"The Stoddard mine, Cheshire County, N. H., was explored by the Bureau of Mines in 1944 as a source of the strategic fluorite. It was reported that the vein persisted in the bottom of old workings and the geology of the immediate area indicated the possibility of finding additional lenses.In its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts pre¬liminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.Special acknowledgment is expressed for the cooperation and assistance given by Robert F. Y.Property titles were not investigated.The fluorite deposits of Cheshire Count', H. H., have been known for many years, being reported by Jackson, (Geology and Mineralogy of New Hampshire, by Charles T, Jackson, 1844) and by Hitchcock, in1878 (Geology of Now Hampshire, vol. 3, 1878, by Charles H. Hitchcock). A large pit on the largest or east vein was mined by Lovat Frazer from about 1908 to 1917, This operation is reported to have produced approximately 3,500 tons of fluorspar. In 1917, the American Steel & Wire Co, took over the mine end is said to have produced 3,500 tons of fluorspar before relinquishing the lease in 1923.From 1935 to 1937 the New Hampshire Fluorspar Cc. operated the Stoddard mine, working chiefly on the most westerly of the three known veins on the property, as well as doing some preliminary work on the small central vein. In 1938, the United Feldspar 6 Minerals Corp. leased the mine, and less than 100 tons of fluorspar was produced from exploration and development work, No mining has been done since that time."

Norton Co., a manufacturer of abrasive products and diamond drilling and coring bits for oil and gas exploration, is building a $19.1 million addition, scheduled for completion in late 1980, to the Huntsville, AL. The plant makes alumina-zirconia abrasive grains used in grinding wheels and coated abrasives. ALUMINUM Martin Marietta Aluminum Inc. announced plans to expand production capacity of its 112,000-ton-per-year primary aluminum smelter at Goldendale, WA to 177,000 tons per year. The $125 million expansion was scheduled to come onstream in 1981. The Aluminum Company of America announced plans to restart a fourth potline during October at its 185,000-ton-per-year Point Comfort, TX primary aluminum smelter.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

The ternary system A14C3-AIN-Al203 has been examined to determine compositions which may display desirable high-temperature refractory properties. Powder methods were employed in the synthesis of all test compositions. Forming and sintering behavior was examined and hot-pressing parameters were measured. Several properties were studied for each composition of interest in the system. The properties included hydrolysis rate in moist air, elevated temperature oxidation rate, density, softening point, tensile strength, and rupture strength. In most cases equilibrium was not achieved, and the data are representative of a nonequilibrium system. Approximately 16 separate phases have been observed in the system. Forming behavior and selected properties of five compositions of interest were compared with those of aluminum oxide and aluminum nitride. None of the compositions compared favorably. Oxidation and vaporization appear to be serious drawbacks to the use of these compositions at elevated temperatures.

For more than 10 years coke-oven technologists have been investigating the expanding properties of coal on a scale larger than that afforded by laboratory test tubes. Koppers 4/ was among the first to realize that coals can not be differentiated satisfactorily with respect to expansion in coke ovens by the simpler test-tube methods; in his first method 80 grains of fine coal were coked in a cylinder heated from the bottom, so that the zone of fusion (plastic layer) advanced from the bottom to the top. The scale of test was too small; it has been modified by other investigators, but without significant improvement in practical application of the results. Somewhat later Koppers and Jendne 5/ experimented with a small-scale coke even, one wall of which was movable, in which the layer-coking in a coke oven could be simulated closely. This oven was heated from both sides. Their results with this oven showed a peak in the time-pressure curves near the end of the coking, period when the two plastic layers, advancing from opposite walls, meet. They also found that although the smaller oven was heated from one side only and did not show the Pressure peak characteristic of two-sided heating, it still gave results entirely too high. Russell built an oven similar to the movable-wall oven of Koppers and Jenkner and compared results obtained in it on Beckley expanding coal with these obtained on the some coal in the Altieri 7/ small-scale apparatus. Both tests were conducted at the same constant pressure, but heating was from two sides in Russell's oven and from one side in the Altieri tester. Russell found that the two types of test gave comparable results under constant pressure conditions even though the heating procedures were quite different. He showed later, however, that a "borderline" coal 8/ that contracted in the Altieri tester at constant pressure developed a peak pressure of 4 pounds per square inch in the movable-wall oven heated from both sides at constant volume. He concluded from this that testing at constant volume gave results more accurately indicative of dangerous expansion tendencies than those at constant pressure. He also found that heating from both sides in this oven gave higher pressure than heating from one side only.

