This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries . This interpretation of the laws of El Salvador has been prepared from the best available information in Washington , but is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State . Under the terms of the Code of Commerce ( arts . 12ff . ) , foreigners living in El Salvador can engage in business on the same terms as nationals . This involves ( = $434.00 ) - except for those with a working capital , of less than a thousand pesos inscription in the merchants ' register , which can be refused only in case of manifest disability of a permanent nature .

The application of diamond drills for blast holes is limited to the special Job of extracting floor and stope pillars, and therefore their operation is intermittent. The zinc ore drilled occurs in metamorphosed dolomitic limestone. The mining method is sublevel open-stoping on 200- foot lifts. Ample fresh air is provided by mechanical ventilation. Diamond drilling blast holes began in August 1944. Drills were mount- ed on a 3-inch quarry bar. The contract price for labor for operating equipment owned by the company was $0.23 per foot. The diamond bits were cast-set at the factory in a sintered tungsten matrix. Bit replacement costs were $0.15 to $0.20 per foot drilled. The feet drilled per bit ranged from 87 to 258. The feet drilled per diamond-drill shift ranged from 121 to 129. Holes were loaded with 60-percent special gelatin dyna- mite and fired electrically. In percussion drilling, the estimated feet drilled por machine shift with hand-held sinkers was 65. The tons broken per machine shift averaged 40 throughout the mine. Detachable bits have been adopted recently. The principal advantage of diamond-drilling blast holes at the Balmat mino is the extraction in a safe manner of ore not minable by short-hole drilling. The principal disadvantago is the greater cost per foot of holo in comparison with percussion drilling.

The Bureau of Mines analyzed three cores from the south Seep Ridge area of the P. R. Spring tar sand deposit of northeastern Utah. Four tar sand zones are indicated in the area. The zones range in average thickness from 13 to 24 ft. The total net thickness of the tar sand in the three coreholes ranges from 71 to 112 ft. The tar sand occurs between the depths of 27 and 254 ft. It has good porosity, 25.6 pct of bulk volume; high permeability before and after oil extraction, 819 and 2,218 md, respectively; but a relatively low oil saturation, 36.5 pct of pore volume. Gravity of the oil ranges from 8.20 to 16.5° API.

The Bureau of Mines is collecting and analyzing representative samples of crude petroleum from all the producing fields in the United States , and the results are being published in a series of reports that are preliminary to the issue of a bulletin covering the entire survey . The bureau has recently completed a survey of crude oils from the Kansas district . In all 27 samples were collected and analyzed , under the direction of A. W. Ambrose , chief petroleum technologist of the Bureau. Valuable assistance was received through the cooperation of oil companies operating in the State , especially the Prairie Pipe Line Co. , and the Empire Pipe Line Co. The present report issued as Serial 2322 , on the Kansas crudes , forms the fifth of the series . Of the four previous papers , the first ( No. 2202 ) deals with crudes from the Eastern fields of the United States , the second ( No. 2235 ) with crudes from the Rocky Mountain district , the third ( No. 2290) gives additional data , cn viscosities and pour tests , for the crudes from these two fields , and the fourth ( No. 2293 ) covers the fields of northern Texas , northern Louisiana , and Arkansas . The details of the methods of collecting samples , making laboratory tests and interpreting results , have been discussed in these earlier reports . It has also been pointed out that the only adequate method of interpreting analyses of crude oils is to compare the individual reports with the analysis of some crude oil that is familiar to the operator . For this reason , no comprehensive discussion of the results of the Kansas survey is attempted, although some general statements may be made .

