Capital investments are made for a variety of purposes, from providing incremental capacity at existing operations to developing and implementing new technologies intended to radically improve a company's capabilities. These projects generate very different business opportunities and create value in distinctive ways. For incremental improvements, the capital budgeting process assures at least a loose fit between short-term goals and readily available resources. However, the criteria used to evaluate capital projects often prevent a company from committing to more aggressive goals that lie beyond the firm's current abilities or resources. Such projects may not have clearly identifiable future cash flows, and the degree of interaction with other projects and the nature of the risk incurred may be difficult to estimate. Additionally, by focusing only on quantifiable benefits, the budgeting process often fails to recognize "soft" improvements such as increased operating flexibility or new knowledge generated by such projects. By rejecting these projects, the capital budgeting process may actually harm the company's future competitive position.

Geosynthetic clay liners (GCLs) are manufactured barrier layers containing a high-quality sodium bentonite clay attached or adhered to geotextiles or a geomembrane. The GCL's low permeability and high strength make it an ideal replacement for low permeability soil or clay liners for mineral extraction and processing containment applications. This paper will discuss the advantages of utilizing a GCL versus compacted clay in containment applications. Some of the advantages include: the GCL's lower permeability (5 x 10-9 centimeters per second (cm/sec)) and corresponding better composite liner leakage protection, the GCL' s greater resistance to desiccation, differential subsidence and freeze­thaw, and lastly, the ease and speed of installing the GCL. This paper will also detail a number of important case studies related to the mineral extraction and processing industry. These case studies include using GCL in two large reclamation capping projects, as a secondary liner in two gold heap leach pads, as a composite liner in a dam for stormwater runoff control, and lastly, as a primary liner for a tailings runoff diversion channel.

It will review the current condition were although a multitude of technologies resolve multi variable issues they do not interact in a way that assists decision makers throughout the organization in making high-quality decisions that will push the overall performance envelope. 4. The paper will show the benefits of integrating military methodologies to resolve multi variable complexed issues (operational, financial and other), operating in changing environments in order to meet time sensitive objectives with restricted resources. This is achieved by creating a shared situational awareness thru incorporating information from a multitude of data generating agents, creating COA, selecting the appropriate and turning it into a plan. The paper will discuss the implementation and suggest a path.

BACKGROUND Gold Fields Mining Corporation started their Chimney Creek operation in late 1987. The dump leaching operations commenced in October and the mill startup took place during the last half of November. The milling process at Chimney Creek is almost a conventional CIP plant with the major exception being the installation of a second thickener as a washing stage prior to CIP12 ' A simplified flow sheet is shown in FIGURE 1. Most of the gold in the mill is liberated by grinding in cyanide. After grinding in a conventional SAGball sill circuit, the cyclone overflow reports to the thickeners. The thickener overflow from the first thickener is pumped through 5 stages of carbon columns for gold adsorption. Slurry from the thickener underflow is leached, washed, re-thickened and pumped to CIP. After approximately 6 hours of retention time in CIP, the slurry is pumped to tailings for final deposition. The carbon from CIP is transferred to the third stage of carbon adsorption and then advanced as normal through the columns and strip circuit. Loaded carbon is stripped at approximately 1500C (3000 F) and 55 kPa (80 psi). After 4-5 hours of stripping, the grade of four tons of carbon is reduced from 5,140-6,860 g/t (150¬200 oz/ton) to typically 17 g/t (0.5 oz/ton). Zinc precipitation is used to recover the gold from the pregnant solution. After a water wash, the stripped carbon is transferred to acid wash or to the kiln feed tank for reactivation. All strip lots are acid washed in 3.0% HC1 and all stripped carbon passes through the kiln for thermal reactivation. Then the carbon is quenched, sized and stored in tanks or bins for transferral to CIP or to the carbon columns. Loaded carbon from the dump leach circuit is treated in a circuit consisting of five carbon columns which are parallel to the mill circuit. No distinction is made between the mill or dump leach carbon once the gold has been stripped from them. CARBON FINES HANDLING Once the carbon has been transferred from the carbon columns, every effort is made to minimize carbon attrition and to recover the carbon fines that have been generated in the process. Interest and research in biorecovery of metals has focused mainly on cell-based metal leaching and precipitation. However, production of non-enzymatic metabolic products by microorganisms related to metals bioprocessing also deserves attention. For example, it is well known that biogenic inorganic (e. g. H2S04 ) and organic acids play a role in metal dissolution. There are other metabolic products of microorganisms which can catalyze useful metals transformations. These include methylated metabolites such as alkyl halides which can dissolve metals from ores and also reduce certain metal ions in solution to pure metallic particles. This paper describes some of our research on metal dissolution and precipitation by such metabolites. Examples include the production of high purity elemental metal particles of gold, platinum and palladium by volatile metabolic products.

