In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

We still need to innovate, but it is getting harder. The real price of metals is declining, return on shareholder value is lower than other industries, and there is a shorter-term focus on staying viable in a capital-intensive industry where timeframes for implementation of new technologies can be long (+I5 years). In this environment, the levels of R&D spent by major minerals companies are remaining steady at around 0.2%-0.5% of revenue. This is not large and to remain viable in the future, we need to be smarter about the way in which we do R&D. The mining industry is a knowledge-based industry. Driving down the cost curve demands innovation, which demands knowledge. To be smarter and more effective in our approach to innovation, a new paradigm is required Generating, capturing and using knowledge has evolved from Mode 1 (discipline based and clear distinction between basic and applied research) to Mode 2 (multidisciplinary, team-based approached with flow between basic and applied activities). Mode 2 is now seen to be much more efficient and to deliver better appropriability (Tegart 2003). To survive, we need to innovate, and the best way to do this is collaboratively. Some examples and pointers for the future will be given in this paper. THE CURRENT SITUATION The Rand report and other recent studies have painted a grim outlook for the mining industry. The real price of metals continues to decline (Figure 1) and profit margins remain thin. This is reflected in shareholder returnwhich are well below other industries (Figure 2)-and current management strategies-which reflect something of a "survival mode." The Leeville underground mine has been in operation since 2006 and currently produces 3,500 tons of ore per day with an average gold grade of 0.34 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. Based on the characteristics of the ore bodies, a long-hole stope and cut-and-fill mining methods are used at the deposits which are divided into several mining zones. Cemented rock fill (CRF) is used as the backfill in the open stope. CRF design includes the aggregate design, the ratio of cement and fly ash design, and strengths for the long-hole stope and cut-and-fill. In the aggregate design, the particle size distribution is one of the most influential aggregate characteristics in determining how it will perform as a basic backfill material. Gradation helps determine durability, porosity, cement and water requirements, strength, and shrinkage. To cut the backfill cost, fly ash usually is added into the binder to replace some part of cement. However, adding fly ash can affect the strength of the backfill. The reasonable percentage of fly ash is also important for making a good and low cost backfill. Based on the different mining method, the different backfill with different strength is designed. A systematic quality control procedure for aggregate and backfill is followed. After four yeas application, CRF system in Leeville achieved very good results.

Since 1928, nearly 64 km (40 mi) of tunnel have been excavated within the relatively soft Cooper Group, more commonly known as the “Cooper Marl,” for water supply and transporting wastewater in the Charleston area. The majority of these tunnels are unlined and still in operation, while others collapsed shortly after excavating. Tunnel behavior and support requirements vary considerably in this material due to differences in geotechnical properties. The 4.8 km (3 mi) long, 2.4 m (8 ft) diameter Bushy Park Water Tunnel, completed in 1997 for Charleston’s Commissioners of Public Works(CPW), required no ground support. By comparison, the 1.6 km (1 mi) long, 2.4 m (8 ft)diameter Harbor Wastewater Replacement Tunnel now under construction needs continuous support close to the advancing face, despite being located in the same geological formation. Case histories and general guidelines for designing tunnels in the Cooper Marl are presented.

