Remote control is usually associated with deep mine, continuous mining machines. This is because thin-seam operation precludes an onboard operator's compartment or the mine has approval to conduct extended cut mining. Using a tethered or radio-linked control box, the remote operator is typically situated 3 to 15 m (10 to 50 ft) from the working face. The operator receives direct operational cues through senses like vision, hearing and feel. Remote control is sometimes touted as a safety feature. However, this is not always true, as operators are not provided protection from roof and rib falls or being crushed between the machine and a rib. Remote control operators are also left exposed to dust and noise. Teleoperation described here is the computer-based, distant control of mining machinery from a protected operator compartment located out of the line-of-sight from the operational site. Video, sound and other sensory information are gathered through sensors and electronically transmitted to and displayed at the operator's location. The teleoperator responds to the information and makes decisions that are initiated by control devices (usually switches). These control commands are then electronically transmitted to the re¬mote machinery and the appropriate machine function(s) are carried out. Teleoperation increases the safety of mining machine operators as it removes them from the immediate vicinity of hazards. The US Bureau of Mines' involvement with teleoperation dates back to 1979. Following feasibility studies, a highwall milling system (HMS) was developed and tested. A deep, thin-seam, room-and-pillar system (TSRPS) has been designed and is currently being surface tested.

Introduction The domestic copper industry has suffered for some time from declining ore grades; rising costs associated with conventional mining, milling, smelting and refining; tightening environmental restrictions; and shrinking markets due to materials substitution. Ore grade depletion is a major problem. It is illustrated by the decline in average copper yield shown in Fig. 1. From 1979, copper grade has dropped 60%, lowering yields from 1.2% to 0.49% (Sousa, 1981). The US copper industry is taking drastic measures to enhance its competitive posture and to guarantee its future worldwide position. In a sense, this involves a general restructuring of the processing philosophy of US copper producers. Judging from recent trends, this restructuring relates to the application of solution mining techniques to the treatment of copper ores and low grade waste material. Recovering copper by leaching techniques has been practiced for centuries. As early as the mid-16th century, some Hungarian copper mines were recycling copper bearing leach solutions through waste heaps (Nash, 1912). In the US, recovering copper from dilute mine waters has been carried out for more than 100 years. There are, however, certain technical innovations that have elevated the importance of solution mining as a process for copper recovery. These include: • Advances in solvent extract-electrowinning (SX-EW); • Developments in acid and acid ferric cure processes for oxide and mixed oxide sulfide ores; • Improvements in heap and dump construction; and • Advances in in situ leaching technology. Generally, solution mining enjoys certain intrinsic advantages over conventional mining and milling. Compared to conventional milling, the combined capital and operating costs of leaching facilities are normally lower, start-up times are faster, and the leaching operation usually has less impact on the environment. Furthermore, solution mining represents an expedient way of extracting metals from small shallow deposits, and is particularly suited to the treatment of low grade sources. And, in the case of waste dump leaching, there is a tremendous resource in-place that has the mining cost already off the books. This paper updates current US copper solution mining trends. Solution mining systems Schlitt (1980) summarized the characteristics of the principle leach systems in the US. He pointed out that the wide variations in copper deposits make solution mining a more site-specific activity than conventional mining and milling. Heap leaching is usually selected for moderate to high grade ores having a copper mineralization that is amenable to acid leaching (oxides, silicates and certain sulfides). Higher grade ores mined specifically for heap leaching are usually treated to optimize copper extraction, therefore, crushing and some pretreatment (acid curing) may be justified. On the other hand, dump leaching practice usually involves leaching low grade waste rock placed on large dumps as dictated by topography and haulage costs. Mine waste is therefore treated in an uncrushed run-of-mine condition. Finally, in situ leaching is appropriate for either very deep ore bodies or for recovering copper from low grade rock left behind in abandoned pit walls, stopes, and subsidence zones from earlier mining activities. True in-situ solution mining should be defined as the leaching of ore in its original geologic setting. Heap leaching Heap leaching has a long history as a hydrometallurgical process for copper recovery. The methodology of heap leaching established at Rio Tinto in Spain more than 300 years ago is basically the same as that used today. Based on the geological-geometric characterization of the basaltic rock at the site of a factory for chemical products situated in the Southern region of Brasil, and on results of a significant number of packer tests, the principal directions of flow were estimated, taking into consideration the intersection and the orientation of the joints and the amount of contaminant flow measured in each interval. The tests were performed using the multi-packer hydraulic multitest probe of IPT (HMTP) instrumented with an electric conductivity meter. A method of analysis for three-dimensional evaluation of the amount of contaminant flow in the area was proposed for future mitigation of the problem. Ceux-ci ont été realizes en utilisant une sonde multipacker developée au IPT – São Paulo (HMTP) instrumentée avec un mesureur de condictivité électrique. Une méthode d´analyse 3-D pour l´évaluation du transport du contaminant sur ce site a été proposée pour une future mitigation du problème. Auf Grund der geologischen Struktur des Basalts auf dem Gelände einer chemischen Fabrik in Südbrasilien und der Ergebnisse einer ansehnlichen Zahl von Pumpversuchen wurden die Hauptfließrichtungen bestimmt unter Berücksichtigung des Kluftgefüges und der in jedem Intervall gemessenen Menge kontaminierten Wassers. Die Versuche erfolgten mit dem im IPT entwickelten Verfahren (HMTP) mit Mehrfachpackern und elektrischen Leitfähigkeitsgebern. Ein analytisches Verfahren zur dreidimensionalen Ermittlung der Mengen kontaminierten Wassers wurde für die künftige Befassung mit dem Problem entwickelt.

INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. PROJECT DESCRIPTION In total the land portion of the conveyance system will include approximately21 Km (13 miles) of tunnels ranging in size from 3.0 to 5.2 M (10 to 17 ft) minimum inside diameter with overburden depths of 30.0 to 168 M (100 to 550 ft) and

The New Hope field was selected for study by; Bureau of lanes engineers because many problems met by, the operators during development and operation were unique to petroleum-engineering experience. Solving these problems is believed to have doubled the ultimate recovery of oil from the field. Since the discovery well was 'completed, in April 1943, an oil-productive area of 4,950 acres- has been delineated by the drilling of 64 wells, four of which were dry holes. Four oil-bearing reservoirs - the Bacon oolitic limestone, and the Hill, Pittsburg) and Elledge sandstones, all, in the Trinity group of the Lower Cretaceous series-- have been penetrated at depths ranging from 7,300 to 8,100 feet. Three of these reservoirs were found to be closed-type or solution gas-drive reservoirs, and one - the Hill - was an open-type or water-drive reservoir. During the course of the study, the Tide Water Associated, Oil Co. and -Seaboard al Co. of Delaware made available to the writers all well records, electric logs; and coring, production,, and pressure data. The ,writers performed Certain field and laboratory- tests on cores of ,the reservoir racks and' samples -of the reservoir Oils. Analyses of cores from the four reservoirs showed average .porosities ranging from 10 to 18 percent, average permeabilities of 17 to 297 millidarcys, and -average 'connate water contents ranging from 25.4 to 30.6 percent. Subsurface and recombined samples of reservoir oils indicated that the oils in the Bacon Hill, and Pittsburg reservoirs contained ,206 to 422 cubic feet of gas in solution per barrel initially, and that the, reservoir oils were undersaturated with gas. No samples' of oil from the Elledge reservoir were analyzed, and because of meager data this reservoir was not studied in detail. 4 The presence of free 'gas' or a' gas cap, however, indicated that the oil in the Elledge reservoir was saturated with gas. The rapid decline in pressures in- the' four reservoirs during the 'first year of operation alarmed the operators and provoked them to investigate the reservoir conditions to determine the cause.

