The use of coal for power generation is being questioned in many developed countries, as a result of ever-tightening environmental restrictions and concerns about the potential impact of CO2emissions on climate. Coal will continue to be the fuel of choice for new power plants for many developing countries with large percentages of the world?s population, because of its relatively low cost and broad availability. Even in many of the developed countries that are under pressure, coal will continue to fuel large percentages of power due to the installed base. Using coal efficiently and in an environmentally responsible manner will be a challenge for technology and politics in this new century, with the politics played out on the world stage. Coal use will vary in the next few decades, including short-term changes such as the use of more diverse coals and the increased use of efficient ultra-supercritical boilers to longer term ?refining? of coal to produce a range of energy and chemical outputs. This paper outlines EPRI?s Global Coal Initiative aimed at needed developments and demonstrations that support the long-term vision of environmentally sound and economical coal use for power generation, and discusses some of the forces that are driving this development effort.

Rockbursts continue to be a scourge in the mining industry, being responsible for accidents and damage to mining excavations. Although the problem has been present for more than a century, and although much research has been carried out, a solution is still elusive. Determination of, firstly, the demand on the support system imposed in the rockburst and, secondly, the capacity of the support system, cannot be carried out with any confidence, and therefore rockburst support cannot be designed using a conventional design approach. In contrast with the conventional approach, observations of rockburst damage in a mine have revealed a possible alternative approach to rockburst support ? sacrificial support. It was observed, in rockburst events, that a support system consisting of concrete panels restrained by grouted cables was destroyed, and the concrete panels were ejected. However, the rock behind the panels remained apparently undamaged and in place. This behaviour reignited the concept of sacrificial support, conceived more than 20 years ago, and which is described in this paper. The remedial solution implemented on the mine, involving cables wrapped over the panels and retained by grouting into boreholes, has been subjected to rockburst loading and has confirmed the validity of the sacrificial support concept. The concept of sacrificial support may be controversial, but is deliberately presented here with the aim of generating discussions and contributions, and with the ultimate aim of improving safety and reducing rockburst damage in mines. Like it or not, CPD is upon us. As from 1 January 2006, all registered engineering professionals, i.e. professional engineers, professional engineering technologists, professional certificated engineers and professional engineering technicians, were required to undertake CPD in order to keep their professional registration current. The rules regarding CPD have been gazetted under Government Gazette No. 28328, Board Notice 131 on 23 December 2005, and they also appear on the ECSA website?www.ecsa.co.za. For the convenience of our members they are reproduced in full in this issue of the SAIMM Journal.

The demographics and the growing numbers of people provide a strong signal that the demand for electrical power in Southern Africa will grow considerably over the foreseeable future. Without a steady and increasing supply of electricity development of the continent is likely to be constrained. The inventory of solar, wind, hydrothermal, geothermal and biomass resources will probably provide sources of energy for the future The parallels between extraction of natural resources in the minerals industry and the green energy industry is striking, and the well-established project development process in the minerals industry provides an ideal and useful template for comparing the establishment and development of green energy projects. The potential levels of power generation and carbon savings are described.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. In this paper the origins of the mortar intruded concrete concept and its development and application in the construction of watertight bulkheads in South Africa are described. The events leading to the commissioning and execution of the West Driefontein Experimental Plug and the Virginia/Merriespruit Boundary Plugs, and their roles in the proving of the technique, follow. The development of the first Transvaal and Orange Free State Chamber of Mines Code of Practice for Mortar Intrusion Concrete for Underground Plugs and Bulkheads, Johannesburg, November 1962,is explained. The saga of the October 1968 flood and subsequent salvage of the West Driefontein Gold Mine is recounted. The paper concludes with mention of the validation programme carried out for the Placer Dome Western Areas Joint Venture and their South Deep water barrier programme.