The mechanism of gold uptake from iodide solutions by carbon has been investigated. Adsorption isotherms for gold and iodine were established. For activated carbon, approximately 300 mg of gold and 1000 mg of iodine were extracted per gram of carbon at maximum loading. Examination of loaded activated carbon particles by scanning electron microscopy reveals isolated patches of gold deposited on the carbon surface. High-resolution transmission electron microscopy shows that fine gold particles (1-4 nm diameter) are uniformly distributed within the carbon. Iodine was also observed throughout the matrix. The uptake of gold by carbon from iodide solution involves a combined reduction and adsorption process, where the gold iodide species is reduced to the metallic state superficially and adsorbed in the porous structure of carbon. A few experiments for the gold-chloride and gold-bromide systems were carried out for comparison.

The Hurtières Tunnel was built in 1995 with drill and blast method, in metamorphic schist. It is located between Lyon and Torino on the A 43 motorway in the French Alps. During the construction, a geological hazard was encountered, which caused a massive ground collapse. The tunnel was filled up with 3,000 m3of glacial materials. Geological investigations realized after the accident showed that a narrow glacial valley was present at this location the water table was 40 m above the tunnel level. The paper will describe the collapse and the remedial methods which were implemented to proceed through the failure area. These included drainage works,2,000 m3 grouting and 6,200 ml jet grouting columns.

From laboratory research activities during the past five years, it is now evident that effective flotation separations can be achieved with the high-capacity air-sparged hydrocyclone. The effectiveness of the equipment has been demonstrated on a pilot-scale basis (1 tph) for a number of mineral commodities including coal, copper, gold, and industrial minerals using a nominal 5-cm x 50-cm system with separation efficiencies equivalent to those achieved by conventional flotation machines. The high specific capacity of the air-sparged hydrocyclone (100 to 600 tpd per cubic foot of cell volume for a nominal 5 cm x 50 cm system compared to 1 to 2 tpd per cubic foot of cell volume for conventional columns and mechanical machines) makes it especially well-suited for the pro- cessing of low-grade ore. As a result of these pilot-scale successes, a number of plant-scale test programs are planned for larger-diameter units to establish wear characteristics and scale-up relationships for design purposes. The status of the air-sparged hydrocyclone technology is reviewed in the present paper, including a description of the system, fundamental considerations of flotation mechanisms, general discussion regarding the effect of control variables, and the significance of feed characteristics.

In 1992, 48 million tons of fly ash (not including bottom ash, boiler slag and FGD material) was produced in the United States, according to the American Coal Ash Association. Of this amount, 27.2% was utilized; although the percentage of fly ash utilized increased from 20% in 1980, there is significant potential to increase utilization. One of the primary driving forces behind increased utilization is increased disposal costs due to more stringent environmental controls and regulation. Fly ash is classified as a natural pozzolan and finds significant use as a cement additive. It has been found to increase the plasticity of the cement mixture while lowering the amount of mix water needed. In addition to improving leveling and finishing properties, fly ash improves pumpability as well as decreases the heat of hydration of the concrete mix which is particularly important in massive concrete structures such as dams where the concrete needs to cool as quickly as possible. The Loss on Ignition (LOI) of fly ash is an important quality when considering utilization. The LOI is primarily due to the presence of unburned carbon and the standard specifications for the use of fly ash as a mineral admixture in Portland cement concrete are given in ASTM C618-89a. which sets an LOI limit of 6%. However, many states have set a more stringent limit of 3%. The primary reason for the lower LOI specification is that carbon adsorbs air entraining agents which limits freeze-thaw resistance. This is particularly important in climates such as the midwestern US where multiple cycles of freezing and thawing are typical in winter.

