The last issue included a discussion of recent indications of a 1983 recovery and a brief analysis of the contribution of the U.S. mining industry to the gross national product (GNP). In this issue we present sales and other data indicating the strength of the 1983 recovery and quantitatively analyze the structural shifts that have taken place in the U.S. economy and mining industry since 1972, and changes in electricity consumption by the mining industry. U.S. Economic Recovery The tentativeness in the February/March issue of Minerals and Materials regarding the strength and sustainability of the U.S. economic recovery can now be replaced with a note of increased confidence. Real growth of GNP on an annual basis in the first quarter of 1983 was 2.5 percent, compared with 1.4 percent predicted in the Economic Report of the President.1/ Preliminary second-quarter 1983 data provide further cause for optimism. Recently released data indicate that consumer spending is playing a key role in the recovery. Retail sales have increased significantly across a wide array of goods, especially consumer durables, where sales increased 4 percent from March to April (table J) and were 12 percent higher in April [ ] than the 1982 monthly average. Consumer durable sales were led by sales of building materials spurred by the growth in residential construction, motor vehicles and parts, and household durables, including appliances and furniture.

"INTRODUCTION This report describes an exploratory project conducted by the Bureaus of Mines on a fluorite deposit, near Glenwood, N. Mex. Results of wagon drilling, crosscutting, and test pitting are given, together with results of metallurgical tests made upon samples of the ore. Mining and treatment methods are suggested.C. H. Johnson, Bureau of Mines engineer, examined the deposit in August 1942. H. E. Rothrock, of the Federal Geological Survey, completed a preliminary geologic study and mapped the deposit during the fall of 1942. As a result of these brief investigations, it was concluded that the deposit contained substantial inferred ore reserves, and exploratory work was recommended. G. A. ApelI, also of the Bureau of Mines, made a topographic and underground survey and report on the mine in March and April 1944. A wagon drill, air compressor, and other equipment and supplies were delivered to the property on May 19 to 23, 1944. Drilling began under the direction of the author on May 25, 1944, and was completed in October 1944. The results of drilling and. sampling form the basis of this report."

Several federal and state agencies have promulgated regulations that require the installation of operator protective structures on mobile equipment used in mining, construction, agriculture and logging industries. These regulations cover many different types of vehicles, from small farm tractors to large rubber-tired front-end loaders, and require structures that help protect the operator from death or injury from vehicle overturns, from falling tree tops and logs, from falling rocks, and from tree limbs in clearing operations. Two general types of vehicle operator protective structures have evolved over the past twenty years. The first of these is the "Roll-Over Protective Structure" or "ROPS" that is essentially a "roll bar" or "roll cage" that provides a relatively safe area for the vehicle operator if the vehicle should tip over and roll. The second protective structure is the "Falling Object Protective Structure" or "FOPS" that provides overhead protection against falling material. The terms "ROPS" and "FOPS" are often used interchangeably (sometimes inaccurately) with "cabs", "canopies", "roll bars', "protective structures" and other such descriptive names. In this report, 'ROPS" describes the function of the structure; 'FOPS" also describes a particular function. Thus a ROPS/FOPS could describe a cab or a canopy that provides both roll-over protection and falling object protection.

Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom of wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

The value of Alabama's nonfuel mineral production in 1984 was $409.8 million, and established a new record high for value of nonfuel minerals in the State, at 13.4:% over the previous high of 1983. Output of nearly all nonfuel minerals increased; phosphate rock was one of the exceptions, with no recorded output in 1984. Cement, crushed stone, lime, sand and gravel, and clays were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; third in fire clay and kaolin; fourth in bentonite, ferroalloys, and dimension marble; fifth in masonry cement, lime, and recovered sulfur; and sixth in portland cement. Alabama ranked 22d in the Nation in value of nonfuel minerals produced.

Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. These proceedings contain the opening remarks to the seminars and eight technical presentations an various aspects of coal mine illumination.

Manufacture of lime is one of the oldest industries. Plants are distributed widely and furnish an essential raw material for numerous commodities. Use of lime in hundreds of manufacturing and chemical processes, by the building trades, and in agriculture has created a demand for large production and has necessitated exhaustive research on methods of manufacture and uses. The bibliography of publications on lime is extensive; but, for the most part, each publication has dealt with individual operations. The purpose of this paper is to present a general picture of the industry as a whole. The abundant literature has been abstracted and quoted freely, and the National Lime Association has furnished valuable data for certain sections. Publications containing more-detailed information on the various branches of the industry are referred to in the footnotes and bibliography.