The Youga gold mine in Burkina Faso, West Africa, is scheduled to produce first gold in the third quarter of calendar 2007. The project is expected to produce 540 000 oz of gold over 6.5 years, from a conventional open pit carbon in leach mine. The direct capital cost of the project is US$47 M. Etruscan Resources Inc, a Canadian based gold exploration and development company, holds 90 per cent of the project company Burkina Mining Company SA (BMC). The state of Burkina Faso is free-carried for the remaining ten per cent of BMC. RMB Resources Limited, of Melbourne Australia, has arranged a US$35 M project finance facility for BMC (the Borrower) as the majority of funding for the Youga project development. The loan facility was provided by RMB Australia Holdings and Macquarie Bank Ltd (the Lenders) each as to 50 per cent in the lending syndicate. The Lenders also provided a gold hedging facility to guarantee a minimum price for the project's gold production. Burkina Faso is a francophone country, part of the Economic and Monetary Union of West Africa (UEMOA). The project financing is the first such facility to be arranged for a mining project in Burkina Faso, with little or no precedent available in other UEMOA countries. Therefore, while the Youga gold project is forecast to be a robust project applying conventional mining and processing methods, a number of legal, technical, commercial and social issues required identification, evaluation and resolution before the loan could be established. This paper describes that evaluation process and the resolution of these issues. In-house experience and expertise in both the Lenders' and Borrower's teams has facilitated a greater understanding and `ownership' of the issues and hence provided comfort with risks which might not normally be taken in conventional project developments and project financings. As a result, blanket external reviews were not required by the Lenders. A long-standing relationship between Etruscan and RMB Resources also facilitated solutions to a number of issues. Nevertheless, a degree of flexibility by the Lenders, the Borrower and Etruscan was required to successfully close the financing.

During mining, the stress in the coal face varies, and, at the same time, the gas flows from the coal body into the excavation, which will cause the gas pressure to change continuously. Assuming the coal gas content of the coal to be constant, and applying the law of energy conservation, the influence of stress concentration on the gas pressure was analysed. It was found that the stress is proportional to the gas pressure. Finally, as a result of analysis and the law of gas flow, the gas pressure dynamic distribution ahead of tunnelling was modelled, and the mechanism by which blasting induces outburst was explained by making use of the model. The Ashanti mine is located within the Lower Proterozoic Birimian of Ghana, and covers a concession of 474 square kilometres at its Obuasi operations which comprise large scale underground, surface and tailings treatment facilities. The mine had operated for a century at the end of 1997 and had produced nearly 25 million ounces of gold, a significant proportion of which came from the underground operations. This paper covers the strategy under which exploration for both surface and underground mineral resources was instrumental in enabling the expansion programme to go ahead together with the methodologies and results that have developed in the exploration area over the last five years. Within capital expenditure constraints, the objective on surface is to replace oxide depletion with a secondary objective of discovering new sulphides in areas other than the main trend. In the underground, the exploration strategy is directed at replacement of both underground and surface sulphide depletion, minimising finding costs and assisting the development of long lead time infrastructure. The exploration application describes the methodologies in use for both surface and underground exploration that have been developed in recent years in conjunction with a description of a major review conducted in 1995/96 of the exploration database using an integrated approach, geochemistry, geophysics, remote sensing and structural geology. A revisit of soil geochemical data in particular, and modification of exploration methodology led to the success in finding relatively significant new oxides in 1997.

The current global economic climate has adversely affected the resources industry in general. For the gold mining industry, even though the gold price has been stable as compared to other resources, there is still a need to cut costs even further in order to be profitable and sustainable. Of all the costs that are associated with mining, comminution of ore accounts for the majority. Comminution costs constitute mainly electricity, grinding balls and liners. Of these three components, grinding balls form the major portion of the consumable costs, and can be as high as 40%?45% of the total. As a result, proper grinding ball selection is a key consideration towards reducing mining costs. This paper discusses quality control procedures that can be conducted in order to select the best grinding balls for a particular application. The Modified Zincex® Process, developed by Técnicas Reunidas, is highly flexible dealing with a wide range of pregnant leach solutions. No matter if those solutions are produced from primary or secondary raw materials, and/or are based on conventional leaching, pressure leaching, heap leaching or bio leaching the result is always high-purity zinc product. The zinc solvent extraction unit within the process is a very effective barrier for impurities and a buffer for the composition of the pregnant liquor. This unit achieves an extremely pure aqueous extract that can be converted into different final products. All of them are characterized by fulfilling the highest purity standards. Also, there is the possibility to adapt the global process to a wide range of pregnant liquor compositions and various production capacities up to a zinc production limit over 150 000 t/a with a single solvent extraction plant.

