The philosophy behind the design of a rougher cell for the handling of coarse feed and for the maximization of recovery within a given time is presented. The application of this philosophy in cells of 22-litre, 320-litre, and 3 m3 capacity is outlined, and the results of the process testing of these cells are given. In this testing, particular accent was placed on the recovery of water as a guide to the recovery of the finest size of particles, and the rate of recovery of various mineral species. It is concluded that a promising concept has been identified, but that further testing is needed for the firmer establishment of optimal operational parameters in a production environment.

By use of models based on the South African gold-mining industry, analyses are made of the effects of changes in the mining tax structure on the .State's tax income from potential new mines; also on the percentage of such mines likely. to be proceeded with. The percentage is affected by the correlation between changes in taxation and in the flotation pay limits !or new mines. It is shown that the State stands to gain both directly and indirectly from raising the level of the capital allowance and from its extension to all mines; and that the reduced taxation resulting from a lowering of the discriminatory high tax formula for the gold mines, would, in respect of potential new mines, be compensated for by a significant increase in the percentage of such mines that would be proceeded with.

In a gold CIP/CIL circuit, adding new circuit water to a final tails thickener and then directing the thickener overflow to the head of the circuit significantly reduces the cyanide concentration at the TSF discharge spigot. The new water is used to dilute the final tails. The dilution and recycle of the tails in this manner may have the added benefit of reducing reagent consumption, in some cases to the point where the reagent savings justify the expenditure and Cyanide Code compliance is achieved at no extra cost. Potential circuit configurations and water recycles can be modelled by splicing a flowsheeting and thermodynamics package, such that changes to the composition of the water can be reduced to chemical speciation with a Gibbs free energy minimisation enabling a complete understanding of the circuit water chemistry.

Project evaluation is completed through individual studies covering technical and financial aspects of the mine to market. These studies are completed at various levels of detail depending on where the project evaluation is in the project's life cycle. The competency of the studies varies in relation to the quality of data, level of the skills employed, control, management and reporting structure. The focus of this paper is managing elements of the study, looking at the cost of opportunity to influence the project, against the value added. Selection of the study manager and study teams is central to getting an integrated project evaluation addressing the correct issues completed on time. Retention of key personnel can reduce rework which, in turn, can reduce time and cost impacts. It is important to have a work breakdown structure at the outset so that the study teams have a common numbering and naming system that will integrate areas, equipment, budgets estimates and accounts. Having set up the evaluation groups and provided training in the study procedures, understanding the scope and schedule are vital elements in producing a project evaluation that addresses the opportunities and the risks of the final project. Arriving at an accurate capital budget requires integration of the research controlled through common systems. Project evaluation process must also address how the project is to be delivered.

The locations of potential reserves of chromite ores throughout the world are discussed. Reference is made to the marked changes in international trade in chromite ores during the past ten to fifteen years, and to the change in locality of the production of ferochromium aloys, which is curently largely carried out in the country of origin of the ores. The influence of these changes has been very profound in South Africa, which has the largest smelting capacity and the largest production of ferochromium aloys in the world. A proportion of South African ore is stil exported to meet the demands for the production of chromium chemicals and refractories, including a large tonnage of foundry sands. Ferochromium smelters in South Africa have a capacity of virtualy 1 Mt of aloy per annum. Nearly al this development has taken place since the introduction of the argon-oxygen decarburization (A.O.D.) process for the smelting of stainless steels. Formerly, expensive Iow-carbon ferochromium aloys were required as raw materials, but the AO.D. process, which is being used world wide, permits the use of high-carbon ferrochromium, the main product of the smelters in this country. The production in South Africa of chromium-containing corrosion- and heat-resistant steels is stil on a relatively smal scale, but serious atention is being paid to the exploitation of low-carbon weldable feritic chromium steel.

