"In many areas of Saskatchewan, known gravel deposits have been depleted or are diminishing rapidly; in other areas, particularly in the north, demands for all-weather highways and access roads are far exceeding the supply of gravel sources with which to surface them. These two problems have made conventional methods of air-photo and ground surveys insufficient for gravel location. In the first case, hauling costs on construction now warrant searching for buried deposits and for smaller, less obvious surficial deposits that may be closer to the project. In the second case, search and access conditions are so difficult and costly that the ratio of successes to failures must be kept very high. The Department of Highways has long been aware of the oncoming scarcity of quality gravel deposits and is continually investigating ways of forestalling it. One of these ways is the use of airborne geophysical methods that permit rapid coverage of large areas and that sense and discriminate between earth properties to a significant depth below ground surface. In 1967, the Department began an investigation of an airborne conductivity survey method called INPUT*, or ""Induced Pulse Transient'', leading to a trial in 1968 and data analysis in 1969. The results of this trial initiated• modifications to the technique to improve its sensitivity for mapping shallow deposits. Part way through this modification in 1970, a decision was made to change to an airborne resistivity survey method called EPHASE*. Trials with this technique were conducted and analysed in 1971. This paper is an explanation of the E-PHASE system and a summary of the results from one of three areas mapped in 1971."

This paper summarizes and emphasizes the potential importance of Canadian rare-earth occurrences, and recommends that efforts to locate and evaluate rare-earth deposits should be increased. Increasing world markets, depending on intensive applied research into the numerous unique and remarkable chemical and physical properties of the rare-earth elements (REE), are developing; their properties and uses are becoming better known; methods of separation are much improved. The REE group comprises a Cerium (Light) subgroup of 7 metals and an Yttrium (Heavy) subgroup of 9 metals. REE are trace elements in many rocks and minerals, and major constituents of more than 50 rare-earth minerals, many of which are difficult to detect and identify. They occur preferentially in acidic and alkaline igneous and metamorphic rocks, including carbonatites, as well as in placer deposits, certain uranium deposits, phosphate rocks and others. The main ores now are bastnaesite (in Precambrian carbonatite), monazite and xenotime (in Recent beach sands) as well as uraninite and brannerite (in Huronian quartz-pebble conglomerate) and loperite (perovskite) and apatite (in alkaline complexes). World resources are summarized. Twenty mines in 1973 produced an estimated world total of about 31,000 tons of contained rare-earth oxides (REO), 19,341 tons of which came from one mine at Mountain Pass, California. A selected fifteen, of 315 or more Canadian occurrences, are briefly described and compared, and their relative merits indicated. Their abundance and variety suggest the possibility of finding high-grade deposits in many geological terranes in Canada.

"In 2017, Nutrien Allan Potash remediated a portion of the concrete liner in the production shaft. A set of underslung work platforms and collection boxes were used in conjunction with hydraulic splitters, jackleg drills and hand chippers to excavate and remove the broken concrete. New concrete was placed with the original pressure relief design, using a shaft slip form. Shortly after excavating, it was found that the estimated breaking rate and amount of original concrete in-situ was under estimated. Fifteen feet of excavated concrete (2719cu.ft) and ten feet (of replaced concrete was completed on April 28, 2017, and operation of the production shaft was returned to mine operations. During February 2019, Nutrien Allan Potash began remediation of a portion of the concrete liner in the service shaft. The project is different than the 2017 project, as the remediation has occurred during normal running operations and occurred only on night shift. Rather than hydraulic splitters and hand chippers, the new method includes a concrete saw and mechanical excavator from a working platform. The selected method is based on the lessons learned from the 2017 project in the production shaft. The service shaft project was scheduled to be completed in July, 2019. INTRODUCTION Nutrien Allan Potash is located approximated 75 km east of the city of Saskatoon, Saskatchewan, Canada. There are currently two shafts at Nutrien Allan Potash: the Production Shaft and the Service Shaft, transporting people and material from surface to a depth of 3,335 ft. The Production Shaft was completed in 1967, with one section of grey cast iron tubbing installed in the Blairmore formation between the 1605 and 2037 ft Levels. A second set of cast iron tubbing was installed in the Duperow formation between 2203 and 2463 ft Levels in 1999. The remainder of the concrete as of todays standards is designed as a pressure relief liner. The Service Shaft was completed in 1968, with one section of grey cast iron tubbing installed in the Blairmore formation between the 1600 and 2048 ft Levels. A second set of cast iron tubbing was installed in 1981, with 169 ft installed through the Duperow formation. The remainder of the concrete as of todays standards is designed as a pressure relief liner. PRODUCTION SHAFT REMEDIATION During the second quarter of 2015, the Mine Engineering team were notified of an area of concern in the production shaft. The shaft specialists of Golder Associates Ltd (Golder, formerly Alan Auld Canada) were contacted to complete an inspection of the production shaft liner with emphasis on the area of concern. Based on the inspection and documentation review, it was determined that the concrete at the 2804 foot elevation had been broken out for some time and was retained with #8 rebar bolts with resin encapsulation. The broken concrete was encroaching on the clearance to the conveyance."

