Technological advances evolve in different ways; many are the result of years of application of scientific method. i.e. Observation Deduction Hypothesis Proof In the mining industry, better explosives, drill bits or reagents are likely to evolve in this way. The scientific method is suited to the application of conventional management structures. Other advances are simply the result of a "brainstorm", or building a better mousetrap. Such inspiration probably resulted in "Split Set" rock bolts, or the first use of a vacuum cleaner principle for shaft mucking. Individual consultants can apply lateral thinking to generate such inspiration. In gathering material for the presentation of this paper, I sent a.letter to all members of the Mineral Industry Consultants Association asking them to nominate problems in the industry requiring investigation. The answers have been divided into two classifications - contract research underway and identified problems requiring solutions.

A cry that is often heard from front-line employees, particularly as a mine grows or circumstances change is "We used to be one big team but now they have set up teams for different functions - we don't know what's going on and we don't share resources any more. We used to just get in and do what had to be done, now we can't.". It usually occurs after management decides that, with the increasing mine complexity, functions and accountabilities of a manageable size need to be identified and defined for individuals and teams to facilitate optimum performance. However, as the statement indicates, these changes have often not delivered all the intended benefits. This paper will explore the reasons why the full benefits have not been realised and will identify actions which can be taken to improve the likelihood of optimal outcomes.

The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

Artificial ground support has developed into a refined science over the past 20 years. From reactive support systems such as timber props and steel supports, to active systems such as roof bolts and cable anchors, ground support technology has now developed efficient systems that work well in many instances. However this paper demonstrates that there is still a long way to go to develop optimum ground support systems. Some conventional rock bolts and cable anchors emphasise their tensile capacity only, without considering other factors such as their shear strength or shear modulus, or if the support member can transfer all of its support capacity to the surrounding rock. Examples are given of the use of ground anchors with high tensile and shear capacity in underground coal mining as well as examples of slope failures in open pits where the cable bolts have remained intact because they have been unable to transfer their full capacity to the surrounding weak rock mass. For underground coal mines, speed of installation is also of primary concern, but it must also have high tensile and shear capacity both in terms of strength and stiffness. Ground support systems of the future must therefore address these problems. An innovative new rock bolt is discussed which goes some way towards solving these problems. This new rock bolt is screwed into the rock and thus has a direct mechanical interlock with the rock. Initial field results show that it has an extremely high anchor capacity and can be fully installed in approximately 30 seconds. It has considerable capacity to improve the productivity of the coal mining industry.

On the basis of investigations carried out, the author offered new technology, which allows utilising all titanium-contained waste with receiving of finished products: catalysts for utilisation of hydrogen sulfide gases, accompanying oil-extraction. This technology is presented in the paper. It is economically effective and ecologically clean.

The Kelsey Centrifugal Jig incorpo- rates the principles of operation of a conventional mineral jig, at the same time utilising high centrifugal forces to extend concentration to very fine heavy minerals. The main operating variables which are adjusted to control processing of different types of material are centrifugal force, ragging material and size distribution. Pilot plant trials have been under- taken to examine concentration of a mineral sand in which the heavy mineral particles occur mainly in the minus 0.075 plus 0.032 mm size range. Stage recoveries of greater than 90% were achieved at concentration factors of up to 2, although lower recoveries were obtained with higher concentration factors. A final concentrate containing 65% heavy minerals was obtained.

The JORC Code, which has been in existence as a Code incorporated in the listing rules of the Australian Stock Exchange and New Zealand Stock Exchange since 1989 and 1992 respectively, has been revised and will be re-released in 2003. This revision followed a call for submissions in December 2001, the publication of an exposure draft in late-2002 and an exposure period during which a large number of constructive comments were received. These comments were reviewed and a further exposure draft released as part of the current exposure draft of the ASX listing rules. It is anticipated that the final Code will be incorporated into the stock exchanges listing rules in late-2003. The 1999 JORC Code has been the standard on which other reporting Codes have been based, each of which has contained refinements. Three in particular, the Reporting Code from the United Kingdom/Ireland/Western Europe, the new Canadian Reporting standards and the SAMREC Code from South Africa, influenced JORC in the preparation of the 2003 JORC Code. Whilst there are differences between the 1999 Code and the 2003 Code, these changes are mainly in the guidelines. The Code definitions, which are largely in accord with agreed international definitions, remain substantially unchanged. The two main changes in the 2003 Code are the requirement for a Competent Person to be responsible for the documentation relating to the reporting of Exploration Results, and the introduction of æRecognised Overseas Professional OrganisationsÆ as overseas organisations to which Competent Persons may belong. Other changes include: clarification of the reporting of exploration targets or potential; the rearrangement of the diamond reporting clauses; the introduction of guidelines for the reporting of Industrial Minerals; modification of the coal clauses and recognition of the new Coal Guidelines; and the introduction of a guideline encouraging the discussion of relative accuracy and confidence in resource/reserve estimates. Other lesser changes to the Code are listed and discussed briefly. The release of the 2003 JORC Code maintains the standard set by JORC as a world leader in the development of mineral reporting Codes and their adoption by industry.

