Bench-scale selective-flocculation tests were conducted on samples of Florida and Western phosphate process tailings. Physical, mineralogical, and surface characteristics were determined for both types of samples. The flocculation tests investigated dispersant and flocculant types and doses, pH, and slurry percent solids, while other parameters were held constant. Where selectivity was achieved, phosphate minerals remained dispersed, whereas silicate minerals flocculated and settled. In single-stage tests, flocculants having low to medium anionic character effectively upgraded products at moderately elevated pH. Multiple-stage tests, and tests in which flocculants of lower molecular weight were used as site-blockers, gave improved results.

Editor's note: information for this feature was taken from the published APCOM proceedings. Computer trends, with special focus on the reasons for computer use, grabbed the lion's share of attention at the 23rd worldwide meeting on the Application of Computers and Operations Research in the Mineral Industry (APCOM 23). However, technical topics did not provide the meeting's sole focus. The last-minute inability of certain former communist countries to fund the travels of a few scheduled speakers was a reminder that science does not operate in a void. As with all technical progress, the APCOM presentations raised interesting questions regarding interrelated organizational dynamics and political and socioeconomic issues. Consider US Bureau of Mines (USBM) research to design an expert control systems to "duplicate" an experienced, "good" operator during automated underground roof bolting. In his presentation of the project, Takach, Jr. stressed the importance of preserving the ability to switch from automatic to manual drilling control. From a technical standpoint, this allows the expert system to "learn" from a good operator. As important, he said, is that this flexibility decreases the human operator's sense of being replaced by the machine. The question arises: Which will loom larger in union minds, increased operator safety through remote opera¬tion or the potential for total operator replacement? Like any new product, computer technology relies on marketing to aid its acceptance and use. Consider, too, a decision support system, by Schena and Gochin, for mineral resource management in a developing country. This paper presents tunnel design considerations for the SR75/282 Transportation Corridor Project in Coronado, California. The project is managed by the City of Coronado in cooperation with Caltrans and the US Navy and may include a one-mile long twin-tunnel section with two options: a 36.5 foot diameter twin-bored tunnel or a twin cut-and-cover box. The alignment crosses the Coronado Fault, and design provisions were needed at the fault crossing to maintain life safety and prevent rapid inundation of the tunnel in the event of fault rupture. These provisions are discussed along with considerations related to liquefaction and ground shaking. The project is currently in the planning stage with construction to start around 2012.

Peng The highlights of this paper are : • The shield supports with lemniscate links will exert a tangential force on the roof strata, causing unnecessary and harmful roof movements, thus damaging the roof structure. The principal source of the tangential force is the horizontal movement of the point O, the pivotal joint between the canopy and the caving shield. When the support height is changed during setting, the point O will move along a curve upward and rearward toward the gob. As a result, it produces a vertical movement, causing the roof to move up a distance of ?d, and a horizontal movement toward the gob, creating vertical fractures in the roof. • The major purpose for employing the lemniscate-link system is to protect the hydraulic legs against the action of the bending moments induced by the tangential force that causes deformation or destruction of the legs. • Based on these two points, the author suggested that, in order to eliminate the harmful effects of the lemniscate-link system and strengthen its advantageous features, a shield support with a new design of that mechanism has been developed. With the new design, the conventional rigid lemniscate links are replaced by hydraulic rams. When the pressure inside the rams reaches a certain level, the ram will yield.

Predictive maintenance technologies including vibration analysis, tribology, infrared thermography, ultrasonic detection, and electrical measurements have been applied to large electric mining shovels. The predictive program was initiated on the P&H Model 2300 and 4100 electric shovels. The utilization of these technologies has shown the potential for improving electric mining shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition based planning of component replacement. Maintenance costs are minimized by focusing resources through condition based prioritization.

CO2 emissions from carbonate laden reclaimed mine spoil has been shown to pose a hazard to residents in homes built on or adjacent to such land. The objective of this project was to develop a soil CO2 flux survey protocol for assessing reclaimed mine land. The research involved CO2 chamber accumulation flux surveys; stable carbon isotope ratio analysis; statistical hypothesis testing to examine correlation between CO2 flux and soil temperature and moisture as well as spatial dependence; and geostatistics to map CO2 and delineate high flux zones. Soil temperature was observed to have a positive correlation with fluxes while soil moisture was observed to be negatively correlated. Spatial dependence of CO2 fluxes on reclaimed mine land was observed on one of the two study sites. The research suggests that macro-porosity and gas permeability may be important factors that explain CO2 migration in mine spoil. A flux survey protocol has been developed, based on these results, for reclaimed mine lands. The work demonstrates the capability of geostatistical methods to delineate high flux fields. Further research will be required to determine suitable thresholds for such analysis.

