INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Consistent increase has been the mark of North American potassium (K) consumption. In 23 of the last 25 years there was upward progress The pace of usage has quickened in the past three or four years This, together with a predicted accelerated future demand, has created unprecedented interest -and activity in the potash industry. Potassium enjoyed a ninefold increase in consumption from 1940 to the present time in North America (Figure 1). Since 1950, it increased from just over a million tons of potash (K20) annually to nearly three million tons in 1964. World-wide usage exclusive of mainland China is now about 10 million metric tons. Some predictions call for another doubling in consumption in the next 10 to 15 years, About 20 percent of the four million tons of K20 produced in North America is now exported overseas and this percentage is likely to increase in the years ahead. Ten years ago, exports represented only 3-1/2 percent of total K2O production from this continent.

"Money and reputations can be lost in bad projects. Causes of bad mineral processing projects include poor contract definition and purchase of equipment without adequate test work. However, the root cause of many of the problems that can lead to bad projects is not any inanimate object, bad weather or catastrophic natural event but the people working on the projects. Because the people are so critical to the success of a mineral processing project, one must have suitably qualified and experienced people (SQEP) in all key positions. Characteristics that define SQEP include people who have successfully executed projects of similar size before; have undertaken projects treating the same minerals and producing the same valuable products and people who are familiar with designing, operating and implementing the required technologies and unit operations.To minimize the likelihood of future bad mineral processing projects, five recommendations are put forward in relation to the people aspect of a project.1. Attempt to retain SQEP during any down turn in the mining economic cycle so thatthe knowledge and experience can be kept within the industry.2. Increase the effort in attracting young people into the industry and retaining them.3. Set up robust training program to give young professionals a firm foundation of what real life projects and operations are like.4. Provide mentoring and continuous training for people after they have completed their formal graduate training program. Their career progression should be appropriately monitored and controlled.5. People working in projects must be exposed to as many detailed design and other finer issues as possible so that they can comprehend the amount of work required to deliver a project successfully."

Many deep well waste disposal. operations have adopted the technology of the petroleum industry but fail to make full use of the knowledge and experience upon which this technology is based. Inexperience in subsurface exploration commonly leads industrial personnel to an over simplified understanding of the complex subsurface rock/fluid environment and overly optimistic "degree of exploration /adequacy of knowledge" ratios. Several fundamental differences between disposal and petroleum production are discussed. In particular, the evolution of understanding of the subsurface in relation to degree of exploration is demonstrated by summarized case histories of such other forms of subsurface fluid exploitation as oil pro¬duction and underground gas storage, tracing subsurface interpretations from the initial exploratory concept to that of fullest development. Evolutionary changes in interpretation and their significance as applied to deep well disposal are stressed.

"In Part I, Gibbs’ phase rule was applied to mass-balanced EH-pH diagrams for the Cu-As-S-H2O system. The diagrams were generated using the stoichiometry of enargite as a basis. In this study, the calculations were expanded to cover the stoichiometries of three other Cu-As-S minerals – tennantite, sinnerite and lautite – and compared with enargite. Stability regions within the resulting EH-pH diagrams were found to change with stoichiometry such that a particular mineral would predominate if its stoichiometry was used in the calculation. Solution speciation was also found to vary, with thioarsenate being the best example. This stoichiometric effect helps to explain results reported in the literature and would be difficult to realize if it were not for mass-balanced calculations. IntroductionA comprehensive thermodynamic review has been conducted on the aqueous copper-arsenic-sulfur (Cu- As-S) system (Gow et al., 2014, 2015a, 2016b; Gow, Huang and Young, 2016c). Data on the free energies of more than 100 species were collected from various authors, and thermodynamic databases collated to produce mass-balanced EH-pH diagrams using the thermodynamic equilibrium calculation software STABCAL (Huang, 2014). The full database is listed and discussed in Gow et al. (2015a). Diagrams were generated for enargite and confirmed with Raman spectroscopy using bulk mineral electrodes in order to identify reactions spectroelectrochemically. Theoretical calculations agreed well with the experimental results under alkaline conditions (Gow et al., 2015a), acid conditions (Gow et al., 2014) and alkaline sulfide leaching conditions (Gow et al., 2015b).In the present study, additional mass-balanced EH-pH diagrams were generated by changing the Cu-As-S stoichiometry from enargite (Cu3AsS4) to tennantite (Cu12As4S13), sinnerite (Cu6As4S9) and lautite (CuAsS). Regions for the thermodynamically stable species were shown to change with the four different mineral compositions. Potential leach conditions, both for co-dissolution and selective dissolution techniques, were examined for differences in predominant species according to changing copper-to-arsenic ratios, sulfur compositions and sulfur oxidation states."

