Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Precision surface mining is increasingly occupying a significant role in open pit mining. Improvements in technology now allow continuous surface mining of material well above 140 MPa (20 300 psi) efficiently and cost effectively when compared to drilling and blasting/primary crushing methods. These include the elimination of the use explosives and primary crushing, the ability to precisely extract the ore from the waste, or separate ores of varying chemistry and mine thin seams and non-homogenous orebodies cost effectively. In addition, precision surface mining extends the useful life of a mine by extending the mine boundaries. It can expand production capacity in existing mines and is particularly cost effective in greenfield start-up mines. Precision mining techniques result in higher percentage recoveries. This paper reviews several of these techniques for the Terrain Leveler« surface excavation machine (SEM), and shows their impact. Vermeer's current approach to precision surface mining is utilisation of the T1255 Terrain Leveler SEM. Several units have been proven in round-the-clock, seven day operations throughout the world. Among other innovations are design simplicity, stability, maneuverability, rear-mounted tilting drum and top-down cutting. The impact of these items are discussed in more detail in the paper. After a detailed analysis of the importance of machine availability on overall mine performance, Vermeer has extended its equipment line to include a direct-drive option for its T1255 Terrain Leveler SEM. In addition, improvements in dust suppression are presented. While the T1255 Terrain Leveler SEM is of optimum size and cost in small and medium sized mines, Vermeer has recognised that larger mines require larger machines with increased capacities. Vermeer will prototype the T1655 Terrain Leveler SEM later this year. Specifications of this machine and up-to-date preliminary results are presented. A discussion of the role of each machine size and driving mechanisms are included. Finally, the next stage in Vermeer's providing solutions to the surface mining community will be described - a continuous loader. The impact on current mine planning is presented using a detailed computer program developed for studying the impact of loading techniques and higher production rates on mine plan optimisation.

In choosing the subject for my address to you this evening I was actuated by the knowledge that in the past Australian metallurgical problems have been solved by the introduction of extremely interesting processes. Frequently such processes originated in this country, or at least were first adopted here on a large scale.Chronologically there comes to mind the application of chlorination to the Mount Morgan ores from 1888 onwards.Then the application of pyritic smelting to the Mount Lyell ore body in 1896, followed closely by the successful flotation of zinc blendÇ! at Broken Hill, about 1900, and the treatment of the refractory Kalgoorlie gold ores by roasting and cyaniding. With the development of the differential flotation process at Broken Hill came the production of a slime lead concentrate carrying zinc which necessitated the use of a high zinc slag in the lead smelting process. Although previously considered impossible, the necessarytechnique was successfully evolved at Port Pirie resulting in the accumulation of large tonnages of zinc-bearing slag as potential sources of that metal. The past twenty years have witnessed:-(a) The establishment of a flourishing iron and steel industry, with its attendant coking and by-product plant at two centres in New South Wales, namely, Newcastle and Port Kembla.(b) The establishment of an electrolytic zinc process at Risdon in Tasmania.*Presidential Address, Melbourne, 20th August, 1936.

An investigation on the breakage characteristics of closely sized orc samples at different levels of input energy was carried out to determine an appearance function for possible use in ball mill modelling. A consistent pattern of breakage behaviour was observed and the resultant size distributions could be described by a one-parameter, ('t'), family of curves. For each particle size range tested, this parameter 't' has an exponential relationship with input energy below an upper energy limit. A tentative linear relationship between the input energy at a constant value of 't' and the work-index leads to reconstruction of 'I' - input-energy curves from the work-index values. To normalise the efrect of particle size and input energy, multidimensional cubic spline regression was performed on thc entire range of data. The results indicated that the parameter 't' can be determined, reasonably accurately, as a function of Ln (input energy, kWh/tonne) and Ln (particle size, mm) for input energies between 0.5 and 8.0 kWh/tonne.