Since its introduction in 1956, the capital allowance has been increased and its scope widened. At present the allowance is 10% in respect of two categories of gold mine (post-1973 and other deep level mines) and 6% in respect of natural oil mines. The allowance is a significant incentive encouraging the development of new mines, to the benefit of both the fiscus and the South African economy as a whole. A strong case can be made for increasing the amount and the scope of the allowance. The Margo Report recommendation that the allowance should possibly be replaced with a system of direct grants is, in theory, neutral. However, practical difficulties exist with cash grants and there is concern with the implications elsewhere in the Margo Report that the capital allowance is excessive and that, as a consequence, such direct grants will represent an effective reduction in this incentive. I believe that the best course of action would be the retention (and enhancement) of the capital allowance and the expansion of its scope.

To have been invited to deliver this second CMMI lecture is an honour that I deeply appreciate. But, when I contrast my qualifications for delivering it, with those of Sir Alistair Framet, who delivered the inaugural lecturet in the series, or with those of other members of the Council, I feel rather an imposter. Far from having been a miner al my life, I have been associated with the mining industry on a part-time basis for a mere eight years. However, I encourage myself with two recollections. The first is the admission of the great Sherlock Holmes that he was often guided to the truth by the erroneous opinions expressed to him by Dr Watson. I may be able to perform a similar service for you. Secondly, I recall that, when I was a member of the Diplomatic Service, I was quite often asked to address representative gatherings of such professional people as the police, architects, dress designers, teachers, doctors, funeral directors, bird fanciers, and so on. Since it would have been pointless to pretend that I was expert in any of their businesses, I used to resort to the technique of announcing as my theme' A diplomat looks at the police' or whatever profession it was. They fortunately took it as a compliment that their profession was apparently one that diplomats spent a lot of time brooding over. They could also afford to laugh of any criticism that I might make because it could be ascribed to ignorance rather than informed malice. I hope that you will do the same.

Electric smelting at Rustenburg Platinum Mines Limited of nickel - copper concentrates containing platinum-group metals By J. C. MOSTERT Pr. Eng.. B.Sc. (Stellenboseh). M.Sc. Met. Eng. (Fellow) and P. N. ROBERTS Pr. Eng.. B.Sc. Eng. (Rand) (Fellow) The processes involved in the smelting in an electric furnace of nickel-copper concentrates containing platinumgroup metals are described. These are concentrate drying, pelletizing, pellet drying, and flux and pellets proportioning, followed by smelting of the concentrate in a submersible-electrode electric furnace, which is discussed in more detail. The furnace matte is blown in a converter to the white-metal stage and is cast in moulds, whilst the slag is granulated, ground, and floated for recovery of valuable metals and afterwards pumped to the tailing dam.