The performance of microemulsified diesel and conventional diesel collectors in coal flotation was compared by flotation indicators, including combustible recovery, ash content of the clean coal, and the flotation index. An efficient separation with lower dosage was obtained using the microemulsified diesel collector. Under optimum separation conditions, the microemulsion consumption was 100 g/t less compared with diesel. The saving in diesel consumption using the microemulsion reached about 70%, disregarding the consumption of the surfactant and cosurfactant. Frothing tests showed that the frother dosage was decreased by using the microemulsion collector, because of the surfactant and cosurfactant added during preparation. The microemulsified diesel collector is superior to the conventional diesel collector in terms of diesel consumption and separation efficiency, but the selectivity requires further improvement. Traditionally, dithiocarbonates (xanthates) have been the preferred collectors for the flotation of platinum-bearing sulphides. However, collector development has led to trithiocarbonates (TTC), which have proven to be very effective bulk sulphide collectors. The interest in TTC flotation behaviour is currently focused on the interaction of these collectors with other collectors, specifically the dithicarbonates. Batch-flotation research has shown synergism to exist among dithiocarbonate, dithiophosphate and trithiocarbonate collectors. Increased sulphide recoveries, both for the first-minute and final concentrate, were realized using mixtures of these collectors relative to the standard.

This paper investigates the performance of the neural network technique in a placer deposit situated at the Nome district in Alaska. Initially a single neural network model was constructed to estimate the gold grade. However, at a later stage, an ensemble model consisting of multiple networks was also constructed via the Adaboost algorithm. The reason behind the use of the ensemble model of the Adaboost algorithm was to examine if the ensemble model provided superior performance to the single neural network. As indicated by other studies, Adaboost did not have a better performance than a single neural network in this specific application. This may be due to the high noise inherent in the gold data used in this project. Consequently R2 values of gold prediction are also poor for both the single and multiple networks.

Changes in reductant and energy inputs which are required to adjust the slag composition in an ilmenite smelter to a higher or lower FeO content are calculated. The calculated changes are based on the assumption that solidification equilibrium with the freeze lining constrains the slag composition to follow a eutectic groove in the TiO2-FeO-TiO1.5phase diagram. Calculated equilibrium conditions along the eutectic groove are presented, and form the basis of the calculations. The inputs of energy and carbon need to deviate strongly from the steady-state values to adjust the slag composition. The inputs required at any given time depend on the desired rate of change of the slag composition, and the current slag composition. The steady-state relationship of a change in energy input of 5 kWh corresponding to a 1 kg change in carbon input also holds for the changed inputs during transient changes in FeO content. Mining is an inherently risky business; from the technical, environmental, social, and economic uncertainties associated with advancing an exploration prospect to a viable project to the operating, market, and safety risks and uncertainties attached to a developed mine. Since we cannot totally escape the risk and uncertainty related to resource projects, as an industry we should improve our presentation of the upside and downside risks in the context of the project?s development path and maturity. More transparent, consistent, and balanced views of technical confidence will better inform both internal and external stakeholders about the expected risk in the project. International reporting codes set out the minimum standards, recommendations, and guidelines for public reporting of Exploration Results, Mineral Resources, and Mineral Reserves. However, the reporting code principles of transparency and materiality are largely subject to the interpretation of the competent person(s), which may introduce a degree of subjectivity in reporting, particularly the level of disclosure regarding supporting information. It is fundamental that Mineral Resources, Mineral Reserves, and study outcomes are reported so as to unambiguously present the level of inherent technical uncertainty (or confidence) in a project, while conveying a balanced view of the opportunities a project presents. Reporting needs to consider various stakeholders who may rely on this information, and present the data in the context of the changing risk profile associated with project development paths and project maturity. This paper discusses the interdependence of resource-to-reserve conversion, the consideration of various technical-economic study types, and the level of confidence conveyed to stakeholders relying on these technical reports and other company public announcements.

