Soil cover systems are routinely used to reduce acid rock drainage (ARD) from mine waste rock dumps and tailings impoundments. A technology for the analysis, design, instrumentation and monitoring of barrier-type (oxygen limiting) and store/release-type covers has rapidly developed and the number of covers under construction has grown extensively during the past ten years. Mine operators are currently investing in this relatively new technology with the expectation that these covers will reduce long-term liability with respect to acid generation, drainage and treatment costs. While the design life for cover systems may extend into hundreds of years, we have less than ten years of construction experience and proven performance. Some cover designs appear to be functioning well; however, the performance of many more is now being called into question. The paper presented herein evaluates the integrity of cover systems from a global perspective. Soil cover systems for the control of ARD are being constructed at mine sites located within high rainfall equatorial regions, deserts ranging from low to high latitude, humid temperate regions, and cold-continental climates. While the technology for analysis and design of soil cover systems is well developed, factors that compromise the performance of cover systems (in addition to the paramount issue of climate) relate to material selection and availability, cost and construction practices. Long-term performance is also strongly affected by physical stability (ie erosion), volume change (ie cracking, desiccation, settlement and freeze/thaw cycling), vegetation, soil evolution and ecological stability. This paper provides a review of the application of soil cover systems for the control of ARD. Cases where cover systems have been constructed with both success and failure are illustrated. General criteria and recommendations for cover selection, design, construction, and maintenance are provided.

Why is it so difficult? Why are there differences throughout the resources industry in how reconciliation factors are reported and calculated? Why is there no standard formula to use? These are common questions asked when mining companies try to compare reconciliation results across operations or attempt to undertake internal or corporate governance reporting processes. For many mining companies the calculation of reconciliation factors is often a very time and resource intensive part of mandatory reconciliation reporting. Some major mining companies, that move millions of tonnes of material per annum, dedicate full time resources to the calculation of reconciliation factors. The willingness of these companies to set aside resources demonstrates the value that operations place on good reconciliation reporting. Reconciliation is about measuring the variance between two like measures at different points along the mining sequence. It can be undertaken between predictive models, forecast plans and actual measured performance. Calculations are used to derive a variance between two sections within the mining sequence, with the result being commonly known in the resources industry as a æfactorÆ. Mining companies use the calculation of reconciliation factors as key performance indices (KPIs) to provide a æhealth checkÆ of their operation, with variances often pointing to issues either with the accuracy of the original estimate or the quality of the measurement being used in the comparison. There are many reconciliation factors that can be calculated and reported. This paper will set out, clarify and provide a recommended standard means of calculating each specific factor that, where adopted by a company, will ensure compliance with the international reporting codes, such as JORC. Using case studies from Rio Tinto Group (Rio Tinto) and BHP Billiton Mitsubishi Alliance (æBMAÆ), and the authors experience across a wide range of mine sites, the outline of a generic solution for tracking a parcel of material from the pit through to the port along with appropriate reconciliation factors is provided. The intention of proposing standardised reconciliation factor terminology and methodology is to provide the foundations of a system to enable communication and comparison across different commodities, companies and mines sites.

Flooding with surface water is the preferred technique for the abatement of acidification from pyrite oxidation in the lakes of abandoned Lusatian lignite mines. However, water resources of the region are limited and in addition, interruption of water inflow during the summer and the termination of the flooding process after reaching the final water level can lead to a re-acidification of the lakes. The development of three mining lakes with a surface-water flooding history of six to 28 years was analysed û in two lakes on the basis of fortnightly to monthly hydrochemical monitoring data. During summer flooding interruption, the younger lakes showed a decrease in pH from neutral down to pH 4. The degree of the pH decrease depended on the intensity of the groundwater inflow from the overburden dumps and this affected the hypolimnion more than the epilimnion. The third lake was flooded 28 years ago and up to now, interruption of the surface water inflow resulted in re-acidification. These three examples were able to show the benefits and limits of the surface water flooding technique for the abatement of Lusatian mining lake acidification.