Conventionally, a combined system consist- ing of a dry or wet pulverizer and kneading mac- hine is applied to the pretreatment of fine mat- erials for agglomeration, especially for pellet- izing. However, treatment cannot be expected to be satisfactory owing to the complexities of the process. A new process was developed to over- come the defects inherent in the conventional process. This new process treats certain fine materials having a moisture content somewhat lower than that suitable for pelletizing in a ball or rod mill. The mill is of special de- sign in which grinding and strong kneading are performed to give an extremely homogeneous ball- ing material with appropriate size distribution and pelletizing characteristics. The most serious problem in this process is the choking of sticky materials in the mill. A specially designed rubber lining was installed in the mill to overcome this trouble. This paper presents actual results from our iron ore pelletizing plant relating to the pelletization of other fine materials.

The volcanic successions that host massive sulphide deposits are diverse in composition, facies types and facies relationships. They also show a variety of spatial and temporal relationships to mineralisation. In many examples, such as the Koongie Park Formation in Western Australia, the host succession includes more or less conformable syn-volcanic sills with peperitic contacts. Such sills can be an important source of heat for fluid circulation, influencing patterns of hydrothermal alteration and the location of co-eval and later mineralisation. The impact of syn-volcanic sills on the host succession depends in part on the initial porosity and permeability of the enclosing facies. The special properties of glassy pumice û being highly porous, permeable, and reactive û allow pumice-rich facies to preferentially focus hydrothermal fluid flow. However, the same properties promote early alteration and porosity reduction. Hence, the diagenetic and compaction history of pumiceous facies strongly influences their potential to host massive sulphide mineralisation. In contrast to pumice, dense glass has relatively low porosity, at least initially, and does not compact. Non-vesicular glass is a major component of submarine lavas, syn-volcanic intrusions and some volcaniclastic facies. However, especially in submarine settings, dense glass is commonly intensely perlitically fractured soon after eruption. The fractures greatly increase the porosity and permeability, locally accelerating diagenetic and hydrothermal alteration. In addition to false pyroclastic textures, altered perlite may exhibit false porphyritic textures. Silica- or feldspar-altered perlite kernels surrounded by intensely altered phyllosilicate domains can resemble phenocrysts in a fine grained groundmass.

Urban railway systems need high invest- ments, especially if their routes and stations have to be placed in the subsurface. In the FRG the construction and equipment cost of urban underground railway systems are in the range of 60 to 100 Mill DM per km tunnel. For this reason, track sections on the surface and on elevated structures are used as far as that is possible. Considering whole systems, the costs are in a range from to 45 Mill DM per km length for a metro system with about 80 % of its tracks and stations in tunnels and from 20 to 25 Mill DM per km for a light railway system with about 25 % subsurface infra= structure. The amount of route lengths in tunnels depends on the size of a city, the situation regarding above ground structure and free space on the surface, the level of service quality which has to be achieved with the railway system etc. Despite of the urgent needs to improve the transport conditions there very often arise doubts if an urban railway system is really necessary and can be justified in an economic sense. The experience from many cities around the world shows, that there arise a lot of benefits from urban railway systems, especially with larger sections placed under- ground. They are to be found in the interests of the operator (f.e. operating costs), the user (travel time, quality of service etc.) and regarding social aspects (environmental protection, accidents, consumption of energy Etc.).

The Ausmelt Catalytic Waste Converter (CWC) has been developed for use in the treatment of industrial wastes and for the recycling of secondary materials. Ausmelt Technology uses a top submerged lance system within a versatile and efficient slag bath reactor. High temperature pyrometallurgical reactions are carefully controlled within an oxidised molten siliceous slag such that metals can be extracted from waste feedstock for recycling, with non-volatile elements reporting to the slag, usually as oxides. Modification of the slag chemistry results in a final slag product that is stable, vitrified and is able to pass standard leach tests such that it is safe to discard or be used in civil engineering applications. Toxic components in the wastes such as organohalides can be completely destroyed and are prevented from reforming. Waste to energy conversion is practiced by the addition of a heat exchanger/steam generator in the converter offgas system. The Ausmelt CWC has been used for recovering zinc from residues and slags, treating spent potliner (SPL) from the aluminium industry and a wide range of electronic and other potentially valuable waste materials. Methods of monitoring the exhaust gases at different stages in the CWC gas handling system are discussed. The assay of these gases prior to emission is used to assist in the control of the converter chemistry to ensure the complete oxidative breakdown of the feedstock.