Considerable current interest is evident[l,2] in the use of transient electromagnetic methods for subsurface remote sensing. A transient method is discussed which uses a periodic video-type pulse containing a wide frequency range. A video pulse is used as an interrogating signal both for "target" identification and detection for relatively short depth (c 20 meters) applications in soil and soft rock media. If the medium is favorable, e.g., hard rock, greater depth applications appear to be feasible. The same procedures would be applicable for deep geological exploration but would require a substantial reduction in frequency and increase in target size. It should be noted that video pulse generators with 35 kv peak voltage and nanoseconds base widths are now within the state-of-the-art, thus significant power over broad spectral ranges is possible. In the design of a video pulse sounding system, 5 main problem areas can be identified; 1 ) selection of the pulse shape or spectral content of the video pulse, 2) design of a radiating structure which effectively couples such a pulse into the medium, 3) isolation of the radiating and receiving mechanisms, 4) realistically accounting for the dispersion and attentuation of the medium and the air-medium interface, and 5) interpretation or processing of the received signal waveform. Each of these problem areas will be discussed and illustrated with experimental and/or theoretical results. The Video Pulse Selection of the proper video pulse signal is dictated by 3 considerations, the maximum desired depth of penetration, the attenuation of the medium and the required resolution and size of the target. For a lossy medium, penetration and resolution are clearly at cross purposes and a compromise is necessary. The exact nature of the compromise is dictated by the application, but the spectrum of the video pulse should not contain any frequencies higher than the predicted cut-off, i.e., that frequency which is attenuated to the threshold level of the receiver. The Federal Coal Mine Health and Safety Act of 1969 (sec. 303 (b)) stipulates that no working section of the mine shall contain more than 0.5 percent carbon dioxide and no harmful quantities of other noxious or poisonous gases such as the oxides of nitrogen. The concentration of methane should at all times be maintained below one percent. A split of air returning from any working section shall contain no more than 1.5 percent of methane (sec. 303 (i) (2)) and air that has passed by an opening of any abandoned area shall not be used to ventilate any working place in the coal mine if such air contains more than 0.25 percent of methane (sec. 303 (j)). Methane concentration in the returns from the bleeder entries should not exceed 2.0 percent (sec. 303 (i) (3)), and no air that has passed through an opening which is inaccessible for examination shall be used to ventilate any active areas. While the air quantity requirements alone can easily be met, the governing condition in most mines is the dilution requirements for quality control. A sufficient quantity of air is required to render harmless and carry away noxious and respirable pollutants. In recent years, changes in coal extraction methods, rates of advance, location of available reserves, position of prominent methane sources and horizons, and geological sequences have contributed sig¬nificantly to alterations in rates, patterns and character of numerous methane emissions. Gas production of 10 to 15 million standard cubic feet per day is not uncommon from deep mines (Cervik, 1969). "In the land-pebble district of Florida a lively interest in the possibilities of obtaining increased recoveries of phosphate rock is evident. Research in several directions is being carried on by companies operating in the district to increase the yields obtained by the washing plants. The Bureau of Mines is cooperating with this research program to promote more efficient plant practice and to avoid unnecessary depletion of mineral resources.Washing practice, as carried on in the district at present for the recover of phosphate rock from the crude ores or matrix, is not a complicated process. Flow sheets of the several companies are similar, although the equipment varies with the preferences of the individual operators. For disintegrating the matrix log washers are favored, although revolving drums equipped with flights to break up lumps of clay are also used. Fine sand is removed by screening. Vibrating screens have become well established in the district, although stationary flat screens and trammels are also employed.The writer acknowledges with appreciation the cooperation of the phosphate companies in the land-pebble district; suggestions and criticism by Will. In these sizes the phosphate grains are accompanied by grains of sand - largely quartz - of the same size, and recovery of these phosphate grains as a commercial product is not possible by simple washing methods. Phosphate recoveries approaching complete extraction can only be effecte by applying metallurgical processes, either mechanical or chemical. As yet, most of these processes have not advanced much beyond the laboratory or perhaps the pilot-plant stage. Such processes may have some application to the beneficiation of phosphatic ores or washer rejects, but a discussion of them is not within the scope of this paper."

Lower the respirable dust expo-sure of longwall mine workers by reducing the amount of air-borne respirable dust generated during coal extraction. Approach Increase the moisture content of the coal seam through water infusion before the coal is mined. How Water Infusion Works Increasing the moisture content in coal tends to prevent respirable dust from becoming air-borne during mining and transport. The moisture content of the coal seam can be increased by infusing water into the seam. Water under pressure is forced into the cracks (cleats) of the coal seam through sealed bore-holes. The effectiveness of water infusion is a function of the amount of water the coal seam accepts (its infusibility), which depends on the cleat density (cleat spacing) and cleat size (crack diameter). Thus the effect of water infusion on dust control depends mainly on coal seam characteristics. Water infusion techniques are generally used to restrict the flow of methane gas to the working face; however, the technique provides an alternative dust control method in mines with severe dust problems which limit production.

