The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. Due to the enormity of the task which involves a conservative estimate of in excess of 400 000 m of drilling to reach a broad reconnaissance level of understanding the involvement of industry with the Department in the exploration programme is necessary. Future depth and production limitations of an ore hoisting system are fixed by its initial design criteria. There is little scope to extend these limitations once installation is completed. Depth and production rate upgrades from the initial duty to the hoistÆs practical limitations require capital expenditure in stages, each of which can be defined when assessing the initial system design criteria. A means of presenting and assessing the design criteria, the limiting factors in each option and the relative present and future capital costs is necessary to arrive at a solution that delivers the best value to the mine. Application of this technique to recent friction winder installations and upgrades in the Australian mining industry is of particular interest; however, the analysis methods are also applicable to drum hoists. It is usual to specify a minimum hoisting capacity and depth, based on mine ore handling design and production needs. The final hoist depth and production rate are usually a result of the initial hoist design and hence it is useful from the outset to specify a required production versus depth envelope for the mine. Technical solutions can then be modelled within this envelope at their initial and final duties and a comparative analysis made against the cost of installing and progressively upgrading each solution. Understanding the factors that constrain each solution to a maximum production rate at a given depth is important, as the costs of overcoming limiting parameters such as rope tread pressure and motor power can be significant. The task of understanding and evaluating the options open to the hoisting system designer is simplified using this approach. Communicating the results of a multi-dimensional problem such as hoist specification is also made easier using the graphical methods inherent in the analysis.

RGC is typical of companies in the mining industry in that by contrast to the typical pattern in other industries, it is necessary to have systems to handle a variety of different types of operations, a range of size of operations, and operations in remote locations.

The rare earths market is relatively small and slow growing. Three applications using mainly cerics rare earths : catalysts, glass-ceramics and metallurgy are volume market. Inside this slow moving frame, fast growing niches can be found lamp phosphors, permanent magnets, fine cera- mics... There is no specific ore for one given element, and the natural occurence of any ele- ment is almost constant in both monazite and basnaesite. This creates the "balance problem" that consists in the best compromise between shortage and over production. The general trend of prices is downward in constant money. Despite this difficult environment (price decrease, technology changes, etc...) lots of company have always been attrac- ted by the rare earth business.

The intention of this paper is to give a review of the present status of lignite mining in the so-called Gulf States in the United States of America, namely Texas, Arkansas, Mis- sissippi and Louisiana. The situation in these states is similar to the situation in Australia in that "Strip Mining - 45 m and Beyond" repre- sents the main technical problem to be over- come in the near future. The solution lies in the application of the bucket wheel excavator.

Mount Isa Mines operates Hewlett Packard 1000 computer systems for process control in its major mineral processing plants. To simplify control systems implementation, a process control software package has been developed. This package is now used at the Lead/Zinc Concentrator where the HP computer is interfaced to Foxboro Interspec/Spec 200 system and Honeywell TDC 2000 front-ends. The HP computer controls crushing, grinding, flotation and tailings disposal. This paper outlines the development of process control systems at Mount Isa Mines. The creation of the process control package is described and the reasons for its development highlighted. The application of the software package and the implementation of process control systems at the Lead/Zinc Concentrator is detailed.

Any defect activity resulting from an applied stimulus on a structure will generate a stress wave which travels in the medium under the laws of acoustics, thus the name of acoustic emission (AE). AE techniques can therefore provide information on the deformation of both surface and below ground structures. Two operating coal mines were monitored from the surface, and both mining activity and post mining microseismic activity were detected. The nature of the detected AE signals demonstrated that there were a range of deformation mechanisms in operation and that some predictive capabilities were possible with the Technique.

The capital cost of major items of mining equipment is very high. The operating cost of such equipment is also high. It is therefore important that such expensive equipment is used productively. To this end mine management uses production data systems and management accounting systems to monitor events and provide data for analysis to enable management to make operating and business optimisation decisions. This could be done better if there was an understanding of productivity in terms of its utilisation and efficiency components. What has been missing has been a methodology to properly account for the productivity of equipment in terms of its contribution in dollars to the costs and profit of the mine. An explanation of the Productivity Accounting methodology will be given. It will then be shown that productivity has two components, that of capacity utilisation and efficiency. These are defined and the dollar contribution of each to costs and profit shown. The efficiency component tracks the effect of proportional changes in input cost quantities used in the mining process as mining production changes. The capacity utilisation component tracks the effect of step changes in the input cost quantities used in the mining process as mining production changes.

