This is an audience, I know, that shares my interest in a subject that is currently getting a lot of attention -the tendency of our Nation to draw increasingly on overseas supplies of certain mineral commodities, and proportionately less on domestic sources for these minerals. That we do obtain substantial quantities of some essential minerals from abroad is easy to demonstrate. That we will continue to do so in the foreseeable future is not in doubt. Uncertainty begins, however, when we try to interpret the significance of these facts. As with many phenomena, their meaning is open to a variety of interpretations.

Prolonged exposure to noise over a period of years generally causes permanent damage to the auditory nerve and/or its sensory components. This irreversible damage, known as noise-induced hearing loss (NIHL), is the most common occupational disease in the United States today. Workers suffering from NIHL have difficulty understanding human speech and hearing other workplace cues. Despite the use of regulations and efforts by government and industry to reduce NIHL, the problem today is as prevalent as it was more - than two decades ago. Recently, the Mine Safety and Health Administration (MSHA) promulgated a new regulation that is designed to reduce NIHL in the mining industry. One of the more significant provisions is the elimination of MSHA's past practice of giving "credit" for the use of personal hearing protection, thereby reestablishing the primacy of engineering and administrative controls. However, there is a knowledge gap that is impeding the development and implementation of engineering and administrative controls. Although significant data exist on the exposure to noise by occupational code, little is known about the noise sources that contribute the most to the worker's dose. This is problematic in a workplace with multiple noise sources and workers who travel among noise sources. Yet without this knowledge, it is difficult to focus control efforts in any practical manner. Thus, it is important to characterize noise sources sufficiently well so that the sources most hazardous to hearing are identified and those conditions of exposure that are most amenable to engineering controls are pinpointed as well. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures in the mining industry to address this deficiency. The initial effort, conducted at a coal preparation plant and results are described in this paper. Preliminary analyses indicate that the noise levels on all floors exceeds 90 dBA in most areas, and that levels as high as 115 dBA were recorded. In addition, the one worker whose responsibility is to monitor the equipment and "house clean" the plant is slightly overexposed, even though he spends only half the shift in the plant. General information on the hearing loss problem in mining, a review of hearing protection use and noise regulations in mining, and other background materials are also presented.

The expression "firing open, unconfined shots," as used in this circular, means the firing of explosive charges not confined in boreholes. Examples are the so-called mudcap shots, adobe or dobe shots, or bulldozing shots consisting of explosive charges placed on, under, or between rocks for the purpose of breaking them. The practice of firing open, unconfined shots is not uncommon in coal mines, despite the fact that numerous mine explosions and dust ignitions have resulted from this practice. The usual method of preparing such shots is to place the explosive with its detonator on top of a piece of rock or coal and cover it with clay, loam, sand, or road dust; frequently no covering of any kind is used. In some mines, an open charge of explosive is placed on timbers to dislodge them or in crevices in the roof to break down loose rock that cannot be dislodged with a bar or pick. The explosive charges may be made and fired singly, although sometimes several charges are placed on one large piece of rock with a detonator in each charge, and all charges are fired simultaneously. Although it is general practice to use permissible shot-firing devices, which will not ignite gas or dust to fire these charges, electric power from the regular mine circuits is sometimes used. When the shot is fired, any coal dust that may be present is thrown into suspension by the blast and may be ignited by the intense hot flame of the explosive or by an arc or spark at the leg wires or the end of the firing leads if power from the regular mine circuit is used to fire the shot. Even if there is not enough coal dust present to form a dust cloud, open, unconfined shots can readily ignite methane.