Eruption of rhyolitic ash-flow tuffs in the area of the McDermitt (Cordero) caldera began about 17.4 m.y. ago and continued for about 1.5 m.y. During this period of silicic eruptions, a circular area about 30 km in diameter collapsed to form a caldera that subsequently filled with sedimentary and volcanic rocks. 3 A total of more than 200 km of silicic rocks was erupted from the volcano. The final phase of igneous activity, about 15.5 m.y. ago, included resurgent doming and intrusion in the central part of the caldera. Three to 4 m.y. later +I2 m.y. ago), hydrothermal solutions using the northern part of the caldera ring fractures as conduits deposited cinnabar, pyrite, alunite, and other minerals in tuffaceous lake beds and volcanic rocks accumulated within the caldera. The ore-forming solutions may have been a residuum from the silicic magma or connate water or ground water heated by the still-hot resurgent magma in the central part of the caldera. The source of the mercury has not been identified. Later oxidation of the sulfide minerals and redistribution of the supergene minerals corderoite, several mercury nitro-oxychlorides, marcasite, iron, and titanium oxides in the sedimentary rocks account for most of the newly discovered ore body at Cordero.

The southwestern United States has an abundance of natural lightweight aggregate (NLA) deposits of volcanic origin that are being used in the construction industry within the region. New Mexico, Arizona, Nevada and California utilize NLA in portland cement concrete and concrete masonry units for weight reduction and related economic reasons. The geological environment of the western United States is amenable to the occurrence of natural lightweight rocks because it contains Tertiary and Quaternary volcanic products that include low-density glass and vesicular material. There are two major classical types of natural lightweight materials of igneous origin; pumice and cinder. These account for the vast majority of volcanic rocks that are presently utilized as NLA. Pumice is an ejecta product generally found as part of tuffaceous units associated with nearby siliceous volcanic centers. Cinder, also an ejecta product, is associated with mafic volcanics and is most often found as a cinder cone. Both are highly vesicular. A third type of natural lightweight material, though also associated with siliceous volcanics, is less vesicular than pumice. It is best described as being a slightly pumiceous rhyolite or rhyolite-tuff breccia that occurs as a siliceous dome or tuft unit that is most likely to be glassy. Uses of these natural lightweight rocks center on the construction industry where they are utilized in lightweight portland cement concrete and lightweight concrete masonry units. The major reason for usage in portland cement concrete is cost saving effected by weight reduction in high-rise construction. The major usage in concrete masonry units, or "block", is for weight reduction that enables a mason to lay more lock.

The rock laterite was first discovered and described in the State of Kerala, India in 1800 A.D. by Francis Buchanan. It had been used here, and elsewhere in India, for many centuries as a building stone, but in Buchanan's time it was not known that some of these laterites were highly aluminous and could be processed to produce alumina. After World War I India started searching for bauxite reserves with a minimum grade of at least 50% A12O3. By 1960, it was estimated that India had a potential reserve of 245 million tonnes of bauxite, about 10% of which was in the "Proved" category. Subsequent geological exploration now reveals that India has an overall resource of more than 2 billion tonnes of aluminium ore, not all of it bauxite, as defined by earlier geologists. In this paper, the geology, resources and distribution of bauxite and aluminium ore throughout India are described. The generalised stratigraphy, typical laterite and bauxite profiles and summary of the resource position are shown in the attached Tables 1 to 8. It is generally agreed that a tropical to sub-tropical climate, intermittent wet and dry season, good permeability of country rock and suitable drainage, as well as physiographic and ground water conditions are important in the development of bauxite.