The geographic imperative of ore systems leaves mining, more so than virtually any other aspect of modern industry, heavily dependent on obtaining and maintaining social licence to operate. A prospective miner cannot arbitrarily walk away from a deposit in search of more favourable community perceptions – concentrations of mineral endowment represent highly specific and fixed elements of the landscape, and their development and extraction thus requires the acceptance and trust of a specific network of landholders and stakeholders, sometimes with diverse and even competing interests in the development and use of the local environment. Weakness or absence of such social licence can bring added costs and complexity to developing and operating a mine – and in extreme cases even result in project failure. This study examines the application of Landsat TM data to the identification of hydro- thermal alteration in the arid terrain of the El Salvador region of north Chile. Numerical reflectance values were extracted from the digital Landsat TM data for a variety of rock surfaces, including four parts of the El Salvador gossan, for each of six spectral bands. These reflectance values were analysed statistically in order to select the three spectral bands, combined as a colour composite image, that are most efficient in discriminating different varieties of alteration and for general geolog- ical interpretation. The most cost effective com- posite image for this area is a combination of bands 1,4 and 7 as the blue, green and red components respectively, with simple contrast enhancement. This image is superior to some much more expensive enhancement techniques and allows unambiguous identification of areas of hydrothermal alteration larger than about 50m. By 1996 ground control-related problems at Brunswick Mine had raised serious concerns regarding the safe and economical extraction of large portions of the reserves. These difficulties were mainly caused by high stress levels in pillars, instabilities resulting from wide spans supported by ageing support elements, and chronic difficulties supplying rock fill from the surface quarry to the underground workings, which resulted in many large voids remaining open for long periods of time. Significant changes have been implemented at the site since 1996, amongst which were a change of mining method, the introduction of paste backfill, the establishment of stress management measures, and the introduction of shotcrete on a large-scale. This paper focuses on the regional ground conditions associated with both the previously used primary-secondary mining method and the newly implemented pyramidal pillarless technique, as well as on some of the stress management measures implemented at the mine.

Natural gas is a comparatively new fuel in Australia. It was first used in small quantities in Queensland in 1965, but it was not until 1969 that natural gas reached the capital cities Brisbane, Melbourne, and Adelaide in that order; then in 1971 it reached Perth. By the mid seventies, natural gas had secured a significant proportion of the energy markets in Queensland, Victoria, South Australia and Western Australia and in 1976 supply commenced in Sydney. In that year - 1976 - gas supplied about 12.5% of the total demand for primary energy in Australia excluding transport. In the current financial year - 1981/82 - natural gas is expected to supply nearly 19% of the market and forecasts for 1990 range up to 25%. From a starting point in the late 1960's when manufactured gas supplied a small but important proportion of the non-transport energy market - less than 3% - we have exper- ienced an average growth of nearly 24% per annum up to the present time.

In July 1986, Cable Sands (W.A.) Pty Ltd commenced mining for mineral sands at Minninup, approximately 16 km south of Bunbury, Western Australia.The area being mined is from the heel of the foredune to the rear of the hind-dune. The vegetation is mostly native vegetation with some old degraded pasture.The mining operation will be by suction cutter dredge, with continuous dredging, mineral separation and re-depositing of the sand.

Pressure filters were found to be necessary to produce Elura silver/lead and zinc concentrates at sufficiently low moisture contents for bulk cargo shipment by sea to smelters.The difficulty in obtaining low moistures was due to the fine primary grind, 80% passing 45 microns, and resultant fine concentrates, 97% passing 45 microns.The filtration system was designed to filter up to 90,000 tonnes/year silver/lead concentrates and up to 130,000 tonnes/year zinc concentrates.This paper details the preliminary test work to select Larox automatic pressure filters, and the commissioning and operation of these filters to achieve design criteria for both concentrates. The design criteria for both concentrates have been bettered due to the concentrates being coarser than the design sizing.

