To improve the existing process of a large-scale scheelite concentrator in Jiangxi Province, this paper presents an advanced process æselective flotation of copper and flotation desulfurisation û rougher flotation of scheelite û heating-stirring and cleaning of rougher concentrate at normal temperature without reagent removalÆ. The test work was conducted on an ore sample containing 0.75 per cent tungsten (WO3), and the following technical indices were obtained: 1.03 per cent of the scheelite concentrate yield, 65.37 per cent of the concentrate grade and 86.31 per cent of WO3 recovery, indicating that the study achieved the objective of improving the tungsten recovery. The technical key of this process is to employ combined regulators and direct flotation of the slurry after being heated, which not only assured the technical indicators of beneficiation but also simplified the process.

Modern, research-based approaches to mineral exploration are essential to the future maintenance of the mineral industry. These need to fully utilise the rapidly expanding growth of understanding of the evolution of the earth's crust, and be properly integrated with advances in understanding of chemical and physical processes involved in ore formation. BMR has a major role to play in supporting the growth and utilisation of this research base, as well as maintaining the national geological and geophysical bases which are essential both to tactical and strategic interests of Australia and of its mineral industry. The objective development of data-process modelling is one target of such strategic research based on a more integrated approach to research by BMR, mineral companies, CSIRO and the universities with emphasis given to promoting positive feedback during research activities. Examples of the success of strategic research in Australia and overseas are noted in the Text.

A computer simulation has been developed to model the flow of copper ore in Isa Mine. It simulates extraction of copper ore from the 1100 orebody by load-haul-dump (LHD) units to ore passes, haulage from chutes on 19 level by Rockflo trains to crusher bins, crushing and hoisting. It can assess in terms of the tonnage and head grade of ore hoisted, the effect of varying operating strategies, as well as measur- ing shortfalls in required capacities of any of the operations (extraction, hauling, crushing and hoisting). The simulation was designed as a modular, deterministic, steady-state model with parameter input allowing complete flexibility in its use. Queuing theory is used extensively to evaluate the effect of interference at potential bottlenecks. The model has been used to determine the effect on production of varying train sizes, maintenance policies on the haulage circuit, orepass capacities, and extraction operations.

Poorly designed sampling protocols generally result in high project risk by artificially increasing grade variability (ie the nugget effect). Sample collection, preparation and assay protocols that suit the ore type, together with QA/QC systems, will reduce this risk. All reporting codes (eg JORC, 2004) require the Competent Person to consider the quality and implication of sampling and assaying programs. High sampling errors beget higher project uncertainty; despite this fact, sampling does not receive the attention it deserves. The case studies presented show that many sampling issues frequently go unrecognised or unaddressed, resulting in poor project decisions during exploration through to feasibility and production. The overall conclusion is that correct sampling is critical to mining project success and that there is often a need for its optimisation.

There are a number of points on which I would like further information, but I will confine my remarks to a relatively small saving which is of particular interest in view of another paper to be presented this afternoon.Mention is made of a 50 per cent reduction in the amount of zinc used in the precipitation of gold slime from the pregnant solution. Would Mr. Harris enlarge on the methods by which they obtained this reduction; and could he give an actual figure of zinc consumption either by ton of ore treated or per ounce of bullion recovered.AuthorsWe consider the reduction of zinc is due to improved clarification of the pregnant solutions. The sand clarifiers used prior to the installation of the 50 ft. -thickener were not satisfactory due mainly to the blending of the hessian and matting under the sand. Under these conditions the leaf clarifiers were fed with overflow solution from the clarifiers and were overloaded in consequence. The addition of Calgon has also been beneficial.The present consumption of zinc per ton of solution treated is 088 lb. per ton.A. L. This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The Red Dome deposit is located about 15 kilometres by road west of Chillagoe in far north Queensland. A brief history of its successive transformations and progresses achieved by its author, Pierre Gy, and his followers, reveals the theoretical as well as practical difficulties that had to be vanquished to reach this point. Its current level of acceptance and corresponding trends are discussed and illustrated, with an insight on its increasing real role in the industry and future prospects for its further development.

The geochemistry of waste rock from mining operations is critical to the development of acidity-related environmental problems during mining operations, and following mine closure. Failure to recognise the potential for waste rock to produce acidic oxidation products may cause mobilisation of heavy metals into ground and surface waters, and create heavy metal levels in soils which are toxic to plants, causing the failure of revegetation programs. Although more usually associated with wet tropical environments, the potential exists for these problems to occur even in and regions such as the Eastern Goldfields region of Western Australia unless appropriate pre-planning is undertaken.Acidity-related mine waste problems can be extremely expensive to rectify, but can be avoided by waste rock characterisation, and pre-planning of waste rock deposition based on this information. Integration of knowledge of waste rock geochemistry with geotechnical engineering, and application to likely problems, is essential for the successful planning and implementation of cost-effective strategies to avoid problems occurring. Pre-planning to avoid problems is likely to be significantly less expensive in most cases than remedial actions to rectify problems after they have occurred, and in fact may involve no additional cost if it requires only rescheduling or redesign of existing or planned Activities.

