In underground mine planning, many potentially value-eroding decisions are made due to a lack of time and proper evaluation practices. The information required for mine planning decisions goes beyond external sources of uncertainty that are recognised by typical evaluation techniques used in the mining industry, to include technical factors (eg mine development layout) and the ability of a mineral extraction project to achieve its anticipated production levels. Due to the individual characteristics that define underground mining projects, each will exhibit a different risk profile, and thus advanced optimisation and evaluation techniques are required to capture this information.As underground mine planning tools become more sophisticated, mine planners have the capacity to investigate numerous mine sequencing options to identify the best strategy for a given project, creating higher value for shareholders. This paper describes a risk-based evaluation methodology (RbEM) that accounts for financial and technical risk in the evaluation of underground mining projects. While the use of the RbEM has been described in previous works, no benchmarking of the benefits that can be realised from a change in those decisions that are made early in the process has been undertaken. To show the benefits that can be achieved from using the RbEM, this paper updates a case study to which the RbEM was applied, and takes a retrospective look at whether additional value would have been gained by following the strategic recommendation of the RbEM versus a typical optimisation exercise that aims to maximise the net present value.CITATION:Maybee, B, 2012. Passing a direct current through a jointed fine grained soft rock mass auses the movement of water by the process of electric-osmosis. There are other processes such as electrolysis which transport ions that interact with associated ions and can, in turn, be oxidised. This results in the dissolution products being transported towards the cathode electrode. In the cathode region the ferrous hydroxide is oxidised to ferric hydroxide %%ith consequent precipitation. The cracks and joints are current pathways, along which the ferric hydroxide is deposited. This deposition reinforces the joints and increases the shear strength. By adding calcium chloride to the anode, the rate of corrosion is increased with the concomitant increase of deposited ferric hydroxide along the joints. This, in turn, significantly increases the joint shear strength. The process is pervasive in that the current via the water paths travels through the crack and joint systems The result is that not only specific joints are reinforced but the cracks and mtciconnected voids are also reinforced.

This paper addresses project commissioning, that is, activities that culminate in the transfer of a project from the construction phase to routine plant operation. These activities should be initiated early in the engineering and design phase to ensure that the plant design is operator friendly and that construction is scheduled such that pre-operational testing and hand over to the owner occurs in a timely and cost-effective manner. For the purposes of this paper, commissioning includes all activities related to pre-operational testing, no-load testing, water commissioning, and ore commissioning. That is, all activities from construction completion to practical completion of the prime contract. This process is facilitated in numerous ways dependent on the nature of the project prime contract and the size of the project. For small lump sum projects, the contractor's responsibility may include all phases of commissioning to practical completion, whereas, a managing contractor on a complex multi-contract project may only be required to bring the project to mechanical completion and hand over to the owner for ore commissioning. In the last 100 years, statistical sampling theory for particulate materials has developed to a stage where sampling systems can be confidently designed to provide assay results of known and controlled variance for a chosen time period. The two independent sources of sampling variance, namely intrinsic and distributional heterogeneity are defined and explained quantitatively. Intrinsic heterogeneity is characterised by the sampling constant for the material and distributional heterogeneity is quantified by the process steam variogram or covariance function. The means by which sampling systems can be designed to an accuracy specification is described.

Mount Isa Mines Limited recently commiss ioned an 800 tph Heavy Medium Preconcentration Plant for lead/zinc/silver ores. The decision to build this plant was made in late 1979 based largely on investigations conducted in the Company's pilot plant on a variety of ore types including Hilton ores, between 1972 and 1978. The paper reviews the historical develop- ment of the pilot plant heavy medium circuit through this period and illustrates the extent to which this work impacted on the final design criteria. This review also includes a description of plant operation, manning levels, process equipment and metallurgical performance Achieved.

Drilling and blasting constitute important activity in mining operations and account for around 20% of the total excavation cost. The utilization coefficient of energy for explosions of the fragmentation type is hardly 15 to 2035 and an enhancement in this is possible only through optimization of blast design. Designing a 'blast is a complex planning task, which for optimum results calls for matching the energy level of the explosive, rock properties and bench geometry. Optimum blast design needs a comprehensive study and an objective analysis of the intersecting elements. A cost optimised approach is often adopted with due consideration for all the cost sectors viz., drilling, blasting, loading, hauling dumping, and primary crushing, contributing to the overall miring cost. The present study deals with a performance prediction model which predicts the optimum burden for an explosive system in a given rock type to produce a certain desired fragment size. The model is framed on the inputs : shovel size, drill size, unit cost of drilling, bench dimensions, rock density, bond index, unit cost of explosive, maximum work potential. The model has been extended to compute the drilling and blasting costs for an assumed size of the bench to be blasted per round, so as to arrive at the overall cost optimization from a number of explosive systems. A comparative cost calculation with different explosive systems has been presented for a typical iron ore mine in India.