As part of the fundamental studies on the recovery of Au by solvent extraction, the synergism of combined extractants on the extraction of An from the sulphuric acid solution containing thiourea was investigated. Extractants tested were di-(2-ethylhexyl)phosphoric acid (D2EHPA), tri-n-octylamine (TOA), tri-n-butyl phosphate (TBP), and trioctyl phosphine oxide (TOPO). Four kinds of extractant combinations, D2EHPA/TBP, D2EHPA/TOPO, TOA/I'BP, and TOAITOPO, were tested to clarify the synergism on the extraction of Au in terms of various concentration ratios, diluents, the concentration of sulphuric acid, and the concentration of thiourea.

The geotechnical and environmental aspects of heap leaching are very closely tied during design, operations and closure. Potential environmental impacts from heap leaching are mostly due to land disturbance and water quality issues, including both groundwater and surface water. Water quality issues are mostly related to containment design, which is primarily a function of proper sizing of the facilities and site specific liner design. Geotechnical analyses is the dominant discipline in providing cost efficient, operationally effective and environmentally sound heap leach facility designs. Much has been published on geotechnical aspects of heap leach design, for example Van Zyl, Hutchison and Kiel (1988) and Van Zyl (1987). This paper will emphasize a few specific aspects related to the geotechnical and environmental consideration for heap leach projects. These aspects are: ò site investigation; ò containment design; ò slope stability; ò heap flow dynamics; and ò closure design. Design of a heap leach project must consider not only the operating life but also closure and post-closure considerations. As a matter of standard practice, designing for closure is an extremely important concept. Not only is it important for environmental aspects, but experience also shows that projects designed for closure will be overall more economical for the total life cycle of the project. Closure considerations are also important during project feasibility evaluations to ensure that total life cycle costs are evaluated.

To control the airblast from blasting to regulatory limits at environmentally sensitive sites near the Collinsville Coal Mining Operations, it has been necessary for Thiess Mining to incorporate a wavefront reinforcement analysis model in the predictive environmental airblast design. Controlling airblast from cast blasting 70 m high faces with 2000-3000 kg of explosives per hole within 700 m of houses presents a considerable challenge to the blasting personnel. This paper describes the model used and summarises the results of an investigation designed to quantify the increase in airblast indicated by wavefront reinforcement diagrams to further calibrate the model for future prediction.

Following the Busang fiasco, more detailed guidelines were appended to the latest revision of the JORC Code released in September 1999 (JORC, 1999). Although the definitions and terminology essentially remained unchanged, the additional information in the guidelines has highlighted a number of issues for consideration by geologists undertaking computer-based resource estimations. The three main issues are:Data Integrity û details such as drilling and logging techniques, sampling procedures, assay tests, site visits, data recording and aggregation methods need to be considered. Geological Interpretation û is the Competent Person applying the appropriate software interpretation to the deposit in accordance with the regional setting. Are the correct computer-based tools being applied and are they producing the desired result (without compromise) to the satisfaction of the Competent Person? Modelling Technique û the importance of the relevant experience of the Competent Person not only in regard to the geology, but also with respect to the modelling algorithms and resource calculation methods of the computer software system involved. At the end of the day, it is essential that the Competent Person undertake a reality check on the resource estimation itself. They should also check that the borehole spacing is in accordance with the level of continuity for each critical parameter (such as structure, grade, impurities, etc) for which the resources are categorised.

