The City of Los Angeles capital improvement program includes the construction of a new 35-km interceptor sewer. This sewer will be built as a deep tunnel with finished diameters ranging from 2- to- 4 meters. The project will be constructed concurrently in two phases; an 18-km East-West and a 17-km North-South segment. The new sewer provides additional conveyance capacity for an existing deteriorating sewer that is scheduled for rehabilitation. Large sewage spills during the El Niño storms of 1998 resulted in a Cease and Desist Order that established an aggressive schedule for the completion of the project.

This chapter contains the edited transcript of the "Gold Heap Leach Information Exchange" session that was held at the 1990 SME/AIME Annual Meeting in Salt Lake City, Utah. The exchange occurred on the afternoon of February 27, 1990. The session was intended to act as a forum for discussing some of the more prominent operating problems associated with heap leaching precious metals. The information exchange was very successful. The exchange consisted of several panelists introducing and discussing different topics, follow by a comment and question period. This transcript contains the panelists' presentations as well as comments and questions from the floor and the panel. Extraneous comments and remarks have been edited out. Some wording has been changed for clarity, but the transcript is basically an accurate account of what was said. At the end of the transcript are two papers submitted as part of the panel discussion

Water from the Forest Queen mine adit near Silverton, Colorado drains into a natural wetland. Because the pH of the water averages 5 and the iron concentration averages 18 mg/L, it was thought that the wetland might naturally treat the water. Of most concern with respect to the aquatic environment is zinc whose concentration averages 0.60 mg/L. Starting in October 1997, the surface waters, ground waters in the peat substrate, and the sediments in the wetland were sampled and analyzed four times over the course of four months. The adit water primarily remains as surface water where Fe, minor amounts of Al, and no Zn are removed. After the adit water enters the peat, then it is found that the pH rises to 5.8-6.5 and sulfate is reduced. The removal of Zn and A1 is caused by these two changes. However, Fe in its reduced state is quite soluble and may be remobilized in the reduced environment of the peat.

[Commonly accepted maintenance methods are being outdated by the rapid acceptance and use of more complicated hydraulic circuitry on modern mining equipment. It is no longer adequate to use the maintenance program to merely repair or sustain equipment operation. Ever increasing operating costs place a huge premium on lost production time. It has, therefore, placed the maintenance programs in the position of being required to alleviate equipment malfunctions on production shifts and still attain the maximum unit life from each component part.]

In Europe, novel low-cost excavator-mounted Multi Tool Miner (MTM) systems, consisting of cutter head, hammer, bucket and drill attachments permit one unit to perform multiple tasks replacing several purpose-built machines. At the Weser Tunnel in Germany, cross-passages between the twin tubes were excavated in frozen ground with a remote-controlled mini-excavator equipped with a quick-change cutter head, ripper tooth and bucket. In Switzerland at the N2 interstate near Basel, W. Dietrich AG enlarged a 2-lane tunnel to three lanes with a cutter head mounted on a special excavator. Blasting and heavy hammers were not permitted due to the closeness of the “live” twin tube. At the N20 Zurich bypass, the Joint Venture of Jaeger, Frutingerand AHB excavates highway tunnels, some with extremely large cross sections, conventionally. A cutter head mounted on an excavator removes the rock shattered by blasting precisely to the pay line, thus preserving the rock’s self-supporting capacity preventing subsidence and damages to water resources and buildings on the surface under low overburden.

