resulted in public outcry about mining. Although, the gold mining industry has responded by implementing several voluntary measures to ensure sustainable mineral development, these critics label such measures as ?green wash?. In this study, a content analysis of newspaper articles of the Ghana Web Database was carried out after the collection of a total of approximately 900 newspaper articles from it. The data were statistically analyzed to chronologically examine the main media view points and the changing perception of mining issues as reported by private and public media. The results showed government, mining industry (Gold), illegal miners and non-profit & community groups as the main media view points and total of twenty-eight related gold mining sustainability issues. The findings of this study could be used by the gold mining companies to improve upon the communications of their unknown sustainable mineral development measures and to design effective communications and education programs for the public.

The Swiss are building the world’s longest tunnel, the 57-Kilometer (35-mile) long Gotthard Base Tunnel. Lot 252, Tunnel Amsteg: Two Hard Rock Tunnel Boring Machines (TBM) crossed hydro-thermally decomposed granite. While the East TBM advanced slowly but steadily, the West one got stuck for five months and had to be recovered by special means and methods. Both TBMs have finished their more than 11-Kilometer (7 miles) long drives successfully. Lot 360, Tunnel Sedrun: For the first time in tunneling, roadway support machines are used through most challenging, squeezing geology. They constantly advance in full face mode for about one Tunnelmeter/24 hours.

ntroduction As the gold mining industry continues to develop in the Dominican Republic and Haiti, more deposits will undoubtedly be discovered that will be amenable to development. The Pueblo Viejo gold mine is currently in operation in the Dominican Republic. It has become an important component of that country's economy. Pueblo Viejo output is important to the government as a foreign currency earner. It is also said to be among the world's more successful gold mines. But, while Pueblo Viejo is successful, no other major gold discoveries have been made in recent years. Therefore, alluvial deposits of gold have caught the attention of geologists on the Island of Hispaniola. In the past four years, exploration and investigation of alluvial deposits have been initiated in both the Dominican Republic and Haiti. This type of activity is expected to continue over the next few years. Alluvial gold mining is rudimentary gold washing, done mostly by farmers. It is an old tradition, dating back at least 100 years, and is done by small, independent, or community farming villages in the mountains and plains of the Dominican Republic. Investigations in the DR Recently, alluvial gold investigations have been undertaken in well known locations of the Dominican Republic. One is in the Villa Altagracia area. Here, the terraces and gravels of the Haina River basin were examined, test-pitted, and assayed by Minera Altagracia, a local Dominican mining group. Results led to a new investigation by the state-owned Rosario Dominicana (RD), the company that mines the gold at Pueblo Viejo. Rosario tested areas previously investigated by Minera Altagracia. RD could not define the type of concentration that could justify an industrial-scale type of exploitation. The Haina River placers are located in the flats and valleys of Central Dominican Republic. They are classified as small-scale type of operations where local cooperatives can do the traditional gold washing. It is not now considered a dredgable project for a mining company. The next alluvial gold investigation was undertaken by the Dominican Department of Mines and others in an area of some 700 km2 (270 sq miles) in the northeast near Miches. Farmers have been washing gold in streams and excavating pits in various areas, particularly La Mina and have made a living. Government geologists panned several hundred streams and river tributaries. They also washed material from deep excavations. The results, however, were negative insofar as locating alluvial gold concentrations suitable for large-scale or industrial-scale exploitation. The most favorable locations were the terraces along the Jayán and Cuarón Rivers in the area of Miches. But the grade od concentration is poor. Actually, only traces of gold were found in these

The Washington Suburban Sanitary Commission (WSSC) has recently completed design for the Bi-County Water Tunnel Project. The project will include a 10-foot diameter, 5.3-mile long hard rock tunnel located within the Piedmont Physiographic Province in Montgomery County, Maryland. The rock formations present along the alignment are comprised of igneous and metamorphic lithologies. This paper presents the steps taken to characterize the complex geology along the tunnel alignment into a single ?Engineering Unit? based upon the intact rock and rock mass properties. The Rock Mass Rating (RMR) system is planned to be used as the basis for dividing the ground into three ?Excavation and Support? classes. This RMR approach was selected to establish contractual baselines as presented in the Geotechnical Baseline Report (GBR) and is intended to facilitate management of the ground support characterization during construction.