Alliancing is a contractual relationship in which organisations with an interest in a project are brought together in an atmosphere of co-operation to produce superior results to benefit all of the participants. Fundamental to the concept is the management of the risks associated with the project. The traditional risk management strategy adopted by clients has been to transfer this risk to others in the belief that this will result in the lowest overall project cost. It is assumed that competition in the market place will allow these risks to be transferred without paying a premium. However, this approach often results in the development of an adversarial climate, a high level of litigation, time and cost overruns and an overall poor project outcome. Under an alliancing arrangement the parties (client, designer and contractor) are aligned through shared interests in the projectÆs success by linking profitability to performance. Under such an arrangement, an atmosphere is created whereby the participants are motivated to focus on cost-savings, pursue best value and to innovate. Successful alliancing can result in highly motivated project teams and realisation of extraordinary productivity and cost-savings flowing from increased efficiencies. The situations in which alliancing can be successful are discussed with particular reference to the Wandoo Alliance which successfully completed the $375 million Wandoo B offshore oil platform in record time and with considerable savings to the project budget.

The aim of the present study was an application of coal optical property measurements for analysis of paleostress field existing in fault zones of the Upper Silesian Coal Basin (USCB) during the coalification of organic matter. Measurements of vitrinite reflectance were carried out on coal samples taken near a hanging stope of the Klodnicki fault. Other samples had been taken in vicinity of the Krzyzowicki fault. The Klodnicki fault is one of the main tectonic discontinuities in the northern part of the USCB. It is postulated that its origin is related to the deep-rooted latitudinal discontinuity in crystalline basement of the basin. The Krzyzowicki fault is located in the western part of the USCB where fold tectonic style dominates. Vitrinite, one of the basic components of hard coal is generally considered as optically anisotropic material. Anisotropy of physical properties is induced mainly by stress, which arranges vitrinite structure. Vitrinite anisotropy can be described by an ellipsoidal model called reflectance indicating surface (RIS) which is a geometrical representation of the optical anisotropy tensor. The investigation of the RIS for vitrinite was carried out on coal samples. The apparent maximum and minimum reflectance values measured for a single vitrinite particle were plotted against corresponding bireflectance to construct the reflectance crossplot. Interpretation of this plot yielded the magnitudes of the RIS three principal axes. The data obtained point to differences in optical anisotropy of coal under the study. The coal samples taken from block tectonic zone near the Klodnicki fault had mean reflectance value of less than 0.80 per cent. Their anisotropy coefficients were about 0.1. Optical properties of coal changed from the biaxial positive in the western segment of the fault to the biaxial negative in its eastern part. It suggests that past tectonic stress was greater in the western part of the zone than in the eastern one. Coal originated from a fold tectonic zone at the vicinity of the Krzyzowicki fault has mean reflectance value much greater than from previous region (ÿ1.20 per cent). Its optical anisotropy coefficient is equal to about 0.07. It suggests that paleostress field was more isotropic. The presented study shows the usefulness of coal reflectance measurements in the analysis of paleostress field existing during coalification process.

During the past five years Amdel has in vestigated metallurgically and mineralogically most of the Western Australian nickel sulphide ores. The mineralogical work has been carried out primarily to assist the metallurgical stud- ies and this paper reviews the application of mineralogical techniques to such ores to obtain information of direct use to the process met- allurgist. The techniques are described briefly and results are given of various in- vestigations of head samples, concentrates and tailings.. It is demonstrated that mineral- ogy has an important role to play in the optim- ization of nickel processing operations.

In recent years, computational fluid dynamic (CFD) modelling of mechanically stirred flotation cells has been used to study the complexity of the flow within the cells. In CFD modelling, the flotation cell is discretised into individual finite volumes where local values of flow properties are calculated. The flotation effect is studied as three subprocesses including collision, attachment and detachment. In the present work, these subprocesses are modelled in a laboratory flotation cell. The flotation kinetics involving a population balance for particles in a semi-batch process has been developed. From turbulent collision models, the local rates of bubble-particle encounters have been estimated from the local turbulent velocities. The probabilities of collision, adhesion and stabilisation have been calculated at each location in the flotation cell. The net rate of attachment, after accounting for detachments, has been used in the kinetic model involving transient CFD simulations with removal of bubble-particle aggregates to the froth layer. Comparison of the predicted fraction of particles remaining in the cell and the fraction of free particles to the total number of particles remaining in the cell indicates that the particle recovery rate to the pulp-froth interface is much slower than the net attachment rates. For the case studied, the results indicate that the bubbles are loaded with particles quite quickly, and that the bubble surface area flux is the limiting factor in the recovery rate at the froth interface. This explains why the relationship between flotation rate and bubble surface area flux is generally used as a criterion for designing flotation cells. The predicted flotation rate constants also indicate that fine and large particles do not float as well as intermediate sized particles of 120 - 240 ¦m range. This is consistent with the flotation recovery generally observed in flotation practice. The magnitude of the flotation rate constants obtained by CFD modelling indicates that transport rates of the bubble-particle aggregates to the froth layer contribute quite significantly to the overall flotation rate and this is likely to be the case especially in plant-scale equipment.