The typical tunnel boring machine in use on today's tunnel project uses 15'2-inch diameter cutters at a nominal load of 45 kips per cutter. The cutterhead rotates at a speed of 120 over D revolutions per minute where D is the cutterhead diameter in feet. The typical machine operates about 50 percent of the time. Delivery of a new machine takes 12 to 15 months. The TBM is a specialized tool and not applicable to all jobs. There is a range of job conditions that limit the economic use of a TBM. The machine should provide a thrust per cutter at least twice the compressive strength of rock in psi and up to three times the rock strength is required if in "granitic rocks." The rock strength in psi must be at least three times the cover above the tunnel in feet or the machine may stick. For example, 2,500 feet of cover requires at least 7,500 psi rock to avoid problems. When the RQD's over a significant distance of the project are less than 50, the TBM becomes support-bound. When a large percentage of the time is spent waiting while the ground is supported, the TBM cannot perform well (See Figure 1). This problem increased inversely with tunnel diameter. We are finding that increasing the RPM's does not significantly increase progress. The increased RPM results in a substantial decrease in cutter penetration. The explanation for this decrease appears to be vibration, cutterhead drag, or lack of stiffness in the cutterhead (See Figure 2).

Mr. Chairman, Ladies and Gentlemen, I'd like to take just a moment of your time before we examine the current position of the asbestos industry and its market outlook to take a searching look at the product itself. I feel that if we are to understand the problems that beset this basic mining and manufacturing industry and, more important, if we are to appreciate the solutions to these problems that I plan to put forward in a few moments' time, then we had better look at asbestos from the proper perspective. Asbestos has a unique combination of properties - properties not found in any other natural substance or man-made material. This has resulted in asbestos finding its way - in fact, being welcomed - into literally hundreds of applications.

Minerals beneficiation commonly requires initial crushing and grinding so that the mineral phase we seek to concentrate is adequately liberated to obtain a product of specified grade at optimum recovery. To some degree this also is true for coal preparation. In the comminution process we liberate not only the product but also the tailings phase. The true objective is, therefor, to eliminate from the comminution circuit whatever particulate matter has reached specified liberation, regardless of whether the particle is product or tailings material. Overgrinding either of the two phases ties up mill capacity and usually also burdens the downstream processing steps by increasing costs or decreasing recovery, or both. In view of this situation, one would expect concentration steps to be commonly incorporated into the cominution circuit. The reasons this is not done may vary, but probably include the desire to utilize large scale unit operations, e.g., large mills, in conjunction with very simple processes. Hydrocyclones have satisfied this desire but may not always be employed for the right reasons. Hydrocyclones are indeed simple. They also are rugged and forgiving. Unfortunately, these virtues are frequently misused. The direct results are inefficient classification and overgrinding. The indirect results are added costs through recovery losses, unnecessary recirculation, and so on,

Coal exploration may be defined as the acquisition of data necessary to define and acquire a block of coal which can be mined at a profit. Unlike ore minerals, coal resources are widespread and relatively abundant with supply exceeding demand in almost every case. Thus simple discovery of coal is generally not enough. The chemical and physical variability of individual coal seams, the capital intensive nature of coal mine development, and the changing patterns of utilization require that a multiphase, three-dimensional evaluation be made of each potential reserve. Factors which must be investigated include not only the quantity and quality of the coal but also the geologic, hydrologic, and engineering characteristics of the seam and its surrounding strata. Acquisition of property to provide a secure base for exploration and mine development is equal in importance to the geologic and engineering programs. The successful development of a coal reserve requires that control of coal and, in the case of a strip mine, the surface be in the form of contiguous blocks of sufficient size to support mining.

Recently, research efforts have been made to lower the magnesium content of phosphate rock concentrate to be a suitable feed for phosphoric acid production and other related industries. Among these efforts is the bioprocessing technique. However, this study is devoted to study of using an enzyme, extracted from coffee waste, as a surface modifier during the fatty acid flotation of calcareous phosphate rock. A mixture of oleic acid and kerosene was used as collector. Factors, which affect the enzyme activity such as enzyme dosage, solution pH, temperature and conditioning time, were studied. Under the appropriate conditions, a concentrate product containing less than 0.60% MgO was achieved from the Abu Tartur feed (1.80% MgO) with a P2O5 recovery of more than 94%.