Geochemical studies were under- taken in the Breckenridge mining district to test the effectiveness of soil and rock-chip samples in high- lighting known mineralization in the district, and in locating sites of possible porphyry-type mineralization, if such mineralization is present in the area. Soil sampling can be done more quickly and more cheaply, but it does not provide a direct site- specific sample of mineralized rock. In well-developed soils, supergene effects may mask and/or displace primary hypogene effects; and even in places where the soils are poorly- developed, as in the Breckenridge district, the masking effects may be felt. Soil anomalies, if present, likely will be of lower amplitude and more diffuse (widespread) than corresponding rock-chip anomalies. On the other hand, detailed rock-chip surveys are more time-consuming and expensive, even though they yield direct geologic information in addition to the chemical data. The goals of the combined soil and rock-chip programs were (1) to com- pare the data from the two; and (2) test the effectiveness in identifying significant chemical anomalies with respect to the geology of the district, as it is presently understood.

The use of more productive mining equipment, the tendency to longer development and the advent of new mining methods have introduced new challenges to the ventilation practitioner in Western Australia. These new and more productive mining methods have presented specific ventilation problems, that if not properly addressed, present additional hazards to miners. Factors influencing the increased hazards are larger diesel units, the use of series ventilation systems and an increasing incidences of long (single entry) development and production headings where miners could be trapped in a fire emergency. This paper discusses these new ventilation safety challenges, how they have been and are being addressed, and the legislation changes that take cognisance of technological developments.

INTRODUCTION The Lake Merced Transport is being constructed as part of San Francisco's Clean Water Program. The Clean Water Program, which began in the early 1970's, is designed to control wet weather, storm sewage overflows into the Pacific Ocean and San Francisco Bay. To accomplish this goal, a system of large underground storage and transport facilities, pump stations, modernized treatment plants, and outfalls is being built. By 1991, eighty percent of the system had been completed and was in operation. One of the remaining projects for the Clean Water Program is the Lake Merced Transport. The Lake Merced Transport is located in the extreme southwestern portion of San Francisco, as shown in Figure 1, Project Location. The transport will convey dry weather flow from the existing Lake Merced Pump Station to the Westside Pump Station. During wet weather, the transport will fill with sewage and runoff, with a storage capacity of 36 million liters. The Lake Merced Transport was expected to be excavated entirely within the Colma Formation, an alluvial deposit consisting of weakly cemented sand. Once excavation of the access portal at the Sloat/Great Highway parking lot began, it became evident that a portion of the tunnel would be excavated through beach/dune sand. Washington State has a variety of industrial minerals and although not many are produced currently (1982) most have a history of production (table 1). The value of industrial minerals produced in the state exceeds by several times the production value of metallic minerals. In 1981, 15 minerals - cement, limestone, clay, gemstone, pumice, sand and gravel, stone, diatomite, gypsum, olivine, peat, talc, garnet, silica, and dolomite - were produced. Combined value of nonmetallic production for 1981 is estimated at $218,999,000. Cement had the largest estimated value at $102 million, followed by sand and gravel at $47 million, and crushed stone at $29 million. These figures are from the US. Autonomous mining systems have been deployed for improving mine performance. However, there is a fear of job losses. Adoption of autonomous systems is envisaged to be resisted by major stakeholders in Ghana due to high illiteracy and unemployment. This paper assesses the preparedness of Ghanaian mining stakeholders for the adoption of autonomous systems to Ghana’s surface mining industry. Closed and open-ended questionnaires were administered to mine stakeholders. Respondents generally expressed unwillingness to accept autonomous systems into Ghanaian mines due to fear of increased unemployment. We propose setting up a mining education fund (MEF) for training stakeholders in autonomous mining systems. INTRODUCTION Mining contributes enormously to the sustenance and growth of global and national economies through the provision of raw materials, employment, revenues and foreign exchange (Carvalho, 2017; ICMM, 2017; Cordes et al., 2016; Solomon et al., 2008; Walser, 2000). The International Council on Mining & Metals (ICMM, 2014) reported that globally, formal mining employs approximately 2.5 million people. Many resource-rich countries, especially the developing ones, have experienced strong socioeconomic growth propelled by the discovery and extraction of valuable minerals. McMahon and Moreira (2014) reported a positive linkage between mining and sustainable development. They revealed that averagely, resource-rich countries have improved Human Development Index (HDI) scores than countries without mineral resources. Mining remains a crucial industry in Ghana’s economic development (Bermúdez-Lugo, 2016; Amponsah-Tawiah and Dartey-Baah, 2011). Over the years, mining has contributed significantly to the gross domestic product (GDP) of Ghana. In 2013, mining accounted for 1.7% of Ghana’s GDP and about 19% of government revenues (Ghana Chamber of Mines, 2015). The Ghana Chamber of Mines also reported that mining contributed over 50% of foreign direct investment, 37% of export earnings and 1.1% of direct employment revenues. The US Department of Energy (DOE) estimates that 65% of coal, 92% of metals and 96% of industrial minerals are mined using surface mining methods (DOE, 2007). Generally, mining is a capital-intensive venture, with high operating cost, hence there is a constant demand for mining companies to seek efficient cost reduction and production maximization strategies. One strategy being pursued keenly is automation, which is noted to improve productivity, and worker safety at minimal cost. According to Parreira (2013), mining automation involves direct teleoperation whereby workers remotely control the mining process using computers from a control room.