On 8th August, 1973, 57 members of the Institute visited Prieska Copper Mine at Copperton in the North Western Cape. After tea, the group was welcomed by the Management of the Mine, and Mr Grobler, the General Manager, gave an introductory talk. After they had been taken on a bus tour of the property, the members split up into groups and proceeded underground or to the concentrator. Of special interest to the mining members were the rock-handling methods in use at the mine. The stoping method that has been adopted is the continuous, long-hole sub-level open stoping system. The broken ore is moved with rubbertyred front-end loaders from the stope drawpoints to the ore passes. On the main tramming levels, the ore is collected by electric locomotives and discharged into the main shaft system at the bottom. At the shaft ore-pass system, a gyratory crusher that can accept rocks up to 1 m in diameter has been installed. The crushed product (minus 150 mm in diameter) will then be hoisted by a Koepe winder, which has a rated capacity of 900 tons per hour. The mine is also served by a declined roadway from surface, which facilitates the movement of heavy equipment. The most striking aspect is the productivity that can be achieved by the use of a trackless-mining system. For the production of 230 000 tons per month, it is estimated that 6 stopers and 7 developers will be required. The total labour force will be approximately 2500-2000 Bantu, 200 Coloured, and 300 Europeans. Training of maintenance and operating personnel is of the utmost importance, and it was interesting to note the extent to which non-White labour is being used in these occupations. Lunch was served at the single quarters, after which the group proceeded to the airfield for the return trip to Johannesburg. On behalf of the visitors, Professor de V. In a first for the diamond industry, Koffiefontein Mine in the Free State, South Africa, opted for the front cave mining method to extract a 90 metre high block of kimberlite ore. Block caving, because of its high initial capital requirements, resulting in a negative internal rate of return (IRR),was ruled out as a feasible mining method for Koffiefontein Mine. Front caving is essentially a combination of the traditional block cave and sub-level cave mining methods, but uses two or more levels of retreating drawpoints. Two extraction levels, in the case of Koffiefontein Mine, are spaced 12 m apart vertically, with the upper 478 m level (48Level) acting as the undercut/extraction level, and the lower 490 m level (49 Level) as the extraction level. Caving is achieved by undercutting a small column of ore, which is then drawn, on both the 48 and 49 Levels, until the planned extraction percentage is achieved. The next column of ore is then mined by advancing the undercut (48 Level), and the process is repeated until the entire ore block is depleted to the contact. Caving-by-gravity techniques of mining rely on closely controlled draw of the caved ore to ensure proper caving action and to minimize the dilution of ore with waste material from the open pit. This paper discusses the need for, and implementation of, a draw control system at Koffiefontein Mine — a computerized production management system, and a draw control system based on linear programming, to allow control over the draw rate and mining sequence — a major factor in all production planning to optimize production efficiency, ore recovery and cave management. In order to test the applicability of elastodynamic codes in the modeling of mining related problems, comparisons are made between seismic data and numerical analyses. The dynamic finite difference program WA VE is used for the modeling of a horizontal stope in a deep mine. The slip along a vertical fault situated within the positive excess shear stress lobe of the stope initiates seismic waves. The stope-fault geometry is modeled in both two and three dimensions. The three dimensional non-slip weakening WAVE analyses correlate well with Brune's analytical model. For accurate modeling of the peak particle velocities predicted by McGarr's empirical relationship, it is recommended that a three-dimensional stope -fault model is used, with the amount of slip weakening dependent on the magnitude of the event.

This paper describes a study of the destination of the mercury that is present in the ore during the recovery of gold. It was found that over 96 per cent of the mercury passed through the process untouched. A small amount finds its way into cyanide solution, and is concentrated with gold in Zinc dust as Merrill precipitate. When the precipitate is calcined, the mercury is driven off and finds its way into the atmosphere. However, dilution of the stack gas in the atmosphere appears to be sufficient to prevent hazardous concentrations arising at ground level. No other significant concentrations of mercury were found at any stage of the process. The amount of mercury lost to the atmosphere by this mechanism appears to be less than 200 kg per year throughout the gold-mining industry in South Africa. Virtually no mercury vapour could be detected in the air in the smelt-house. Slight increases in mercury concentrations above background level were observed in soils around the reduction plants and in the discharge or return waters, but no environmental stress is anticipated from these increases.

A mineralogical investigation of the main causes of refractoriness of some metalurgicaly complex gold ores in South Africa is reported. It is shown that this refractoriness is related to the presence of submicroscopic gold, carbonaceous material, pyrhotite, and base-metal sulphides. Gold ores can be classified according to their content of these components. Electron-microprobe analysis shows that gold occurs in arsenopyrite and pyrite, the gold contents of which can be up to 2700 gft. The gold and arsenic contents of these minerals are closely corelated. Furthermore, within zoned arsenopyrite grains, the concentration of gold closely folows that of arsenic. Mossbauer spectroscopy caried out on samples of concentrate from the Barberton area indicates that the submicroscopic gold within the sulphides is in a non-metalic form. The mineralogical examination of beneficiation products is important, since it sheds light on some fundamental aspects of the behaviour of the ore and gangue components during milling and flotation. Such basic information will lead ultimately to a better understanding of the problems in the beneficiation of these ores. Investigations have shown that the overmiling of the auriferous arsenopyrite and the disseminated nature of the sulphide mineralization are the main problems during beneficiation.