I am honoured to be given the opportunity to share with you my thoughts on what will be the essential characteristics of æThe Mining Company for the 21st CenturyÆ. For me the 21st century is all about globalisation and the challenges and the opportunities that globalisation presents for the mining industry. To play on the global stage the successful mining companies must develop profiles that are global in: their operations diversity, their partnership relationships diversity, their customer relationships diversity, their workforce diversity, and their shareholder diversity. In my view æbigÆ will count in the 21st century, but big overlaid with quality: quality assets, quality people, quality partners, quality customer relationships, and quality image and reputation. Last year, Rio TintoÆs Leon Davis said when he addressed the Minerals Council of AustraliaÆs annual conference that Australian resource companies that wish to become global operators must develop an unequivocal international identity that will make that company a known and trusted quality wherever it seeks to do business. He went on to say that structuring and operating a business in a way that consistently manifests the qualities that inspire respect and evoke confidence is vital. I absolutely concur with what Leon said. Unfortunately, the fact is that, as we stand at the beginning of the 21st century, our industry and many of our companies are no better accepted by the world community than was the case five, ten, 15 or even 20 years ago. In fact, in some cases, the warmth of the acceptance may have subsided. To some extent the demonstrations that we saw recently in Seattle and Davos reflect a growing distrust, disquiet and cynicism in our communities. Here, however, I see an opportunity. While on the one hand the mood of disquiet presents many challenges, it also provides those of us who are willing to get out on the front foot in addressing the issues, and engaging in the dialogue, with a very significant opportunity to create a major competitive advantage. It provides the opportunity to earn respect and the opportunity to develop a reputation as a company that is sought as a joint venture partner and a company that is welcomed by governments and communities. Importantly, also, people will seek employment with such a company and will invest in such a company. The challenge is to change the way we behave and the way we are perceived by all the key stakeholders. Many of our industryÆs traditional skills are now commodities à many can be à and are out-sourced. The new critical skill for the 21st century à the real competitive advantage à will come from creating a real and genuine understanding of our role and what we stand for. Everything we do should demonstrate not only sound business principles, but also an understanding of the political, social, cultural and environmental impacts of our activities - at an international and a local level. This concept isnÆt new - but for large companies such as BHP, where we operate in more than 20 countries with diverse cultures, languages and religions - it requires enormous energy and dedication. It is complex. It is difficult. But I believe it is absolutely fundamental to our future.

This paper aims to show alternatives to the estimation methods used for finding the parameters in GyÆs well known model for sampling variance in the case of particulate materials. Many experiments designed for gathering data on the sampling variance for specific mineral deposits allow the experimenter to use approximations in the calculation of the parameters of the mathematical model involved, which sometimes can be very useful. However, there are some instances where approximations lead to biased estimates of the parameters, and consequently, lead to errors in the establishment of the sampling protocol and treatment of quality control data. In the present work, an alternative is presented for computing the parameter values based in any experimental set up, without the need for any simplification. The method was derived using the method of least squares and evaluations are made using the usual tools in this kind of methodology: residual analysis and evaluation of the fit by means of a plot of calculated versus experimental variances. With the aid of these tools, one can better evaluate the structure of the experimental errors in such applications, and the adherence to the proposed model. In addition, it is possible to perform hypothesis testing for the equality of different sampling procedures in terms of sampling variance. The full mathematical details are given, together with an algorithm for applying the method, which can be implemented easily using any computer language. An illustration of the method is shown, considering the international work done in ISO/TC 102. This example is a determination of the minimum sample mass to be collected in iron ore shipments, in order to achieve a specified sampling precision.

Both innovation and excellence are desirable attributes of education, as they are also markers in the progression of the human race, but how attainable are they? The interaction of minerals and humanity provides a special insight into the development of both criteria, from the discovery that chert cuts, through the Bronze Age and the first use of metal alloys for implements, to using coal, oil and uranium as sources of fuel. However, there have been many hiccups along the way, where excellence in one respect has meant disaster in another. Examples are in the exploitation of asbestos, and in traditionally poor work practices in mining, both contributing to the widespread public belief that minerals and mining are ecologically undesirable. Yet is this perception based on the unrealistic expectation of innovation and excellence being simultaneous qualities of any given process? Common sense born of experience indicates that the journey from one, to the other, is usually a long and often tedious process, with much trial and error before excellence is attained. In our time, the partnership between academia and industry is the usual pathway to achieve it. Even so, we should take care that innovation does not become overwhelmed by the pursuit of excellence: as history clearly demonstrates, humanity depends upon both.