The present work describes an investigation of a hydrometallurgical process for the recovery of mercury from spent silver oxide button cells. The cell paste was leached in nitric acid to solubilize silver, mercury and zinc. The optimum leaching conditions, in which mercury is entirely converted to Hg2+ ions and, therefore, does not coprecipitate with silver chloride during treatment with potassium chloride solution, were 1.0 M HNO3, 45° C, 1 hour and 200 rpm. After the silver was removed from the solution, mercury was cemented out with zinc powder with an efficiency greater than 99%. In the cementation experiments, the amount of zinc powder, shaking rate, temperature and solution pH were investigated in detail. The mercury recovery (%) increased as the amounts of zinc powder and the temperature were increased. Zinc hydroxide was precipitated from the waste solution by the addition of sodium hydroxide. The Zn(OH)2 precipitate was then converted to zinc oxide. The proposed process is proven to be simple, straightforward and environmentally friendly.

A test of retrievable geologic storage of spent fuel assemblies from an operating commercial nuclear reactor is underway at the Nevada Test Site (NTS) of the U.S. Department of Energy his generic test is located 420 m below the surface in the Climax granitic stock. Eleven canisters of spent fuel approximately 2.5 years out of reactor core (about 1.6 kW/canister thermal output) were emplaced in a storage drift along with 6 electrical simulator canisters. Two adjacent drifts contain electrical heaters, which are operated to simulate within the test array the thermal field of a large repository. Fuel was loaded during April-May 1980 and initial results of the test will be presented.

The preparation of a paper reporting fluorspar economics in the United States at one point in time could have been somewhat complicated be- cause of the number of producers, both large and small, that derived production from different locations throughout the Western U. S. and the Southern Illinois and Western Kentucky fluorspar districts . Companies such as Allied Chemical and William- son Mining operated in the Jamestown district of Colorado. In Walden and Salida, Colorado, the Colorado Fluorspar Company operated mines and mills.

By 1950, packaged oil and gas fired boilers were on the market for capacities up to 30,000 lbs./hr. By 1962, capacities were up to 100,000 lbs./hr. and even higher when separate heat traps (economizers and air preheaters) were attached to the boiler packages. During this period, complete packaged coal fired boilers were developed into the 10-15,000 lbs./hr. range. Oil and gas fired plant designs became very compact, "basementless", and far: less costly than the coal fired plants of any capacity. Coal fired plants remained large and expensive, required field erection of boilers and required basements. With the spectacular strides made in automation, oil and gas plants became far less costly to operate, requiring only the part-time attendance of a single operator. Some advances were made in coal fired plants, but not to the degree attained by the fluid fuel competition.