The concurrent observation of the phenomena of alkali-aggregate reaction and development of efficient dust collection systems on rotary kilns made mandatory the process modifications to produce low alkali cements. Such low alkali cements as were available prior to these recent changes were either the rare result of low alkali raw materials, the loss of alkalies with dust loss from the kiln stack, or in some instances by the use of CaC12 in the kiln feed to increase volitalization of the alkalies and their subsequent loss or discard with the normal dust emission from the kiln. The relative slowly soluble nature of natural occurring alkali minerals in cement raw materials as compared to the very soluble nature of the alkali salts as present in cement kiln reaction products, either in clinker or in dust emission led to the development of the water leaching system. Two distinctly different problems of leaching are created by the two major systems of portland cement production, the wet and dry processes. The wet process is characterized by moderate dust loads and concentration of soluble forms of alkali in the dust. Further the return of the leached dust slurry does not materially change the characteristics of kiln feed on reintroduction and subsequently does not materially influence kiln operation. The dry process differs in high levels of dust emission and the presence in the collected dust of large amounts of unreacted kiln feed with its sparingly soluble alkali minerals. In the dry process reintroduction of leached dust slurry changes the dry process to what may be classed as a damp process. This change results in some decrease in kiln capacity and creates conditions of operation which are uncommon to either the wet or dry process.

The success and efficiency of an approximation procedure depend on the quality of the initiating parameters such as bounds or seed values (guesses). Current approximation procedures commonly use bounds and guesses dictated by intuition rather then by mathematical consideration. The paper presents three ROR-bounding and six ROR-guessing approaches and examines their suitability on the examples of the typical project cash flow patterns.

Batu Hijau is a new copper and gold mine located on the island of Sumbawa in the Republic of Indonesia. This paper details the design and construction of the Batu Hijau overland conveyor, one of the most challenging efforts of the project. The 1.8 m wide, 5.6 km long conveyor has a design capacity of over 10,000 mtph and carries primary crushed ore through the steep mountains of Sumbawa, which necessitated a 160 m vertical downhill section, a 75 m vertical uphill section, ten vertical curves and one horizontal curve.

The total amount of ferrous slag generated in the U.S. is about one-third the amount of iron ore mined, thus ferrous slag can be considered a significant mineral body for processing. Steelmaking slag contains up to 30 wt.% metal of which only the >25mm fraction is commonly recovered. A grinding study was conducted of BOF, EAF, and LMF slags using the Bond Work Index method to determine grindability to 106µm. Work Index values obtained were 13.8-24.9 kWh/ST, depending upon the slag type and composition. Steel particles were magnetically recovered from the crushed and ground samples for size-by-size analysis, yielding up to 18 wt.% of the slag weight recovered as magnetic. The recovered material, as characterized by inert gas melting, was found to be 61-96 wt.% metallic.

