An often overlooked factor in the analysis of mine layouts and schedules is technical operating flexibility, mainly due to its nebulous nature. If one glosses over technical operating flexibility the resultant mine layouts and schedules tend to be sub-optimal. The need to incorporate technical operating flexibility into the analysis and comparison of mine layouts and schedules is increasing in importance. This paper illustrates the nature of technical operating flexibility, reviews previous work on valuing operating flexibility and proposes how technical operating flexibility can be quantified for tabular reef mines by using a platinum reef deposit as a case study. Once technical operating flexibility is quantified it becomes possible to explore its incorporation into the analysis of mine layouts and schedules and subsequent optimization processes. Dr. K. Gebhard In his excellent and comprehensive survey on the future development of the Iron and Steel Industry in South Africa, Mr. Coetzee has also mentioned the direct reduction processes as a possible method of converting iron ore to iron. Mr. Coetzee has made it quite clear that at this stage one should not consider these processes as a 'magic formula' which herald a 'break through'. I agree entirely with this point of view. Once upon a time I held the opposite view, but in the meantime I have revised my views. To do so, I had 40 years at my disposal. In 1930 I had the privilege of being connected with the first commercial sponge iron plant in Germany1 - a plant which was capable of producing 40 tons of sponge iron a day. We were determined to prove that the blast furnace would become obsolete in the near future. We considered it as an unnecessary detour to convert iron ore first into an iron-carbon alloy, which contained further quite a number of undesirable elements, and to remove this carbon by an endothermic process. Direct iron-making seemed to be a logical short cut. Unfortunately, we were not able to establish this 'short cut,', but the life of our sponge iron plant was cut short. We had solved all technical but not the economic problems. Basically the positon is still the same today - mainly economic and to a lesser degree technological aspects determine the rate at which sponge iron plants are installed. More has been said and written than done about direct reduction plants. I think that there are two main reasons for this stagnation in the introduction of direct reduction processes. The first reason is that modern blast furnaces are just too good and too economic ever to be replaced by direct reduction processes on a large scale. This, of course, already limits the field of application for direct reduction plants. The second reason is that sponge iron production and utilisation is based on technical considerations, which increase not only the production cost of sponge iron but also the conversion cost to steel to such an extent that under special conditions only are direct reduction plants an economic proposition. Writen contribution by J.F.Curtls The subject mater of the paper is interesting in that, instead of 'numerical modeling based on elastic theory' being used for the prediction of energy release rate (ERR) in relation to various types of stope support, including backfil, use is made of stresses in the backfil in an atempt to corect the numerical modeling. First of al, it should be emphasized that the object of the paper is not to address the validity of ERR as a tool for the assessment of seismic events or rockbursts, but to determine an in situ modulus for the rockmass with the aid of backfil measurements. Stacey Although the authors of the above-mentioned paper have presented some good and interesting information, the title of the paper, and the recommendation that such an in situ modulis should be used for calculations of energy release rate (ERR), are viewed with some concern. SYNOPSIS This review article first highlights the past performance of the industry and discusses the manner in which the development of the industry has followed a logical progression from mining to the production of mineral and metal products of specification purity. Then the numerous constraints against a greater contribution by the industry are enumerated. Attention is drawn to the extent of further processing that can be undertaken in the context of mining and metallurgical processing, not only to indicate the benefits that can be derived from the added-value conferred on a mineral or metal commodity during each stage of its further processing, but also to point out some important corollaries of further processing. The many opportunities and challenges for an increased contribution by the minerals and metals industry are then reviewed. This major section includes a list of commodities for which increased penetration of export markets could be sought because the increasing resistance level (a term developed in this paper) has not been attained; a list of commodities that are imported at present, many of which could be produced locally on the basis of identified resources and expertise; a list of commodities for which additional uses should be developed so that South Africa, which possesses the largest reserves and is the largest exporter, can increase its production rate; and examples of commodities for which further processing is still at an early stag*..

A simple mathematical model is presented that relates the 'head' developed at the surface of pulp in a tank to the power dissipated by the air in producing it. The value for the head is then used in the calculation of the superficial circulating velocity of the pulp and the area of the overflow, and the product of these two values gives the pumping rate of the pulp. Thus, the superficial circulating velocity, and hence pumping rate of the pulp, are related directly to the flow-rate of the air. This hypothesis was tested with good results in an air-agitated pachuca tank (of 1 m in diameter) fitted with a draught tube. The method can also be used for the prediction of the pumping rates in production-scale vessels.