Few factors are as important as fluctuations in aggregate economic activity and exchange rates in determining the profitability of mineral investments. Macroeconamic theory explains how the two factors are interconnected in today's world and in tomorrow's. We can use macro¬economic theory to lessen some of the risks in mineral investments. And in the current state of the world the risks are high. The above paragraph summarizes our argument. Our goal in this paper is to examine the nature of contemporary business cycles so as to explain their implications for the metal industries, particularly the implications for capacity. Thus, our first section examines the workings, causes, and history of the recent economic fluc¬tuations. In doing so we must understand how current world economy is interconnected, that is, how economic events in one country are trans¬mitted to the rest of the world. Our view is that governments and central banks are key actors in the creating of economic fluctuations. Then, in section two, we work out the implications of section one for the metal industries focussing on comparative advantage, trade, and capacity decisions. Over the last fifteen years the world economic system has had slow overall economic growth and has had strangely unpleasant recessions. While future business cycle will not repeat the de¬tailed pattern we have seen, there will be similarities. The similarities need to be under¬stood before investment occurs. The slow growth in the world economy since the early 1970s has aggravated the problems from business cycles, created its own problems, and has partially hidden the effects of other events. Major realignments of currencies are likely to take place over a business cycle. The nature of the causes of the cycle will determine the direc¬tion of change in the exchange rates. For example, whether a USA recession will be accompanied by a weaker or a stronger dollar will be determined by the cause of the recession. The realignment of currencies over a business cycle leads to a realignment of comparative advantage in the metal industries. Thus, not only will world metal consumption vary over the business cycle but the impact on various countries' metals industries will differ consi¬derably. Competitiveness often depends more on the value of the dollar than it does on inherent efficiency and wage rates. Capacity decisions are inherently riskier due to the country specific nature of exchange rate risk. A realignment of currencies changes the pattern of trade if and only if the country with the cheaper currency also has idle capacity. The importance of our topic is indicated by Table 1 which shows the impact of cyclical and exchange rate shocks on the USA metal industry. The highly competitive nature of the international iron ore market has forced producers to improve the quality of their pellets. The demand for low acid pellets suitable for direct reduction has resulted in an increase in the number of plants utilizing reverse froth flotation for silica reduction. Column flotation is being favoured for this service due to the low capital and operating cost of the equipment, as well as improved metallurgical performance when compared to conventional flotation cells. This paper describes the benefits of column flotation and discusses some important aspects of circuit design.

An investigation was conducted to determine the minimum number of samples that must be studied by image analysis of polished sections in order to characterize a mill product and to determine the apparent mineral liberation. It was found that a representive polished section cannot be prepared from an unscreened sample that has a wide size range of particles. Similarly individual screened' fractions are not representative of the sample because minerals are partitioned during screening. Consequently the quantities of soft brittle minerals are increased in fine grained fractions and quantities of hard minerals are increased in coarse grained fractions. It is assumed that results obtained by combining data for a series of narrow size range screened fractions (1 Tyler size range) are representative of the sample, and relatively accurate apparent mineral liberation data can be obtained for a mill product by analysing each fraction and combining the data. Somewhat less accurate data would be obtained by analysing a series of screened, fractions that have a wider size range of particles (5 Tyler size ranges). Mineral liberation analyses show that the most reliable apparent mineral liberation in each screened fraction is a value taken from a smooth curve drawn through the lowest points on a graph of % free vs size. A correlation between the apparent mineral liberation in screened fractions and calculated mineral liberations using Kings liberation model is good for sphalerite but not for chalcopyrite and galena.

"A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006). That paper provided information on 9 projects: South Bay Ocean Outfall, San Diego; Channel Tunnel (French Side), France; Storebaelt Tunnel, Denmark; 4th Elbe Tunnel, Germany; Wesertunnel, Germany; Westerschelde Tunnel, Netherlands; St. Petersburg Red Line, Russia; Nara Prefecture Water Conveyance Tunnel, Japan; and Tokyo Wan Aqua Line Tunnel, Japan – see Table 1."