A table concentrate obtained experimentally by the New Occidental Gold Mines N.L. has unusual interest on account of the presence in it of abundant coated or "black" gold. The concentrate was obtained from ore from the New Cobar mine, Cobar, New South Wales, by feeding the oversize product from a "Dorr Bowl classifier to a Card table.Its assay value was 129 oz. of gold and 52 oz. of silver per ton, yet practically no free gold could be seen on panning.When, however, the concentrate was digested in hydrochloric acid fine rusty gold could be obtained by panning.The following chemical analysis was carried out by the mining company on a similar sample of concentrate.

Electron probe microanalysis (EPMA) and quantitative X-ray diffraction (QXRD) techniques are capable of providing high-quality quantitative information regarding the phase mineralogy and distribution of alumina within iron ore samples. The techniques, however, use different methodologies in determining the mineralogical information (ie structural versus chemical), which introduces some limitations. In this study, EPMA was used to identify and quantify the deportment of alumina within mineral phases in iron ore samples (-1 mm crushed) sourced from different suppliers. Results were directly compared with quantitative mineralogical data derived from QXRD to provide an evaluation of the relative merits of both techniques. The four ores studied contained alumina either in the form of gibbsite, aluminosilicates (eg kaolinite), or associated with goethite.For minor phases, gibbsite and kaolinite, the abundance trends measured via QXRD were generally reflected in the EPMA data. Agreement was less satisfactory for the more abundant goethite phase (both low- and high-Al forms). The discrepancy may be the result of sampling issues arising from textural features such as grain size, and also a systematic overestimate in the amount of Al-rich goethite when hematite and Al-bearing phases are finely intermixed and the EPMA step size is coarse. A second difference in the EPMA results compared to the QXRD data was in regard to quantification of low-Al and high-Al goethite phases. The sensitivity of the chemical-based EPMA was better for distinguishing between high- and low-Al goethite although the results remain overprinted by potential errors introduced via sampling.Care should be taken when directly comparing results from each method, although in general the data should be considered complementary, as each approach provides slightly different results and interpretations regarding the overall mineralogy.CITATION:Pownceby, M I, MacRae, C M and Torpy, A, 2017. The purpose of the present communication is to put on record the discovery, in October, 1916, in the Howqua district, of a new locality for the occurrence of phosphatic rocks in Victoria, and to give a preliminary description of its characters and geological occurrence. Owing to the great use of superphosphates for agricultural purposes in recent years in Australia, search has been stimulated for the discovery of local and workable supplies of phosphatic rocks. Phosphorus is an element very widely distributed in igneous rocks, usually in the form of the mineral apatite, and also occurs in sedimentary rocks and in soils as a detrital constituent. Under these conditions of occurrence, however, the amount of P 205 present in a rock or soil seldom approaches, and very rarely exceeds, 1 %. Very occasionally it occurs in such a concentrated form as to constitute workable deposits. In such cases they are usually of organic origin. Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

