"This is a talk about the experiences that Rio Algom Mines Ltd. has had in the Elliot Lake uranium area trying to make the tailings more compatible with the surrounding environment. To get a better idea of the problem that we are associated with we have to go back to the location. The Elliot Lake uranium area is situated about half way between Sault Ste Marie and Sudbury and is about 20 miles north of Lake Huron. In 1950, uranium was discovered along the north shore of Lake Huron and by 1961 we had up to 9 mines operating in the area. Then the United States Atomic Energy Connnission withdrew their contracts so that at present there are only 2 mines operating. From all the mines that we had operating, we ended up with 7 tailings areas. From these 7 tailings areas we have 5 sites where we have active treatment or rehabilitation. There is the Pronto site where we are treating uranium tailings and copper tailings. There is the Lacnor-Nordic site which is located just out of Ellio Lake. The Milliken-Stanleigh site is in the Crotch Lake area. The Panel tailings is off the north end of Quirke Lake and finally there is the operating property of Rio Algom Mines at Quirke Lake.To understand fully the problem with this rehabilitation we have to look at the constituents of the ore. The ore body is a quartz conglomerate with uraninite and brannerite as the uranium bearing minerals in a fine ground mass of quartz, sericite and pyrite which separates the larger quartz pebbles. The approximate composition of the ore is: 80% quartz, 13% chlorite, 7% pyrite and 0.2% uranium minerals. The processing method also adds a few constituents to the final tailings."

Mission Bay is a 300-acre reclaimed site in San Francisco, California, that is currently being redeveloped. Plans include new neighborhoods, parks, a new University of California, San Francisco, research and development campus, a biotechnology campus, and commercial office buildings. New infrastructure is being constructed throughout the site, consisting of utilities, pump stations, and roadways. Previously, Mission Bay was a part of the San Francisco Bay. Reclamation of the shallow bay coincided with the booming development in San Francisco in the 1880s and continued through 1920. Subsurface conditions are extremely variable throughout the site. The stratigraphy generally consists of 5 to 45 feet of fill, up to 140 feet of weak, compressible clay (?Bay Mud?), dense sand, stiff clay, and bedrock of the Franciscan Complex that has been encountered 5 to 210 feet below the ground surface (bgs). Geotechnical issues related to these subsurface conditions include liquefaction, lateral spreading, settlement, and adequate foundation support. This paper presents case studies of the geotechnical aspects of design and construction of several buildings in Mission Bay, highlighting the similarities and variability in the subsurface conditions and the different conclusions and solutions developed for each project. The case studies will include: 1) a building supported on steel H-piles where the depth to bearing varies from about 70 feet bgs in one half of the site to 165 feet bgs in the other half; 2) a building supported on precast, prestressed, concrete piles bearing in a thick, very dense sand layer; 3) a building with over 100 feet of Bay Mud supported on 120- to 180-foot-long PCPS concrete piles driven to bedrock adjacent to buildings supported on steel H-piles driven to bedrock; and 4) sites where auger pressure grouted displacement piles (APGD) and Tubex piles were installed. Case studies will include results of pile driving analyzer (PDA) testing and static pile loads tests, where performed.

This paper outlines the results of a relationship developed during the design and construction of the foundations for the Gallery Towers project in Melbourne. Both the builder and the piling contractor were determined to arrive at a satisfactory foundation solution to the problems encountered at the site. The scope of piling work was to provide load-bearing piles under the building columns, some of which were located within a retention system that also required a piling solution. Geological conditions were variable and challenging. The site area was small and located adjacent to the National Arts Centre in the developed Southbank area, a high density office area. This presented logistical problems in limiting construction traffic on site and also demanding minimal noise and vibration emanating from piling activities. The piling contractor, Vibro-Pile, and the builder, Walter Construction Group, faced the challenges presented with a refreshing cooperative attitude that was beneficial to both companies. Commercial issues rising from design and construction problems were first put apart in order to allow the respective technical department of each company to work with minimum constraints to achieve the most cost effective solution. In the process usual adversarial attitudes resulting in loss of time and money was avoided. A number of issues were addressed successfully at minimum cost and time during this contract. Despite the difficulties encountered, the job was completed on time and with negligible claims for extras, resulting in the development of a strong mutual respect between both companies.