This information circular presents data for 1960 on individual coke plants in the United States. All oven-coke plants in existence, whether active or idle at the close of the year, are listed in this report. With two exceptions, only beehive plants on which reports were submitted to the Bureau of Mines are included. Although the Bureau was unable to obtain reports from these two active plants in 1960, the number of ovens and annual coke capacity are estimates, based on previous reports filed with the Bureau of Mines. Accordingly, there were 73 oven-coke plants in existence at the end of 1960 of which 70 were active. Reports were received on 44 beehive plants of which only 13 were in operation at year end. Oven-coke plants are listed alphabetically by States in table 1 which shows the name and address of the company, location of plant, classification or type of ownership, number and type of ovens, annual coke capacity, and coal-chemical materials produced. The terms "furnace" and "merchant" plants used in this and all other reports of the Bureau of Mines designate the type of ownership. Furnace plants are those owned by iron and steel companies whose main business is production of coke for use in their own blast furnaces. Merchant plants are those associated with chemical companies, gas utilities, as well as those that produce for sale on the open market metallurgical, industrial, and residential-heating grades of coke and coal-chemical materials. The annual coke capacity shown for each plant in this table is based on the minimum coking time necessary to produce coke with qualities suitable for its intended use. Therefore, the annual capacity of a plant may change from year to year, depending on age and condition of ovens, the character and quality of coal carbonized, the grade of coke required, and other factors. For example, annual coke capacity of a coke plant primarily making foundry coke with longer coking cycles would be lower than one making blast-furnace coke. Also some ovens must be operated at slightly lower than normal flue temperature because of the condition of the refractories and maximum capacity would be somewhat lower than designed capacity. For this reason, the capacity reported to the Bureau of Mines may differ from the designed or rated capacity estimated by the coke-oven builders at the time of construction. For example, if the generally accepted standard coking rate of one inch per hour were used on all ovens to calculate total annual capacity, it would have been 80.4 million tons or 2 percent higher than the capacity reported to the Bureau. Because of the factors mentioned above, the annual coke capacity shown in this table is believed to be a reliable measure of the practical operating capacity of the industry.

This paper presents several case studies in which a mechanics-based boundary-element program is used to back-calculate the surface subsidence associated with various panels at several northern Appalachian coal mines. The program used in this case study is called LAMODEL, which incorporates a frictionless, laminated overburden into a general-purpose displacement-discontinuity code primarily designed for calculating the stresses and displacements in coal mines or other thin-seam or vein-type deposits. In this paper, the program is used to calculate both the underground convergence and the resulting surface subsidence at five longwall panels and a room-and-pillar section. The fitted subsidence from the model is compared with the field measurements and analyzed. The results from this work show that the LAMODEL program is not as accurate as available empirical subsidence-predictive methods: the expected correlation between the geology and the optimum input parameters is not evident. However, for a mechanics-based program, LAMODEL does provide moderately accurate subsidence calculations, and it is one of a few programs that can even attempt to practically calculate both underground stress and convergence and the resulting surface subsidence.

which an operator may obtain detailed information regarding all projects in the State. It is the purpose of this report to present data such as volume of oil produced monthly, volume of water injected monthly, spacing of wells, number of injection wells and oil wells, and other such pertinent information regarding every project in the State whether active or abandoned and whether a success or a failure. It is believed that with these data it is possible to analyze water-flooding operations in this area more completely than has been possible in the past. As the title indicates, the report is essentially a history, and ordinarily no opinion is given as to the cause for the success or failure of individual projects. Increasing the production of oil is exceedingly important at this time, and one method by which it may be done most readily is by providing additional energy for the movement of oil in many of the older fields. In many oil fields the predominant force that drives oil through the porus reservoir rocks to wells is the gas dissolved in or otherwise associated with the oil under pressure. As the pressure in the reservoir declines in consequence of the removal of fluid, gas comes out of solution in the form of minute bubbles; as the pressure is reduced further, the expansion of these bubbles forces part of the oil toward the areas of lowest pressure and into the producing wells. The physical properties of the oil and the gas governing their flow through reservoir rocks to wells differ, and much of the gas slips past the oil leaving large quantities of oil in the reservoir when the pressure has been exhausted. Often the natural productive life of fields is prolonged by reducing the pressure in oil wells below atmospheric with vacuum pumps; but the ad- ditional energy made available in this manner is limited to less than 1 atmos- phere of pressure, and even after the extended application of "vacuum" to a petroleum reservoir large quantities of oil are left unrecovered in the porous rocks and sands.

Ethiopia is generally conceded to be rich in minerals. The lack of mineral development in that country is attributable not so much to the in- accessibility of the deposits as to political conditions. Ethiopia is the only country in the Continent of Africa that has maintained its political independence; and now that it has a progressive and enlightened ruler, Ras Taffari, hope is entertained in many quarters that through foreign partici- pation the Ethiopian mining industry will develop rapidly.

The Federal Mine Safety and Health Act of 1977 defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work (e.g., shaft and slope sinking, material handling within mine property, drilling and blasting) are required to report the number of employees who perform work at coal mines and at metal and nonmetal mines.