Commercial tellurium commonly contains heavy base-metal impurities such as lead, copper, iron, etc., as well as selenium and oxygen. The base metals may be removed by vacuum distillation or by zone melting. Vacuum distillation is a convenient method for treating moderate quantities ( 100 kg.) for the production of a material having a total content of heavy metals in the 10-30 ppm range. By zone melting, it is possible to lower all the heavy metal impurities tm below the limits of spectrographie detection. Neither vacuum distillation nor zone melting is effective for the removal of selenium, but treatment of molten tellurium with hydrogen converts selenium to hydrogen selenide. This procedure is too slow to be considered except as an adjunct to zone melting. In the course of air-melting, many of the more easily oxidized impurities form a dross and may thus be readily removed. Substantial refinement with respect to iron, tin, chromium, aluminum, sodium, silicon, magnesium, calcium and manganese can be achieved in this way. Although tellurium can be electrodeposited from either acid or alkaline solutions of the dioxide, various factors militate against successful electro-refining, amongst which may be mentioned the brittleness of cast tellurium anodes and the tendency for the metal to be deposited in dendritic form, even at low current densities.

The conventional low temperature process for extracting' helium from natural gas involves liquefying the whole gas stream in order to remove the relatively small fraction of helium. A process based on the selective diffusion of helium through a semi-permeable barrier is, in principle, more economical and flexible, particularly for the treatment of small re-serves and low concentrations. The well-known permeability of glass to helium offers the possibility of such a diffusion process and McAfee of the Bell telephone Laboratories showed in 1958 that practical separations could be achieved by passing natural gas over bundles of fine capillary glass tubing. Developmental studies have been carried out involving larger units and more extended field tests than those of McAfee. Fine capillary tubing of Pyrex glass 0.0035 in. diameter was prepared by drawing ordinary 6 mm. laboratory tubing in a furnace. It is practically fifteen years since stellite was first introduced into industry, and since then the progress made in its manufacture has been so rapid and the number of successful applications so varied that it was considered a review of the more important phases would be of general interest. Stellite is a cobalt-chromium-tungsten alloy, containing approximately 2. 75 per cent carbon. The high percentage of carbon is necessary for the requisite hardness and resistance to wear at ordinary temperatures, whereas the tungsten is essential to impart hardness at a red heat. Chromium imparts hardness and strength, and cobalt renders the alloys more resistant to oxidation. The metals cobalt and chromium are completely soluble in all proportions, both in the liquid and solid state, the equilibrium diagram showing a minimum in the solubility curve at approximately 50 per cent cobalt and l,340°C. Cobalt and tungsten are completely soluble up to 40 per cent tungsten, which is beyond the limit of the; tungsten content of stellite alloys. In the presence of carbon, carbides are formed, which are essential in stellite possessing good cutting or wearing properties.

Abstract Earthborne vibrations from blasting and other sources, including rock bursts, can now be recorded effectively. The nature and magnitude of vibrations from various sources have been investigated and certain applications of the knowledge thus gained have been made. Vibrations from blasting have been measured on special equipment over a range from an electric blasting cap at a few feet, through the largest quarry shot in history to date ( 1,-362,985 lb.), to the first atomic bomb, in uew Mexico on July 16th, 1945. Laws relating amount of explosive to amount of vibration at different distances have been developed and tested. Special studies have been made of the effects of vibrations on buildings, particularly from the standpoint of possible structural damage. Recorded vibrations are used to study the effects of modern short-period delay shooting. It ?has been found that short-period delay firing is extremely effective in reducing vibrations under the right conditions, but with certain limitations. In quarry shooting, there appears to be a minimum number of holes below which vibrations are not appreciably reduced by short-period delay firing. In several instances this minimum has been near 7. Vibrations in the ground from rock bursts and the effects of mining in stresesd ground have been studied both underground and on the surface in a search for a rock burst warning system. Introduction Earthborne vibrations from blasting and other sources, including rock bursts, can now be recorded effectively. Analyses of blasting records have been yielding increasing funds of information of practical as well as theoretical interest. The nature and magnitude of the vibrations have been investigated with special reference to their effects on structures.