G. A. Vissac (Consulting Engineer, Vancouver, B. C.) —Some of the data presented in this paper, in connection with cost studies of washed coals, should be clarified and qualified. Washing a raw coal down to a low ash content may mean higher losses in refuse, but the cost of the operation may be more than compensated by the increased value of the resultant product. However, careful engineering and accurate machinery are required to insure maximum profits. Washing at a low gravity separation demands a very accurate automatic process, chiefly when the small sizes of coal are being handled. Coal consumers today are buying mostly on a Btu basis, cognizant of the fact that low ash contents result in lower installation costs and in savings in handling and transportation charges. The attached Table X gives the actual balance sheets of the various cleaning operations corresponding to various ash contents for the two coals presented in the paper, using the old technique of a two-products separation. or the new technique, now commonly used in Europe, of a three-way separation made possible by new methods and new equipment. Savings in capital costs, handling, and transportation have been calculated on the basis of a delivered cost f.O.b. plant of $10.00 per ton of coal at 16.5 pct ash (actual 1953 average price reported by Consolidated Edison, N. Y.), and of $3.50 at the mine also for 16.5 pct ash coal. In both cases this corresponds to values of 126 and 4.26 per 1 pct of combustible and per ton, respectively, on delivered and on at the mine prices. As an example, the middle western coal at 16.5 pct ash, raw, washed down to 4 pct ash in a two-way process will give 53.75 pct of clean coal at 4 pct ash and 46.25 pct of refuse at 31 pct ash. The value of the losses will be 0.4625x(100—31)x0.042 = $1.34. Add the cost of washing, capital, and operation, which is $0.35. The total cost will then be $1.69. But with a three-ways separation we will have 53.75 pct of first-grade coal at 4 pct ash, 37.25 pct second-

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

"A few situations are first reviewed where practical shortcuts lead to acceptable solutions where none seemed to be possible. These include: The solving of many complex sampling optimisation problems with the simple approach of the worst case policy (WCP). A simple approach to single-stage sampling problems will be mentioned at continuation. In the plants, minimising the impact of border effects in incorrect samplers, so that the resulting samples are approximately correct and acceptable in practice because the bias risk attached to them is controlled. Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. Compagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. The ore is processed through crushing, grinding and gravity separation. Tailings are stored in a ?fine? pond. Analyses of the fine ponds proved a residual gold grade sufficient for a chemical treatment. However, direct cyanidation would require a too large installation, regarding the local conditions (accessibility, supplying and rainforest meteorological conditions). It has been then decided to test the feasibility of a pre-concentration using flotation. Lab tests have been carried out by SGS Lakefield (Canada) in March 2007, which proves the technical feasibility. Therefore, CME asked Caspeo to: ? Carry out an on-site flotation pilot campaign. ? Design an industrial flotation circuit. The tailings reprocessing will contribute to a better tailings management and a dry up of the gold resource, limiting the risk of illegal mining after remediation of the CME site. CME MINE The Esperance gold mine is located in French Guyana, in the vicinity of several gold deposits as Omaï, Rosebel or Camp Caïman, holded by Iamgold and Newmont. These main gold deposits are located on the figure 1. Esperance was put into operation in the early 90?s. The first years were devoted to the mining of alluvial gold in the gravel of the Esperance Creek. Since then, operation was led in the primary gold deposit. Annual production is on average 254kg for a total production in fifteen years of 4300kg. Geology Esperance deposit is located in the greenstone belt of the Guyana Shield. Mineralization is in tectonic contact between sedimentary basin of Maroni and a granitic massif. Clastic series, composed of conglomerate and lamina sandstone, overlie a volcano-sedimentary basement (series called "Paramaca"). The area is strongly folded by shear movements, resulting from granite deposit. Gold is in interlacing quartz veins intersecting the clastic series. Gold is present in association with pyrite. Other elements, as silver or arsenic, are in negligible quantity. Exploitation The Maroni River is the only access to the Esperance mine. Only the saprolite and a part of the transition rock are extracted in the open pit. Excavation works are done using shovels Hyundai 450 (4 units) and haulage works using articulated dumpers Terex TA35 (4 units). These two sorts of equipments are presented figure 2. Mill The mill is composed of crushing and grinding processing plants. After gravity concentration, both plants produce tailings that are stored in two ponds: the first pond contains coarse product which segregates the particles crushed to 2mm upstream and settled clays downstream; the second pond contains the fine product made of particles ground to 200µm. These two ponds, bordered by dams and diversion canals, are located on former alluvial sites of Esperance Creek (see figure 3). [ ] The CME mill is currently producing gold concentrate, with a global recovery of about 67%. The ore is crushed by one jaw crusher and two hammer crushers. An abandened breakwater, located at the rear of No. 2 berth in Dongdu Port area of Xiamen City, was not cleaned thoroughly when the backfilling of sand started. The uncleaned stone layer was about 2 to 3 meters deep, with the average piece of stone weighing about 1 to 3 kN. A large grain storing house, 220X 60m2 in area, was designed and built at the above mentioned complicated site. The foundation of the grain house are made up of the cast-in-situ piles. It is well known that it is difficult for the submarine engineering drill to go down through such large-sized stones. Having com-pared the various plans, a final decision has been made which involves explosions with small amounts of charge plus cone bit in the enlarging of the size of the pores. Such a method has successfully prevented the pores from slumping and made it possible to fulfill the project without any difficulties. This paper also introduces the ways in effectively dealing with each individual stone.