Mining companies in Australia have grown in size and complexity over the past 20 years. The same period has seen exten- sive changes in the operating environment, with greater competition and intensified in- dustrial and social pressures placing new demands 'on mining activity. The new condi- tions require a management approach that emphasises strategic planning rather than operational efficiency. Strategic management evolves through four distinct phases, namely, financial planning, forecast-based planning, externally oriented planning and 'true' stra- tegic management. The most difficult transi- tion to make is from Phase 2 (forecast-based planning) to Phase 3 (externally oriented plan- ning) since management is often too involved in operations to find time to develop and main- tain a strategic orientation towards the mar- ket and competitors. Reorganisation of re- sponsibility for operations and improved op- erational processes enable management to concentrate on external opportunities.

From a detailed combustion testing program and earlier experience with Leigh Creek coal, the Electricity Trust of South Australia (ETSA) gained a wide insight into the use of low rank coal fired boiler plant. This work is fundamental for the selection of boiler design parameters and other details which in turn determine the correct coal deposit selection for future power station development. In addition it gives boiler designers a good indication of the measures required to give reliable plant operation. Extrapolation from experience with existing plant, the designers main source of information, was not considered appropriate because of the lack of experience with similar coals. Brown coal beneficiation is also being assessed by ETSA in an attempt to improve the coal quality by the pretreatment of the raw coal prior to combustion in future coal.fired boilers. ETSA is also involved in the development of circulating fluid bed and gasification processes to determine whether these alternative processes are a more viable method of utilising the South Australian coals than pulverised fuel firing.

The earliest caveman, very much a minority group, in the face of great adversity and person- al peril, had to take his livelihood by stealth or force of arms - aided by some degree of reas- on and ingenuity. He was pretty much a law unto himself. As time went on, his type became more numerous; and, after bumping heads with the- tough bloke who lived in the cave across the valley, he decided that perhaps he ought to try to get along with him. Perhaps he could trade some over-ripe emu meat for that `roo skin that he had tried to take. Then too, next time he wants a woman, he had better use a lighter club and just stun her a little - that last one was pretty badly bashed. Perhaps he should keep her around the cave and train her to keep the fire going, gather some roots, and skin the game. Those joeys of hers are kind of cute too. Of course they eat, and it would necessitate bringing in more food. So man gained increasing responsib- ilities to his family and neighbours. He domesticated animals, learned that he could cultivate certain plants that were palat- able and would supplement the meat diet, and found that he could modify earth materials to make tools - he became a grazier, a farmer, a miner and a manufacturer. He ceased to be nom- adic and community life came into being. This complicated life and made more rules essential.

Material sampling theory is well established in mineral process monitoring, improvement and control. It has been much enhanced by fundamental contributions due to Gy. When GyÆs sampling theory is applied to sampling inspection and monitoring, it provides estimates of average quality or extent of contamination. It also provides estimates of uncertainty, but these often ignore uncertainty in estimated variograms or other measures of variability. Risk assessment is often an implied task in sampling inspection and quality monitoring. A valid technique of risk assessment needs to take into account the uncertainty in the variational measures themselves. Standard statistical tolerance limit calculations which do take such uncertainty into account can be adapted to develop a technique for handling uncertainty in variational measures such as the variogram. Data from a published example is used to illustrate the technique.

High commodity prices have produced a boom in project expansions and growth projects. Unfortunately, some of the early results have been poor, with some projects suffering considerable cost growth, project delays and start-up problems. The cost growth experienced in some projects is well beyond just escalation, but suggests weaknesses in the development of feasibility studies. Independent project analysis (IPA) has developed a large database containing information on project outcomes in the minerals and metals sector, and has identified, through its front-end loading (FEL) index and team development index (TDI), some key leading indicators of project success and project problems. This paper highlights key areas of weakness in feasibility studies that have driven poor project results, and the best practices that have driven improved project results.

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1983 and the Metalliferous Mining regulations 1985 to promote the safe and responsible exploitation of the States' mineral wealth. An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end. This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall. It is not intended to insult any particular profession or group of individuals and only endeavours to impart to readers and listeners, the message of being prepared and alert when entering the gold mining industry. Even though the presentation focuses on the woes of a rookie alluvial gold miner, a similar analogy could be drawn with his hard rock counterpart since the basic issues that I have attempted to address are common. By no means is there a saga complete because there are many more traps a miner can inadvertently fall into and only time has prevented me from referencing them.