The analytical variability encountered when sampling for platinum-group metals (PGM) was statistically evaluated during a 1983 study by the Bureau of Mines and the University of Alaska. Sampling procedures were designed to systematically incorporate commonly used reconnaissance exploration techniques under actual field conditions. Analytical variability was evaluated at each procedural step. Analytical data from each sample from a single deposit grouped relatively well around the calculated mean for that deposit. Standard deviations did not exceed 43 pct of the mean for any of the deposits; more commonly, the deviation was about 25 pct. Statistical treatment of the data by analysis of variance indicated the most important source of error is selection of the sample site. Two or more replicate samples appear necessary to adequately quantify the PGM content. Secondly, significant variation occurs during preparation of a pulverized split for fire assay. The optimum sample size was in the 11-lb range; larger samples did not appreciably reduce variability. Smaller samples generally indicated a higher degree of variability. Evaluation of the sample method suggested the common grab sample, if carefully taken, is a useful indicator of the general range of PGM concentration but potentially includes a considerable margin of error.

The first metal-mine accident-prevention course was prepared and published in 1942--45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' Circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

"INTRODUCTION The South Hecla mine, one of the principal mines of the Alta United Mines Co., is situated at Alta in thee Little Cottonwood mining district, about 30 miles southeasterly from Salt Lake City, Utah. The mine has produced copper, lead, zinc, gold, and silver, and is reported to have been one 'of the principal sources of this country's bismuth from 1912 to 1925. The tungsten mineral, scheelite, has been found but has not been recovered. The extreme need for these minerals during World War II prompted an examination of the property by the Bureau of Mines and resulted in an unpublished report entitled ""The South Hecla Mine, Salt Lake County, Utah"" (fig. 1).A Bureau of Mines project 3301 was initiated, and operations were started early in 1943. The primary purpose of the project was to increase substantially the reserves of bismuth and tungsten ores. The critical situation in regard to lead, copper, and zinc developed during the early stages of the operation, and the work was expanded to include the development of ores 'of these metals.An investigation of 'the Albion, Rustler, and Greeley workings adjoining the South Hecla mine was made, and this work is also described (fig. 2); ACKNOWLEDGEMENTSIn Its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Interstitial compounds of iron, cobalt, and nickel, and their binary and ternary mixtures with silver, gold, palladium, and platinum were prepared and tested as fuel cell catalysts. The first step in the preparation of the interstitial compounds consisted of preparing finely divided metals. This was done either by the Raney method or by reduction of precipitated hydroxides of the metals. The finely divided reduced metals were then treated with carbon-and/or nitrogen-containing gases to prepare their carbides, nitrides, and nitrocarbides. The materials were tested for cathodic activity towards O2 and for anodic activity towards H2, C3H8, NH3, CO, and N2H4 in acid and alkaline electrolytes at 25° to 90° C in half-cell assemblies. Samples of carbided and nitrocarbided INi-lAg-1Au were about one fifth as active as Pt-black in the reduction of O2 in 35 percent KOH solution, whereas the activities of several interstitial preparations exceeded the activity of Pt-black in the reduction of O2 in 12M KOH containing N2H4. Nitrocarbides of x-Fe2C, 3Ni-1Au, and 1Ni-3Au were effective catalysts for oxidizing N2H4 in liquid NH3 containing NH4SCN. Corrosion of the catalysts by electrolytes was severe in many cases.

