Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. Repeated exposure to hand-arm vibration through the use of vibrating hand tools can result in the development of the disorder known as hand-arm vibration syndrome (HAVS; (1,3)). One of the hallmark symptoms of HAVS is cold-induced peripheral vasospasms that result in finger blanching (4). Although the vascular and neural pathology associated with vasospasms has been described, little is known about cellular mechanisms leading to this damage (4). To understand how vibration may alter vascular and neural physiology and anatomy, rats were exposed to a single bout of tail vibration and the molecular responses of neural and vascular tissues were measured to determine if there are immediate or sustained affects of vibration that may underlie longer term changes in physiology. Methods Experiment 1. Male Sprague Dawley rats (n = 32, 6 weeks of age) were housed in AAALAC accredited facilities. All procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guidelines for care and use of laboratory animals. Vibration exposures were performed by restraining rats in Broome-style restrainers, and securing their tails to a vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control rats were treated in the same manner, except that the tail platform was mounted on isolation blocks and not on a shaker. The vibration exposure was 125 Hz, 49 m/s2, for 4 h. Rats were euthanized with an overdose of pentobarbital (100 mg/kg) 1 h or 24 hours after the exposure. RTqPCR was used to measure transcript levels for endothelin 1 (ET-1), the 3 forms of nitric oxide synthetase (NOS) NOS-1, NOS-2, NOS-3 and norepinephrine receptor subtypes 1D, 2A, 2C, in artery tissue, and to measure calcitonin gene-related peptide (CGRP) and nitric oxide synthase-1 (NOS-1) in ventral nerves. Data were analyzed using 2-way ANOVAs. Experiment 2. Male Sprague Dawley rats (n =24, 6 weeks of age) were maintained as described above. Animals were exposed to a single bout of restraint or vibration. Another group of animals served as cage controls. All animals were euthanized 24 h after the exposure, and tail arteries were isolated and frozen. Reactive oxygen species ROS) were measured using electron spin resonance spectroscopy (ESR). Arteries were homogenized over ice in 1 ml of PBS with protease inhibitor cocktail, using a tissue tearer (Biospecs Products Inc. Racine, WI USA). The sample was split into two 0.5 ml samples. One set had PBS and the spin label hydroxyl-TEMPO [0.1 mM] added while the other set had hydroxyl-TEMPO [1.0 mM] plus the specific hydroxyl radical scavenger, dimethylthiourea (DMTU), added to confirm the presence of the hydroxyl radical. Samples were vortexed and then placed in a flat cell for ESR analysis. The ESR spectrometer settings were: receiver gain, 6.32 x 102; time constant, 0.02 s; modulation amplitude, 1.0 G; scan time, 20 sec; magnetic field, 3490 ± 100 G (2). Data were analyzed using 1-way ANOVAs.

This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

Greensand, which is widely distributed in the Eastern United States, was produced in 1976 only by the Inversand Co., a subsidiary of Hungerford & Terry Inc., near Clayton, N. J. Production and sales information is withheld by the Bureau of Mines. Raw greensand produced by the company was sold for agricultural use as a soil conditioner. Processed greensand was sold for use as a filter medium for the removal of manganese, iron, sulfide, and other elements from water.

There were no significant changes in the mineral industries of the smaller Caribbean Islands during 1980. Imported petroleum requirements continued to erode economic gains that may have occurred in other sectors. Some relief may be forthcoming as more qualified Caribbean countries take advantage of Trinidad and Tobago's petroleum product financing program (see Trinidad and Tobago). There were no crude oil discoveries in these areas during 1980, although some geophysical testing around the British Virgin Islands and Antigua war underway. In March 1980, the Government of Antigua sold a 75% interest in the 16,000-barrel- per-day West Indies Oil Co. refinery to the Swiss Intermaritime Bank and Intermaritime Management Services for $6 million. The new refinery company is called the National Petroleum Co. Shutdown since 1976, it was originally planned for the refinery to reopen in 1980, but refurbishing has proved to be more extensive than anticipated. The reopening is now expected in 1981.

The rapidly expanding economy of the West, with its growth of heavy industry, and increased steel production, is primarily responsible for the refractory clay industry's concern over the adequacy of the clay supply in States of the Great Plains and Rocky Mountains. Hence, the investigation by the Federal Bureau of Mines of the occurrence and use of refractory clays in North Dakota, South Dakota, Nebraska, Wyoming, Colorado, Utah, New Mexico, and Arizona has been encouraged by the major consumers and producers of this commodity. The Wyoming investigation is a part of the national program devised to close gaps in the domestic supply of specific types of clays to determine their characteristics and properties and to provide information that will assist the refractory-clay industry. Forty-two locations of clay-bearing rock in 17 areas in Wyoming were examined (fig. 1). Location 3 was not examined during this survey. Its description was taken from an earlier report. Locations 20, 21, and 22 were previously reported but were, also, examined by the Bureau. No samples were collected from these locations because field examination indicated that the shales were not refractory grade. The Hulett, Aladdin, and Newcastle areas are discussed in the section on the Black Hills district; the other 14 areas are described separately.