IN carrying out experiments to determine the amount of metal taken away by fume or fine dust the apparatus used requires to be strong and compact, as it is generaIIy necessary to work on a staging fixed at considerable distance above the ground and against a smoke stack or flue. It is essential that the test be carried out at a part of the stack welI away from any bends, to prevent eddies. The method described below has been used for estimating the dust losses from Dwight & Lloyd sintering machines, antimony drossing furnaces, pot sintering trials, etc., and has been founc! satisfaetory. It is welI to bear in mind that the longer the period over which dust coIIection is extended, the more valuable the result is likely to be. The rateof aspiration of the gases through the apparatus is kept as regular as possible by changing the filter thimbles frequently, and the rate of flow should correspond closely with the rate of flow of the gases up the stack.The apparatus required for carrying out a test is as folIows :-{a) Thermometers : two are required, one for taking the temperature of the gas in the stack and one for giving the temperature of the gas in the aspirating drum. Predictive chemical models facilitate the selection, design and assessment of aqueous chemical processes. The development of expertise in aqueous themochemistry has not matched the explosion in computer technology for modelling, which has placed pressure on the need for acquisition of skills to critically assess the appropriateness of the models produced. The 'blind faith' culture which appears to be developing must be arrested by appropriate programs at the tertiary level and professional development strategies in the minerals industry.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

Earthquakes are the most frightening and devastating natural phenomena known to mankind. They strike without warning and their consequences can be disastrous in terms of the toll of human life, financial crises related to the damage or destruction of man-made structures and the social and economic effects on a wide spectrum of the affected communities in the aftermath of the event. Such situations can be widely attested to by most areas around the Pacific Rim. Indeed, the threat of earthquakes is always imminent because of the geological-tectonic nature of the region as manifested by past experiences. It is patently obvious that earthquake occurrences are not only a geological hazard but also pose a serious social danger. When one considers the 19 September 1985 Mexico (Michoacan) earthquake (Mitchell at al., 1986), the necessity of continuing research is of paramount importance. An estimation . of earthquake risk encompasses both qualitative and quantitative aspects and demands a multidisciplinary research effort integrating seismology, tectonics, geology, enginering, sociology, economics, insurance and governmental policies (Bolt, 1978; Booth, 1984). These roles in mitigating such a hazard have been aptly discussed by Press (1985). A series of discussion papers based on an intergovernmental conference covering the whole scenario were published by UNESCO (1978). It is commonly known that copper smelter terms include penalties if the concentrations of elements, such as arsenic, mercury and fluorine, exceed stipulated limits. It is less commonly known that the behaviour of these elements in the smelters can depend on the processes used to treat the concentrate. The principle behind the penalties is to compensate the smelters and refineries for additional costs caused by the presence of the penalty elements, but these costs will vary depending on the process used and the location of the smelter.The issues caused by the minor elements include effects on the occupational health of smelter workers, increased environmental disposal costs, increased operating costs and reduced cathode copper quality.The effects of minor elements can be surprising. High levels of arsenic in concentrate are considered undesirable, but some smelters add arsenic to anode copper to improve the performance of the refinery.Excess concentrations of some elements will result in rejection of concentrates by smelters. China has blanket import bans on copper concentrates with concentrations of lead, arsenic cadmium, fluorine and mercury exceeding specified levels.This paper will review the behaviour of minor elements in smelters and refineries, explaining the deleterious effects of each of them, to provide a greater understanding for people and organisations wishing to market copper concentrates.CITATION:Fountain, C, 2013. Deep mining in the Collie Basin has suffered with high levels of water flow and sediment in-rushes throughout its 90 year history. Current day experience in working conventional bord and pillar by mainly mechanised means is that advance to the dip is impeded at about the 150m depth of cover by excessive water flow and pressure bursts. Extensive analysis of exploration borehole data and reconstruction of depositional environments helped define important hydrogeological characteristics of roof and floor aquifers, aquitards and aquicludes. Hydraulic parameters were estimated with some accuracy using indirect methods, and later confirmed by pump testing. Groundwater flow modelling showed that mine scheduling would have to be a balance between down dip and lateral development if aquifer pressure heads were to be decreased to suitable levels. Since pressure reduction in aquifers immediately above and below the mine opening was. identified as the key aim in groundwater control, a series of trial in-pit dewatering holes were installed, and demonstrated pressure heads could be reduced at rates compatible with a mine extraction sequence which, in turn, controlled the rate of down dip mine advance. A case history of the successful application of in-pit dewatering systems within difficult hydrological conditions for mining is described, with emphasis on the close collaboration required between hydrologists, mine planners and operations personnel.

Modern, high-output, continuous process plant requires heavy capital expenditure and is exroected to achieve a high rate of return upon the investment made, thus its high utilisation is an economic necessity. Downtime is extremely expensive not only in terms of idle capital but also in terms of lost production and revenue. A sound maintenance management system can alleviate the problem of unscheduled stoppages and a key document in the maintenance system is the Work Order because it both initiates work and conveys maintenance control information back to the administrator. This key document must be supported by an information base that provides technical data, job procedures, spare parts, history and costing. To be effective this information must be easily and immediately available to all concerned. Computer technology has developed extremely rapidly over the last ten years and with it a wide variety of on-line computerised maintenance systems. Selection of the most appropriate system for a given industrial plant is not a straight-forward process. Computer requirements for hardware and software must be matched to the requirements of the maintenance system and such matching must be carried out in an ordered and rational way. At Kalgoorlie Nickel Smelter, time was taken to review the existing maintenance system, select, study and test the new computerised maintenance management package and plan its implementation. As a result, the initial target of equipment recognition has been achieved on schedule and within budget.