The model described in this paper has been developed for and in close collaboration with the Bong Mining Company Ltd, Liberia/West Africa. When working an irregular deposit a de- tailed short term production schedule becomes necessary in order to ensure an equal and homo- genous concentrator feed. If the irregularity of the ore body exceeds a certain degree, blen- ding facilities have to be provided between the mine and the concentrator, but even then sche- duling of the mine production is inevitable to meet the given requirements of the blending bed and to keep these conditions steady for at least some of the successive periods. To assist the planning department in set- ting up optimal production schedules a computer model has been developed using a linear pro- gramming approach. The deposit is divided into equally shaped blocks containing defined quali- ties and quantities of ore and/or waste; from which one has to select those quantities of ore which will meet the requirements of the blen- ding bed. The largest single operating loss in many hydrometallurgical plants is the poor recovery of leached product in the solids sent to tailings. Any reduction in the concentration of the valuable species in this stream will improve the project economics. Conventional design, to reduce the soluble loss, is to increase the number of wash stages or the wash/water ratio. This approach is limited in effectiveness as it can only reduce the soluble loss to that dictated by the concentration in the returning solution. For copper plants this concentration is set by the recovery in the solvent extraction (SX) plant. When using a single grade of SX feed a single grade of SX raffinate is produced generally with five to seven per cent of the copper still remaining in solution. An alternative approach has been developed by Cognis Corporation and implemented on a number of recent projects using engineering input from Miller Metallurgical Services. The SX plant feed is æsplitÆ into two different streams: a high-grade stream containing up to 75 per cent of the copper and a low-grade stream with the remaining copper. This Split-CircuitÖ concept has significant benefits in terms of both copper recovery and reduction in acid costs. The high-grade stream has the bulk of the copper removed and the raffinate sent directly back to the leach; to fully re-use the acid that has been generated during extraction in the SX process. The recycling of this higher concentrated acid stream considerably reduces the acid in the raffinate sent to washing steps. It represents a significant saving in acid consumed via the tails stream. The low-grade stream has a significantly lower SX feed grade and hence produces a lower raffinate acid and copper concentration. This lowers the economic species in the wash solution and hence reduces the soluble loss accordingly. Other operating improvements are realised with lower neutralisation costs (with the lower acid in the wash stream) and from a decreased need for in-circuit neutralisation to improve SX performance. The SX plant itself is also split into a high-grade extraction and a low-grade extraction stream to enable the low-grade raffinate to be produced. A number of circuit alternatives have been utilised that have provided a range of benefits. The circuit concept has been included into both new and existing plant operation. As a result of this experience other methods of incorporating the concept into a circuit have been developed.

Electrochemical polarisation techniques can be successively applied to maintain clean surfaces in process environments. The applications are the result of extensive knowledge of the electrochemical nature of process environments, an innovative approach to problem solving and shared æcan doÆ attitudes between the supplier and process owner. Initial identification of suitable applications is based on over 20 years of process and electrochemical experience. The technologies discussed in this paper include Electrochemical Anti-Scaling [EAS], Electrochemical Protection Systems with both anodic [EPSA] and cathodic [EPSC] protection and Electrochemical Flocculation [EF]. Examples of industrial applications are reviewed. Good examples of metallurgical processes which can benefit greatly from an advanced electrochemical treatment are the wet processes involving precipitation, crystallisation and evaporation. Eliminating corrosion and scaling which would otherwise cause process disruptions and quality problems can make a big difference in process profitability. Clear advantages in both cost efficiency and environment friendliness are easily demonstrated. Continuous processing with minimum downtime is one clear advantage. In comparison to the use of corrosion inhibitors, anti-scaling agents and flocculants, the electrochemical polarisation does not increase the environmental load from the process as no additives of any kind are used. In most cases the cost benefits from pro-actively keeping surfaces clean with the help of advanced electrochemistry are substantial when compared to traditional re-active methods and other active treatments.

The space probe Magellan is on its way to Venus (May, 1989) and with its sophisticated radar systems will discover much more about our twin planet. There is tennuous evidence that Venus once had liquid water. Did it have life? Why was it not stable and why did liquid water not persist through the period of the dimmer young Sun? These are profound questions for us. We understand why Mars froze when volcanism terminated (Just as Earth will freeze one day) but could Earth boil if we continue to add greenhouse gases (Broecker, 1985). What will happen if 10 billion humans continue to use fossil carbon as their main fuel source? The Earth is warming fast and the new satellite data show that the oceans are warming faster than we thought. Is this just a fluctuation or is the greenhouse signal coming through the normal noise of climate?

The title of my address today is "Oil and Gas Valuations - A Simplistic View of Some Critical Issues". Alternatively I could have called this address "Pitfalls for investors' and corporates in accessing Independent Experts Reports" 'as in this brief 12 minute talk I will briefly comment on some common misconceptions with regard to the valuation of exploration areas and production interests, and comment on how the draft release guidelines address these issues.