To simplify programming, image analyzers commonly measure either linear intercepts or the areas of particles and grains to determine liberation based on polished section mounts. However, the concentration of minerals by flotation is based on reagents that interact with the exposed surfaces of the minerals. Thus, it is often perceived that image analyzers should measure the perimeter of the mineral of interest in the ore particles. A comparative liberation study of thirteen samples collected from a flotation plant processing a complex base metal sulfide ore showed that the liberation of the ore minerals determined by area measurements is very similar to the liberation determined by the exposed perimeters. The liberation determined by exposed perimeters is more appropriate only for those cases where the mineral texture is so complex that it is retained in the small particles generated in conventional grinding operations.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 13, 2008 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. This will be the 21st Annual National Mining Museum and Induction Banquet. The four inductees are Lew Eklund, 76, Carrie Jane Billings Everson (1843-1914), ?Colonel? William C. Greene (1851-1911) and Arthur L. Hawkesworth (1860-1905). Lew Eklund founded Eklund Drilling that is now based in Elko, NV. He invented many designs that play a major role in today?s mining industry. His Cyclo Blower and various sampling devices he designed helped to revolutionize gold deposit exploration by allowing mining companies to effectively sample microscopic gold. Carrie Jane Billings Everson discovered and proved a method for bulk oil flotation concentration of mineral ores, the precursor to modern froth flotation methods of minerals concentration. She patented her process in 1886. In the early 1890s, coworkers built and operated demonstration plants incorporating her bulk oil flotation process. ?Colonel? William C. Greene was responsible for the development of the great copper mining properties of Cananea, Mexico. In seven years, he went from ragged cattleman and adventurer to the greatest captain of industry the borderlands have ever seen. Arthur L. Hawkesworth was a master mechanic for Anaconda Copper. He invented the detachable drill bit. His invention generated tremendous savings for the mining industry in time, in dollars and in safer operating conditions underground. His bit?s long lasting contribution to improved mine economics is immeasurable. The 21st Annual National Mining Museum and Induction Banquet will begin with an open house and reception at 5:30 p.m. followed by the dinner and program at 7 p.m. The inductions will bring to 201 the number of mining ?greats? whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Anatolia Minerals Development Limited (AMDL) is constructing the Çöpler Gold Project in eastern Turkey and commenced mining in the fourth quarter of 2009 with gold production scheduled to begin in the fourth quarter of 2010. The project is a 15,500 tonnes/day oxide heap leach with three-stage crushing, agglomeration, carbon adsorption and electrowinning for final metal recovery. Leach solution copper levels are expected to be relatively low during the first two years of production but will increase in later years due to higher copper content in the mined and processed ore. Over the mine life approximately 40 million tones of ore will be placed on the leach pad, which will contain about 35,000 tonnes of copper. Metallurgical testing indicates copper extraction will vary by ore type and, if controls are not implemented, may lead to copper levels exceeding 1,000 mg/L in pregnant solution. High copper levels in leach solution have the deleterious effect of increasing cyanide consumption and potentially overwhelming the ability of the carbon circuit to effectively adsorb the principal economic metals, which in this case are gold and silver. Using data obtained from laboratory leach column testwork, the heap leach facility was modeled using METSIM process simulation software to estimate the build-up of copper in leach solution over the mine life. Laboratory testwork was also performed to evaluate process conditions for treating a portion of pregnant leach solution via sulfide addition to precipitate saleable copper as copper sulfide (Cu2S).

Asbestos, an extremely useful natural resource, has been studied extensively mineralogically and for industrial application. Its extraction from ores has been greatly improved with respect to safety in the work place. In spite of that, there is a decisive effort in many countries to ban its use on the grounds that it is a toxic substance. This action resulting in drastic decrease in production and the possibility of destroying the industry. The chelation of asbestos with organic dyes seems to be a promising way to abate its toxicity. Dyeing can be done when the fibers are slurred in water at ambient conditions in the same way as textile fibers.

Experience has shown that, since the passage of the Surface Mining Control and Reclamation Act, over-compaction of spoil during the reclamation process has severely limited tree growth on reclaimed land. Researchers at the University of Kentucky have conducted a ten-year investigation at a surface mine in eastern Kentucky that monitored the changes in selected spoil physical characteristics for various reclamation and compaction alleviation methods. More specifically, research plots were developed for reforestation that employed three different levels of compaction and two different methods of ripping for overly compacted spoil. Each year measurements were made in the field of dry bulk density, using a nuclear density gage, and maximum penetration depth, using a recording cone penetrometer. In addition to good correlation between tree growth and selected spoil characteristics, the data demonstrated a gradual convergence of the measured spoil characteristic data over the study period.