A gravity concentration process was developed to give satisfactory recovery and concentrate grade. The application of high-intensity magnetic separation was also stud1ed. A pilot-plant investigation that confirmed the laboratory testing and provided a commercial-grade concentrate 1s described.

Lots 11 and 12, Range IX, Calumet island, are underlain by a Grenville metamorphic complex into which sills of tourmaline granite pegmatite have been injected. The pegmatite has an average mode-potash feldspar 65 per cent, sodic plagicdase 10 to 20 per cent, quartz 5 to 20 per cent, tourmaline 10 to 15 per cent, accessory minerals < 5 per cent; it is unzoned except for a narrow border zone. Some of the feldspar has been replaced by calcite. Microcline has been ?partially replaced by sodic plagioclase. Three varieties of tourmaline are present (black, blue, and green) and spectrographic analysis suggests progressive compositional changes during its crystallization. The presence of U- and Th-bearing minerals in the pegmatite prompted the Quebec Nickel Cor,porat10n, Ltd., to explore the possibility of developing the pegmatite but it does not appear that this is economically possible at the ? present time. Tt\e Grenville metamorphic complex consists of recrystallized limestones and calcsilicate rocks of the albite-epidoteamphibolite facies and the amphibolite facies, which were derived from sedimentary rocks. Several of these are dis-equilibrium assemblages, and retrograde metamorphism has probably formed biotite and epidote from hornblende. The schistosity of the gneisses dips steeply eastward. Numerous strike faults are roughly parallel to the schistosity and one of the pegmatite sills is bounded by such a fault, dipping at 60 ° with about one foot of fault breccia. The general structure of the map-area seems to be an asymmetrical syncline ?overturned to the west. The emplacement of the pegmatite is associated with a period of folding, metamorphism, and igneous intrusion.

Developing a hydrometallurgical process that can overcome the refractory nature of chalcopyrite (CuFeS2) to leaching still eludes the minerals industry, despite major research efforts spanning decades. The several leaching experiments of this ore in sulfuric acid tend toward the same conclusion that the precipitation of elemental sulfur or iron containing species are the main dissolution inhibitors. Describing both the electrolyte composition and the various solid phases in equilibrium for the Fe-H2SO4-H2O system is essential to overcome this issue and to find an operating window. According to the thermodynamic models and to the thermodynamic data, we demonstrate, in this study, the need to use the Specific ion Interactive Theory (SIT) model to describe complex electrolytic systems through a limited number of parameters. Hence, the binary interactions for our case study have to be defined and estimated. This work develops a methodology to determine these parameters of the SIT model up to 90°C and an acid concentration of 1 mol/kg from published data for H2SO4-H2O and Fe(II)-H2SO4-H2O sub-systems or from new experimental data for the Fe(III)-H2SO4-H2O one. This method will eventually be applied to copper systems to lead to a thermodynamic description of the complete CuFeS2-H2SO4-H2O system. INTRODUCTION A leaching process consists in the dissolution of a solid phase into an aqueous medium in order to extract compounds of interest. It is a key step in the hydrometallurgical processes used in the primary production and recycling of metal components. One of the main leaching issues is the formation of passivating layers on the surface of solid particles, whose consequence is a partial or total hindrance of the dissolution. The leaching of chalcopyrite (CuFeS2) in sulfuric acid is a prime example. No industrial solution for the atmospheric pressure leaching of this ore has been developed to date because of passivation phenomena caused by the formation of elemental sulfur or iron-containing precipitates on the surface of the particles (Li, Kawashima, Li, Chandra, & Gerson, 2013). In the 1970s, the Pourbaix diagrams established for the Cu-Fe-S-H2O system at 25°C for low concentrated solutions (Garrels & Christ, 1965; Peters, 1976) agreed that copper and iron are fully dissolved at high potential and in acidic medium (pH < 4). However, they neglected the many stable solid phases that can form in these conditions. In addition, the Pourbaix diagrams of chalcopyrite in water, calculated with two recent databases (FactPS and Thermoddem 2017) associated to FactSage and PhreeqC softwares respectively, show large discrepancies at 75°C (Figure 1). Indeed, at high potential, FactSage predicts the formation of goethite FeOOH at a pH value of 1, while PhreeqC predicts the formation of jarosite (H3O)[Fe3(SO4)2(OH)6] for pH greater than 2.5.