"In November 1942, a preliminary report on the Swartz Mining District by John H. Soule, an engineer of the Bureau of Mines, recommended an exploratory program of diamond drilling. The existence of zinc and lead deposits in this region had been known for many years. In 1943 and 1944, the Federal Geological Survey made a detailed study of the same area. Later work done by the Bureau of Mines in this district followed the suggestions made by these geologists.3/In the latter part of 1944, Felix A. Vogel, Jr., another Bureau engineer, made a study of the Grey Eagle mine in the Kingston Mining District, a few miles northeast of the Swartz district, and his recommendations for diamond drilling were followed in so far as funds permitted. On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

Barite, the natural sulfate of barium (BaSO4), is the most important barium mineral. Normally it is white (opaque to translucent), but impurities sometimes render it yellow, gray, blue, brown, red, or black. Brown or red stains are commonly caused by iron oxide. Barite is unusually heavy (specific gravity, about 4.5); in fact, it is one of the heaviest of the nonmetallic minerals. It is brittle and fractures unevenly. The hardness of barite ranges from 2.5 to 3 but is usually about 3. It can be scratched by a copper coin. Pure barite contains 65.7 percent BaO and A.3 percent S03. Much of the crude barite ore mined, however, contains impurities; thus it has a lower content of barite and consequently less barium oxide. Commercial analyses show its total BaSO4 content. Barium also occurs in nature as the mineral witherite (BaCO3), which, however, is not common in the United States, and commercial deposits have been found only in California. Witherite is a yellowish-white, light-gray, or Kite mineral with a specific gravity of about 3, a hardness of 3 to 4, and an uneven to subconchoidal fracture.

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regarding methods by which the fuels of the country may be most efficiently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80,a and is written in plain and nontechnical language, as far as possible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions.

Many bituminous coal-mining companies have inaugurated extensive safety programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania. Story of the Explosion At about 10 o'clock on the night of the explosion an examination was made in No. 2 butt left and parallel off No. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of No. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 13 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air as explosion occurred.

An attempt is made here to collect together various reports and publications that are based on research supported all or in part by Contract No. H0155008 for the past two years. The subject matter deals primarily with the excitation, transmission, and reception of electromagnetic waves in mine environments. This contract from the U.S. Bureau of Mines with the Office of Telecommunications supports the efforts of James R. Wait (Principal Investigator and Consultant to OT), David A. Hill (Co-Investigator), and various associates within the Boulder scientific community. The contributions of Samir F. Mahmoud were supported, in part, by the contract while he was a Visiting Fellow with the Cooperative Institute for Research in Environmental Sciences at the University of Colorado. A geologic study of Mines 32 and 33 in Cambria County, Pa., was conducted as part of a methane control research program. Areas of high methane emission and roof instability are encountered which are related to the structural and stratigraphic features that characterize the geologic setting of these mines. Locally the folds trend N 20° E ±2°, the direction of the butt cleat in the Lower Kittanning coal. The face cleat strikes at N 69° W ±2° and the systematic rock joint in the surface bedrock strikes N 67° W ±2°. This suggests that a directional stress oriented N 70° W produced the folds and influenced the directions of coal cleat and systematic joint sets. Analysis of SLAR indicates three directions of prominent regional lineation: N 39° E, N 31° W, and N 70° W. Little gas was encountered during development mining; large volumes of gas are encountered when roof falls. Most of the gas comes from strata above the mined coal; therefore, to control methane, roof instability must be controlled. Roof falls and high rates of methane emission are most likely where less than 30 feet of many thin layers of limestone, shale, and sandstone occurs between the Lower Kittanning coal and the next coal and in zones along the margins of a sandstone channel.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. 1. Domestic Production and Use: In 1979, 12 companies operated 32 primary aluminum reduction plants, with 3 firms accounting for 64% of production. Washington, Oregon and Montana accounted for 32% of the total production; Gulf Coast States 20%; other Northern States 32%; and other Southern States 16%. Based on published producer prices output of primary metal in 1979 was valued at over $6 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1979, building accounted for about 24%; packaging 23%; transportation 22%; electrical 11%; consumer durables 8%; and other uses, 12%.

This circular presents Part III-A of a series reviewing the literature on effects of breathing dusts with special reference to silicosis; it deals with the economic and legal aspects of dust diseases in industry; Part III-B will contain data on the status and cost of compensation for silicosis, Parts I and II of the series have been issued as Information Circulars 6835, 6840, and 6848; Part I defines and classifies dusts, indicates sources of exposure, and describes the physiological effects of breaching dusts; Part II-A discusses the principal dust factors producing pulmonary pathology and methods of determination of dust in air; and Part II-B presents data on the engineering and medical control in the prevention of dust diseases and general recommendations for their control in industry. A summary and general conclusions will complete the series.