The reduction of fluxed and non-fluxed manganese, ores by ferromanganese silicide by W. P. CHANNON, B.Se. (Eng.), M.Sce. (Eng.) Wits. (Visitor) and J. B. SEE, B.Sce. Hons., Ph.D. (New South Wales), M.I.M., M.I.M.M. (Member) In South Africa, medium-carbonferromanganese is produced by the silicothermic reduction of slags containing MnO. Because of its importance in the production of refined ferromanganese, a study was made of the reaction between a premelted South African Mamatwan manganese ore and various ferromanganese silicide reducing alloys, with and without fluxing agents. Because the reaction is highly exothermic, temperature appeared to have little effect on the rates of manganese transfer to the metal and silicon transfer to the slag, and an apparent equilibrium was rapidly approached. Limits were determined for the favourable effects of fluxing additions, and manganese recoveries were found to decline as the ratio of CaO to MgO decreased as a result of the addition of basic flux. The recovery of manganese passed through a maximum, and subsequently decreased for variations in the ratio of alloy to ore. The results obtained, when used in conjunction with other physicochemical data related to this slag-metal system, suggest optimum slag compositions for the efficient manufacture of medium-carbon ferromanganese from Mamatwan ore.

In this paper the authors describe the developed algorithms of short- and medium-term planning of underground mining operations. The algorithms were developed using the example of the flat-back cut-and-fill method, and provide multifactor accounting of mining conditions, technical and technological limitations: state and properties of the rock mass; the current mining situation; mining rules; availability of safety pillars; properties of the filling; additional characteristics of technological objects that complicate the driving of workings; sufficiency of human and technical resources; employee specialisation; existing machinery and equipment; opportunities and limitations of the transport scheme of the mine, and work schedule. The paper is presented by means of a dynamic model of mining development, which shows the sequence of mining operations in the mine workings. Besides animation, the tool provides an opportunity to form tabular and graphical reports.

The discussion written by Dr de Frey suggests that mine design should be based on closely spaced stability pillars. However, this concept leads to low extraction ratios at depth. The concept of `crush' pillars in conjunction with more widely, appropriately spaced stability pillars allows for significantly larger extraction ratios, particularly at depth. It should be noted that the rock conditions in many areas of South African platinum and gold mines are good, allowing significant spans to be mined safely between stability pillars. `Crush' pillars are cut small enough to fail stably near the face under stiff loading conditions, and their residual strength is intended to support about 10 m rock height between stability pillars. While this support resistance cannot be achieved by conventional support, crush pillars have been proven to have the required capacity for this purpose. The concept of leaving smaller crush pillars with appropriately positioned stability pillars has been used successfully for more than 30 years in areas of South African platinum and gold mines.

Owing to the helical construction of the wires and strands in a triangular-strand rope, a torque is generated when the rope is restrained and tensioned. When a rope is suspended vertically, there is a load differential along its length due to the self weight of the rope. This load differential gives rise to an initial torque differential m the rope. Since the rope is constrained only at the conveyance and sheave wheel, the torque along its length must be constant ID order to maintain equilibrium, a variation in lay length occurs so that the lay length at the conveyance end decreases, and the lay length at the sheave end increases, from the manufactured state. The tension-torsion testing of steel-wire ropes is discussed, and it is shown how the results of the tests can be used to predict static in-shaft torsional behaviour. The expected changes in strand lay length in very deep shafts (deeper than 2500 m) are calculated, and the associated problems and of severe changes m lay length on rope endurance and safety are discussed. Examples of current in-service rope distortions such as kinks and corkscrews are shown.

The issue of evaluating the economic impact of large mineral projects in developing countries was studied by the use of econometric models. The evaluating system is demonstrated by its application to an example from Namibia. Three-dimensional graphics are used to illustrate the procedures leading to an assessment of the economic effects of the mineral development. The analysis allows the assessment of the overall economic consequences of mineral developments where there is a need to incorporate in the evaluation issues that are broader in scope than the pure financial objectives. Sets of technical coefficients are exploited for the development of input-output models of the productive structure of an economy. The models are refined to incorporate country-specific behaviours. The increased flexibility of the enhanced semi-input-output model permits a more confident investigation of the economy wide effects associated with a new project in the mineral sector of a developing country. Synthetic measures of profitability at market and shadow prices are introduced, and the cost/benefit ratio is used to rank mineral projects according to their economic profitability. The cost is the capital mobilized for the development of the project and for increasing the productive capacity of the related satellite industries. The benefits are identified with the economy-wide increase in value added induced by the project. 80th costs and benefits are initially valued at market prices. Their ratio is likely to be an index of economic profitability superior to measures that concentrate exclusively on the benefit side of projects. To allow for market distortions, the concept of shadow prices is introduced, and accordingly project-related costs and benefits are re-evaluated. A new cost/benefit ratio at shadow prices is recalculated, which is more meaningful to the policy-maker than decision-making based on socio-economic issues.