"Microscopic studies of peat moss indicate a highly porous material. In view of using this natural product as an adsorbing agent for the treatment of polluted water, studies of its adsorbing power for beef extract and alkyl benzene sulphonate solution were determined. The effects of time of contact, particle size, concentration of adsorbent and concentration of pollutant were studied. In the case of beef extract, there is a COD reduction of around 27 per cent; in the case of the alkyl benzene sulphonate, the percentage reduction varied from 72 to 95 per cent. A water treatment plant based on the adsorbing power of peat moss with simultaneous recuperation of the pollutant is proposed."

"A significant area of Outotec’s business involves fluidized bed roasting. With several decades of experience, more than 300 reference plants and strong R&D capabilities, the company provides several industries with optimum processing solutions. Applications include oxidation and sulfation of sulfides found in copper, pyrite and zinc concentrates. Gold production and de-arsenifying roasting are also within this scope. This paper describes the latest furnace developments and includes novel trends. Moreover, hot and wet gas cleaning systems are examined focusing on unit operations related to the removal of components such as dust, SO2 for sulfuric acid production, fumes, halides, Hg, hydrocarbons, nitrous oxides and metals.INTRODUCTIONGenerally, when defining roasting processes, it can be stated that the respective primary pyrometallurgical reaction is exothermic, of gas-solid nature and relates to a value solid product. These processes are a key focus within Outotec’s scope and include: (i) dead roasting (ii) sulfating roasting (iii) partial de-arsenifying roasting and (iv) two-stage, de-arsenifying roasting.Dead roasting involves the oxidation of a given sulfide, thus allowing for a subsequent leaching process, and has been applied to producing ZnO. Dead roasting of pyrite has also been extensively utilized with a primary goal of producing sulfuric acid. In contrast, sulfating roasting involves converting a sulfide to its sulfate, enabling a selective sulfation of components, such as Cu or Co, and their separation from ferrous components during leaching (produced sulfates are soluble). Partial roasting involves partially oxidating the metal sulfide to its oxide with the simultaneous production of gaseous As4O6, which is handled during gas cleaning. The solid product, containing hardly any As, is rich in S and can be fed to a respective smelter (e.g. in the case of Cu). Alternatively, if the production of oxide is required, a dead roasting step is added after the partial roasting step, with the overall process considered as two-stage roasting."

The Rexspar uranium deposit is located approximately 5 kilometres south of Birch Island, B.C. Three separate zones of commercial-grade uranium mineralization mineable by open pit have been outlined. Uranium and fluorite-celestite mineralization occur in a trachytic member of alkali-feldspar porphyry, lithic tuff, tuff breccias and pyritic schist conformably interlayered with a succession of strongly deformed greenschists and fragmental rocks that are, in large part at least, of volcanic origin. The age of these strata is not precisely known, but they are considered as part of the possibly Mississippian Eagle Bay Formation. Commercial-grade uranium mineralization is always associated with fluorphlogopite-pyrite replacement of the trachytic unit and is contiguous to, but separate from , a zone of ore-grade fluorite mineralization. In all zones, ore occurs in lenses of variable thickness and lateral extent, which lie parallel to the schistosity of the trachytic rocks and surrounding greenschists. The principal radioactive minerals at Rexspar have been identified by other workers as uraninite, uranothorite, bastnaesite, torbernite and metatorbernite. Considerable amounts of thorium oxide and widespread rare earths have been reported from all three radioactive zones. The geology of the deposit suggests that the trachytic rocks represent a highly differentiated intrusive-extrusive system in which fluorphlogopite, pyrite, fluorite and uranium-bearing minerals were deposited late in the evolution of the system by deuteric, volatile-rich fluids. The considerable amounts of thorium and widespread rare earths associated with the uranium tend to support the thesis that this element is of primary origin rather than secondary.