Four catalytic converters for diesel exhaust systems were tested to determine their effectiveness in reducing the amount of harmful substances discharged into the air. Tests were conducted with four different catalytic converter designs, using two diesel engines as exhaust gas generators. (Of the four noble metal catalytic converters, three are commercially available.) Testing showed that the catalysts varied widely in oxidation efficiency at light to intermediate engine loads, but that all were very effective in reducing emissions of CO, HC, aldehydes, and odor intensity at heavy loads (engine operating modes resulting in high exhaust temperatures). Particulate loading, particulate size, and NOx emissions were generally unaffected by any of the catalysts. The catalysts had one ad-verse effect on exhaust quality--increased sulfate emissions. Because of the potential problem of sulfate emissions, the exclusive use of catalytic reactors for emissions reduction does not appear to be satisfactory. However, when used with a means for subsequent removal of sulfates, a catalyst can function as a key component in an emissions control system for diesel engines operated in underground mines.

Typical input data and output printout summarized in B 5 provides guidelines for the program use. Sections B 3 (Program Nomenclature) and B 4 (Subroutine Description) describe, in detail, the inner workings of the program and are particularly useful for a user interested in modifying the program.

Due mainly to conditions brought about by the war , the metal mining industry in this country is now passing through one of the most critical stages in its history , and is confronted by new problems upon the solution and adjustment of which depends , in a large measure , its future welfare and prosperity . The chief factors contributing to the cost of production are the cost of labor and supplies . It is conceded by our leading mine operators , managers , and engineers that any material reduction in the cost of labor or supplies , within possibly the next two or three years , cannot be anticipated , anl it is not thought likely that pre - war prices will ever again prevail . This being true , the mine operator must look in some cther direction to effect economies that will lower production costs . If this cannot be accomplished it will mean , in many instances , that mines and metallurgical works will have to be closed and abandoned , which will tend to disorganize the entire industry . How to lower production costs and still maintain the present high standard of wage , is the problem that is engaging the serious attention of mine operators and managers over the entire country . In As a solution to this problem it is thought that the most promising field of investigation lies in the direction of systematizing and standardizing mining practice , so as to effect economies in the use of both labor and materials . other words , to eliminate , in so far as possible , unproductive effort and waste and thereby secure a maximum of productive results , It is not the idea to speed up work or to demand a greater effort on the part of the workman , but rather so to systematize and standardize the various under ground operations that his energy will be directed into more useful and productive channels ,

In overview, the world's mineral industry in 1989 registered gains over its 1988 performance, but these gains were by no means as pronounced as had been those of 1988. The traditional statistical measures of mineral industry performance, namely production, trade, and consumption levels, reflected significant growth in most industry sectors from crude material extraction through the gamut of down- stream processing. Growth in market economy countries generally exceeded growth in the centrally planned economy countries as a result of a variety of causes that will be covered subsequently, but even among the centrally planned countries there were some upturns. In contrast to these measures of the soundness of the industry, the situation for nonfuel mineral and metal prices was less satisfactory than in 1988, and low crude oil prices continued as a problem for the all-important petroleum sector, despite some gains during the year. The oil price situation mitigated against price increases for competitive fuels. Although this was unfavorable for fuel producers, it remained advantageous to consumers, including nonfuel mineral producers, processors, and transporters. Thus it cannot be viewed as a negative factor for the whole of the global mineral industry. Global crude mineral output value was estimated at nearly $1,420 billion in current dollars, an increase of 9% over the 1988 level, and an increase in current dollar terms for the seventh consecutive year. Measured in terms of constant dollars, however, adjusting for inflation, the increase was only 4.7% compared with the 1988 level. Despite the prolonged growth trend, the 1989 crude mineral output value level was still 3.2% below the record high set in 1980, which was $1,467 billion in terms of 1989 dollars.