Approach The present design of the dust helmet prevents use of the miner's cap lamp when the front shield is raised, When the shield is raised I the cap lamp is directed at the mine roof or back, making the lamp useless in the event the miner needs to wear his self-rescuer. A flip bracket was designed by the Bureau of Mines to correct this situation. How It Works The safety hat is modified by the addition of lamp clips, a bracket and a hinge on the cap lamp and face shield. Two clips hold the lamp cord firmly to the helmet. When the safety hat shield is raised, compressive force from the lamp cord causes the cap lamp hinge to swing open about 90%, allowing the lamp

Use of Salamon's stability criterion in underground mine design can prevent the occurrence of catastrophic domino-type pillar failure. Evaluating the criterion requires computation of the local mine stiffness and knowledge of the post failure behavior of pillars. This paper summarizes the status of the practical use of this important criterion and suggests important research to improve our capabilities. Analytical and numerical methods are used to compute the local mine stiffness. Work to date in computing local mine stiffness relies mainly on elastic continuum models. Further work might investigate local mine stiffness in a discontinuous rock mass using alternative numerical methods. Existing post failure data for coal pillars are summarized, and a simple relationship for determining the postfailure modulus and stiffness of coal pillars is proposed. Little actual postfailure data for noncoal pillars are available; however, numerical models can provide an estimate of post failure stiffness. Important factors controlling postfailure stiffness of rock pillars include the postfailure modulus of the material, end conditions, and width-to-height ratio. Studies show that the nature of the failure process after strength is exceeded can be predicted with numerical models using Salamon's stability criterion; therefore, a method exists to decrease the risk of this type of catastrophic failure. However, the general lack of good data on the postfailure behavior of actual mine pillars is a major obstacle. Additional back-analyses of failed and stable case histories in conjunction with laboratory testing and numerical modeling are essential to improve our ability to apply the stability criterion.

This report has presented a literature review of explosion proof¬ing of coal mine electrical equipment. The international "state-of¬the-art" is an extremely difficult definition to quantify but, from the preceding paragraphs, it is evident the international community be¬lieves that it is represented by the International Electrotechnical Commission's Publications. Five questions were set forth during the beginning of this report. Each will be evaluated in light of the preceding discussion. 1. Can Schedule 2G specifications on explosion-proof containers be substantiated? Literature was found in the three main problem areas, surface temperature, mechanical strength, and explosion transmission, to determine this. Surface temperature requirements are adequate except for equipment that can normally overload, and the required intern¬al pressure does afford some margin of safety. However, in terms of safety, gap dimensions are about ten times smaller than that needed. 2. Is it possible to replace the Schedule's design requirements with performance specifications? Two primary areas were determined as mechanical strength and explosion transmission. As was mentioned, for present flange and gap standards, the 150 psig requirement is adequate. Furthermore, it is the authors' opinion that the level cannot be re¬duced if the present gap requirements are retained. The Schedule now requires that 16 tests be run, but the literature suggests that only from three to six examinations are necessary. "Explosive gas mixtures are characterized by their ability to undergo a self-accelerating reaction that may culminate in ignition. In the case of methane and air there are two interdependent causes of this acceleration. First, if a sufficiently fast reaction is induced, heat may be evolved faster than it is lost to the surroundings; consequently, the temperature rises and the reaction rate increases. Second, the reaction rate is determined not only by temperature but by the concentration of reactive intermediate products if the latter increases during the course of the reaction the rate will increase. To understand the role of these active intermediates, it should be realized that molecules of methane and oxygen, per se, show little tendency to react with each other even at high temperatures.(1) If, however, free radicals like OH and CH3, are present in the mixture, the methane and oxygen are attacked in the reactions(2):In these reactions the radicals are regenerated, and thus a chain of reactions is set up by an individual radical or chain carrier which is broken only if the latter is destroyed in some process. Not all collisions of a chain carrier with CH4 or 02 result in reaction, since one requirement for a successful collision is that the colliding particles have a certain minimum energy. The percentage of collisions in which this energy condition is fulfilled increases with temperature, so that for equal chain-breaking probabilities the length of the reaction chain increases with increasing temperature. Thus, there exists an interplay of temperature and concentration of chain carriers that determines the reaction rate. To carry the rate to the stage of self-acceleration, higher temperatures are required for lower than for higher chain-carrier concentrations, other conditions being equal."