On the Hauraki goldfields, within the limits of Cape Colville Peninsula, the Paheozoic rocks are confined to the district north of a line drawn from Mercury Bay on the east coast to Rocky Point on the shore of the Frith of Thames. South of Kennedy's Bay they are developed on the east coast only at Kuaotunu, at which place gold mining is carried on in sandstones and slates of this age. Between Tapu Creek and Coromandel there is, along and adjacent to the shore of the gulf, a very considerable development of PaJreozoic and in part of Trias rocks, and between the Tiki Stream and the northern end of Tokatea Hill, along the western slope of the main range, lies the special area of the Palreozoic or carboniferous rocks that have more particularly to be dealt with in this paper. The same formation has a large devolpment between Cabbage Bay and the northern slopes of Moehau, and appears to the water marge on both sides of this part of the peninsula.In this part they are of special interest as having, on the west spur of Moehau, a considerable variety of dyke rocks intruded into the sedimentaries, the interest in which is increased by the fact that these dykes theIllselves are of Palreozoic age and correspond to the dykes that are so' abundant in the Tokatea-Tiki area. Much interesting data on cemented carbides has been published over a period of years which, when classified and pieced together, gives a clear picture of this special branch of powder metallurgy. This is an attempt to present the essential information in an ordered account.THE HARD CARBIDES-THEIR PROPERTIES AND PREPARATIONThe so-called hard or refractory carbides are the carbides of a number of metals which are grouped together in the Periodic Classification. These metals are in groups IV, V and VI. They are titanium, vanadium, chromium, zirconium, niobium (columbium), molybdenum, hafnium, tantalum and tungsten. These carbides have attracted the attention of chemists because of their remarkable properties. They possess very high melting points, and are rather difficult to prepare in the pure state. Their outstanding propertyis their extreme hardness, which they share with certain other carbides, such as those of silicon and boron. In addition, these compounds possess distinctly metallic properties, such as lustre (in fused specimens) and high thermal conductivities.(l)t They are capable of forming alloys in two ways:1. With metals, particularly those of the iron group. 2. With each other (a case of solid solubility).The constitution of these substances is not that of ordinary salts, which obey the usual valency rules, but must be likened to that of certain intermetallic compounds. Actually they are "interstitial" compounds(2), that is, they are formed from the ordinary metallic lattice by the insertion of the relatively small carbon atoms in the interstices.. The energy required to fill the lattice completely is high, and this explains the difficulty often found in obtaining the exact stoicheiometric compound. Thus the carbides can have a range of composition, and can be considered as solutions of carbon in the respective metals.Physical Properties of the CarbidesThe hardness of these compounds is so great that it is difficult to compare the individual compounds on this basis. Becker(l) gives values on Moh's scale, which are not very accurate and are of no great value. Burden(3) has reproduced a diagram by Hatfield which indicates that the cemented carbides are between 1,400 and 2,000 on the Vickers diamond scale. However, the pure carbides are harder, tungsten carbide being about 2,200. Hoyt(4) describes a method of measuring hardness applicable to powdered specimenswhereby the powder is rubbed on a standard block of cemented tungsten carbide under standard conditions, and the rate of wear is determined. Paiam is a new township in the high mountains of Papua New Guinea built in association with the Porgera Joint Venture mine, one of the world's largest and most remote open cut gold mines. The Paiam town project is an interesting and genuine attempt at building sustainability into a community associated with a mine. A result of a tri-party agreement between a resource developer, government and land owners, this town is a good example of appropriate utilisation of benefits, obtained from resource development, directed at achieving a sustainable environment at local and regional levels.   Mining brought technology and income to the region, although as most mine staff fly directly in and out, local landowners considered there was a limited flow of benefits within the nearby townships. An agreement with government and mine was reached that more mine personnel and their families be housed locally. In 1998, we, a firm of Landscape Architects and Heritage Consultants based in Cairns, Queensland, were engaged to assist develop the fledgling town of Paiam into a livable and sustainable town and to produce material that would convey that information to stakeholders.   The design focused on establishing a sustainable town, with livability, urban form, aesthetics and opportunities for economic, social and cultural development. Aiming to be a livable town for locals and mine staff it included a market place designed as a focus for town life, essential for social cohesion and economic opportunities.   Located at 2200 m on steep rainforest clad topography, the town development has been laid out using an appropriate urban form based on organic village layouts. Clusters of houses allow for a common public area so children's play is monitored assisting with a sense of community similar to a traditional defensible village. Aesthetical consideration helps in developing community pride whilst maximising potential for development of a tourist industry.   Opportunities for ongoing economic development were incorporated in the design and construction process. These included developing skills and trades to service the region and to provide skills, development, income opportunities and infrastructure to last beyond mine closure. Administration procedures were set in place to form the basis of good governance.   The shift from traditional subsistence lifestyle to a sustainable community with traditional attributes was the project's goal and is being achieved.