Tip post-grouting of bored pile (drilled shaft) foundations refers to a method where cementitious grout is injected beneath the tip of a shaft to improve the overall performance of the constructed foundation. This technique, when performed satisfactorily and in the appropriate ground conditions, enhances axial load-displacement performance by improving the mobilization of pile’s resistance. Potential benefits associated with tip post-grouting include reduced settlement under loading, better alignment of load transfer curves, and improved ground beneath the base of the bored pile. However, to be able to realize the benefits attributed to this method, the design, construction, of both the bored pile and the post-grouting system must meet a minimum level for quality assurance. The various factors affecting the successful installation and performance of a bored pile (e.g., workmanship, base cleanliness, borehole integrity, and concrete placement) have been discussed by numerous practitioners and researchers in the available technical literature. For a conventional (i.e., ungrouted) bored pile, acceptance is based on a combination of visual inspection, material testing, and the results of integrity and/or performance testing of the constructed pile. A properly executed tip post-grouting program can be a relatively comprehensive and complex process, which is typically evaluated throughout the construction process based on the results of prior projects and/or on test pile(s) at the particular site. For tip post- grouting programs, verification procedures and acceptance criteria should be established during and incorporated into the design process to ensure design intent and objectives are achieved. Project specifications should be produced to ensure performance requirements are achieved. This paper will present and discuss factors affecting the successful execution of tip post-grouting, including grouting criteria, instrumentation, reliability and uncertainty with the method and outcome, and verification and acceptance. INTRODUCTION Constructing bored piles (drilled shafts) is increasingly more challenging given the lack of ideal site locations, tight project site confines, difficult or restricted access, greater demands on drilling equipment, and close proximity to adjacent structures. To evaluate the feasibility of bored piles as an appropriate foundation system, a myriad of factors is evaluated during design, including site conditions and constraints, budgeting and scheduling, reliability and risk exposure, presence of and depth to adequate load bearing soils/rock, and the magnitude of the imposed loading. Moreover, updated design codes increased load demand per element, and improved material strengths have led to more complex foundation designs, larger foundation elements, and significant increases in load magnitude. Monopile (monoshaft) foundations have been utilized where one large bored pile is used in lieu of a group of piles connected via a pile cap. In addition, to accommodate the design criteria, site conditions, and imposed loading, the geometry of the bored piles being designed and installed have been as large as 13 feet (4 m) or greater in diameter and to depths in excess of 260 feet (80 m).

Residual aeolian placers (RAPs) are formed by the wind, by preferential entrainment and removal of small and low-density detritusfrom a pre-existing, typically sedimentary sequence containing heavy minerals. Heavy minerals that are resistant to chemical alteration and either soft and malleable (gold), or extremely hard (diamond, sapphire, ruby, etc), are concentrated as a residual on the wind deflation surface, typically in the interstices between larger resistant clasts. RAPs form preferentially in arid or semi arid areas, where the vegetation is sparse or absent, and where topography and surface gradients are low, but may also form on beaches and in periglacial environments. RAPs consist of a continuous or discontinuous, planar or gently undulating horizon of heavy minerals in a single-clast-thick pavement of resistant pebbles, cobbles, or boulders, which mantles the present topography or palaeo-topography. Extreme wind erosion and surface deflation may condense the full pre-existing sequence into a layer of heavy minerals only. The grade of RAPs is substantially higher than in the precursor deposit, and commonly much higher than those typically found in most other placer types. Aside from their general occurrence as a thin pavement of resistant clasts, the best indicators of residual aeolian gold placers are the presence of wind-eroded stones (ventifacts) on the pavement, and the distinctive and unique shapes of aeolian gold grains themselves. The shape of the gold grains is progressively transformed by sand blasting during placer development, from grains with thickened rims, to toroidal grains on which the rims are æsplitÆ and peened inward toward the grain centre on one or both of the grain sides, to hemispherical or sub-spherical grains that are fully encapsulated by the in-turned rims. Gold that has undergone aeolian shape transformation is difficult to entrain and transport away from the site of aeolian concentration by anything other than mass movement or glacial processes. It is also easily retained by commercial recovery plants of any configuration.

THE information obtained by examining and analyzing the core drillings from 15 diamond-drill holes shows that with the proper equipment little difficulty should be experienced while sinking the shafts at the 15 selected sites. Although a number of holes penetrated formations containing a high percentage of silica,, the health hazard from dust can be removed by using proper dust-control equipment. Methane was detected in small amounts in only one (hole 5) of the boreholes. The methane hazard should present no difficulty if adequate ventilation is employed while sinking the shafts.

Desde 1999 se desarrollaron pruebas de lixiviación de concentrados en la planta LESDE de Toquepala con el propósito de evaluar las recuperaciones y los tiempos de procesamiento. Las recuperaciones a nivel laboratorio indican que la promoción de la actividad bacteriana es uno de los factores para acelerar el proceso de solubilización del cobre calcopiritico del concentrado. La actividad bacteriana se define como la capacidad de adaptación que tienen las bacterias en medios lixiviantes para elevar la velocidad de oxidación del ión ferroso y convertirlo en férrico y es el mecanismo para la lixiviación del sulfuro primario o calcopirita, el resultado de la interacción de las bacterias ferrooxidantes, el oxígeno y el control de ácido que mantienen un pH por debajo de 2.1. En ese sentido, el presente texto señala las pruebas de lixiviación de concentrados que incluyen estos últimos conceptos, con el objetivo de evaluar la factibilidad técnica y económica de obtener licores de cobre que puedan ser aprovechados utilizando la capacidad existente de extracción por solventes y electrodepositación de la planta LESDE Toquepala.