The Tri-State district, as its name indicates, is composed of portions of three States, the southeastern corner of Kansas, the northeastern corner of Oklahoma, and an adjacent strip of Missouri east of these portions of Kansas and Oklahoma. An area approximately 40 miles long in a northeasterly-southwesterly direction, and 30 miles wide at right angles thereto, containing minable occurrences of ore at widely scattered locations, comprises the district. However, what has been and is the main productive area, is a strip about 35 miles long and 10 miles wide, which begins at Miami, Okla., as its southern extremity and runs in a northeasterly direction through Commerce, Picher, and Hockerville, Okla., Baxter Springs and Galena, Kans., and Joplin, Webb City-Carterville and Carthage, Mo. Almost the entire present production comes from the area between Commerce and Baxter Springs.

In its study of methods for reducing metal losses in the non- ferrous metal industry, the Bureau of Mines has conducted a long series of experiments on electric brass melting and collected much data on the experiments of others. Reports bearing on this work that have already been published by the Bureau of Mines are Bulletin 73, "Brass-furnace practice in the United States," and Bulletin 77, "The electric furnace in metallurgical work." A comprehensive report describing the design and operation of all types of electric brass furnaces and showing their performance in experimental tests on a commercial scale is in course of preparation. However, commercial tests of several new and promising types of furnaces are still under way, the results of which should be included in any general discussion of the subject. For this reason it has seemed desirable to issue a preliminary bulletin giving the data on a type of furnace developed in one stage of the bureau's work.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. PRODUCTION in the United States of carbon black has increased from 20 million pounds per year in 1920 to over 2 billion pounds in 1964 valued at $156 million, mostly for consumption by the rubber-tire industry, which uses over 90 percent of total production. Production of over 2 billion pounds in 1964 is a 7.8-percent increase over 1963 and is the first time furnace black production has topped 2 billion pounds. Although 1964 channel black production dropped 6 percent below 1963, carbon black produced by the furnace process, which ac-counted for 92 percent of total production, increased 9 percent to 2,053 million pounds. Total shipments during 1964 amounted to 2,245 mil-lion pounds, a 7 percent increase. This growth parallels the expansion of the automotive and petroleum industries. Along with this expansion have been many advances, both in methods of manufacture and in the quality and variety of blacks available to industry. There are several kinds of carbon black, thermal, channel, furnace, lamp, and oil blacks. Until recently, channel has been the important black in rubber compounding. Following the introduction of the synthetic GR-S, and more recently of "cold rubber," it has been found that certain furnace blacks with particle size larger than that of the standard channel black give superior reinforcement. A great advantage of furnace black is that its yield per unit of gas feedstock is higher than that of channel black. The 184-million-pound increase in domestic carbon black sales was partially offset by a 37-million-pound decrease in exports. Decrease in exports especially to Europe, is expected to continue. In Europe, as in the United States, the major end use for carbon black is in the manufacture of automobile and truck tires. Although the number of automobiles in Europe is predicted to grow by about 7.5 percent per year, compounded until 1975, the increased demand will be met by a 20 percent increase in existing capacity and by the new plants being built in Europe by U.S. companies. Also) aromatic oils for producing furnace blacks are plentiful now that western Europe's chemical industry is switching to a petroleum base.

Brazil's gross domestic product (GDP) grew only slightly in 1988 to $277 billion at current prices.2 The growth rate was the smallest registered since 1983, when the rate was minus 2.8%. The economy's performance was strongly influenced by a 2% to 3% decrease in industrial production and civil construction. The mineral industry, however, countered the downward trend in the industrial sector and grew a modest 1.4%. In November, Brazil adopted a new Constitution that placed significant restrictions on foreign investment in the mineral industries. Under certain provisions of the new Constitution, foreign companies were prohibited from establishing new mining ventures in Brazil as sole or majority owners. They could now enter the mineral industry only as minority shareholders with Brazilian partners. Foreign companies already established in Brazil had a 4-year grace period to find majority Brazilian partners, or to establish vertically integrated processing operations (mining, processing, smelting, and refining). The new Constitution also prohibited foreign risk contracts for petroleum exploration.