An Environmental Impact Statement (EIS) for a major mining development typically has to address various aspects of surface water management, including some which generally tend to be the more contentious: the diversion of rivers and creeks from areas disturbed by mining, and their rehabilitation; the effective management of disturbed area run-off via the collection, containment and treatment of contaminated water on site in sedimentation dams; the collection, containment and treatment of mine pit water; the decommissioning of surface water storages; final void water quality; and water discharge criteria. Environmental Impact Assessment processes for proposed mining developments in Australia at the state and commonwealth level usually involve a form of Initial Advice Statement (or Notice of Intent), Terms of Reference, an EIS, and a Supplementary Report (or similar) which responds to agency and public comment on the EIS. The EIS is used by approval agencies to decide the acceptability of the Project, and to set the conditions of approval. The conditions are often in the form of a state-issued æOperational LicenceÆ or similar. With mining, the initial approval at the EIS stage is often just a pre-cursor to various other planning related approvals, including obtaining a mining lease. Afterwards, mine plans and plans of operations must be submitted to government at various stages of the mineÆs life, ostensibly to provide the detailed mine planning over periods of one û five years. Despite all this additional planning and documentation beyond the submission of the EIS, government approval agencies are increasingly not satisfied with conceptual water management designs and commitments to an outcome (such as meeting a specified water quality standard) in the EIS. Agencies are also requiring sufficient water management design information to be convinced that the outcomes are achievable. To assist proponents of major mining developments, the Queensland Government has published Technical Guidelines for water management, and Environment Australia has published a æBest Practice Environmental Management in MiningÆ booklet on water management. In addition, the Australian and New Zealand Environment and Conservation Council (ANZECC. 2000) has published Water Quality Guidelines which provide an approach to water management, and provide receiving water investigation trigger criteria. So, what are the water management issues that are likely to be the subject of comment, debate and negotiation prior to the EIS being approved? and what commitments may a mining proponent have to make in order to convince the approval agencies that sufficient investigation and design has been provided? This paper provides some answers to this question, by reference to recent major mining proposals which the author has managed through state and commonwealth Environmental Impact Assessment processes.

From its mining lease at the northern end of Cohens Reef at Walhalla in the North Gippsland Mountains, the Long Tunnel Extended Gold Mining Company produced 13,695 kg of gold, which at 1980 prices represents a value significantly in excess of $200 million. In the period 1885 to 1908 the mine was one of Australia's principal reef gold producers, being top Victorian producer in six of these twenty-four years. Prior and subsequent occupants of the lease produced an additional 160 kg of gold. The Extended and the other mines on Cohens Reef whilst contributing importantly to the financial resource of Victoria, were the sole important support for the substantial town of Walhalla that had grown up around them. The basic condition necessary for flotation is hydrophobicity of the surface of the mineral to be floated. For sulphides, this condition usually requires treatment with a collector solution. The conditions for this treatment have until recently usually been chosen by the trial and error principle which has indeed been working relatively well under favourable conditions; ie for simple homogeneous ores. However, the present tendency to increasing use of complex and often relatively lean ores sets increasing requirements for the control of the flotation process. This development is the reason for the present rapid development of process control methods in flotation. In addition to the already well-established practices of pH and reagent feed controls, the importance of measuring and controlling the electrochemical potential of the ore particles to be floated is recognised in the case of sufficiently conductive minerals. In fact, the electrochemical potential seems to be the basic quantity determining the flotation behaviour of such relatively well-conducting minerals as sulphides. Since the hydrophobicity of the mineral and, hence, its flotation properties are ultimately determined by the composition and structure of its surface, information on these under different process conditions is important for design and operation of efficient flotation processes. The basic requirement set for the methods used for obtaining this information is high surface sensitivity of the method. The recent rapid development of surface characterisation has produced several methods which fulfil this requirement. Their application to the problem of characterising surfaces of mineral samples in contact with collector solution is, however, often complicated. The main reason for this is the vacuum environment necessary for the measurement. In the case of flotation experiments this means that in most of these methods the measurement cannot be made in situ, but the sample must be extracted from the liquid and subsequently evacuated in the vacuum chamber of the instrument. It is essential to carry out these steps so as to avoid to the extent possible changes in the sample surface. For the purpose of establishing whether this has been accomplished it is important to compare the results of methods operating in vacuum with some available in situ method. An optimal choice of methods seems therefore to be a combination of the available powerful vacuum methods with in situ measurements. The most usual combination seems to be X-ray photoelectron spectroscopy (XPS or ESCA), Fourier transform infrared spectroscopy (FTIR) and electrochemical measurements. This choice combines the unique possibilities for direct elemental and chemical characterisation offered by XPS (Cecile, 1985) with the in situ capability of FTIR and electrochemistry. In the XPS measurements, it is essential to apply a special sample handling technique to avoid loss or damage of some sensitive species of the collector-based layer on the mineral surface. In the following will be given some examples of the application of the XPS technique in combination with electrochemical methods of sample treatment to studies of the layer formed on sulphide substrates in ethyl xanthate (EX)