Metallurgical vessel linings are multilayered, consisting of refractory bodies, insulation materials, joints, and additional space to control for thermal expansion. A unique biaxial hot testing press (BHTP) was installed at the RHI Refractories Technology Center Leoben, Austria to enable the three-dimensional behaviour of complex vessel lining segments to be investigated under simulated service conditions. Using the BHTP, the heat up and thermo-mechanical behaviour of magnesia chromite brick lining segments with and without mortar filled joints were examined. The results obtained during the initial heat up provided validation of CFD modelling of the lining system. In addition, after the heat up and under steady state conditions, the lining behaviour during deformation-controlled compression and relaxation was examined. These analyses generated important data regarding the stiffness, joint compressibility, and brick damage of the lining segments after cyclic loading and unloading as well as the benefits of using mortar joints in the lining. These investigations were performed in collaboration with the Christian Doppler Laboratory for Secondary Metallurgy of Nonferrous Metals, University of Leoben, Austria. The BHTP has been operational since November 2004 and is providing information regarding the thermo-mechanical behaviour of different lining segments.

A SERIOUS hazard which must be faced in some mines, though quite absent in others, is that of rockbursts. Bursts cannot be wholly avoided in such mines, but the hazard would largely disappear if they could be predicted. The problem of prediction resolves itself into that of measuring pressure in the mine and determining when that pressure nears a critical value. The geophysical approach to the problem lies in discovering some physical property of the rock, which varies with pressure, which can be measured for rock in place, and for which the indication of critical conditions is sufficiently definite and open scale. A physical property, suggested first in connection with earthquake pre-diction, is that of sub-audible snapping. It was argued that, as the pressure grows, the rock probably yields microscopically and that minute snapping occurs which is so faint as to be inaudible to the unaided ear. Experience has proved this to be the case. Following other earlier work begun early in 1939, experiments with this method were initiated at Lake Shore Mines in 1941, and equipment was slowly being developed in practice when, fortunately, it was found possible to by-pass this tedious development programme. Experiments with sub-audible snapping in mine rocks had been carried out by Dr. L. A. Obert of the U.S. Bureau of Mines and his associates over a period of about four years. An amplifier and a recorder were developed, each reasonably satisfactory in practice. Lake Shore Mines offers a tempting field for rockburst research. Dr. Obert was invited to test his equipment in this and other mines in Ontario and did so. As a result, he and the administrative personnel of the Bureau became interested in the Lake Shore experiments co the extent of most generously arranging for the manufacture of sets of their own designed equipment for use in this programme. The first three sets of recorders were ordered at once and were delivered in May, 1942. A second group of three sets, incorporating various improvements indicated by experience both in the United States and in Canada, reached Kirkland Lake in April, 1943. The pick-up devices, known as geophones, were made in the electronics laboratory at Lake Shore by Mr. Zack Gibbs, who has had charge of all the instrument development in this re-search.

The extraction of gold and silver has been examined via the use of mixed halogens: chlorine and bromine. The reaction was performed in a brine of sodium chloride with a small amount of sodium bromide at 40-50°C, in an atmosphere of chlorine, at atmospheric pressure. The process takes advantage of the very high reactivity of bromine towards gold, while the higher oxidation capacity of chlorine leads to gold chloride as end product with recycling of bromine. Fast reaction rates are observed along with gold recovery at the level of 95%. Chlorine-consuming common elements are removed prior to chlorination.