"Mohawk Garnet has been operating a small pilot plant near Sudbury, Ontario for several years attempting to produce commercially viable garnet. The challenges of operating a pilot scale mining, processing, and product handling operation as a full time plant have led Mohawk Garnet to seek a better way. In co-operation with Mohawk Garnet, Outotec (USA) Inc. has taken on the technical and design challenges of increasing garnet product from twenty tonnes per day to two hundred tonnes per day.Outotec performed a comprehensive test and flowsheet development program applying Outotec’s density separators, spirals, flotation, and other technologies to design a successful process for the separation and recovery of the valuable garnet for Mohawk.This paper explores the test program, the process flowsheet development work, plant design and preliminary engineering of a new garnet processing. The various technical challenges, process technologies involved, and design concepts will be discussed.INTRODUCTIONMohawk garnet has been operating a small-scale garnet mine and process plant in Wahnapitae, Ontario near Sudbury.The current operation was intended to be a pilot plant and so only produces 20-25 tonnes of garnet concentrate per day. The garnet is bagged and sold for use as abrasive. The process is inefficient with low yields, poor material handling and very high cost per tonne. Mohawk garnet approached Outotec to help them improve their garnet process and transform themselves into a larger scale and more efficient operation."

Leaching column techniques and microbiological methods have been described in detail in Madgwick and Ralph (1980) and Madgwick, Ralph and Sadler (1981).Sixty-nine kilograms of copper porphyry ore (0.4 per cent Cu, 2.7 per cent Fe) (particle size 2.4-11.2 mm; 60 The effect of sodium chloride (O.6M) irrigation on bacterial leaching of Bougainville copper porphyry ore was studied.Viability of suspended Thiobacillus ferrooxidants was reduced to less than 10 cells/ml in NaCI (O.6M) compared with 10' eells/ml in dilute II,SO, (0.01 M, pll 2). Salt irrigation had no significant effect on heterotrophic and sulphur oxidizing bacteria. Increascd short term recovery of copper (145 g/tonne/ 15 days) was followed by a marked decrease in tenors to less than 20 mg/litre/day compared with an acid leach, steady release, of 110 mg/litre/day. Resumption of acid leaching restored average solution copper to 46 mg/litre/day and the viability of suspended T Ierrooxidates to 10 cells/ml.Quantitative removal of sodium ehloride from ore particles was difficult and t races of NaCI remained for more than 200 days.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. This report concerns types, quantities, specifications, and uses of non-metallic minerals as a basis for improving their supply, conservation, and utilization. Supply-demand details concerning mineral fillers, rooting granules, and roofing rock used in asphalt are incorporated in this report, along with highlights on production and sales of rooting, floor tile, and other related asphalt products of California. Comparable data for the United States are included. Although large quantities of commercially prepared mineral fillers are used in asphalt for paving and related applications in other States, addition of commercial fillers for these uses rarely is required in California because of the natural tines available. On the other hand, California manufacturers of asphalt products other than having utilize about 300,000 tons of asbestos, diatomite, limestone, mica, soapstone, and other nonmetallic minerals as filler, mainly for reeling and flooring. Also about 500,000 tons of roofing, granules is produced in California, most of which goes into roofing manufacture in California. In addition. A significantly large and growing tonnage of relatively coarse mineral aggregates Ire used on low-angle, built-up, asphalt roofs to produce in attractive surface and offer protection against the clements. Clearly ill minerals used in asphalt products manufactured in California come from local sources, except asbestos and mica--and there are indications that local deposits of those commodities could be utilized in some use categories.