The Batu Hijau porphyry Cu-Au deposit in south-western Sumbawa, Indonesia is an ideal natural laboratory to study the fractionation of iron isotopes in magmatic rocks that range in composition from basaltic andesite to tonalite. Intrusive rocks are associated with a porphyry system that contains well-preserved early hypogene copper mineralisation. We analysed pre-, syn- and post-mineralisation igneous intrusive rocks. We also separated magnetite, chalcopyrite and bornite from hypogene porphyry-style quartz veins, and measured the Fe-isotope ratios of samples by solution multi-collector ICP-MS. Iron isotopic composition of samples from the magmatic suite show an increasing d57Fe with increasing SiO2, supporting geochemical and textural evidence that the Batu Hijau Tonalites underwent closed system fractionation. Equilibrium and co-existing mineral textures allow the calculation of the following preliminary empirical mineral-mineral fractionation factors at 500°C for certain mineral pairs.Iron isotopes have the potential to provide geothermometric data to complement fluid inclusion data, especially where heating stages have operational limitations and where fluid boiling results in a wide variety of inclusion types that may make analysis difficult.CITATION:Wawryk, C M, Foden, J D and Garwin, S L, 2015. The case study has identified and characterised additional subsidence arising from longwall mining above or under existing longwall goaf. It suggests that the magnitude, mechanisms and prediction methods for such additional subsidence are different between the two mining configurations. This paper presents a proposed method to predict maximum vertical subsidence due to longwall mining under existing longwall goaf. It suggests that, unless different results from further new cases become available, the findings presented in this article, including the aforementioned prediction method, be applicable to the majority of sites in New South Wales, where multi-seam longwall mining is to take place. This article also presents an important concept of 'overburden modification' due to multi-seam mining. A causal relationship between the above-mentioned additional subsidence and 'overburden modification' has been identified as a result of the case studies. Further investigations into the physical processes that cause such overburden modification will be fundamental to the understanding and management of multi-seam subsidence.

Previous paleodepth studies of low-sulphidation epithermal Au-Ag deposits in the Coromandel region indicated that economic gold mineralisation was generally limited to a depth zone of 100 to 400 m below the paleosurface. Notable exceptions are Waihi and Karangahake, where ore shoots extended to depths of about 750 and 900 m respectively. These studies have been extended to include Au-Ag, Hg and Sb epithermal deposits in Northland and the Taupo Volcanic Zone. The main paleodepth indicators used are sinters and hydrothermal eruption breccias, hydrostatic pressures estimated from homogenisation temperature measurements on fluid inclusions, and hydrothermal alteration mineralogy. Also the occurrence of lacustrine and fluvial sediments is an indicator of the paleosurface at their time of deposition. Selected paleodepth indicators have been compiled and mapped in a GIS environment. The distribution of the paleodepth indicators are used to define regional variations in erosion levels, and may be useful in predicting areas most likely to preserve the optimum depth window for gold deposition. In the Coromandel region, regional stream sediment geochemical data has also been used to broadly define erosion levels in terms of Zn, Pb and Cu representing deeper base metal zone mineralization and Hg and Sb representing shallower cinnabar and stibnite mineralisation. The interpretations of paleodepth and potential reconstruction of paleosurfaces are limited by the paucity of data, poor age control on the paleodepth indicators and the epithermal deposits, and marked relief and complex stratigraphy in the volcanic terranes.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

Mineralogy and coproponents Sino Iron, International Minerals and Austeel are in the process of developing four world class magnetite iron ore mines with multiple open pits along a 25 km strike length of Brockman Iron Formation to the south of Cape Preston on the West Pilbara coast. The close proximity of the proposed pits raises some challenging project approvals and environmental management issues relating to the impacts of dewatering at individual projects and the cumulative impacts of progressive development on local and regional groundwater resources, which includes a large fresh water aquifer system in the Fortescue River alluvium.This paper presents an outline of the hydro-environmental impact assessment process adopted and the key result that the cumulative impacts of dewatering at all four projects on the local brackish groundwater system in the basement rocks is only marginally more than the impact of any one project on its own, and that the impact on the Fortescue River alluvium aquifer is negligible. The paper also presents an outline of the proposed integrated water management approach that will involve coordinated monitoring, ongoing impact assessment and management, and reporting programs for all projects.