The Australasian Institute of Mining and Metallurgy brings together, voluntarily, people with a professional interest in the disciplines and skills which are employed in the mineral indus- try, and in relation to that industry. We come together because we have a mutual interest in improv- ing what is done by the mineral industry, in all its aspects. It is this sense of continuing improvement, of doing better, of doing as well as we can, as our knowledge and skills improve, that unites us in creating and fostering a professional association of like- minded people. We know from our professional training and experience that enormous progress has been made, at an ever-increasing rate, in the mineral industry, particularly in this Century. We know that the mineral industry has played a very major role in providing the means by which so many more people survive to live longer, healthier and more interesting lives, than ever before. Indeed together with the oil and gas industry, which is an integral part of the mineral industry but has achieved its own commercial dis- tinction, it is fair to claim that the mineral industry has played the major role in providing the means for the advancement of the human quality of life.

There are many different challenges when sampling mineral commodities. Sampling is part of many decision-making processes, from control of the number of drops of a reagent to all aspects involved in determining how much to pay for a mineral consignment. However, if all decisions must be supported by correct assumptions, or at least agreed terms, how can this be guaranteed? The main approach is to emphasise the importance of continuous surveying of sampling practices. If they are based on non-recommended protocols, this raises concerns. In addition, safety failures and lack of appropriate behaviour from the technical perspective can lead to disasters, both from the human and business perspectives. Impacts on safety and health are clearly unacceptable. It should be noted that imperfect safety and health practices in sampling operations have a strange correlation with incorrect sampling techniques. The commercial interface can also be affected. Companies have studied extensively the various aspects of measuring quality parameters for mineral commodities to understand the risks for investors and owners, and they take decisions that fundamentally respect the interests of parties in contracts and not result in losses. Every result should be obtained in defensible ways, and neither losses nor profits taken in indefensible ways. Most of such situations are related to bias; a significant systematic difference between a measured value and a reference value for a contractual quality parameter. Bias is always undesirable, because it always implies an incorrect advantage for one party and without doubt an undesired disadvantage for the other party. These situations are solved financially through a third-party arbitrator becoming involved in delicate situations, such as a commercial claim, but the outcome is always tangibly or intangibly bad for one of the parties. Another possibility is a permanent or temporary loss of precision. Poor precision, due its nature, generates reasonably balanced losses and profits, but it may hide out-of-control situations, generate instability and induce financial losses due to actions taken towards clearing commercial disputes involving interlaboratory programs, sample exchanges and duplicated sampling and sample preparation procedures, in the end wasting time and resources and creating a permanent source of commercial tension. While bias situations demand immediate adjustments for correctness, poor precision has to be understood as something that cannot be just calibrated out and is a situation that demands investment of time and effort. Precision optimisation has to take into account best practice for obtaining the required precision as well as cost/benefit analysis studies. Purchasers, engineers, salesmen and all personnel need to recognise that sampling is a major area to understand when taking decisions. The aim is to spread concepts that can really help, such as simple in-house actions to improve productivity and completion of surveys on commercial sampling operations, in order to ensure correct results are obtained and assertively take corrective actions, thereby establishing a healthy relationship with investors, suppliers and purchasers and in the process optimising the business.

The eastern part of the Yangtze craton (eastern China ) is marked by a number of medium to small size porphyry Cu-(Au-Mo) deposits. A detailed geochronological study and existing data suggest that these deposits were emplaced in the 144 - 136 Ma interval. They are spatially and temporally related to voluminous mafic and alkaline magmatic rocks ranging in composition from gabbros, syenites, A-type granites and their volcanic counterparts. This indicates that the porphyry Cu-(Au-Mo) deposits in the eastern Yangtze craton were generated in an intra-craton extensional tectonic setting, which is distinctly different from the compressive environment of oceanic or continental arcs of the Pacific Rim where numerous giant porphyry Cu deposits were formed. We have been exploring for minerals in Australia for over 100 years and our methods are constantly improving - but why do we pros- pect? Is the effort justified? Obviously the main motive is economic gain. It is now and always has been but conditions are changing rapidly. Once it was the prospector who could cash the nugget. Then it was the syndicate, the small company, an amalgamation of small companies, the large company, the corporation; the multinational corporation - where do we go from there? Early there was personal satisfaction and excitement in out-door activity which gave scope for individual energy, hope and in some cases reward. There still remains the satisfaction, either individual or corporate that a mineral discovery creates new wealth and makes a contribution to the nation's well being. Parallel with developments has always been the growth of restraints on exploration, frequently out of phase with the current mineral developments - miners' rights, licences, titles, royalties, mining laws and regulations, taxation etc. As the operations have become more complex so the restraints have become more confining until it is now very necessary to question whether the chances of economic gain justify the risk and responsibility of mounting costly mineral exploration leading-to extensive capital development.