I believe that more experimental results could have been given, together with more details of the modifications made to the plant that enabled it to operate with the success mentioned in the paper. One important omission is a definition of the word fines. As pointed out elsewhere!, this word is used very loosely.

Rapid fouling of condenser tubes in underground refrigeration plants is a frequent occurrence. It leads to low heat transfer efficiencies, with consequent serious reduction in capacity and increase in the horse-power requirement of the units. High pressures develop in the condensers, and frequent cleaning of the tube bundles is required. The cleaning operation takes up to 8 hours and in some cases results in significant loss of production. One of the possible causes of fouling is deposition of scale, but this can be readily overcome by controlling the concentration of the water. When water evaporates, the dissolved solids remain behind; thus evaporation increases the amount of dissolved solids per unit volume. If half the original volume evaporates, the concentration of the dissolved solids is doubled and the water is said to have a 'concentration' of two. Concentration may be controlled by regulating the amount of water allowed to bleed from the system. The actual concentration value required is a function of the chemical analysis of the circulating cooling water. In one instance, where the problem of scale formation had been eliminated, fouling still persisted, and the possibility of excessive quantities of dust in the re-circulating water was investigated. A dispersing reagent was added to the condenser cooling water as a means of preventing sludge deposition in the condenser tubes. As shown by curve A in Fig. 1 the reagent addition did not decrease the rate of fouling.

The use of pebbles as the medium in the grinding of quartz gravel in a laboratory mil provided experimental data that were used to quantify the relationships between the feed rate of ore to the mil, the fineness of grind of the product, and the wear rate and consumption of the grinding medium. Fineness of grind is expressed as the inverse of the harmonic mean size, a quantity that is calculated from data obtained by sieve analyses. The commonly used criterion for fineness of grind (the percentage of material smaller than 75 µm in the mil product) is shown to corelate approximately linearly with the inverse of the harmonic mean size. An increase in the feed rate was found to cause the harmonic mean size of the product to increase linearly, Le. the relationship previously found for metalic grinding media is applicable to al grinding media, irespective of shape or composition. Simple expressions for the consumption and wear rate of pebbles are derived from the experimental data, and are shown to be functions of the feed rate. The expression for wear rate is a monotonicaly increasing function, while that for consumption is a hyperbolicaly decreasing function of the feed rate. In contrast, a linear relationship was found between the rate of wear of the grinding medium and the rate production of fines. The expressions that were previously developed in relation to the use of metalic grinding media are shown to be equally applicable to pebble milling.

Past work on the ignition of methane-air mixtures by coal-cutting picks is reviewed, with special reference to the factors that contribute to ignitions and ways of reducing them. The main conclusions obtained from this review are outlined for the following aspects: mechanisms of ignition, methane concentrations, and the roles of rock types, cutting parameters, cutting tools, and water. However, many of these factors have been investigated on a qualitative, rather than on a quantitative, basis. A considerable amount of effort over a long period has been expended in this area of research. It is shown that a number of the factors influencing ignitions by machine picks have been researched adequately, but that there is still work to be done. Research is continuing in this area, being concentrated primarily upon the ignition potential of the coal-cutting pick.

In the investigation described here, it was found that the main effect of temperature is on the rate of flotation, and that adsorption of the reagent is not rate controlling. Above 10°C, the flotation rate of pyrite and gangue increases almost exponentially with a rise in temperature. Below that temperature, the flotation rate of pyrite shows a sudden marked decrease, that of gangue increases, and the sulphur grades are significantly poorer. In the flotation of pyrite, the mass transfer of the pyrite from the pulp to the troth is thought to be the ratecontrolling step, whereas the flotation of gangue is controlled by the combined effect of the stability and velocity of the froth and the viscosity of the elutriating medium. The latter is probably the controlling effect at temperatures below 10°C. Little difference was noted in the recoveries (provided no time limit was set) with changes in temperature; hence adequate recoveries can be obtained at Iow temperatures by the introduction of longer residence times for the pulp. The adverse effects of Iow temperatures on grades can be overcome only by additional cleaning or by heating of the pulp.