"The current paper presents the results of a study designed to explore the types of practices that are fundamentally important to developing and maintaining comprehensive risk-based health and safety management systems (HSMS) in mining organizations. Eighteen practicing health and safety (H&S) executives, managers, and professionals from a variety of mining commodities were asked to assess the fundamental importance of 20 distinct elements and 133 different practices assembled from a review of several HSMS consensus standards. The research approach assumes that developing and maintaining a robust HSMS requires unwavering attention to activities designed to either: 1) directly contribute to a risk management system’s plan-do-check-act cycle; or 2) build an organization’s internal infrastructure without which the cycle cannot be sustained. The results of this study suggest that the following areas require consistent focus and attention: Leadership Development; Accountability; Knowledge, Skills, and Abilities Development; System Coordination; Culture Enhancement; Behavior Optimization; and Risk Management Studies. Each element and its corresponding top-ranked and top-rated practices are discussed.INTRODUCTION Since the time of the Industrial Revolution, occupational health and safety (H&S) management has been a topic of practitioner thought and academic inquiry (1). In the U.S., decades of regulation and research have resulted in a surplus of prescriptive information (techniques, tools, approaches, standards, programs, practices, policies, etc.). With an abundance of such information, a simple H&S solution to address a problem in the U.S. mining industry may seem straightforward. Counter to this assertion, however, some evidence suggests that the abundance of information may create complexity and cause confusion in the minds of organizational leaders and H&S managers, ultimately discouraging the voluntary pursuit of a sound approach (2). In line with this perspective, in 2006 the U.S. National Mining Association (NMA) formed an independent commission to examine H&S management issues within the mining industry. The findings of the commission called for the mining industry to adopt a risk-based management paradigm. In the presentation of its findings, the commission stated that “…every mine should employ a sound risk-analysis process, should conduct a risk analysis, and should develop a management plan to address significant hazards identified by the analysis” (3). Grounded in the well-known plan-do-check-act cycle, the recommended risk management system allows for mines to ground strategic management choices in their mine-specific hazards and risk profiles"

High temperature, methane, dust and other disasters are getting more serious with mining depth getting deeper and the development of mechanization in underground mines. An application of a descensional ventilation to a coalface is one of the effective measures to solve the above problemes. The descensional ventilation is an venttilation that an airflow in a coalface wouuld downflow along an inclination of a coalface and the direction of the airflow is the same as coalflow. Since 1960's, the descensional ventilation has been applied to 171 coalfaces in 46 coal mines of 23 coal mine administrations in China, such as Pingdingshan , Zhongliangshan, Pubai, Huangshi coal mine administrations. Among the 171 coalfaces, there were 104 coalfaces taking 60.8% in gently inclined seam. The coalfaces in inclined seam and steep seam were individually taking 18.7 % and 20.5 %. There were 77 coalfaces taking 45 % of the total in low gassy coal mines and coal and methane outburst mine were individually taking 17% and 38%. There were 141 coalfaces taking 82.5% of the total in potential danger of dust explosion. There were 125 coalfaces taking 73.1% of the total in potential danger of spontaneous combustion. Therefore, the descensional ventilation can be used in coalfaces under different conditions in China. The practice at home and abroad shown that the application of the descensional ventilation to coalfaces has obvious results in dust control, temperature control, preventing methane accumulation at top corner angle and control of spontaneous combustion in goaf. To more safely and reliably apply the descensional ventilation to coalface and to provide a way for the development of mine ventilation technology in China, the paper will have discussions on the following problems: METHANE EMISSION AND DISTRIBUTION AT COALFACE WITH DESCENSIONAL VENTILATION Methane emission in a coalface with a descensional ventilation is an argued issue for many years. Base on the coal practice, special similar model tests and researches in China, the followings are our main comments. The Descensional Ventilation can Reduce the Methane, Accumulation at the Top Corner Angle. The measurements in six coalfaces with the downward airflow in Qinhemen Mine, Fuxin Coal Mine Administrations shown that the methane concentration at the top corner angle is often up to l% when the coalface has the upward, airflow. The max. methane concentration at the top corner angle is about 0.49 to 0.7% when the coalface has the descensional ventilation. Therefore, with the descensional ventilation, it basically solved the overlimited gas concentration at the top corner angle which is a potential danger to coal production. Because the direction of upfloating gas is opposite to the direction, of the descensional airflow, the descensional ventilation; could increase a turbulent flow mixing capacity of the methan gas and air, and reduce a possibility of methane; accumulation. Due to an air leakage in goat when the coalface with the descensional ventilation lower than an air leakage in goat when the coalface with the, ascensional ventilation, a less methane quantity will release from goat at the descensional ventialtion. It should be pointed out that due to a higher air leakage at ascensional ventilation and the direction of the air; leakage same to the direction of the natural upfloating methane in goaf, those will cause a large methane; accumulation at the top of the goaf and easy bring about, methane accumulation and overlimited methane concentration at the top corner angle with an ventilation vortexflow at the top corner angle. On the other hand, because the direction of the upfloation force function is upward, the descentional ventilation could minimize as possibility of methane accumulation at top corner angle in coal with the descensional ventiltion.