Since 1988, there have been thirteen documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through near surface strata into structures or other enclosed spaces as a result of nearby trench blasting or surface mine blasting. From these incidents, there are thirty suspected or medically verified CO poisonings and one fatality associated with these incidents. To better understand the variables contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out a small- scale field study to identify key factors that may contribute to the migration of CO through the ground. NIOSH conducted single- hole heavily confined experimental test shots to measure the radial pressure pulse as it propagated through surrounding monitoring holes to determine if a relationship existed between the pressure pulse and resulting CO measurements afterwards. NIOSH also monitored blasts at an airport construction site. Following the detonations, the concentrations of CO, nitric oxide (NO), and nitrogen dioxide (NO2) were monitored for several days in the surrounding satellite holes. The peak CO measurements relative to distances from the shots were compared. Pressure histories and peak particle velocities (PPV) were measured at monitoring boreholes. It was found that the differential pressures recorded within the boreholes give some indication as to the likelihood of CO appearing, whereas the PPV measurements do not seem to be as good an indicator for potential CO migration. In this limited study, changes in barometric pressure had very little influence on removing the trapped detonation products, whereas applying a vacuum to the monitoring holes was effective in reducing the entrapped CO concentration.

"The AMEC Oakville office is involved in the design and construction of an iron ore concentrator located in Liberia. Currently, the site ships Direct Shipped Ore (DSO) to overseas customers. The DSO mine-site and port can experience heavy annual rainfalls. The IMSBC Code requires that cargoes are only accepted for loading when the moisture content of the cargo is less than its Transportable Moisture Limit (TML). The moisture content of the DSO has, on occasions, risen to near or above its TML. AMEC was asked to advise whether the concentrate produced from the new concentrator would or would not have the same problems with moisture content and ship loading as the DSO.INTRODUCTION Liberia was, at one time, the world’s sixth largest exporter of iron ore and used some of the most modern mining operations of their time. However, the country has not produced iron ore over the past seventeen years because of civil unrest. The return of stability to the country has allowed the redevelopment of the iron ore industry. ArcelorMittal Liberia (AML) obtained a concession for mining in the Nimba County area of Liberia (Figure 1) in December, 2004 and has studied the known iron ore deposits and former mining operations in this area. It began phase 1 operations in June 2011 with the direct shipping of high grade ore at a rate of up to 4Mtpa. The processing of the lower grade ore in phase 2 of the project requires additional processing capability to produce at the design rate of 15Mtpa. DSO and Concentrate The DSO in the first phase is selectively mined at an average grade of 60% Fe, and then crushed and screened to -10 mm with no washing or concentration. Testing of samples has indicated a size distribution that is finer than typical sinter feed material, although critical material below 0.10 mm is low in most cases, and overall the ore is coarser than typical concentrates or ultrafine products (Feasibility study report, 2011). The phase 1 DSO facility will cease operation after the phase 2 concentrator comes into operation."

This article examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are:(a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f)training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

Construction law in general and the law of deep foundations in particular continues to develop rapidly, particularly in the areas of risk allocation. Public and private owners are increasingly using contractual disclaimers to shift the risk of differing site conditions to contractors, and courts are increasingly willing to enforce these contractual devices. Perhaps also in an effort to control costs, public and private owners are turning to design-build contracting techniques. While design-build offers many advantages over traditional project delivery systems, it does not answer all of the risk-allocation questions that frequently arise. Even in design-build, problems with unanticipated subsurface conditions and defective design are not easily addressed. Finally, developments in electronic commerce present the potential to transform the construction industry.

The location of a decline shaft portal can have far reaching implications if the geotechnical conditions are not suited for safe and cost effective excavation. Ideally the portal should be positioned in an area where the excavation requires minimal support and the portal can be formed in reasonably competent rock. In many cases, however, the shaft is linked to an underground mining plan and the shaft may have to pass through poor ground conditions. Determining the optimal position at which tunnelling can commence i.e. the portal, is critical and requires a thorough geotechnical investigation. Methods used to acquire information for the assessment of the ground conditions are discussed in this paper. Selection of the appropriate methods is dependent on the anticipated ground conditions, the phase of investigation and restrictions due to site access and budget. Non-invasive techniques are often used during preliminary phases and invasive techniques for the detailed investigation. The methods used during each phase of investigation are discussed. Two case studies are then presented to provide examples of the investigative methods used in two different environments. The first being a flat featureless site with thick soils and deeply weathered bedrock, while the second is a mountainous site with differentially weathered rocky outcrops. Based on these cases, it is clear that an understanding of the geology and geomorphology of the site is vital to the final geotechnical assessment.