The Bureau of Mines has written a computer program for the design and cost of a shell and tube type heat exchanger, in which a change in phase occurs on the shell side. The total cost, which was minimized, includes the annual fixed charges and annual operating costs. The program was written to meet the following requirements: (1) Triangular pitch, (2) single or multiple pass, and (3) heating or cooling. Price optimum design was obtained for four standard tube diameters and pitch. Standard heat exchangers whose area equaled or exceeded the required area are also listed. The program was made adaptable to various fluids and to various tube dimensions by including many of the required data such as physical properties of the fluids, tube data, and standard shell data as input data.

This Bureau of Mines report reviews the recent developments in the heap leaching of gold ores with dilute cyanide solutions and the recovery of gold and associated silver from the pregnant effluents by a carbon adsorption-desorption method. Mineralogical considerations, experimental work, field studies, and commercial operations are described. Also presented are recent process advances developed by the Bureau, including the application of (1) alcohol additives to the conventional hot alkaline cyanide strip solution to enhance gold desorption from precious metal-laden activated carbon, and (2) Na2S precipitation of the silver from geld-silver cyanide solutions as a means of reducing the inventory of carbon required for precious-metal adsorption from heap leach effluents and for the production of low-silver bullion from activated carbon stripping solutions.

At the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied prospects, claims, and mineralized sites in a 43,053-acre portion of the 51,262-acre Desatoya Mountains Wilderness Study Area (NV-030-l10) in 1985. The study area, located 50 miles east of Fallon, NV, is underlain by alluvial deposits of Quaternary age and volcanic and volcanic-derived sedimentary rock of Tertiary age. No mines or recent exploration activity were identified within the area studied. The Gold Basin area, located 1/2 mile to the south has produced 982 ounces of gold and 10,086 ounces of silver. The Cold Springs area, located 1/2 mile to the west, has recently been explored for gold-silver. Mineralization at these two areas apparently did not extend into the study area, but future mining at these areas would likely impact it.

This report describes the materials flow of mercury in the United States. It examines the mining and production of mercury and the manufacturing, uses, and ultimate disposal of mercury. Materials flowcharts were prepared for 1989 and 1990. An effort was made to include estimates for all major anthropogenic sources including fossil fuel combustion, waste incineration, and nonferrous metal mining operations. Mining and mineral processing released about 100 mt/yr of mercury to the environment in both 1989 and 1990. The combustion o ii fu1s released 175 mt/yr in the same years. The manufacturing, use, and disposal of products containing mercury accounted fix the release of 1,037 mt of mercury in 1989 and 938 mt in 1990. The manufacture of chlorine and caustic soda was a major source of recycled mercury, but it was all reused within the industry. Recovery from all waste products accounted for 36% of reported consumption in 1989 and 42% in 1990. The losses from manufacturing and end use have been declining, whereas mercury emitted from combustion sources has not been strictly regulated and will likely become the largest source of mercury releases to the environment.

This is the final report for U.S. Bureau of Mines contract HO-122122, which was in effect from June 30, 1972 through January 4, 1976. The work resulted in the design and construction of a large laboratory scale coal dust burner and the use of this burner to study gaseous and coal dust flammability. A new technique for determining gas phase flammability was developed and the effect of solid and gaseous suppressants on the propagation of coal dust flames was studied. In addition, a technique for measuring the C/H ratio in the flame was developed and the C/H ratio that was measured in a coal dust flame on this burner showed that the burning process was preceeded by pyroysis of the coal dust. Both experimental and theoretical studies showed that radiative trans-port is very important to the propagation of a coal dust flame.

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 9,600 acres of the 12,350-acre Antelope Creek Wilderness Study Area (MT-065-266) in order to evaluate its mineral resources. Within this report, these 9,600 acres are referred to as the study area. The Antelope Creek Wilderness Study Area, Phillips County, MT, adjoins the north end of the Charles M. Russell Wildlife Refuge. Considered part of the Missouri River Breaks, the area straddles the edge of a thrust fault zone that has deformed the Mesozoic strata in the west half of the area. Shale, siltstone, and sandstone of Cretaceous Age are exposed in the area. Coal beds averaging 3.0 ft thick occur in the Judith River Formation. About 0.20 million short tons of coal were mined from the Judith River Formation adjacent to the west boundary of the area; no production is known in the study area.