Water has received little attention as a variable in flotation, even though it is a known fact that water hardness often has an adverse effect on purity and recovery, particularly on the flotation of non-metallic minerals. Because of this fact, process water used in some flotation plants is treated to reduce hardness to an acceptable level. In the laboratory, distilled water is usually used as the flotation medium in order to standardize conditions, whereas in flotation plants locally available water is used. At Rosiclare Works of Aluminum Company of America, Rosiclare, Illinois, where a vein-type of fluorspar deposit was being processed by flotation to make an acid-grade fluorspar concentrate until February of 1968 when the plant was closed, qualitative correlations had been observed between metallurgy and reagent consumption and the seasons of the year. The observed effects were thought to be due to seasonal variations in the quality of Ohio River water used as the flotation medium. Figure 1 shows the variations in total hardness and chloride contents of Ohio River water at Rosiclare for the period September 1964 through September 1967. During this period, the sulfate content varied from 85 to 245 ppm (as Na2SO4), the calcium from 90 to 160 ppm (as CaCO3) and the magnesium from 50 to 70 ppm (as CaCO3). The data in Figure 1 show that the total hardness and chloride contents are highest in the late summer and fall which are usually periods of low water and lowest in late winter and spring which are usually periods of high water.

"Unmanned aerial vehicles (UAV), or drones, capable of collecting and retrieving water samples from pit lakes, tailings ponds and other mine water basins will revolutionize environmental programs by lowering sampling costs and reducing safety related risks. Costs typically include a boat and associated equipment, boat transportation, road maintenance, water safety devices, water safety training, and additional staff. Typically, the total cost can exceed $20,000 USD per sampling event (excluding lab analyses). Hazards include potential for drowning, unstable pit walls, and unconsolidated sediment surrounding tailings ponds. Hatch has developed a novel device for aerial drones which currently enables the collection of water samples from depths up to 390 ft (119 m). This system only requires a pilot, a sample technician, and a safe operations point overlooking the water body. Hatch anticipates this will reduce monitoring cost by at least 50% while improving safety, reducing staffing requirements and accelerating data acquisition. This manuscript demonstrates profiling and sample collection from a 95 ft (29 m) deep reservoir and a 377 ft (115 m) deep pit lake, and highlights the potential of this emerging technology. INTRODUCTION Working on or near water at active, closed, or abandoned mine sites is inherently dangerous. Between 1996 and 1999, the United States Mine Safety and Health Administration (MSHA) reported 17 fatalities involving drowning at US metal, non-metal, and coal mines (MSHA, 2000). Open pit mines which fill with water following mine closure, called pit lakes, present numerous risks to environmental monitoring teams including drowning, hypothermia, falls to the ground from the top of high walls, and rock avalanches resulting from steep, unstable pit walls. Some pit lakes are simply not easily accessible for ongoing monitoring. However, the routine collection of water samples from the entire water column on at least an annual basis is required to monitor the evolution of water quality over time, to verify the accuracy of numerical predictions, and to manage lake water chemistry in order to produce “treatable” influent to water treatment plants, and ultimately, produce acceptable site discharge water quality. As a product of these risks and the need for water sample, mining companies spend considerable expense on pit lake safety as part of monitoring. This includes training personnel for “on water” duties and hazards, purchasing or hiring specialized equipment and personnel (such as boats, boat operators, personal floatation devices, and mustang suits), stabilizing pit walls and maintaining safe access roads to the lake surface, employing spotters with direct communication to emergency medical services to watch sampling activities (because cell phones and radio signals can be blocked by pit walls), and utilizing redundancy to prepare for unexpected incidents and accidents.