Work was done to determine conditions necessary for efficient electrodeposition of aluminum from fused chloride electrolytes. Aluminum was deposited from a molten chloride salt electrolyte over a temperature range of 150° to 750° C. At lower temperatures in a heat-resistant glass cell, aluminum was deposited on stainless steel and on aluminum cathodes. The deposit was recovered in the form of light, feathery dendrites that could not be consolidated. At 750° C, molten aluminum was deposited at cathode current efficiencies as high as 90 to 100 percent on titanium diboride cathodes and in molten aluminum cathodes. Nitride-bonded silicon carbide was the best cell material, although porcelain was also used. The electrolyte consisted of a mixture of sodium and potassium chlorides in 1 to 1 mole ratio, containing aluminum chloride in concentrations ranging from 2 to 30 weight-percent in cells holding up to 1,000 grams of electrolyte. Generally favorable results were attained in studies made at temperatures greater than the melting point of aluminum.

Instrumented cable bolts developed at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health were used in conjunction with existing ground control systems to monitor rock mass loads at Tg Soda Ash's trona mine, Granger, WY. Axial and shear loads were determined to levels of strain gauge accuracy of ±5 N or ±5 micro strain. These gauges were embedded in a remanufactured king wire that replaced the conventional king wire. Cable bolt performance, quality of grout, and installation techniques were also assessed. By using instrumented cables, a mine operator can determine axial load along the cable at predefined gauge locations. These data provide necessary input for an operator to design a safer working environment for miners.

Diamond -drilling blast holes at Eastern Magnetite Mine C is proving economical in boundary shrinks , in removing pillars not readily accessible for percussion drilling , and in driving scraper drifts . The cost per foot drilled is greater than for percussion drilling , but savings in associated factors outweigh this handicap . The rocks drilled include trap rock and magnetite ore . The mining method is the panel , block- caving system utilizing scraper sublevel drifts instead of branch raises to convey the ore to the haulage level . Diamond -drilling blast holes was begun early in 1945. Three rigs equipped with noncoring bits are now in active operation two shifts per day . They are owned by the company , and the drill operators are paid by the day . In shrinkage stopes the drill is mounted on a horizontal bar set against opposite walls of the stope . Stoping holes are horizontal , which gives better results in blasting and requires fewer set ups . In scraper drifts the drill is mounted on a horizontal bar clamped to two columns about feet apart . Trim holes around the periphery of the drift and reliever holes are drilled 50 to 80 feet in length . A 10 - foot wedge cut drilled with a stoper is blasted in conjunction with a corresponding length of the trim holes to effect a 10 -foot advance of the full- sized drift . Recent drilling averages 97 feet per machine shift , excluding time utilized in setting up and moving the machine , hand mucking , and barring down . The feet drilled per bit at present is 417. These data represent the average for drilling in both rock (waste) and ore . Percussion drilling utilizes three types of wet drills . Detachable bits are standard . Gage changes for new bits is 1/8 inch and for reconditioned bits 1/16 inch . The life of a bit is five uses . Resharpening is on contract . A drill carriage is used in haulage headings .

Sphalerite crystals occur sparingly in minor faults and pockets in a coarsely crystalline dolomite on the Brown-Tipton farm near Greenville in Greene County, Tenn. After several visits by U. S. Bureau of Mines engineers and U.S. Geological Survey geologists, a survey was r: the in the fall of 1944. Upon their recommendations, trenches on the Brown farm under Bureau of Mines supervision. In each case, the bed most favorable for zinc deposition was exposed. In the finished trench bottoms no zinc minerals are visible.

The Federal Bureau of Mines is publishing a series of studies on the methods and costs of mining uranium on the Colorado Plateau. This report describes the longwall-mining methods and techniques used at the Radon mine, Big Indian district, San Juan County, Utah. The tabular Radon ore body lies on the southwest flank of the Lisbon Valley anticline, strikes N. 10° W., dips 7° SW., and has an average thickness of 4-1/2 to 5 ft. The mine is developed by a three-compartment vertical shaft, a haulage level driven beneath the ore, and a system of drifts driven within and parallel to the strike of the ore.

The Bureau of Mines developed data on the methane content of the Hartshorne coalbed, Haskell and Le Flore Counties, Okla. The methane content is calculated to be between 1.1 and 1.5 trillion cubic feet, based on an estimate of total coal in place of 2.4 to 3.2 billion short tons. Methane increases with depth, but the rate of increase decreases with greater depths. Degasification in advance of mining is recommended for all mines operating at depths greater than 500 feet to reduce hazards and methane explosions, decrease mine ventilation costs, and conserve the natural gas that would be otherwise wasted.