In its endeavor to promote a more efficient use of coal the Bureau of Mines, in cooperation with the Illinois State geological survey and the University of Illinois, has undertaken an investigation of the coking of Illinois coals. The investigation was started by collecting from various sources the data regarding experiments already made by others; these data have been compiled and are presented herein. The present methods of using coal seem wasteful. When coal is burned in furnaces for the generation of steam, only the heat gener- ated by the fuel is utilized; possible by-products are not only lost but frequently are the source of the smoke nuisance. The volatile matter containing the tar and heavy hydrocarbon gases is difficult to burn completely in many furnaces, and its decomposition produces black smoke. When coal is coked in a by-product oven, the volatile matter is no longer a nuisance but, on the contrary, is the source of many by-products, including benzol, toluol, gas, tar, ammonia, and cyano- gen, all of which increase the value that may be obtained from coal. The coke that remains after the volatile matter has been driven off is a valuable fuel that can be used for almost all purposes for which bituminous coal can be used, and it is necessary for some metallurgical work. It has about the same heating value as anthracite coal. Because of its cleanness and its burning without smoke, it is well suited for domestic heating and the generation of steam in plants where smokelessness is demanded. The use of coke for these pur- poses would do much to eliminate smoke in cities. The best grades are regarded as essential in many metallurgical processes for reduc- ing ores to their metals. By-product coking in the United States during the past three years has increased greatly. When the ovens now in course of construction are completed, the total capacity of by-product ovens will be more than double what it was in 1913. This increase has led to a search for coals other than those now known to be available for use in by- product ovens. Tests with coals from the southern part of Illinois have indicated that coke from Illinois coal unmixed with other coals can be used for fuel purposes and that coke from mixtures of Illinois coal with low-volatile coking coal might be suitable for some metal- lurgical work. In the tests the yield of ammonia was larger than is obtained from Eastern coal. Evidently the development of methods by which good coke can be made from Illinois coals and the by-products recovered is a matter of high importance. Any investigation that will indicate how, by proper treatment, these coals can be made available to supply the market for coke and gas in the Middle West will increase efficiency in their use, and will aid in conserving the country's supply of high-grade coking coal.

The move toward partial pillar extraction versus full pillar extraction has necessitated a new approach to underground section stability. When pillars are mined too small to support the weight of the overburden, they will, in some cases, remain stable for a considerable period; in other cases, they will collapse unexpectedly and violently. There is no discernable difference between the pillar safety factors of the failed and stable cases. The explanation lies in the characteristics of the overburden layers. A method is proposed that recognizes the overburden characteristics in the evaluation of stability. Two stability factors are calculated: one for the pillars, the other for the overburden. Using this method, it is possible to make use of the bridging capabilities of overburden layers to prevent pillar collapse. It is possible to scientifically design partial pillar extraction layouts that will be safe. Using energy considerations, it is also possible to prevent violent failure of pillars.

Miners, like everyone else, must be able to see well in order to work well. But simply hauling bigger and brighter lights into the mines does not necessarily produce better mine illumination. This chapter tells why. Increasing the power of the light source can create problems of portability, glare, adaptation and contrast. This chapter also discusses some ways to increase illumination by Improving the reflectability of walls, roofs and other exposed surfaces. In Chapter IV you learned that the "brightness" of a room or work area was really a matter of how much light was reflected from the walls, roof, and other surfaces. Therefore, if you want to Improve visibility you should increase the amount of reflected illumination. O HOW DOES ONE DO THAT? One way of Increasing reflected illumination would be to increase the power of the light source.

The purpose of the investigation discussed in this bulletin, one of a series dealing with the use of electricity in mines, was to study the various means and methods used to confine the flashes that occur when a switch carrying electric current is opened. The flash result- ing from the opening of a 250-volt direct-current circuit carrying more than half an ampere will ignite explosive mixtures of mine gas and air. An equally dangerous flash may be produced by even less cur- rent from a 500-volt circuit. Few mine electric circuits carry less than half an ampere when in use. The need of protecting the switches of such circuits in places where gas is likely to be present is therefore obvious. Two general methods have been proposed for preventing switching flashes from igniting gas surrounding the switch. One method is to inclose the switch in a casing provided with openings that are covered with wire gauze or otherwise designed and equipped for preventing the passage of flames from the interior to the exterior of the switch casing. Switches so protected are called explosion-proof switches. The second method is to immerse the switch contacts in oil to a depth sufficient to quench any flash that may occur when the switch is operated. Switches so protected are called oil switches. The success of the first method of protection depends upon the proper design and construction of the switch casing. It is essential to the successful operation of the second method that the switch contacts be surrounded by the proper kind of oil in good condition. There are several ways in which an oil switch may be deprived of its protective feature. The oil tank may not be filled or, if filled, the oil may leak out or be spilled. The oil tank may be removed (in some designs) and not replaced or through neglect the condition of the oil may become such that it is no longer an efficient protection. While such contingencies are not likely to occur, and although oil switches may be so designed that the loss of oil is not probable, nevertheless, as compared with oil switches, explosion-proof switches seem to