A detailed examination of carbonic acid leaching of crude iron-containing magnesia derived from Savage River magnesite shows that the rate and extent of magnesium and iron dissolution are affected by the slake time, leaching temperature, carbon dioxide pressure, pulp density and rate of agitation. In order to produce high-purity magnesia from the leachate by precipitation and calcination, the optimum leaching conditions, which are those that yield maximum magnesium and minimum iron dissolution, have to be a compromise in terms of the above parameters. For example, iron dissolution can be limited by leaching at an elevated temperature (-45°C), but because the maximum concentration of magnesium biearbonate decreases rapidly with an increase in temperature, it is necessary to use a low pulp density (-2 per cent solids) in order to achieve an acceptable degree of magnesium dissolution.Evidence is obtained that iron dissolution involves the formation of a soluble ferric bicarbonate complex that decomposes at elevated temperatures. The extent of iron dissolution is much higher than might be expected and it is probably because the original magnesite contains siderite in solid solution with the magnesite; on calcination, the hematite whieh is formed is in a very finely divided condition and hence more reactive.

Shaft sinking through an amphibolite-granite rock mass experienced rock bursts on the shaft walls and benches. However, rock burst phenomena was exhibited only in granite, which is e1asto-brittle with ability to store strain energy caused by orogenic and man made stresses. To improve ground conditions, blasting of destressing holes at shaft corners was carried out. By this technique rock burst during shaft sinking was minimized, but not eliminated.

"Mine waste storages including tailings dams and waste rock dumps represent arguably the biggest risk on a mine site from both physical and geochemical viewpoints, related firstly to structural stability and the consequences of failure and secondly from potential on-going seepage or run-off of acid and metalliferous drainage (AMD). The risks are most likely to increase during operations and continue through the closure and post-closure phases, with the waste storages likely to be the most difficult features to resolve in the mine closure process. Contaminated water quality from tailings dams and waste rock dumps can require treatment "in perpetuity" at a cost of hundreds of millions of dollars. The problem is increasing with ever larger mine operations and waste generation volumes. This paper identifies leading practice methodologies in planning and operating mines and process plants to minimise the risks from tailings storages and how this might also affect waste rock management and even the design of mine excavations. These methodologies require a "big-picture" approach to develop an understanding of the overall issues and identify synergies between the different operational areas on a mine site that can reduce overall risk. With a conservative approach and realistic allowance for future costs it is possible to facilitate decisions at the mine planning stage that can reduce risk and save cost over the long term. This is in contrast to the common approach where each operational area is looking to minimise its own costs with a short-term view. Incorrect mine methodologies can be developed by allowing net present value (NPV) accounting methods to trivialise future closure issues.Methodologies discussed include: Integrated Waste Management - Significant structural improvements to tailings dams can be achieved if the structures can be incorporated into the waste rock dumps. Risk of AMD can also be reduced by utilising the tailings and waste rock effectively. This could go even further to consider the placement of wastes to limit mine void environmental issues; Process Optimisation - Water quality and the nature of potential tailings dam structures can be highly influenced by the geo-chemistry of the tailings. This can be modified by processing, where simple changes such as maintaining separate streams of geo-chemically different tailings rather than recombining them or by initiating further processing to remove problematic minerals such as sulphides; Enhancing Geophysical Properties - The geochemical performance of waste repositories can be greatly influenced by the geophysical properties of the stored materials, particularly the air-water characteristics, which are influenced by particle size, density and permeability. The geotechnical properties can be enhanced by strategic paddock dumping, blending and compaction.These methodologies are demonstrated by case histories.CITATION:Brett, D, 2013.