It is of great importance to prevent a leakage of hazardous substances from underground storage plants, because this certainly leads to a fatal disaster for human societies. Therefore, effective grouting system needs to be developed, which can inject cement grout into low-permeable rock masses. Authors have carried out a series of laboratory injection tests using a fracture model and field tests in low-permeable rock masses. In these tests, not only was the superiority of dynamic grouting confirmed, but also the relationship between grouting-efficiency and injection parameters was investigated. In this paper, the results of laboratory injection tests and field tests together with theoretical approaches to them are mentioned. L’empêchement de la fuite des substances dangereuses des galeries de stockage est un traitement très important pour protéger la société humaine contre la comtamination catastrophique. Par conséquent, un procédé d’injection efficace doit être mis au point, qui peut injecter du coulis de ciment dans le rocher ayant une perméabilité basse. Les auteurs ont effectué une série d'essais d'injection en laboratoire en utilisant un modèle de rupture et d'essais sur le terrain dans le rocher ayant une perméabilité basse. Dans ces essais, était non seulement la supériorité du l’injection dynamique confirmée, mais aussi le rapport entre l’efficacité de l’injection et les paramètres d'injection a été étudié. Dans cet article, les résultats des essais d'injection en laboratoire et des essais sur le terrain ainsi que les méthodes théoriques pour les essais sont mentionnés. Es ist wichtig, Durchsickerns gefährlicher Substanzen aus unterirdischen Lagerstellen zu verhindern, weil dies für die menschliche Gesellschaft unter Umständen zu verheerenden Unfällen führen kann. Daher muß ein effizientes VerfugesSystem entwickelt werden, welches erlaubt den Mörtelschlamm in wenig durchlässige Felsenmassen einzuspritzen. Die Autoren haben eine Serie von Laboreinspritzungsversuchen mit einem Bruchmodell und Feldversuche an wenig durchlässigen Felsenmassen durchgeführt. Diese Versuche zeigten nicht nur die Überlegenheit des dynamischen Verfugens, sondern wurde dabei auch das Verhältnis zwischen Verfugen und Leistungsfähigkeit sowie den Einspritzungparametern untersucht. In dieser Studie werden die Ergebnisse der Laboreinspritzungtests und die Feldversuche zusammen mit den entsprechenden theoretischen Ansätzen erläutert.

This paper describes a numerical procedure for the computation of the displacements and stresses induced by the mining of a tabular ore deposit in faulted ground. The numerical procedure is based on the displacement discontinuity method, which can be regarded as an application of Salamon's 'face element principle' to cases in which the reef plane is faulted into several sections, or even folded in an arbitrary way. An element of a fault is modelled in the same manner as an element of the reef, except that a fault element is allowed to undergo permanent inelastic deformation (i.e., slip) if the stresses transmitted through the fault-filling material satisfy a Mohr-Coulomb yield condition. An iterative technique for the incorporation of a Mohr-Coulomb yield condition in the general displacement discontinuity method is explained. This technique is illustrated by means of a simple example involving the mining of a flat-lying reef intersected by a fault. The displacements and stresses at selected locations along the fault are examined as the reef is mined, element by element. A consideration of the energy changes reveals that the occurrence of slip along a fault leads to a sudden increase in the energy release rate due to mining as the excavation intersects the fault. The energy release rate then falls off abruptly to a value less than that which would occur in the absence of any slip, and gradually builds up to re-establish the conditions that would exist in unfaulted ground.

To meet these challenges, rapid structural changes have been taking place in mining organizations both here and abroad. The management of shaft-sinking projects is a case in point. Shaft sinking is a seminal element in the sustained well-being of a deep level mining venture. Its accomplishment is fraught with risk, involves a high level of capital expenditure, and is a precursor to profitable mining investment. The purpose of this paper is to present a concise and practical picture of the concepts, methods, and techniques of professional project management as applied to shaft-sinking projects.