The wide application of computers in beneficiation plants has resulted in the creation of a number of complex automatic control systems at all stages of ore dressing processes. To create such systems it is necessary to solve complex problems of analysis and calculation. The application of computers to solve these problems demands development of simple and effective methods of investigation and simulation of ore dressing process dynamics because all the known methods are complicated in usage and cannot guarantee the desired accuracy and quality of process control. A new grapho-analytical method of investigation and calculation of ore dressing flow sheet dynamics, worked out by the authors of this paper, is based on proportion method development and is used to construct dynamic characteristics of the investigated processes. It is possible to use the given method for investigating benefication schemes with flotation machines having non-linear static characteristics and circulating loads. The suggested method of investigation of concentration flow sheet dynamics allows us to obtain dynamic characteristics of technological process parameters in both linear and non-linear systems. Moreover, the final result can be obtained without labour consuming analytical calculations by a simple graphical construction based on the static characteristics of the known equipment and processes.

Conventional smelting reactor systems were designed to recover only one main element from their feedstocks. They did not possess sufficient flexibility to allow optimisation of co-production of multiple values from a complex feed.New reactors such as Sirosmelt and Top Blown Rotary Converters are providing new possibilities for making separation between components and this is of great significance for the complex feeds which are becoming prevalent in the metal extraction industry.Process routes using chemical procedures which take advantage of the flexibility of these reactors will be discussed in relation to a number of possible feedstocks.

Preventing injuries and fatalities related to conveyor system use in the mining industry is important and increases uptime while decreasing lost time. The research presented here is funded by the National Institute for Occupational Safety and Health (NIOSH), and intended to accomplish this prevention by the use virtual environments (VEs) to improve training and help miners better understand the hazards of working around conveyor systems. Two conveyor system VEs designed to teach miners about hazards and to safely complete tasks around conveyor systems were developed for this project. The first conveyor system VE, called the instructional tour, gives the miner a semi-automated tour of a conveyor system and teaches the miner about possible hazards (eg, missing guarding) and how to safely fix conveyor problems (eg, a stuck idler) using lock-out, tag-out procedures. The second, called the virtual shift, allows the miner to freely navigate around a conveyor system to detect and avoid hazards. The miner is presented with equipment failures that need to be safely repaired during the virtual shift. If the miner fails to identify and avoid a hazard or fix a failure in a safe manner, an animation of the consequences is shown to the miner, who must start the virtual shift over. The models for the conveyor system VEs were created using 3DS Max. Desktop versions of the VEs were then created using Deep CreatorÖ, an authoring application for creating interactive 3D environments. Later, more realistic versions of the VEs were created for CAVEÖ, a room-sized visualisation system, using DIVERSE, an application programming interface. In initial evaluations of the conveyor system VEs, mining colleagues have indicated great interest in such training tools. According to their feedback, these and similar VEs would provide excellent alternatives to normal classroom training and serve as positive precursors to hands-on experience. These VEs provide new miners a chance to experience hazards associated with working around conveyor systems without being in possible danger.

During 1999 there was a considerable turnaround in world prices for most minerals and energy commodities, except for the bulk commodities (coal and iron ore). The main reasons for this turnaround were: improved prospects in demand for most minerals and energy commodities in the Asian region following a return to both economic and industrial production growth in key economies in that region; continued moderate growth in demand in Europe and North America; substantial production cutbacks in a range of minerals and energy industries; effective reductions in the supply of oil by OPEC nations; and an announcement by European central banks that they would cap the amount of gold they sell and loan in the next five years. Most of these influences are expected to be sustained into the first years of the new millennium. In 2000, with exception of coal, average world prices of minerals and metals are forecast to rise significantly. Gross domestic product and industrial production is expected to grow in some European countries and most Asian countries in 2000 and, with moderate growth expected to be sustained in the United States, demand for minerals and energy is expected to increase. AustraliaÆs main bulk commodities, iron ore and coal, saw prices set for 1999 - 2000 at substantially lower levels in negotiations in early-1999. Double digit price cuts were locked in. However, similar falls appear to have been avoided for coal in Japanese Fiscal Year 2001, while increases of between four and six per cent were achieved for iron ore. Forecast modest recovery in economic growth in Japan and increasing demand elsewhere in Asia are expected to lead to tighter market conditions in 2000. Beyond 2000, world minerals and energy markets will be influenced by the expected robust global supply responses of minerals and energy companies, against a background of sustained economic growth and industrial production growth in major consuming countries. Over the medium-term, a return to declining real prices which have been evident for most commodities in the recent past, is expected as exploration, mining and processing technological change and associated productivity growth continues to reduce industry costs. While lower rates of exploration and mining investment in Australia between 1998 and 2000 will modestly constrain the rate of future industry expansion, Australia remains an important contributor to expected growth in global minerals supply over the medium-term. Australian mine production is forecast to grow between 1999 - 2000 and 2004 - 05, boosted by production from recently commissioned mines and minerals processing facilities and comissioning of other projects at advanced stages of planning.