The optimisation and process developments surrounding the beneficiation of Cu-Ni-PGM ores is of fundamental importance when considering the continued rise in global demand for these precious metals. The selective sequential flotation of these ores is accompanied with various processing challenges such as the successful separation of the Cu-Ni-PGMs from non-sulfide naturally floatable gangue and pyrrhotite. Reagents such as sodium iso-butyl xanthate (SIBX) and sodium carboxymethyl cellulose (CMC) have proven to significantly improve the selectivity of the flotation process in their respective roles. The use of recycled water with abnormal inorganic electrolyte concentrations can modify the selectivity of these reagents, as ions may adsorb onto minerals such as pyrrhotite, thereby hindering or promoting the hydrophocity and floatability of pyrrhotite. Process water quality effects on the behaviour of pyrrhotite may have negative or positive influence on the recovery and grades of the wanted Cu-Ni-PGMs as valuable minerals associated with pyrrhotite such as pentlandite may be affected in like manner. Thus, the impact of concentrator process water quality on the behaviour of pyrrhotite needs to be determined. In this study synthetic process water at various ionic strengths was investigated against various CMC dosages to understand the behaviour of pyrrhotite during the flotation of a Cu-Ni-PGM Merensky ore in a batch flotation cell. This study showed that pyrrhotite grades increased with an increase in CMC dosage for fixed ionic strengths whereas the recoveries of pyrrhotite increased with an increase in ionic strength until 3SPW, then a trend of a decrease in recoveries was seen with 5SPW resulting in the lowest pyrrhotite recoveries. Furthermore, this study showed that moderate CMC dosages of 100 g/t resulted in the highest pyrrhotite recovery for all four ionic strengths of synthetic process water tested. It can be said that to maximise value recovery from Cu-Ni-PGM ores, understanding the behaviour of pyrrhotite against degrading water quality and reagent suites could be of paramount importance given the sensitivity of pyrrhotite to oxidising chemical conditions.

Comparisons between individual SW Pacific Rim gold deposits have facilit-ated proposal of a new classification of porphyry-related mesothermal gold deposit types. Carbonate base-metal gold systems form at relatively high crustal levels, peripheral to porphyry intrusions. There is a spatial assoc-iation with major structures which focus fluids from degassing porphyries at depth. Milled matrix intrusive breccias and extrusive maar volcano/ diatreme breccias form as a result of pre-mineralisation phreatomagmatic eruptions. These focus degassing magmatic fluids by the provision of fracture ground preparation, typically within competent host rocks, adjacent to the breccia bodies. Local dilational structures control the form of individual deposits which may contain bonanza gold grades at sites of fluid quenching and/or repeated mineral deposition.Early quartz veining and porphyry-related alteration is common and later gold mineralisation typically occurs in association with carbonate veining and Fe and base metal sulphides as Zn > Pb > Cu. The progressive cooling by mixing of the upwelling mineralised magmatic fluid with descending bicarbonate waters, produces characteristic zonations in carbonate compositions. These vary with distance from the porphyry source, from Ca through Mg, Mn and distal Fe types. Gold mineralisation is preferentially distributed within the Mn/Mg carbon-ates.