Highwall mining is an important surface coal mining method, and it may account for approximately 4% of total U.S. coal production. Highwall stability is the major ground control related safety concern. Ground control plans for highwall mining should specify hole width, web pillar width, barrier pillar width and number of holes between barriers. This paper offers simple design charts for these parameters aimed at providing “ball park” checks. Web pillars containing pre-existing auger holes are analyzed and a design chart for estimating their minimum width is also presented. Finally, close proximity multiple seam highwall mining, which may have caused several serious highwall failures, is analyzed. Web and barrier pillar recommendations for this special situation are presented.

When considering the mill drive system for a grinding application, a large number of questions must be answered. Depending on the mill size and type, the mill can be driven by several configurations of drive systems: a single low-speed motor connected to a pinion driving a ring gear, two low-speed motors connected to two pinions and driving a ring gear, or a gearless motor mounted directly. In addition, a gear drive system can have a reducer placed between a high-speed motor(s) and pinion(s) or a power path splitting pinion stand. In some designs the reducer is integral with the pinion stand driven by a high-speed motor. The technical and commercial implications of several mill drive options are presented. Initial cost, cost of installation, cost of commissioning, and cost of operation and maintenance are presented for each drive option considered. The impact of each drive system on the design, cost and operation of the overall plant electrical system is discussed. Also, consideration is given to mill drive availability, and the potential cost resulting from delays in plant production.

It is important to study the ventilation system in order to better design and control of the working environment in deep underground mines. With increasing depth, heat, and humidity performance may be reduced and impair the attention of workers. The purpose of this paper is to apply a complex; development-end model configured in the MULTIFLUX program, developed at the University of Nevada, Reno, USA. The MULTIFLUX development-end model template has been benchmarked against measurement results from two UK coal mines in previous studies. The present study is a test of MULTIFLUX application in a metal mine. The model incorporates the simulation of the air flow field in the drift and the auxiliary air duct; simultaneous heat and humidity transport from the drift wall; heat and mass exchange between the air in the drift and the ducts; and the evaporation of process water and/or condensation of vapor as governed by the psychometric conditions. The results are compared with field data, measured at the Lucky Friday Mine (LF) in Idaho, USA, an underground mine and also shown between the results from the MULTIFLUX-based model, and those from another program, Kduct, developed at the Kyushu University in Japan.. The release of fluid inclusions has a strong potential for the unintentional activation of pyrite during flotation. The present study aims to characterize fluid inclusions in a natural pure pyrite. The results indicate that a certain amount of fluid inclusions exist in the pyrite. The fluid inclusions assume a variety of shapes, including long strips, oval shapes and irregular shapes, with sizes that range from a few microns to dozens of microns. From the EDS results of hollow positions that resulted from the fracture of the fluid inclusions on the pyrite surface, certain amounts of Al, Cr, C, O, Ag and Cu were clearly detected; these elements were not detected in FeS2 pyrite itself. The contents of the inclusions were released into solution when the sample was subjected to a grinding process. Under experimental conditions of 2 g of pyrite cleaned in 40 mL of pure deionized water under an inert atmosphere, the concentrations of Cu, Fe, Cl- and SO4 2- released from the inclusions reached concentrations of 3.29 × 10-6, 32.52 × 10-6, 51.57 × 10-6 and 75.90 × 10-6 mol/L, respectively. These values are significantly greater than those from the experimental nonoxidative and oxidative dissolution of the pyrite. The fluid inclusions of pyrite were, therefore, concluded to represent the dominant sources of Cu, Fe, Cl- and SO4 2- in the aqueous solution. The present investigation provides a new understanding of the source of the unavoidable metal ions in the pulp and may benefit understanding of the flotation theory and environmental geochemistry.