INTRODUCTION Underground siting of nuclear power stations is drawing increasing attention in various parts of the world. Scandinavian countries took the early lead in this field because of their experience in the design and construction of underground hydroelectric stations and industrial plants, and because they have near-surface rock formations which are ideally suited for hosting large underground caverns. The world's first underground nuclear facilities were built in Norway (Halden) and Sweden (Agesta) and were commissioned in 1959 and 1963 respectively. Figure 1 summarizes the main features of these and two other small-scale European facilities. (1-4) American utilities and regulators are also for a variety of reasons assessing the benefits and penalties of underground siting. A recent study by Sandia Laboratories (contracted by the Nuclear Regulatory Commission (NRC) focussed on identifying potential safety benefits of underground siting. (5) Although the study concluded that underground plants would have improved containment for some accidents, as well as better external protection, NRC, in assessing the overall benefits and penalties, decided not to impose mandatory underground siting for nuclear stations. The Freeport Sulphur Company operates four sulphur mines in the coastal marsh area-03 South Louisiana. Employing the Frasch process of mining, approximately 13-million gallons of water per day is heated to a mining temperature of 325°F and is injected into the sulphur bearing formations of the four mines. A volume of cold waste water, roughly equal to the Input, is removed from the formations and presents a disposal problem. Two additional mines are currently being developed and will increase the disposal volume by an additional 5-million gallons per day. Although these properties are in a relatively small area, geographically speaking, as shown in Figure 1, they each represent a separate disposal problem with the treatment methods designed for the individual mine.

The mineral industries have a continuing need for market forecasting and analysis for a variety of purposes, among which are organization and control of the sales effort, financial and corporate planning, and evaluation of the anticipated revenue from investment in proposed projects. For anything beyond the simplest extrapolation, some kind of economic reasoning or analysis is called for, which may or may not be incorporated into a formal or quantitative model. The principles described here apply to most of the commercially significant minerals and metals. The examples are drawn largely from the copper market, as it is the one with which I have the most practical experience. Practical forecasting is the process of analysis and synthesis from three categories of knowledge: facts and statistics, theory, and practical knowledge and informed opinion. Although many attempts have been made to build forecasts on only one of these three pillars, none has been successful as an operating procedure because of the lack of balance. There are no facts about the future-only about the present and the past. Facts can illuminate the future, but the future can be described only in terms of probability or more or less likely states of affairs-not as a continuous extension of the past and present. Likewise, theory, although useful as an organizing discipline and for providing a methodology of analysis, is inadequate for the complexities of reality. This is especially so when there is feedback between plans and forecasts to produce a new outcome and when there are significant elements of unpredictable free will, such as presidential jawboning or foreign policy considerations. Such elements are difficult to accommodate in neat theories, although they must certainly be reflected in the forecasts. Pure opinion frequently suffers from both a lack of-disciplined reasoning and the presence of biases or self-interest. While the future is unknown, it tends to cast its shadow before it; hence, forecasting is the art and science of positioning oneself so that the shadow becomes visible to the forecaster.

The semiautogemus grinding circuit at the Utah Mines Ltd., Island Copper operation, located on Vancouver Island, British Columbia, is described. Since startup of the operation in 1971, grinding circuit throughput has been progressively increased from the initial design rate of 90 000 (99,000) to the current average 45 000 t/d (49,600 stpd) of porphyry copper ore. Key developments ad modifications in operating and maintenance practice that have contributed to this increase are reviewed.

Geostatistics is well known as a tool for ore reserves calculations at the exploration stage. The goal of this paper is to show geoscatistics can also contribute to productivity gains, allow better selection of the mining methods and better control of the grades during production. The first two examples show how geostatistics can provide sophisticated models, using conditional simulations and the use of them for simulations or optimizations of mining processes. A third example will show how to use geostatistics for short term planning in a large polymetallic vein type mine.