This information circular is one of a series the Bureau of Mines plans to publish describing the methods and costs of mining uranium on the Colorado Plateau. The Big Buck mine is one of the larger underground uranium-vanadium ore mines on the plateau. The mine is about 39 miles southeast of Moab in the Big Indian mining district, San Juan County, Utah. The Big Buck claims were located late in 1947, when uranium mineralization was discovered in the Cutler formation at its outcrop along the escarpment that forms the west side of Big Indian Wash. Charles A. Steen made the first major discovery of uranium ore in the Chinle formation in the Big Indian mining district on July 6, 1952, when 14 feet of high-grade uranium ore was encountered in a diamond-drill hole drilled on his Mi Vida claim. The Big Buck ore body now being mined by Standard Uranium Corp. is a southeast extension of Steen's original discovery.

The Eskay Creek Mine is a high-grade gold and silver underground mine in northwestern British Columbia. The mine started operations in late1994. For the first three years, ore was crushed to -50 mm(-2 in.), blended to satisfy smelter terms and shipped to smelters in Japan and Canada. Preliminary evaluations indicated that a complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. So markets for raw ore were identified and underground mining and ore transportation operations began at a production rate of 300 t/d (330stpd).

The paper focuses on construction of a 2.55-km (8,365-ft) long, 2.4-m (8-ft)diameter storm drain tunnel in Evansville, Indiana. The tunnel was driven through saturated soft ground varying from clay to fine sand. The paper presents: an overview of design and design rational including specific EPB machine requirements; the contractor’s proposed and accepted alternative construction methods and TBM design; and construction issues and performance. Some of the key points discussed are the use of the TBM in different operational modes for alternative ground conditions, the effectiveness of dewatering systems, production rates, and issues such as surface settlements and gas.

A Bureau of Mines investigation identified no mineral deposits in the Lost Creek RARE II area. Sand and gravel has been mined from alluvial flood plain deposits just outside the RARE II boundary. An oil and gas lease application which includes the eastern portion of the RARE II area is pending. Abundant basalt in the area can be crushed and used as aggregate; but it could not compete with similar deposits in more favorable locations, or with cheaper substitutes such as volcanic cinders or sand and gravel which are available outside the study area closer to major markets. No indication of coal or geothermal energy resources was found. INTRODUCTION Location and Access The Lost Creek RARE II area encompasses 8,300 acres (3,400 ha) of Lassen National Forest in north-central California, about 20 mi (30 km) north of Lassen Peak. The closest city is Redding, California, 50 air mi (80 km) southwest. Peripheral access is provided by State Highway 89 passing near the western RARE II boundary (fig. 1). The Pacific Crest Trail traverses the western margin of Hat Creek Rim adjacent to the eastern boundary of the area.

Direct transfer, or community translocation, comprises salvage and replacement of intact æsodsÆ of vegetation together with underlying soil. It has been applied to New Zealand mine sites restoration of native grasslands, wetlands, scrub lands, and forest. It is an equivalent technique to æinstant lawn or tree gardenÆ, commonly used in urban landscaping. Two to six m2 scoops of vegetation, with up to 0.7 m of soil attached, and including root plates of trees and shrubs, are relocated from stripped areas ahead of mining to sites prepared for restoration. Direct transfer uses hydraulic excavators or face shovels and dump trucks, possibly with the aid of bulldozers and other earthmoving machinery. The main advantages of direct transfer, compared with sowing or planting systems for mine site restoration, are the recycling of plant and soil materials which were often wasted by burying under overburden materials, a significantly faster revegetation process, and restoration of the whole ecosystem (plants, animals, birds, invertebrates, and microbes). The main disadvantages are higher costs of stripping and dumping, a greater degree of machine operator skill required, and scheduling becomes critically important. To illustrate the key principles, this paper gives examples of successes and failures of the technique for a variety of New Zealand mining situations. Direct transfer has been successful for a range of communities, from fern wetland and sub-alpine tussock grasslands to 5 m-tall beech forest under storey and seral shrub land, and from temperate to sub-alpine climates. Successful examples show both rapid recovery of indigenous vegetative cover and conservation of habitat for birds and invertebrates. Failures have resulted from excessive death of plants because of inadequate soil salvage depths, acidic leachates, inappropriate handling of stripped sods by inexperienced machinery operators, or prolonged drought conditions immediately following relocation. Change in plant species composition has occurred where clumps of vegetation are too far apart, or shifted plants were too small - in both cases invasive weeds have smothered the original vegetation. Changes in hydrology can also have significant impacts. Our experience indicates that the advantages of direct transfer far outweigh the disadvantages and is now used as the preferred restoration method, where practicable, at mines where it has been trialled.