This paper deals with the design characteristics of cutting tools and the operating parameters these tools are usually subjected to. Eight types of cutting tools/bits with different geometrical shapes and sizes were tested in a linear cutting apparatus, utilizing concrete blocks. The objectives of these experiments were to study the performance of each type of bit, make qualitative assessment of each bit geometry and size and establish cutting parameters for efficient utilization of the tools. During the experiment required forces Fx, Fy, and Fz, cutting, penetrating and lateral forces respectively and audible and sub-audible noises were measured. In these experiments, the depth of cut was kept constant to 1.5 inch while the bit spacing was varied 1.5,2.25 and 3.0 inch (3.75,5.6 and 7.5cm respectively). The results of these experiments indicated that by optimum ratio of depth of cut to bit spacing, the cutting face will be cleaned with the least ridge/land remains between the bit groves, resulting in least specific energy consumption, more large and less fine product particles and substantial reduction of audible noise. The results of these experiments also showed that proper bit design not only decreased cutting energy consumption but also reduced audible noise.

The EVINOS-MORNOS tunnel project with its 30 km of length is one of the longest hydraulic tunnel in the world realised with TBM method. The adverse geological conditions, the high cover and the short construction schedule were a great challenge for the successful construction of this tunnel. The paper will describe: the criteria adopted for the tunnel design, the selection of the construction methods and equipment, the productions of the 4 TBMs adopted and the comparison of the behaviour of the different type of TBMs in the various rock conditions, including special conditions, the characteristics of the adopted in situ and precast linings, a comparison between the foreseen and actual construction schedules, the contractual implications of realising a tunnel in such a severe and complex conditions.

The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.

The combined 78th Annual Minnesota Section of SME Meeting and 66th Annual University of Minnesota Mining Symposium was held April 19 and 20, 2005, in Duluth, MN. More than 300 mining professionals, including engineers, executives, mining managers and suppliers, from throughout the United States and eastern Canada attended the meeting. This year’s theme was “Global Demand: A Window of Opportunity.” The meeting included a keynote address, technical presentations and a trade show. The atmosphere at this year’s meeting was upbeat. The iron ore mining industry in Minnesota is experiencing one of its biggest turnarounds in history. Because of greater demand, iron ore prices increased 20 percent during 2004 and 71.5 percent so far in 2005.

According to the practice of mining management in the system of industrial complexes, the Kazakhstan gold mines are part of the mine processing industrial concerns providing ore-mining and ore-dressing. The cycle technology of winning operations used at the mining of vein deposits in the mines of the industrial concern is mainly provided by the systems of scrapping, scipping and electric locomotion. At present the information and computer system, elaborated on the basis of the Maikain underground mine is intended for creation of the system of automatic operation for the industrial complex mines. The information and computer system includes: - parametres characterising the accepted technology of works; - the main parametres characterising the technical devices of operation and control ; - information about the material, technical and personnel resources available at the mine; - mining and geological conditions of the deposit; - the facilities of the subsidiary units, of the mine; - the direct parametres and technico-economical indices in which the mine efficacy and activity is estimated. The suggested structure of the automatic operation system can be sensibly realized with the application of the microprocessor on the first level, the personal computer IBM PC/XT or PC/AT on the second level. For the complete realization of the project each mine will need 4-5 computers (as PC/XT), one IBM PC/AT and each mine complex - one super IBM for creation of the distributed information bank and its including in the integral world communication system.

Laboratory results from an initial study on the removal of SO2 from gas mixtures are reported using air-sparged hydrocyclone (ASH) technology. Tap water and alkaline solutions were used for absorption and the influence of gas flow rate, water flow rate and length of the ASH unit were investigated. Complete removal of SO2 was possible with very favorable kinetics. The efficiency of sulfur dioxide absorption from air using the ASH is compared with the efficiency of conventional technology.

An Automated People Mover (APM) transit system is planned for the growing Phoenix Sky Harbor International Airport. The APM will improve passenger movements between the terminals, and provide a link to parking facilities, a new rental car facility, and the planned metro Light Rail. The underground works will include shallow twin bored tunnels, taxiway crossings, and underground stations constructed beneath critical airport facilities. Challenging soft ground conditions will require extensive underpinning and ground improvements. Design is underway, and construction is scheduled to begin in 2007 with project completion in 2015. The owner’s planned delivery method for the APM Project will be Construction Manager at Risk (CMAR) with a Guaranteed Maximum Price.