Among the principal gathering/distribution systems for coal is over-the-road trucking. Where alternative trunk line modes such as barge or rail links are weak or nonexistent, trucks may, particularly for relatively short line hauls, act as substitutes. Their major application, however, appears to be in connection with smaller mines or coal users particularly where terrain problems are significant. Truck use has increased as rail lines have been abandoned or suffered neglect. For example, in 1956 about 38 percent of the coal transported in eastern Kentucky and about 8 percent of the coal moved in western Kentucky went by truck. By 1975, the percentages were almost 77 percent and 26 percent, respectively [4,U-11]. While rail route .limitations and deterioration played a part in the change, increased emphasis on road building, particularly during the 1950's and 1960's, and improved truck load capacity and efficiency were also important.

Volume II of this two-part series on Submarine Tailings Disposal (STD) as a tailings management option for coastal and island mines contains descriptions of lesser known case histories. The Misima gold mine (Papua New Guinea) and the Black Angel lead-zinc mine (Greenland) are described in some detail as the best documented cases. Atlas copper mine (The Philippines) is less fully described due to relative lack of documentation. The Misima and Atlas STD systems are working to their design criteria. At Black Angel the system adopted did not prevent contamination for a number of reasons, which are now understood. Two cases are described where STD is being developed. They are the Cayeli Bakir copper mine Turkey), and the Toquepala and Cuajone mines (Peru). There is excellent documentation available for both cases. Three case histories are described where tailings have reached the sea either through beach or river discharge. In one case the STD option has been explored (Marcopper Mine, The Philippines). In the others we explore in hindsight whether STD might have been a viable alternative using the Screening Criteria that this Volume develops - see below. The mines are Bougainville Copper Mine in Papua New Guinea, and Jordan River Mine (Canada). There is potential for STD at all three sites. Finally, the Volume presents Screening Criteria for appraising STD, based on the experience in design, operation and environmental impact reviewed in the case histories.

This investigation was undertaken to develop a more efficient copper smelting practice that would help meet the increasingly stringent antipollution standards. Continuous smelting to copper and a 0.8-to 5-percent copper slag using pure oxygen has been demonstrated for several hours at a time in a unique double furnace, which was devised to overcome the heat losses inherent in a laboratory furnace. The use of pure oxygen to effect the smelting and conversion of copper sulfide concentrate in a single unit to produce blister copper and a very high S02 concentration provides a much reduced gas volume for more economical and thorough sulfur recovery. Although the process was successfully demonstrated for several hours at a time, extended test work using longer runs will be required to balance the system and to obtain test data for adequately demonstrating its technical feasibility.

In the United States, respirable coal mine dust exposures are limited to a 2 mg/m3 time weighted average for a working shift. If the silica content of the sample exceeds 5 percent, the 2 mg/m3 standard is reduced according to 10- (% silica) to limit silica dust exposures to 100 µg/m3. Examinations of dust sampling data collected by the federal coal mine inspectorate showed that roof bolter occupations continue to be at risk for overexposure to respirable silica dust. Testing at the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health assessed the effectiveness of a canopy air curtain for controlling occupational exposures to respirable silica and coal dusts. Initial testing found that zones of higher velocity airflow shrank as distance beneath the canopy increased. This suggested that protection from occupational dust exposures would likely decrease as distance beneath the canopy increased. Further testing revealed that coal dust reduction efficiencies were most affected by changes in interference air velocity and, to a lesser extent, changes in canopy air quantity. However, respirable silica dust percentages under the canopy were not affected by such changes and, in fact, were not significantly different from silica percentages measured outside the canopy. This implied that the air curtain was equally effective on both respirable coal and respirable silica dust particles.

The domination of Bangladesh's mineral industry by natural gas was in for some possibly significant changes. A modest flow of crude oil was struck in a gas development well in the northeastern corner of the country. This was the first commercial flow of crude oil in Bangladesh. All crude oil was being imported, which cost a significant proportion of the nation's foreign exchange earnings. The development of an oilfield producing only a few thousand barrels per day would be a welcome help to the economy. Additional exploration at a 1985 coal discovery in the northwest indicated a considerable reserve of good-quality coal at a depth suitable for mining. If the coal is mined, it would be a boon to the local economy because natural gas was not available in the area.

A preliminary investigation was made of the extraction of chromium from ferrochromium by low-temperature chlorination in the 3400 to 5250 C range. The objective was to devise a method for separating chromium from iron in high-carbon ferrochromium produced from domestic chromite concentrates. The majority of iron was removed as a volatile chloride; chromium was contained in the residue as a nonvolatile chloride, which was separated from carbon and unattacked ferrochromium by dissolution. A small rotary chlorination apparatus was designed, built, and used for the chlorination tests, and samples of commercial-grade high-and low-carbon ferrochromiums were chlorinated for comparison of chlorination characteristics. Low-temperature chlorination of three types of ferrochromium resulted in the removal of 81.9 to 91.6 percent of the iron content as sublimed FeC13. Recovery of chromium in a leach solution of the reactor product varied from 82.4 to 93.1 percent.