The Gebo Mining District (District) is located in the Bighorn Basin of Wyoming. Commercial underground coal mining began in 1906 with the arrival of the railroad in Thermopolis, which is located approximately 11 miles to the south. Mining in the District ceased by the early 1970’s. In Fall of 1999, Lidstone and Associates, Inc. (LA) and their subcontractors were retained by the Wyoming Abandoned Mine Land Division (WyAML) to perform an inventory of over 500 abandoned mine sites across Wyoming. During the summer of 2000 field inventory, a 30-foot deep headcut (Figure 1) and sink-hole were noted in the West Fork of Sand Draw (WFSD), immediately west of the Town of Gebo. The headcut and sink-hole were located at the culvert outfall associated with a stream crossing of a relatively well traveled county road. Upon further investigation, it appeared that underground mine workings had been exposed at this location. This resulted in a condition whereby water would be conveyed directly into the mine workings during a runoff event. The exposed mine workings as well as stream capture created a very hazardous condition. The WyAML implemented mitigation measures in the summer of 2000 by constructing a temporary stream crossing upstream of the existing failed crossing. To address this hazardous situation as well as a number of other hazards identified in the District during the field inventory, the WyAML retained PHC Reclamation, Inc. (PHC). PHC was directed to perform a field investigation and develop a Reclamation Plan to address all existing abandoned mine hazards in the District. Federal, state, and private parties own lands within the District. Hazards identified during the investigation included an underground mine fire, open adits, open shafts, subsidence, drainage problems, and coal slack. A Report of Investigation (ROI) was submitted to various regulatory agencies that documented the existing conditions and conceptual reclamation plans to remediate the hazardous conditions. After review of the ROI by the US Department of Interior - Bureau of Land Management (BLM) an on-site meeting was conducted. BLM Cultural Resource personnel declined to approve a District reclamation project until a historical overview of the entire District was prepared. Due to the hazardous situation associated with the WFSD stream crossing, Hot Springs County Road and Bridge Department convinced various state and federal regulatory agencies to allow reclamation of the stream crossing to occur. A decision was made to allow reclamation on privately owned lands within the WFSD drainage. This decision limited the amount of channel that could be subjected to reclamation upstream of the crossing to privately owned lands. PHC contracted LA to perform a geologic, geomorphic, hydrologic, and hydraulic investigation of the drainage to assist in the development of a WFSD reclamation plan. LA’s investigation consisted of four parts: Delineate the extent of mine workings in the area; Identify all drainage structures that required mitigation; Survey a series of channel cross-sections and a longitudinal profile of the impacted channel; and, Develop basin hydrology to assist in the design of a stable reclaimed stream channel.

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

The past 40 years have seen the sand and gravel industry grow from small roadside pits and holes in farmers&apos; back yards to giant corporations selling millions of tons of sand and gravel each year and owning plants representing huge capital investments in land and equipment. The days hen a man could "work out" his taxes by providing the materials for nearby roads are gone forever. In addition to the hundreds of privately owned and operated plants, Government agencies operate sand and gravel pits and plants to supply aggregates for the tremendous road-building and public-works programs in progress during the past few years. EXPANDING PRODUCTION In 1940 the send and gravel industry produced almost a quarter of a billion short tons valued at more than 110 million dollars. This compares with less than 2 million short tons worth 1 1/2 million dollars produced in 1902. The practice of screening sand and throwing away the gravel in the early days of the industry&apos;s growth has stopped, and in 1940 gravel constituted two-thirds of the total production. In the more restrained language of engineers, the Institute&apos;s 75th Anniversary Celebration attracted the largest crowd ever; was the longest Annual Meeting ever held, occupying a full week; had more important papers, more important people, more of an international flavor, and more glamour than ever before. And in the minds of those who came to the big city from the wide open spaces, one other record should be mentioned: for those not on an expense account, it was the most expensive affair ever staged by the Institute! To state the attendance down to the last digit for a meeting such as this is impossible. The total names registered on cards, plus those who attended the Annual Banquet but were not otherwise registered, came to 3149. But a few were registered twice, and probably a still larger few did not register at all, but just dropped in for a session or two in which they were interested. It would appear that 3200 would be about as close an estimate of attendance as could be made, and that is some 300 more than came to the biggest Annual Meeting of the past-in 1944. A considerable number of members brought their wives, but most were delegates at large.