The Bolivar Cu-Zn skarn deposit in the Piedras Verdes mining district of Chihuahua is one of many base and precious metal deposits in the north-northwest trending Sierra Madre Belt extending across the states of Chihuahua, Durango and Sonora in northwestern Mexico. The information presented here is drawn from two papers on the Bolivar property1,4 plus new information. Historical mining and exploration for polymetallic Cu-Zn-Pb-Ag-Au deposits in the Sierra Madre Belt dates to Spanish Colonial days. Access to the Bolivar Property (Figure 1) is by paved road (approximately 305 km southwest from Chihuahua) and approximately 80 km by all-season gravel roads to the villages of Cieneguita (population ~1,000) and Piedras Verdes (population ~500) adjacent to the property. [ ] The Bolivar property comprises an old Cu-Zn producer (the Bolivar Mine), exploration concessions adjacent to the Bolivar Mine, and a new camp at the mine that supports mining, exploration and maintenance. From 1980 to 2000, former operators extracted approximately 300,000 tonnes of ore that was hand sorted to an average grade of 5-6% Cu and 25-30% Zn. From 2005-2010, Dia Bras produced from the mine just over 600,000 tonnes at an average grade of 1.7% Cu and 8.6% Zn. Dia Bras transported mineralized rock 275 km by truck and rail to its Malpaso mill, located about 30 km west of Cuauhtémoc in central Chihuahua, from 2005 until October 2011 when the new Piedras Verde mill was commissioned only 5 km from the mine. (Note: the Company cannot use the term ?ore? because it has never completed a feasibility study.)

This paper summarizes the main achievements of our previous project entitled "Development of a technological system producing quality guaranteed fly-ash based binder". Furthermore, this study deals with the laboratory experience of lignite fly ash utilization for two different goals. On the one hand the fly ash was tested as a binder; on the other hand it was investigated as an underground mine backfill material. Considering the first goal, the utilization of a mixture of mechanically activated fly ash and lime for producing an independent binding composition has been assessed involving determination of relationship between the degree of activation of fly ash and the strength of the obtained concrete. The results confirmed that this hydraulic binder is suitable for construction of stabilization and capping layers or base layer. Regarding the backfilling application, this paper presents laboratory experiments, their results including settling tests, hydraulic permeability and strength measurements and dense slurry technology related results.

Various attempts have been made to build leadership and management expertise with little success. There are numerous reasons these attempts have failed. Three reasons, along with suggested solutions, will be explored: 1) lack of ownership of the development process by those affected; 2) lack of congruence of the development process used and the business strategies of the organization; and 3) a comprehensive development process. We will discuss a development model applied inside a smelter and refining complex over one year involving all levels of management. The process was credited with helping to substantially reduce cost and enable breakthroughs in production, quality and safety results.

This paper discusses the process utilized by the Kiewit?Bilfiger Berger Joint Venture (Contractor) to select, design, and procure the largest mixshield tunnel boring machine (TBM) ever implemented in North America. The mixshield will excavate the 8,534 linear m × 6.7 m ID (28,000 linear ft × 22 ft ID) tunnel for the City of Portland Oregon?s, Bureau of Environmental Services (Owner) East Side CSO Tunnel Project. An increase in the importance of low-grade materials as sources of gold and silver has led to the need for improved analytical methods on leach solutions, ores and various effluents, residues, and in-process streams. These are required by plant operators as guides to process control and for accounting pldrposes. Atomic absorption spectrophotometry (AAS) and AAS preceded by pre- concentration have been applied successfully to resolve many such problems. However, AAS is no panacea and imprecision or loss of accuracy can result if adequate precautions are not taken to prevent losses and eliminate interferences. The recent methods are discussed together with methods for overcoming difficulties. Comparisons with more classical analytical techniques are also given.

INTRODUCTION The plate loading test is a simple, useful tool in rock mechanics. The test consists of applying load to a rock surface and noting the resulting deflections. Plate loading tests are typically used to obtain modulus of deformation and related material properties, but can also provide information on blast damage and in situ stresses (1). Properties obtained are of course dependent on test procedure and test environment . In order to eliminate extraneous results it is essential that the interrelationship between the physical test environment and various rock properties obtained be thoroughly understood. Test interpretation is based upon elasticity methods, and the general assumptions made during analysis which include the following: 1. The rock is homogeneous, isotropic, elastic and continuous. 2. The stress is induced in a semi-infinite solid. 3. The plate is perfectly rigid or completely flexible. 4. Rock properties are independent of in situ stresses. 5. The plate and rock surface are smooth and parallel.

The city of Kuala Lumpur was founded in 1857 by miners seeking tin near the confluence of the Klang and Gombak rivers. The rapid development of the city and surrounding area since independence has led to more rapid runoff during rainstorms and to gradual canalisation of the rivers with some restricted sections. The outcome has been more frequent and more severe floods (Abdullah 2006). At the same time the centre of Kuala Lumpur has become a modern inter-national city with tall office buildings, hotels, and shopping centres connected by a network of wide roads and commuter rail systems. With these the cost of dislocation during floods has risen as has the cost of making good damage afterwards. The Government of Malaysia considered these consequences unacceptable and sought ideas from the private sector for a solution. Potential solutions consisted of variations on the themes of bypassing the city centre with a flood relief tunnel or of providing off channel storage or a combination of both. Since under Malaysian law a tunnel cannot be constructed under private property unless this is first purchased or agreement reached with the owner, it was necessary for most of the tunnel alignment to run below existing heavily congested roads. After considering these facts Gamuda Berhad and MMC Berhad, two leading Malaysian development and construction companies, decided to propose to Government an innovative solution in which the tunnel would be used to carry road traffic except during floods.