Introduction The intent of this paper is to present the general strategy and method of implementation to achieve a "fast-track" mine development. The major objectives of a "fast-track" or rapid development schedule are to minimize front-end development expenditures and to realize an early cash flow from operations. The Borealis project of Houston International Minerals Corp. (HIMCO) is used as the working example to illustrate the development schedule. Borealis is a 2.3 kt/d (2,500 stpd) gold-silver heap leach operation near Hawthorne, NV, Pre-Feasibility Planning Proper early planning and identification of priority items were necessary to expedite project progress. On April 1, 1978, HIMCO leased the rights to the Borealis prospect and initiated exploration activities almost immediately. Since Borealis was showing excellent potential for mine development, an effort to clear the way environmentally was initiated during the summer of 1979. With the Borealis properties located within the Toiyabe National Forest, the US Forest Service (USFS) was recognized as the "lead" or respon¬sible agency for addressing the environmental issues. Early scoping of the environmental issues by both HIMCO and the USFS allowed HIMCO to take the initiative and address two potentially critical issues-archaeological and biological. Third party consultants, agreed upon by HIMCO and the USFS, were contracted to conduct archaeological and biological surveys. Desert Research Institute of Reno, NV, provided archaeological services, and JFL & Associates of Boulder, CO, provided biological services. These efforts began in the fall of 1979 and continued through the summer of 1980. Conservative Design Criteria By adoption of conservation design criteria, flowsheets and processing data required for detail engineering were firmly established with a minimum of impact on schedule. On Oct. 21, 1980, HIMCO formally initiated a feasibility study to evaluate the Borealis project. Four organizations were contracted for particular scopes of work: • John T. Boyd Co.: Ore reserve estimation, preliminary mine plan, and mine capital and operating cost estimation. • Bechtel Civil and Minerals: Conceptual engineering, processing capital and operating cost estimation. • Hazen Research Inc.: Metallurgical testing. • Sierra Pacific Power: Cost estimation for power supply. Metallurgical testing and conceptual engineering of both heap and agitation leach flowsheets were investigated concurrently. Numerous economic evaluations were conducted for both heap and agitation leaching at varying production capacities. The results indicated a heap leaching flowsheet treating 454 kt/y (500,000 stpy) yielded the best economics and was compatible with the "fast-track" development goal. Conservative design criteria was established to provide operating flexibility and ensure plant productivities. A summary of major design criteria is presented in Table 1. HIMCO assembled the results of the studies of the various consultants along with internally generated studies to produce the feasibility document. The decision to supply 100% equity by HIMCO rather than arrange project financing help to expedite the project. Cooperation Between HIMCO and Regulatory Agencies With cooperation and mutual trust established between HIMCO and regulatory agencies, the time required for environmental permitting was streamlined as much as practical. To expedite the required construction permits, HIMCO proposed to the USFS that HIMCO fund the total cost of an Environmental Assessment Report (EAR) and that issues be addressed at the technical level of an Environmental Impact Statement (EIS). The previous studies on the critical issues of archaeology and biology provided HIMCO with the information to satisfy the proposed approach. Houston International Minerals and the USFS agreed to have Environmental Research and Technology (ERT) of Fort Collins, CO, prepare a draft EAR for the USFS.

Dust surveys were conducted at six underground coal mines to determine if deep-cutting practices expose face workers to higher levels of respirable dust. The surveyed mines were able to successfully mine deep cuts without significantly increasing the dust exposures of face workers. For exhausting face ventilation, field data indicate that scrubber airflow is the most important factor for controlling dust. Data collected for this study indicate that 20-mesh screens should be cleaned for every 40 ft of advance because 22% of the deep cuts surveyed for this study experienced a 20% to 35% decrease in scrubber airflow over the course of the cut. For blowing face ventilation, field data and past research indicate that dust control is aided by maintaining a proper curtain-to-scrubber airflow ratio of 1.0 (measured before scrubber activation) as well as a curtain setback distance that allows the miner operator to stand at the mouth of the curtain for the entire cut. Dust levels on the bolting faces did not appear to be affected by the longer cycles associated with deep-cut mining when good ventilation practices were used.