The bioleaching of arsenopyrite, the oxidation of arsenate and the precipitation of ferric arsenate are competing reactions, hence their rates depend on the relative concentrations of the respective species, and the activity of the bacterial culture. Bacterial arsenic resistance may be attributed to the Pst+Pit-mutation and an energy dependent efflux pump. Pst+Pit-mutations result in a reduced uptake of arsenate. This enables the bacteria to survive in solutions in which the arsenate concentration is significantly higher than the arsenite concentration. However, the excretion of arsenate requires energy. Therefore, in the absence of an energy source or during periods of reduced bacterial activity, the inhibitory effect of arsenate may manifest at concentrations to which the culture has been adapted. The chemical ferric leaching rate of pyrite and arsenopyrite decrease with a decrease in the solution redox and may be described using a modified Butler-Volmer equation. The bacterial ferrous-iron oxidation kinetics of L. ferrooxidans also depend on the redox potential, and can be described using a Michaelis-Mententype model modified to account for both temperature and pH. A model developed using the independently determined ferric leaching, and ferrous-iron oxidizing kinetics, has been shown to compare well with the experimental data for the continuous bioleaching of pyrite. Slag-metal equilibrium experiments were conducted at 1500ºC and1580ºC under 0.03 atm, 0.05 atm and 0.83 atm CO partial pressures using silica and Cr-oxide crucibles. The complex slags belonged toSiO2-CaO-Al2O3-MgO-FeOx-CrOxand the metal phase to the Cr-Fe-C-Si-(S) systems. The carbon saturation of the metal phase was avoided using oxide crucibles and thus the results are pertinent to ferrochromium refining slags and processes. From equilibrium data and thermodynamic calculations, the CrO /(CrO+Cr2O3) ratio in the slag was determined as 0.75, 0.80 and 0.86 under 0.83 atm and 0.05 atm of CO pressure at 1500ºC and 0.03 atm and CO pressure at1580ºC, respectively. The results clearly demonstrated that a higher chromium content of the metal results in higher Cr in the slag, and chromium in slag decreases with increasing SiO2. The results were also sensitive to the crucibles used as these oxide crucibles saturated the slag either with respect to SiO2or Cr-oxides. It was also demonstrated that the relative amount of CrO in the slag was higher when SiO2crucibles were used in accord with thermo-dynamic calculations. Iso-concentration curves for carbon and chromium of the metal phase in equilibrium with the slag were drawn on a pseudo ternary SiO2? (AI2O3+CaO+MgO) ?(Cr2O3+Fe2O3) diagram. The activity coefficients and activities of carbon and chromium of the metal phase were also calculated from the experimental data and available thermodynamics information and were plotted as iso-activity curves in the same pseudo ternary diagram. The platinum mining industry has experienced a significant increase in fatal accidents. Mine accidents are in principle preventable, and there is enormous pressure on employers to reverse this trend. This paper reviews safety management systems (SMS) as well as behaviour-based safety (BBS). Based on the review, SWOT analyses are performed on the SMS and BBS processes and a model of an integrated safety management system (ISMS) is introduced. A number of fatal accidents is analysed to identify factors that contributed to accidents in the mining industry. Thereafter the potential weaknesses of an SMS of a platinum mine are exposed and the potential benefits of implementing the ISMS for this case study are demonstrated.