The hazard of rock bursts and rock falls as experienced in South African gold mines is examined in the light of recent research findings. The problem areas include high fatality rates, losses in production and equipment, and a detrimental influence on the recruitment of labour. The nature of the hazard is analysed, and it is shown that rock bursts are strongly related to the spatial rate of energy release by mining but that rock falls are not. The role of blasting and geological discontinuities is discussed. Practical rock-burst control strategies are compared, including the use of stabilizing pillars, back-filling and, in particular, techniques for reducing the frequency and severity of accidents resulting from large rock bursts. The latest stope-support experiments and their potential implications to mining are consid~red. It is concluded that a better understanding of the rock-burst and rock-fall hazard has resulted from the industry's research efforts. The findings can be applied towards obtaining an improved underground environment for men and machines.

The safe and optimal installation of roof support remains one of the biggest challenges in underground mining today. Traditional hand-held, roofbolt installation in conventional mining has been replaced, in a lot of mining operations, by mechanized equipment. This was a first step to moving the operators out of the unsafe working environment and a start on the trend toward a changed support regime in mechanized mining. However, the challenge of handling of the drill steel itself, as well as inserting resin cartridges and bolts, remains a major hazard and the cause of many lost-time injuries. The paper describes and discusses developments in this area, of mechanized bolting and on-board automation, presenting solutions to known problems, achievements to date, and future developments. The solutions presented will identify with addressing customer needs while touching on possibilities for further technology changes, keeping focus on the safety aspect for operators and the need to bring the operators even further away from the unsafe working environment. The-state-of-the-art technology in mechanized bolting equipment is presented and a brief outlook on the past, current, and future developments is given.

The paper compares operational parameters for the electric reduction smelting of pig iron and ferroalloys in pilot and industrial furnaces. Data from two pilot furnaces of approximately 200 and 500 kW operating-load capacity, as well as from several production furnaces, are included. Examples are given for the smelting of pig iron, ferronickel, ferromanganese, ferrochromium, and ferrosilicon. In most instances, the results from the pilot furnaces, such as the values for consumption and product analyses, corresponded fairly well with comparable data from the industrial furnaces. For ferrosilicon, the power consumption in the pilot furnace was higher than that in the industrial furnace.

Skorpion Zinc is located 25 km north-west of the small settlement of Rosh Pinah in southern Namibia. Commissioned in early 2003, Skorpion Zinc became the first mine-to-metal operation to commercially apply a purely hydrometallurgical process route to exploit a zinc oxide orebody. The novel technology, known as The Modified ZincexTM Process patented by Tecnicas Reunidas, comprises sulphuric acid atmospheric leaching, zinc solvent extraction (SX) and electrowinning (EW) to produce London metal exchange (LME) Special high grade (SHG) zinc. Forming the core of the process, the SX step has thrived in its role as a barrier to impurities and also in the upgrading of the pregnant liquor solution (PLS), converting it into a loaded electrolyte (LE) sufficiently rich and pure for EW. Against this successful run, a number of challenges have, however, been encountered in SX due the emergence of upset conditions largely emanating from upstream processes. This paper outlines some of the major deviations that have beset the SX process in its first five years of continuous operation. Impurity excursions, temperature depressions, changes in phase continuity, excess aqueous entrainment, the effect of colloidal silica and the accumulation of rare earth elements on the organic phase will be discussed in detail. The importance of the minerals industry in the economy of the country is discussed, and the tremendous changes that have taken place over the past two decades, including the widespread application of computers and the use of mechanization, are outlined. A discussion of the future of the minerals industry points out that, with the rise in the price of gold, the life of the gold-mining industry can be expected to extend beyond that previously predicted, and that the demand for uranium, which has been depressed, is uncertain. As a result of the oil crisis, the demand for coal has increased and large expansion programmes are planned. These involve coal exports and the use of coal for the generation of electric power, for the production of liquid fuels, and for the smelting of metals. Technical challenges face engineers in every avenue of the minerals industry: in deep gold mines, underground coal mines, strip coal mines, and open-pit mines. Studies indicate that only one-third of the demand for trained mining and metallurgical engineers is being met and that the position is worsening. However, there are indications that the industry is succeeding in attracting more engineering students, and the supply is expected to improve. These efforts should be co-ordinated, expanded, and intensified. There is a need to ensure that sufficient teaching staff of the right calibre and experience are attracted to universities and technikons. The first degree course is comprehensive and basic, and specialization through post-graduate study should be encouraged. The influence of national service on the education and training of engineers is discussed.