A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

The following report is made through the Bureau of Mines as a result of the work under the cooperative agreement with the State geological survey and the engineering experiment station of the University of Illinois. It deals with the use of permissible explosives in the coal mines of Illinois, and is intended primarily to present to mining men the possibility of assuring safer conditions in mining through the use of these explosives. Twenty coal mines in Illinois were using these relatively safe explosives at the time this report was prepared. Of these, seventeen were in Franklin County, two were in Saline County, and one in Montgomery County. In these various fields experience had shown that although black blasting powder was a useful agent in breaking down the coal at the working face, yet it had given such conclusive evidence of its danger to life and property in causing explosions and mine fires that a substitute was sought and has been found in permissible explosives. Each coal mine in Illinois in which permissible explosives are used was visited and a study made of the problems involved. The report deals briefly with the dangers of black blasting powder now in such common use in coal mining. It discusses the development of permissible explosives and their introduction into Illinois coal mines and points out the characteristic differences between permissible explosives and black blasting powder. The present system of blasting and the most approved methods of using permissible explosives are described. Data are given to show that not only has safety and efficiency in these mines been greatly improved, but that the cost of explosives to the miner per ton of coal has been reduced, and that sizes of coal produced from permissible explosives compare favorably with those previously obtained at the same mines with black blasting powder. The successful use of permissible explosives in these Illinois mines as well as in many other mines throughout the country should aid in their introduction into a larger number of mines and bring about that degree of freedom from explosions and fires which should be attained in mining.

This bulletin, which discusses open-cut mining at the metal mines of the United States, is the last of a series of such papers by the Bureau of Mines describing the principal methods of mining.4 Open-cut mining is applicable to flat-lying mineral deposits relatively near the surface. Vein deposits seldom are amenable to this method, although outcrops of veins sometimes are worked as open pits. Most of the iron ore of the country is mined from open pits; according to the Minerals Yearbook, 67.4 percent was mined from open pits and 32.6 percent from underground mines in 1937. Open-cut mining is relatively new in the copper industry but yields more copper than any other method; in 1937 about 52 percent of the copper ore mined in the United States was taken from open pits. Lead-zinc ore has been produced from open pits in the Joplin (Mo.) district, but most of the deposits in this area, although flat-lying, are too deep to be mined economically by the open-cut method. In 1937 one company at Oronogo, Mo., was stripping overburden and mining mixed oxidized and sulfide ores by this method.

The use of liquid hydrogen as a high-energy fuel introduces numerous hazards not ordinarily associated with the use of other more conventional fuels. These hazards are attributable to the unique properties of hydrogen in the liquid and gas states (table 1). Since little work has been conducted on explosion and related hazards of cryogenic fuels, a research program was undertaken to obtain basic data on such dangers for hydrogen and other combustibles under these conditions. These data were used to outline emergency procedures for protecting personnel and equipment when an accidental spillage of liquid hydrogen occurs and to establish a quantity-distance table for the storage of this fuel. The vaporization of liquid hydrogen from a surface is treated as a prob¬lem in heat transfer theory. Two extreme cases are briefly considered: (1) The transfer of heat occurs at constant temperature drop between, the boiling liquid and the hot surface, and (2) the transfer of heat is limited by the rate at which it can flow to the surface from a hot insulating medium. The available data indicate that the former case (1) is applicable when vaporizing from a conducting surface and, initially, when vaporizing from an insulating medium; the latter case (2) is applicable after initial flash vaporization has occurred from the insulating medium. The vaporization rate determines in part the rate at which flammable hydrogen vapor-air mixtures are formed above a spill area. However, the rates at which heat is transferred to the vapor, and air is brought in contact with it also are of importance. Accordingly, the distribution of flammable mixtures above a spill area was determined experimentally. In general, flammable mixtures were found to be both above and within the visible vapor cloud.

Large quantities of gasoline are lost each year by evaporation from bulk-storage station tanks. The rate of evaporation from bulk-station tanks is influenced by two principal factors: First, the vapor pressure of the gasoline in the tank; and second, the amount of "breathing" of the tank. The vapor pressures of the gasoline govern the amount of the gasoline vapor in the air-vapor mixture above the gasoline in a tank at a given temperature. This is one of the principal factors in determining the total pressure of the air-vapor mixture within the tank. The "breathing" of the tank is caused by the inflow of air from the atmosphere during certain periods of the day and the expulsion of the air-vapor mixtures at other times, caused by atmospheric variations. The pressure built up within a tank and the amount of gasoline in the air-vapor mixture are both a direct function of the temperature existing within the tank. Therefore, two of the most common methods for reducing evaporation losses from bulk-station tanks are: (1) The use of vapor-tight tanks equipped with relief valves and operated at 1 or 2 ounces of pressure and about .5-ounce vacuum; (2) reducing the temperature of tanks and their contents by painting them a light color, by insulation, and in some instances by using water sprays. Water sprays, although effective, usually are too expensive to operate economically. In order to determine and compare the effects of various colors, insulation, and pressure in reducing the evaporation losses of gasoline held in storage in bulk-storage tanks, the Bureau of Mines made observations from May 29 to October 15, 1930, on five horizontal tanks of 12,000-gallon capacity each, which were erected at the plant of Black, Sivalls and Bryson Manufacturing Co., Kansas City, Mo. This report gives in detail the results of these evaporation tests.