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

In Maryland, coal mining is confined to Garrett County and the western portion of Allegany .County. Terrain in both counties is predominately level with rolling hills; state law prohibits surface mining in steep slope areas. The Conemaugh and Allegany geologic formations contain five major minable fields or basins. These include: Upper Youghiogheny, Lower Youghiogheny, Castleman, Upper Potomac, and Georges Creek. Maryland's coal reserves are estimated to exceed one billion tons. Approximately 490 million tons of bituminous coal are considered recoverable using conventional mining methods. After World War 11, deep mining declined in Maryland, and by 1977 surface mining accounted for 91 percent of the total production. Since then, production at underground mines has recovered, accounting for 69 percent of the coal production in 1991. Maryland's permanent regulatory program was fully approved February 18, 1982. Its Abandoned Mine Land Program was approved June 16,1982.

Each year at least one and in some years several explosions are reported as having resulted from firing of mudcapped shots in coal mines; undoubtedly a number of small or local explosions occur that are not reported; in addition there are numerous accidents, some of them fatal, attributable to this reprehensible blasting practice. It is surprising that so few explosions and other accidents from this cause occur since the practice of firing mudcapped, Even in gassy "adobe," "dobe," "sand blast," or "bulldozed" shots is widespread. mines where general blasting is safeguarded by being done with permissible explo- sives, rocks or bowlders frequently are blasted with mudcapped shots of dynamite; even if permissible explosives are used, this type of shooting is dangerous. The usual method of preparing a mudcapped shot is to place the explosive, either in loose or cartridge form, with the detonator or "cap" on top of a piece of rock or coal and cover it with several handfuls of moist clay, loam, sand, or When the shot is road dust; in many cases there is no covering of any kind. fired a dense cloud of dust, together with an intensively hot fleme, are thrown into suspension, and if the dust is explosive or ignitable an explosion or igni- tion is likely to result practically simultaneously. The presence of gas greatly increases the explosibility of the dust, as well as the probability of an ignition. Every shot, of any known explosive, fired in a coal mine without having the charge properly confined in a drill hole and tamped with incombustible stemming to the collar of the hole, is capable of initiating an explosion that may cause the death of every man in the mine. Attention has recently been directed to this unsafe practice by an explo- sion resulting from a flagrant disregard of safe blasting practices in one of our The mine had been idle for several years most productive coal-mining regions. and was being prepared for reopening on a different system of mining. This bulletin is one of a series dealing with the application of the electric furnace to the smelting of ores and the manufacture of alloys, and is published by the Bureau of Mines in the endeavor to increase efficiency in metallurgical processes. The bulletin presents, first, a critical discussion of the possibility of smelting copper ores in the electric furnace; second, the results of the experimental work of other investigators on the electric smelting of copper; third, the results of experiments by the authors on the electric smelting of native copper concentrates and sulphide copper ores; and, fourth, a comparison of the electric furnace with the blast furnace and reverberatory furnace for copper smelting. Before considering the electric smelting of copper ores the reader should understand that the electric furnace was not developed as a competitor of the combustion furnace, but for the purpose of doing high-temperature work that can not be done in the combustion furnace, and for the treatment of ores from deposits that are in regions where fuel is scarce and costly but hydroelectric power is comparatively cheap, as in Chile, and in certain parts of Canada, the United States, and Mexico. Furthermore, it is not the object of this report to try to prove that the electric furnace should replace the reverberatory or the blast furnace, as used at present in smelting copper ores, but to show that the electric furnace may be used with advantage in localities where conditions are not favorable to the use of the reverberatory or the blast furnace. For example, otherwise valuable ore deposits may be situated in a district so remote from, or inaccessible by, railway that the cost of get- ting coke for smelting, or of transporting the ore to a smelter, is pro- hibitive. If there is sufficient water power at hand, from which electric power can be developed at a reasonable cost, and this electric power is used for smelting the ore in an electric furnace, with subse- quent bessemerizing, if necessary, the concentrated product may be