Research has shown that excessive soil compaction is detrimental to the establishment of trees in reclaimed soils. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed soils. It is believed that reclamation practices which minimize soil compaction will produce better results when forestland is the intended post-mining use. The University of Kentucky has developed reforestation test cells on reclaimed soils at a surface mine in eastern Kentucky to test this hypothesis. Each test cell has been planted with various species of trees, and since 1997, data have been collected at these test cells for soil average dry bulk density, average penetration resistance, average depth to refusal, and average survival rate of trees. These data have been correlated to determine the relationship between soil compaction and tree survival rate. It is believed that the two soil compaction parameters may ultimately be used to predict tree survival rates on reclaimed surface mined lands.

As open pit mines continue to grow deeper and productivity continues to increase, the management of respirable dust and noxious gases can become a challenge. The natural wind flow in open pit mines is often recirculatory. This recirculation traps dust and gases in deep open pit mines. This problem is particularly acute in high latitude open pit mines due to a phenomenon known as an atmospheric inversion. In the winter, arctic and subarctic regions experience short days and long nights. This deficit of solar radiation creates a situation in which cold, still air accumulates near the bottom of the pit. In open pit mines, this can result in unhealthy accumulations of gases and other contaminants in the open pit mines. In this study, the natural wind flow patterns in and around open pit mines were investigated using a computational fluid dynamics (CFD) program. Two dimensional models were created for a variety of pit geometries. The effect of depth, slope angle, and wind speed on the recirculation pattern in the pit was examined.

In report the results of performance of research works on building up of the connected geoecological and geomechanical monitoring system for modelling and study of a state of mining massif in a region with large-scale underground mining works are discussed. The connected geoecological monitoring requires radical change of methodology of carried out works. To carry out modelling and researches it is impossible without construction of the integrated connected information model of region. Basis of construction of information systems and databases for all sections of Earth Sciences is the set of the approaches, among which, for example, methods of remote sounding, GIS- and GPS-technology etc. Computer technologies are basis on the "supercomputer" technology. The results of performance of some researches for regions of excavation of deposits of potash salts in Russia and Belarus are presented.

Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

John Marks said in his acceptance of the Hartman Award in 2008 ? ?I guess that without the occasional complaint, your mine is probably over-ventilated? (Marks, 2008). Miners are seldom in this situation and often spend much of the time trying to find enough air to keep the operation running. With examination there are some things that can be done to make the best use of ventilation systems. Should there be surplus air, in which some of these options may result - financial and other benefits can be obtained. Some of the issues mine operators have needed to address recently are increased airflow requirements to dilute diesel particulates in metal and non-metal mines. Also, operations are faced with demands from reserves that are deeper, hotter and further away from fans and shafts, not to mention increased production demands. Mine ventilation air is a costly commodity, especially by the time it has been heated or cooled and moved to the bottom of the shaft and through the mine airways. Most of the options presented in this paper are useful for metal non-metal operations but some may be applicable to coal too. OPTIONS FOR IMPROVEMENT Some of the areas to be addressed are shop ventilation methods, auxiliary equipment areas, dedicated intakes and returns, optimizing development, examination of mine airway utilization and alternative ventilation methods. UNDERGROUND SHOPS First, examine what is being done with the underground shop air. If it is being coursed directly to the returns there may be some potential to better utilize this, in most cases, relatively contaminant free air. Research the legal options for ventilating mine shops. MSHA regulations in 30CFR 57.4761 (1) allow the following options: To confine or prevent the spread of toxic gases from a fire originating in an underground shop where maintenance work is routinely done on mobile equipment, one of the following measures shall be taken: use of control doors or bulkheads, routing of the mine shop air directly to an exhaust system, reversal of mechanical ventilation, or use of an automatic fire suppression system in conjunction with an alternate escape route. The alternative used shall at all times provide at least the same degree of safety as control doors or bulkheads. Discussion This regulation gives some operators flexibility in ventilating underground shop facilities. If shop air is to be coursed through the work area, and then directly to the mine return, the question should be asked ? is the quality of air good enough to be reused in the mine, and if so, what are the risks? Can the risks be accommodated and managed to accomplish the change? If so, a considerable increase in mine level airflow could be attained by reusing shop air. Clearly, regulations are a minimum standard, and can be exceeded. Metal non-metal mine regulations are not as specific as coal due to the multitude of different mining methods and conditions utilized. Risks must be thoroughly examined and addressed to assure a safe environment. Issues Determine what contaminants are being produced in the work area ? welding fumes, diesel exhaust, paint fumes, chemicals and solvents, etc. Survey the area and determine exposures. MSHA requires exposure monitoring in 30 CFR 57.5002 (1) of dust, gasses mists and fumes to assure air quality is being met. Perform surveys and examine existing data to quantify personal and area concentrations of contaminants. Often there is adequate circulation such that exposure levels in shop work areas are low. After sending shop air back into the system any contaminants would be further lowered by dilution with other mine intake air downstream. Look at the shop work schedule. If only on day shift, the other two shifts and possibly weekends have no activity or source of contamination to affect the ventilation system. The worst case planning scenario would be a shop fire. Study and simulate how this would affect the mine and shop area. MSHA regulations require an escape route and a fire suppression system be installed and maintained as follows in 30 CFR 57.4671 (1): (d) Automatic fire suppression system and escape route. If used as an alternative, the automatic fire suppression system and alternate escape route shall meet the following requirements: (1) The suppression system shall be? (d)(1)(i) Located in the shop area; (d)(1)(ii) The appropriate size and type for the particular fire hazards involved; and (d)(1)(iii) Inspected at weekly intervals and properly maintained. (2) The escape route shall bypass the shop area so that the route will not be affected by a fire in the shop area. Case Study In an underground room and pillar mine, active mine workings were advancing further away from the mine shaft with deteriorated returns and leakage having a negative effect on ventilation airflows to the face. Mine level airflows were 236 m3/s (500,000 cfm) and shop airflows were 24 m3/s (50,000 cfm) (see Figure 1A). No additional capacity was available at the main surface fan. A solution was to utilize the shop air then send it to the mine areas instead of directly to the return. Considerable information on shop air quality and exposures from many years of operation was examined and no negative data was discovered. A risk analysis determined that moving forward with a shop air reuse program was desirable. A plan was developed, analyzed and decision to proceed approved by mine management. The change was simulated on the computer with the USBM/MTU MFire program before being implemented. This included utilizing fire scenarios to examine potential exposures to inby mining sections and plan escape routes. Laboratory and pilot-scale test data have shown that the innovative feed presentation of the CrossFlow separator provides improved metallurgy when compared to traditional hindered-bed or teeter-bed classifiers. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Recent side-by-side industrial-scale evaluations have verified that this technology can improve overall efficiency, reduce the cut point of separation, and increase throughput capacity. This paper describes the important features that make this novel separator ideally suited for size classification and density concentration. Test data from heavy mineral, phosphate, and industrial mineral applications are also discussed.