"The Quintette Coal Limited property is located in the northeast coal area of British Columbia.A basic agreement with the Japanese steel industry was executed on January 27, 1981 for the sale of 69.5 million tonnes of Quintette metallurgical coal over a 14.5-year period. This contract period can be extended by five years by mutual agreement. Sale agreements have also been signed for the sale of 19.4 million tonnes of oxidized coal over a 15-year period.Work started on site development in the late summer of 1981, and at present, two of the four eventual pits-the McConkey and Frame-are under development.The pits are currently in a prestripping phase. These pits are notable for the stripping volumes that have to be removed from relatively small pit areas. In order to provide for the required detailed rapid short-range planning of these pits, engineering will be computerized, as will the truck dispatch system.The mining area lies 21.1 km from the plant site by road and the transport of raw coal to the plant is by means of a high-speed conveyor system which has a total length of 13.4 km with a vertical drop of 740 m.The surface plant facility was designed on a modularized basis to facilitate maintenance, and is designed to enable the use of gravity f low of raw coal and heavy media in the plant to minimize the use of pumps.The construction of the plant and mine site facilities is ongoing, and the first coal production is scheduled for early December 1983.IntroductionQuintett e Coal Limited is a Canadian company incorporated in the province of British Columbia in 1971. "With high quality sulphide ores diminishing, nickel production from low-grade oxide ores becomes increasingly important and a major concern is the high sulphur level in the resultant ferro-alloy. So, desulphurization of the ferronickel becomes an important consideration. Red mud is a waste product of alumina industry and causes adverse effects on environment. In the present study, experiments were conducted to determine feasibility of using red mud as a major ingredient of refining fluxes for ferronickel desulphurization. In view of their influence on slag-metal separation, contact angle measurements between ferronickel alloy and molten slag made from red mud were also determined. INTRODUCTIONNickel is a very important metal that finds a variety of applications including consumer products, building, automotive and electronics. There are two kinds of ores containing nickel, namely oxide and sulphide ores. Anthony and Flett [1] reported that about 55% of the world’s nickel production originates from sulphide ores while the balance of new nickel is derived from oxide ores. However, oxide ores count for about 70% of the worldwide reserves. Apparently, oxide ores will play a significant role in the production of nickel in the future. Most of nickel produced using oxide ores is from pyrometallurgical processes namely ferronickel smelting or matte smelting. So, we can draw such a conclusion that using nickel oxide ores to produce ferronickel will become more and more important .Before used to make stainless steel or other materials, the ferronickel need pretreatment to remove impurities especially sulphur and phosphorus that will cause negative influence on the properties of steel product. Red mud is a by-product during alumina production. Usually, about 1 to 1.5 tons of red mud will be produced when we get 1 ton of alumina. About 90 million tones of red mud are produced every year in the world [2].Red mud is deemed as a toxic industrial waste which needs treatment before discharge because of alkalinity and chemical and mineralogical properties. Until now, the main means to deal with red mud are to store it in impoundments or dump it in the sea depending on local environment. "Coal mining in New Brunswick dates from the year 1639, when, as today, coal was produced from the area surrounding Grand Lake near the geographic centre of the province. Current production by N.B. Coal Ltd. is approximately 453,000 tonnes per year and comes from a single, thin Pennsylvanian age seam. The history of development and understanding of the geological setting of New Brunswick coals is discussed, beginning with the work of A. Gesner in 1839. The lithostratigraphic sub-divisions of the Pennsylvanian strata proposed by various workers are summarized and the present hypothesis that only biostratigraphic subdivision is possible is detailed. The Pictou Group, which includes the New Brunswick coals, consists of repetitive sequences of sediments consistent with flu vial and upper delta plain sedimentation. The development of coal mining in the province has progressed from horse-powered stream-bank stripping operations prior to the late 1800s through to the present use of open stripmining techniques utilizing eight walking draglines of various sizes. During the intervening years the introduction and eventual phasing out of underground mining occurred with the near termination of the coal mining industry in the province prior to 1973. The coal seam worked by N.B. Coal Ltd. averages 46 cm in thickness, has never been found to be more than 76 cm thick and has both high ash (12.4 -31.1%) and sulphur (4.9-7.8%) content. The wide variety of coal beneficiation studies and tests completed on New Brunswick coals have lead to the conclusion that a washed New Brunswick coal product could be expected with 10 to 12% ash, 5 to 6% sulphur, and 30,225 to 31,388 1/gm. Recoverable coal reserves, including those in the area licenced to N.B. Coal Ltd. and those licenced, although not yet in production, to both the St. Lawrence Cement Co. Ltd. and Provincial Holdings Ltd. at Lake Stream and Beersvil/e, total 60 million tonnes. At present, coal in New Brunswick is removed from prospecting and staking and all existing and future coal exploration and development will be administered by agreement under the Mining Act. Based on the results of a recently completed drilling project undertaken by the Department of Natural Resources, seventeen coal exploration blocks which carry minimum work commitments will be offered to the New Brunswick Electric Power Commission on a sixty-day first right ofrefusal basis. Those blocks not taken up by the Power Commission will be offered under the same commitments to the private sector."