"Istanbul Strait Road Tube Crossing Project (Eurasia Tunnel) includes 3.34 km of a bored double-deck tunnel under the Bosphorus Strait, at a maximum depth of 106 m from the sea level, and 1 km of twin NATM tunnels on the Asian side. The region’s variable geology, hydrology and propensity for seismic activity, combined with high water pressure and large-diameter/double-deck tunnel configuration, make the Eurasia Tunnel one of today’s most challenging and complex projects under construction. Due to the site’s proximity to the active North Anatolian Fault, the tunnel is designed to withstand a 7.5 magnitude earthquake. The tunnel penetrates through both the Trakya bedrock (on both European and Asian sides) and the alluvial sediments at the bottom of the channel. The tunnel is designed to accommodate differential displacements by introducing seismic/flexible joints at proper locations at the transition zones between rock and soft soils. Tunnel fire is also a significant design consideration for undersea tunnel due to that the rubber protecting it in close proximity of the seismic joint should resist a fire for long term safety and durability. This paper mainly focuses on the design for method of tunnel response analysis in transverse and longitudinal direction against seismic demands relating with the seismic joints. INTRODUCTION Istanbul Strait Road Tube Crossing Project (Eurasia Tunnel) will build and operate a roadway tunnel under the Borphorus connecting Kazlicesme on the European side and Goztepe on the Asian side, to provide additional road-access across the Strait and consist of three main parts as shown in Figure 1."

The unit costs of dry crushing, within the efficient reduction ranges of equipment now available, are considerably less than those for the reduction of the same material in the same size range by wet mills using grinding media. This is a commonly recognized fact which cannot be disputed; still we find considerable imbalance in costs between the crushing and grinding sections of many operating mills. In other words, there are many instances where more reduction could be accomplished in the lower cost area of dry crushing. In addition, equipment is now available which enlarges this area and makes it possible to consider much finer crushing than has been heretofore economically feasible. There has been a tendency for the past two decades to utilize wet rod-¬milling in the reduction step. This actually amounts to a fourth stage of crushing in a size range formerly served by roll crushers which have fallen from favor on account of high operating costs, Some investigations have indicated that there is not sufficient difference in the operating costs of rolls and rod-mills to give a clear cut advantage to either method, There has for some time been a need and an opportunity for a dry crushing process to improve costs in the range now served by these two systems.

Overlying the sulfide mineralization at Anamax Mining Company's Twin Buttes Mine is an oxidized zone up to one hundred meters in thickness. The principal copper minerals in this zone are chryso-colla, tenorite, cuprite, native copper and copper-manganese-iron wad. This ox¬idized zone also contains minor amounts of uranium ranging in concentration from 0.002 to 0.010 percent. Since pit development through 1980, some 38 million tonnes of oxide ore with copper contents greater than 0.6 percent have been brought to the surface. Copper in the oxide ore is extracted at Twin Buttes in, an agitated sulfuric acid leach plant followed by solvent extraction and electrowinning producing 90 tonnes per day of copper cathode. During leaching of the oxide ores small amounts of uranium are solubilized along with the copper values. This is not limited to Twin Buttes as most acidic copper bearing leach solutions throughout the southwestern United States contain small amounts of uranium.1

Asbestos production in the United States is no match for the vast operations of Canada and the U.S.S.R. The majority of U.S. production is limited to the states of Vermont, California and Arizona, and the type of asbestos is limited to the variety of serpentine known as chrysotile. What little production of other varieties of asbestos such as tremolite and anthophyllite that has occurred over the past 100 years since asbestos became a useful commodity is of practically no significance. However, new developments in the field of environmental and occupational health hazards has startled the mining industry in this country and has already given a few particular companies reason to be concerned about the profitability and probability of their continued operation in the business of mineral processing. At the heart of these developments is the question and controversy over just what constitutes asbestos and what exactly is the definition of a fiber. To the mineralogist or, in fact, to practically anyone engaged in the process of mining and separating minerals there is little or no question about asbestos. It is not a distinct mineral but rather a commercial product serving specific applications for which a number of fibrous mineral types can qualify. To the hygienist pr health authority this definition is too general. They demand something they can detect, measure and control. To suit their purposes and simplify their task of detection, they have labelled the minerals chrysotile, crocidolite, amosite, tremolite, anthoph-yllite and actinolite as asbestos, and any particle of these minerals with an aspect ratio of 3:1 as an asbestos fiber.