Collaboration between education providers is the key to long-term sustainability and improved quality in mining education. The mining industry is now, more than ever, an industry doing business on a global basis. Staff are recruited by global mining companies in many different countries and can find themselves deployed anywhere in the world. The mining engineer of tomorrow must be willing to take on this international challenge, and must be educated to a level where he or she has a comprehensive grounding in technical aspects of mining engineering, but also a well-founded appreciation of management, social, environmental and cultural issues which may be encountered around the world. In order to deliver such an education, academic providers must collaborate at both a national and international level. This paper provides an overview of progress that has been made in Australia through the national joint venture ? Mining Education Australia (MEA). Supported by the mining industry in Australia, through the Minerals Council of Australia (MCA), MEA has now been operational since 2007 and is seeing the development of a range of innovative courses and delivery methods, together with a high level of staff co-operation across the country. MEA has also now commenced some international teaching initiatives which are seen as a catalyst for a far greater degree of international collaboration in the future. Such activity is not only to the benefit of the students who are taught by experts from around the world, but it also ensures that individual university programs remain viable in terms of staffing numbers and financial performance. The paper also presents some statistics on recent upward trends in mining engineering student numbers from around the world, in response to the global shortage of mining engineers.

R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. The event was Knight Piésold and Co.’s Roundtable 2007, held in Elko, NV. It was third such event put on by the company. The issue this year was site-wide water considerations.

The main train station of Leipzig in Germany is currently being upgraded from a head station to a partially thru station. In order to achieve this, significant ground improvements are necessary. Soil freezing for example is used to create the excavation box retaining walls. The freezing works will be carried out from two tunnels with an inner diameter of 2.4 m (~ 8ft). The tunnels were constructed by the pipe jacking method. The cutter head of the machine was equipped with discs and scrapers. Driving and excavation was carried out using a bentonite supported face. Due to the small arrival shafts, the machine had to be lifted out in components. The essential limitation of settlements during the drives was achieved even better than expected.

Hydro-Jex© releaching was undertaken during the summer of 2010 at the Valley Leach Facility (VLF) at AngloGold Ashanti?s Cripple Creek & Victor Gold Mine. Several advancements to the technique were made in response to the technical design and operational challenges posed by the unique site conditions. New geophysical resistivity monitoring techniques were developed to monitor solution migration during the injections. These developments are presented along with discussion of gold production resulting from the project.
